the republicans want to put the focus back on the economy starting today in speeches, in tv ads, mitt romney will get specific about a plan he claims will create 12 million jobs. the horse ce remains close, although polls show that romney is slipping. and a blockbuster article in politico making the rounds, details team romney's disorganization. the headline, inside the campaign, how mitt romney stumbled. let me bring in nicholas christoph and jackie kucinich. bay buchanan said on chuck's show repeatedly that mitt romney is running this campaign, mitt romney is running this campaign. if mitt romney is in charge, what say you, nick christoph? >> he's got a problem. the joke is it's time for him to bring in a management consultancy to reorient his campaign. clearly they have problems.

what isn't unusual about the politico article is the infighting. campaigns always have infighting. >> here's mike allen, one of the authors of that article. >> today they say that they're going to come out with a different approach -- economy, economy, economy idea which as you guys know was the fundamental idea of this campaign back when mitt romney was thinking about whether to run, he knew it was going to have to be about economy, economy, economy. now they say, they're going broader. and now it's going to be status quo versus change. >> and by go broader, he went on to say that also means some of these foreign policy issues that have been getting into a little bit of trouble. what about that strategy, to go broad and make this status quo versus change? >> it's been said in this campaign, if he's not talking about the economy, he's not doing well. i think that's proved to happen. he really needs to get back to

the economy. it's his strength. it's what he talked about during the primaries. so the one thing that's been interesting is you bring in paul ryan, supposed to be talking about these bold ideas. instead he's been hesitant to embrace ryan's plan and some of the strong things that ryan has stood for. it will be interesting to see how this turn or this pivot really impacts the campaign. >> again, bay buchanan was on in the last hour. let me play. we just turned a little clip of that. >> this story is just ridiculous. i have been in many presidential campaigns. the key to a good one -- and governor romney is absolutely clear about this. he doesn't want yes people. he wants people to tell him exactly what they think. a final decision is made by the governor. this is governor romney's campaign. and he is running it and it's his message. >> and yet i can sort of see mitt romney waking up this morning with a to-do list. one is recalibrate the campaign,

refocus the message, continue to raise more and more money because i'm going to need that money to help get the message out and buy more ads and prepare for three critical debates. can you do all that at once with 50 days to go, nick? >> well, it will certainly be a challenge. but i do worry a little bit the democrats are getting a little bit overconfident. a lot can happen in the remaining days. europe could go kaput in ways that could cause real problems here at home. israel could strike iranian nuclear sites and send gas prices soaring. remember in 1980, carter was still ahead in october by eight percentage points over reagan. and look how that turned out. so part of it depends not only on what romney does or doesn't do but also on all kinds of extraneous factor that is we have no ability to predict. >> is there a chance the democrats are going to get overconfident here? >> there always is that chance.

i think what the next really important event is are these debates. the debates are going to -- we're going to see romney versus obama. we're really going to see them hash it out. i think that's going to be the next opportunity for the romney campaign to really show their stuff. >> i want to bring in mark mckinnon, dailybeast.com contributor. great to see you, mark. good morning. >> good morning, chris. >> i'm sure you know, you were mentioned in that politico piece. the comparison was stewart stevens, this romney adviser, is doing three jobs. quote, it would be as if george w. bush had run for president in 2000 with one person playing the roles of karl rove, mark mckinnon and michael gerson. is stewart stevens the problem. is this all on mitt romney since his campaign says he's making all the decisions? >> well, i remember very clearly

september of 2000, we called it black september in the bush campaign. we were down by three points. all the guns started shooting at us. everybody wanted me fired because the ads were terrible and the campaign was going down the drain. they wanted all our heads. it was a lot of talk of internal dissension. and then a couple of weeks later due to the debates and a number of other external factors within the campaign because the campaign didn't panic, we were able to right the ship. i think it's way too early to be writing off the romney campaign. it's a lot of seasoned veterans there. i think they're going to lock down and they understand the dynamics and the physics of this thing. sure, the fundamentals look good for obama right now coming out of the convention. but they had the second convention. they get to step on the republicans' bounce. as we've seen in the last week, enormously complicated and challenging and dangerous external events are imposing themselves into the campaign. there's another couple of chapters to go in this one. >> i want to ask you about that.

but do you think this campaign needs a change? i think the conventional wisdom is this is a guy who's very loyal, this is a guy who likes to have the familiar people around him to keep that closely-knit group. but do you think this campaign needs a shake-up or given we're just 50 days out, it's just too close to the election? >> george w. bush was very loyal to his team. his team was very loyal to him. i think it's important to have trust among your core group. i do think it's a good time to recalibrate, which is what they're doing. it's great to draw the curtain open and say, we're changing our plan. you don't want to change your overall strategy. but it's important to be nimble, particularly when the press is jumping on you. sometimes if you say, we're doing things differently, you'll get a little bit of a reload and a relook from the press and others looking at the campaign

and they'll give you another second shot at it. so i think what they're doing this week is the right thing strategically. >> is there anything else you would tell them to do? it occurs to me, mark, that one of the concerns would surely have to be what you don't want to give is the impression that you're a loser, that your on the downswing, right? >> sure. you don't want to show panic. i do think it's good that they're doing some big policy speeches. i was thinking just the other day of the 2000 campaign. and we had done a lot of very muscular policy speeches, very specific over the course of the entire summer and into the fall. so it's a little late in the game. but i'm glad to see they're doing it. i think it's important for romney to be laying out specifics. with a running mate like paul ryan, there's plenty of griss for the mill if they're willing to get it out there. >> they say they're going to stick with the message on the policy but also want to be able

to hit the president on foreign policy. nick, you wrote an article about mitt romney as the foreign relations fumbler. is there risk in this for him? >> he's demonstrated that risk repeatedly. essentially everything he touches on foreign policy manages to break. the trip to the uk was the best example. that's the simplest possible -- that's kind of the second-grade test of a diplomacy, to go to britain. and he screwed that up by offering the british some suggestions about how the olympics weren't going to go well. and the israel trip likewise. and then just last week with the events in the middle east, again, he just seemed -- everybody makes mistakes on the cuff. and so his initial mistakes, i think, were a little more forgivable. the next day when he doubled down, that seemed just astonishing to me. and most recently, it turns out he doesn't even know his own iran policy, which is one of the basic differences between him

and president obama. he completely muddled his policy about where he has a nuclear red line toward iran. look, lots of candidates haven't written their own briefing papers, their own policy position papers. but romney hadn't even seem to have read his. >> jackie, here we're in a position where this is exactly what a lot of analysts were talking about six months ago, nine months ago a year ago, that this race would turn on the economy unless --. and the unless being what we always know, which is things happen abroad. and what we see going on, all the protests in the middle east, as well as in africa, what's happening in afghanistan, you have both internal problems with the afghan security forces. you have this external breach of one of the most secure bases anywhere in the world, four americans dead. what's the chance that this could make a significant difference in this campaign? >> the longer these things go on, it hurts the obama

administration. but romney has to be careful how he handles it. we saw that with libya last week. that's the hitch. even if this keeps getting worse for the president, romney has to know how to handle it. and in a way that makes him look like a statesman. >> the other thing out there right now is israel. prime minister benjamin netanyahu said over and over again he does not want to get involved in american politics. take a listen. >> i'm not going to be drawn into the american election. what's guiding my statements is not the american political calendar but the iranian nuclear calendar. it's really not a partisan political issue. >> mark s that believable? here 50 days from the election. what is he doing here? >> that's not inconsistent for netanyahu. that's the sort of language we've seen from him for a long

time and the sort of very forceful, aggressive behavior tactics and strategy. i do think that given the events of the last week or so that people are a little rattled. so they are looking for leadership. they're looking for somebody to kind of calm the waters, to provide a policy of vision to gives them some sense of balance as we're going through these events in the middle east. so it is an opportunity for mitt romney, i think. >> well, is it an opportunity for mitt romney? and i think that to mark's point, when you get to a point like this, whether it's with the economy, nick, or you get to a situation where we have these multiple events going on overseas, there's this sense of unrest that voters can tend to feel. i wonder if it doesn't just affect the undecided voters but also those who thought they were decided but might be willing to switch teams. >> i think there is definitely an opportunity there. i remember richard holbrooke telling me before he died that essentially obama was betting his presidency on his afghan policy.

essentially that afghan policy, the surge, i think in retrospect, was a mistake. the president blew it. he tripled the number of troops in afghanistan and just yesterday we had the biggest loss of aircraft because of an attack since the vietnam war. and yet romney isn't able to capitalize on that kind of issue because every time he does speak about foreign policy, he seems to commit a gaffe. and so i think the president has been able to in a sense protect himself from his own mistakes by this perception that romney just a neophyte on foreign policy. >> one quick question to all of you. on a scale of 1 to 10 given where we are right now, how important is this first debate coming up? >> a 7. >> 7, really? >> mark? >> 10. >> 10? what do you think, jackie? >> i'm going to take the middle ground and say 8 1/2. >> we're going to see. we'll watch the polls and watch

growing concern this morning about the taliban after one of the most secure bases in afghanistan was breached, killing two americans. and doing at least $200 million in damage, far more than was first reported. this is the latest in a series of foreign crises for the obama

administration, providing fodder for campaign debate. with just 50 days to go before the election, how might these international incidents affect the outcome of the race? let me bring in michael beshlaw. always great to see you. >> thanks, chris. >> i'm sure you know the romney campaign is fond of comparing this election to 1980. >> yes, i have heard that a little bit. >> maybe once or twice? >> once or twice. >> are there similarities, particularly as we look at what's going on abroad right now? >> we are no many near that yet in terms of the magnitude of a foreign policy crisis. 1980, that was a hostage crisis, hostages in iran who were there for nearly a year as the campaign wore on. and the soviets invaded afghanistan. and jimmy carter said that changed his view of the soviets. 1/10 americans felt beleaguered. we're nowhere near that. we've been talking so much about the debates.

jimmy carter was thought to have been outclassed by ronald reagan in 1980. let me play one of the most famous clips. >> we know only too well that war comes not when the forces of freedom are strong. it is when they are weak that tyrants are tempted. >> well, it was supposed to be the clip, are you better off today than you were four years ago? nevertheless, an interesting -- a little bit of a clip. i'm wondering how important you think they are. and a lot of people write off the foreign policy debate and that's going to be the fourth of three presidential and one vice presidential debates. can they move the needle? >> sure. gerald ford probably lost the election in the second debate, san francisco, in 1976, by implying that he did not know that the soviets controlled eastern europe. of course he did know, but it aroused a lot of doubts about him as a capable leader. that clip you showed was in one

debate only ten days before the election. before that debate, both sides were essentially tied. there was about 10% undecided voters who the pollsters found were ready to consider reagan, they were disaffected from carter. but they wanted to be assured that he was really of a presidential level. that debate assured them. they basically all went to reagan almost and he won by a landslide. >> when you look at historical perspective and things that seem to be directly applicable besides what we've already talked to and you look at the situation going on right now, is there one that you look at? >> well, i think the main thing to remember is if foreign policy is going to change this campaign, probably going to happen the way it did in 2004. john kerry was in striking distance of winning the presidency four days before. there was an osama bin laden tape warning of another 9/11. at that last moment, that moved enough votes. kerry only won the election by 60,000 votes in ohio. had 30,000 changed their minds, he would have been president. that was the way he lost.

1968, just another example. at the very end, lyndon johnson on halloween declared a bombing hall in vietnam, brought a lot of pro-peace voters over to hubert humphrey. he almost won. >> how the candidates act can send an important message about leadership. and there was an interesting article in "the new york times" about introverted leaders about extroverts. and here's the conclusion. but on the long list of attributes of a successful president or of any leader, an outgoing persona is low on the list. the charisma of ideas matters more than a leader's gregarious charms. as both candidates work to sell their messages before the election, do you agree with that assessment? >> not in the least. ideas do matter but these days with tv and when a president has a presence in our homes, unless you're able to project the ideas in a way people feel comfortable about and feel the president

president obama will make two campaign stops in ohio today to outline a new approach with china he says will protect jobs in the u.s. auto industry, a move to help shore up his support as well with the auto and steel unions. the president will file two complaints with the world trade organization accusing china of unfair trade practices. that includes subsidizing car and auto part exports and impairing tariffs on u.s. auto exports. let's me bring in rich galen and dick carpulian. the head of the united steel workers union says millions of jobs are at risk because of china's trade policies. how important is the president's new move in especially swing states like ohio?

>> i think it is extraordinarily important because it demonstrates this president's focused on creating jobs. and you can't keep american jobs here when you have unfair competition by countries like china. i think this demonstrates the difference between barack obama's approach to creating jobs and let them go bankrupt approach of mitt romney. >> well, obviously the romney campaign has a very different view of what their message is and they have a new ad out. let me play a little clip of that. >> my plan is to help the middle class. trade has to work for america. that means crack down on cheaters like china. it means open up new markets. next, got to balance the budget. you've got to cut the deficit. you've got to stop spending more money than we take in. >> is that a strong message, rich? >> sure. but let me go back to the issue about the auto industry. first of all, we own a significant part of gm. and gm's stock price has to get

to $54 a share to break even, which it will never do. when part of the solyndra issue, putting aside the politics of it, part of the real solyndra issue was that the chinese were dumping cells on the u.s. market and the administration did nothing back in those days. it's interesting, i think, to everybody that here we are 50 days out and suddenly the administration is deciding to start to talk about trade policy while he's in ohio. that's one of the advantages of being an incumbent. >> do you think that's a stronger message than, hey, we saved the auto industry, you're still working? >> it is if you're a union worker, not so much if you're a delphi worker and you lost your job and your pension. clearly that's aimed at the base union vote. i think for them, it is. i'm not sure how much it helps everybody else. there was a big piece in "the washington post" yesterday about how ever chevy volt that gm

builds loses $59,000. i'm not an economist so i don't know how you do the evaluation. but there is a lot to be said about how you negotiate your way through these kinds of things and try to blame it on somebody zble else. >> is is there a strong counterargument and is it going to resonate? >> i think there is. this administration stepped in forcefully, saved the auto industry. and as joe biden said, the bumper sticker auto to be "general motors is alive and bin laden is dead." you can get hung up in all the calculations by the economists. but we do have a vibrant, growing automobile industry that's serving american consumers. and this president has taken steps in the past with the wto to stop unfair trading by the chinese, unfair practices by the chinese. by the way, mitt romney won't fill in the blanks. what are his specific -- i heard him say he was going to balance the budget. what are these tax loopholes

he's going to plug? is the middle class going to lose their deduction for mortgage interest? we don't know because his plan is a mystery. this president's acting while mitt romney is theorizing about what might or might not work. >> if we're going to go talking points, let me say the administration has had 3 1/2 years to fix all these things and what we know is that the president may be a good guy but i'm not sure that he's very experienced. i'm not sure he's very good at this. and i think it is clear that what he's doing in ohio today is purely for politics, not for economics. >> rich, the obama campaign is out with a new ad that argues that we know mitt romney's track record, particularly when it comes to something like the issue of china. take a look. >> romney's companies were called pioneers and shipping u.s. manufacturing jobs overseas. he invested in firms that specialized in relocating jobs to low-wage countries like china. even today, part of romney's fortune is invested in china.

romney's never stood up to china. all he's done is send them our jobs. >> rich, it does appear when you look at the polls the president is closing the gap. >> there are people who are going to vote for obama anyway. i think what this is going to come down to over the next 50 days, i watched the discussion earlier with mckinnon and the other folks, is that people are going to say, enough already about what you did, what you didn't do, whether it's obama or romney at bain. what are you going to do and, frankly, dick, neither side has been very specific about what they have planned for the next 12, 18, 24, 36 months. >> and what we've heard from the romney campaign is they're going to spend this next week and the weeks following to really hone in on this five-point plan that mitt romney says he has to turn around the economy. how specific do you think barack

obama needs to get about going forward? >> before we get to that, the best news i've gotten this morning is rich said he would probably not vote for obama. i think the polls are shifting dramatically. >> you sense a wavering there? >> i sense a wavering, probably. so i'm feeling better about this campaign already. but i think the romney campaign can't get too specific when they do, they trip over what they said six months ago or a year ago. i think barack obama has a record of creating 2.5 million, 3 million, 4 million new jobs -- >> somewhere in there. >> -- mainly in the private sector. somewhere in there. but millions of jobs, are we there yet, no? but all mitt romney is proposing is going back to the failed policies of george w. bush. barack obama is proposing going forward with a plan that is working and mitt romney has not shoun shown any reason to change

horses midstream. >> guys, thank you for the insights and for the laughter as well. thank you both. also making news this morning, teachers in chicago are on strike for a second week now. mayor rahm emanuel trying to get them back into the classroom by force. nbc's chief education correspondent rehema ellis is live in chicago. what's going on? >> reporter: i can tell you that at this moment, we understand that chicago mayor rahm emanuel has had his lawyers go to court seeking an injunction to force teachers back into the classroom. he says this is a strike of choice and the children are being used as pawns in an internal labor dispute. the teachers, labor unions and representatives failed to vote on an agreement on this tentative contract. many of them say they need time to mull over the terms of this thing, which is over 200 pages and there's real concern about

some of the big issues, concerned about teacher evaluation, schools and districts and parents all across this country are concerned about that. it's a national issue. people want to know, how do you get rid of bad teachers? an interesting point here in chicago. there are reports that as many as 90% of chicago teachers have been rated satisfactory or excellent, chris. that means of the 29,000 teachers in the school district, very few have been rated unsatisfactory. and the teachers don't rate themselves. there may be a lot of blame to go around here in terms of the evaluation system. meanwhile, parents scrambling trying to figure out what to do with their kids for yet another day. teachers say they will not meet again to discuss this until tuesday because of the jewish holiday, which means kids wouldn't be able to go back to school until wednesday. however, the mayor is trying to change that with an injunction. he hopes he can force them back as soon as possible. chris? >> rehema, thank you for that

update. the movement has fizzled in the last few months. but protesters are jamming the financial district of new york right now. the demonstrators say they're trying to form a human wall around the new york stock exchange as a way to try to shut down the financial district. rallies are being held in more than 30 cities around the world today. hundreds of penn state alumni and fans demanding the president and board of trustees step down. they held a rally this weekend, angry over how the jerry sandusky and joe paterno's firing was handled. they want legislative restructuring of the board. six members of an oregon family are being called heroes after saving eight children from drowning. the gibsons were having a reunion on the lake near portland when they noticed things had gotten quiet and some kids playing in the water has disappeared. the family rushed to the shore after hearing cries for help. >> i started yelling, they're drowning, they're drowning! i went out and we just sort of

formed a chain. i had tripped over a couple of them. so i was trying to get down and i brought one up. >> the kids had fallen at a steep drop-off point. two were not breathing but the family did cpr and revived them. and if you can believe it, all of them this morning are okay. if you can believe this, apple's iphone 5 is shattering sales records. cnbc's michelle caruso-cabrera is here with what's going on. >> reporter: the numbers indicate the sales are going to be very good. apple out with new numbers saying they told 2 million new iphones within the first 24 hours. if you were getting up at 3:00 in the morning east coast time or midnight west coast time and then at&t which is one of the service providers for the iphone says they've had more preorders for the iphone than any other iphone in history, more than any other phone in history. right now, all the numbers say this is a slightly larger iphone.

the aarp's national convention on friday, a chance to again make what has been a winning argument for him, that the republican plan would weaken medicare benefits. a recent cbs/"new york times" poll shows the president holding a seven-point advantage over governor romney on this question -- who would do a better job of handling medicare? let me bring in texas republican senator kay bailey hutchison. always good to have you on the program, senator. good morning. >> good morning to you, chris. >> in addition to that poll i just showed, three-quarters of voters favor keeping medicare the way it is. rather than changing it to a system like the romney/ryan proposal where retirees could go to a private insurance policy. democrats have been calling this republican plan voucher care. it seems to be resonatinresonat. is this a bad message for your side? >> well, i think we have got to look at the entitlement spending

that is wrecking our economy. and next year, it is going up to 60% of the total budget of our country. and what i think romney is doing is trying to save, we want to save medicare, we want to save social security. we have a safety net that is required. and we will not walk away from a safety net. but having an innovative approach which would affect people only under the age of 55 and those are the ones who are afraid it's not going to be there for them because of the high cost of entitlement spending, it's for them that we are looking and a president romney would go forward with a plan that would allow people to choose what they need and not pay for things that they're not going to use, which is the one size fits all plan that the obama administration is putting forward. >> but there has been some analysis that suggests the out-of-pocket costs will

necessarily go up. that's where the savings come from. is that the trade-off that you're willing to make that you think is part of this calculation, that we think in order to save medicare for the long run, people are going to -- the elderly are going to have to pay more out of pocket in the future in? >> well, i don't think you have to do that. i think you can give them choices so that they can pick the plan that is they like that would affect them the most. and i don't think you would have to make the choice of increasing costs, just like -- same in social security, chris. you can fix social security without increasing costs or taxes at all. but we have a congress that's unwilling to act and a president who is not gaging on this. and what i give romney credit for is he wants to save social security and medicare for the long term. i think that's the kind of leadership our country needs. >> another issue you've been talking a lot about, senator, is cyber security.

you co-wrote on op ed with senators mccain and chambliss. you slam the administration for things like water treatment plants, gas pipelines. you advocate new legislation to allow companies to share information more freely, but i'm sure you've seen the criticism to your plan, which is that, frankly, sharing information alone is not enough. what do you say to those critics? >> well, we must have information sharing because it is the companies that are at the ground level who are getting these cyber threats and if they have a reporting relationship that is voluntary and they have liability protections, we will have a much safer system. what the president is contemplating doing is a heavy regulatory environment where he is going to tell the companies that they consider critical

the royal headache continues for william and kate. an italian gossip tabloid owned, if you can believe it, by form prime minister silvio berlusconi has published 26 pages of photos. michelle has the story. >> reporter: a criminal investigation has been launched. the criminal will be handled on another day. why take this to court? almost and kate were successful in this french court. they could have fines levied against the magazine company, which could be $150,000. they could hold people accountable. they could get an injunction against any further publication of these images and have current ones taken down.
