outside. well, we're going to give him that chance in november. he's going outside. >> let me bring in josh marshall, editor and a senior political columnist. good morning. good to see you. josh, as the presidents like to say, admitting defeat, being honest? dissing congress, what was that about? >> saying something pretty straightforward. any president needs to mobilize people from the inside in the country to push legislation. i think this is a bit of a stretch for the romney campaign. they're having a hard time getting traction anywhere. they're trying with this. i don't think the sense that the people in chicago are losing a lot of sleep over it. >> in fact, here was david axelrod's take this morning. >> it's just one more example of how he's just cascading from one gratuitous attack to another, and instead of talking about solutions to the problems we face. >> is that, tim, a gratuitous attack we've been hearing from

mitt romney, or are they thanking their lucky stars in fact and saying finally i don't have to talk about the 47% anymore? >> i do think romney would rather be talking about obama than about romney. that's been the case all along. this is why david axelrod always wants it to be a choice rather than a referendum because a referendum on obama would be difficult, in part for the reasons that are alluded to in what obama was saying. he hasn't been working from the outside-in. he did pass his health care bill as an inside job. shutting down lobbyists, did not have public support. all the same sort of inside washington, inside ball game stuff and that's part of why he turned people off. he hasn't done what he said he did, which was work an outside-in game. the question,s can he do that during the election? bring people from behind in the election like he never did for his legislative agenda. >> bringing in john sununu, a mitt romney supporter. good morning, governor. good to see you. >> good morning. how are you? >> well. too much being made of the president's comments? are they pretty straight

forward? >> actually, i think not enough. let me tell you what the proceedprocee president's problem is. looking to see if you lead from the inside or outside forgetting you lead from the top. what he has failed to do, show leadership. all you have to doll look at bob woodward's book to swlee a massive failure he has been in trying to get people to come together. bipartisanship comes from the president in washington. and leadership is what a president has to do. i work for a president that understood that. we had to get a bipartisan package on things like clean air. on things like the budget, and it happened because the president led. and the president made it happen, and this guy has failed. >> let me show you something that was posted on buzz feed this morning. take a listen. >> i don't think you change washington from the inside. i think you change it from the outside. >> i'm planning to go into washington to change things. i'm planning on going to washington as a voice from the outside who's learned how to bring change.

>> is there really much of a difference? >> yeah, there is. a huge -- a huge -- >> more people need to be involved in these big decisions and change has to come with the support of the american people? >> but it comes from leadership. when mitt romney was governor he had 85% democrat in the legislature. and he went in and sat down and worked with them. he led. he produced results by leading. this president throws out phrases that are absolutely inane when it comes to leadership. lead from behind. somebody has to explain to me where there's one scrap of intelligence in that phrase, leading from behind. >> there are a lot of people have questioned whether there was a scrap of intelligence in the statement about the 47%. there are a lot of conservatives as you know -- >> let me give it to you. >> let me finish if i can, governor. peggy noonan who wrote a scathing column a few days ago wrote another one today among other things says the romney campaign has to get turned around. this week i called it

incompetent only because i was being polite. i really meant rolling calamity. your reaction? >> well i wouldn't hire peggy noonan to run a campaign. i don't ask her to have me write her column. the fact is, it's that what is going on in america is a response to a president who is established a campaign of class warfare, and what mitt romney was talking about is the statistical result of that campaign of class warfare, paneleder and divide, and obama has divided the country roughly into what the polls are showing, 46-46-47-47. that's what the governor was talking about, and the shame of it is that nobody wants to put the focus on this class warfare campaign that is the worst thing you could possibly do to an america that needs true leadership nmplts spite of your arguments, governor, we are looking at these new polls in three key battleground states and they show the president not just leading but pulling away.

there you see colorado, he's leading by 5. 5 in wisconsin. even more, 8 points in iowa. if the president is doing as poorly as you suggest, why is your candidate doing so poorly in the polls in these key states? >> because the president on a political basis is clever enough to know that when you start polarizing people with class warfare, you can make a political difference. what's important is to find a campaign where we talk about the jobs issue. 23 million people unemployed. 8-plus% unemployed and an economy that's getting worse. the president likes to look at polls and is ignoring completely the data of a continually collapsing economy that is hurting millions and millions of americans. >> do you think americans don't get it because, again, the latest poll shows increasing optimism about the economy? >> well, i think the latest polls that show that are probably a reflection of $150

million plus, the estimate spent trying to convince them that up is down and down is up. what we need is a true debate and it's going to happen in a couple of weeks when the debates do start on how to get this economy going. this president has discouraged investment. he has demean the success. he has demeaned the job creators and frankly has really lost the opportunity message in america. i think what you're going to see is the romney campaign that starts driving that message home. >> former governor john sununu. good to see you. thank you very much. >> thank you. let me read something else from peggy noonan's column, and she's talking about james baker. mr. baker's central insight is the president can't run the show, can't be the ceo of the campaign and the candidate. is that what's happening here, josh, do you think? >> it's a pretty rough verdict for mitt romney since he's running to be like a ceo president. that's his whole brand. to say his campaign needs a ceo is a problem for him.

i think the problem is this is what happens when you're losing a campaign. everybody starts griping. you have sort of internal messaging problems. >> john sununu's not griping. from the sound of it he thinks they're doing pretty much all the right things. >> well, sometimes you've got to say what you've got to say. >> i think at the heart of it is a problem that you have a guy who doesn't have a firm set of beliefs. so when he's trying to sound like a conservative, in front of his donors, severely conservative as romney would put it, he sounds almost like a carrick ka cheer and that means his 47% remarks and trying to campaign as limited government guy one day and the next say the attack obama for cutting too much spending. so i think a lot of this problem comes with a lack of having a rooting in any real firm set of beliefs. >> the other thing, tim, we just heard from governor sununu, all this money has been spent on ads to sort of form mitt romney in a way that his own campaign didn't do it, and one of the criticism,

frankly, he's misspent his money. less money than we thought they. the obama team would spend a lot of money up front, let people know what they thought mitt romney was all about. has that worked and strategically did they out-m h outmaneuver the romney campaign? >> it's tooer to say. you haven't been on the air or die fining yourself. he describes almost a rope-a-dope. i don't want people to get sick of me. i want to hold that and unload when people are about to vote he wants to the when they vallreal following him, he'll have more money at that point to roll out the ads, to define himself. that any definition obama's done so far, most people haven't been paying attention. that's romney's hope, i suspect. >> time is getting short, though, to change people's

minds, and you start to see these republicans who are piling on the opinionmakers also, some of the people distancing themselves from his 47% remarks. let me play your reaction gled a radio interview by ann romney. >> what do you say to your fellow republicans who are -- >> stop it. this is hard. you want to try it? get in the ring. this is hard. >> does she have a point or if you're running for president, boy, you bet verify a thick skin, and is the republican establishment starting to turn on him? >> you know, she has a real point inasmuch as a president's campaign is brutal. it's incredibly hard. i think very few people who watch from the inside have a sense just how tense it is on the inside, but you're running to be president of the united states. that's how it goes. and a lot of what you're seeing with the romney campaign right now is when you have sort of cascading failure. you're getting people, you know, tommy thompson said yesterday, why am i going down in polls?

what do you think? i'm running with mitt romney. that doesn't help. you start having morale problems, and, you know it can all go pretty bad. the point, tim was making about, about romney's strategy, coming in late. that's a pretty perilous strategy. what obama has done is similar to what the clinton campaign did in '96. they spent tons of money early to define bob dole. by the time bob dole got around and campaigned, everybody kind of had a sense he was, you know, newt gingrich's mini me, basically and it was over for him. >> and then to the question of money, tim, you know, if you look like you're in a really tough spot and things could change with the first debate, a lot of people think that could be sort of a turning point in this race, but do your supporters run to you and say, okay. we need to get him out of this jam or look at say, it's seven weeks out. i'm going to get off the sinking ship? >> it clearly could dry up some of the funding but i do think a buy error we tend to make in the media is to think that people

are paying attention even a fraction as much as we are, and you're saying it's getting late. there's truth to that, but on the other hand, the first debate is going to be a month out from the election. if people start tuning in then and pay attention for a full 30 day, things can certainly turn around in that time period. so i think now is unlike what ann romney says, now is a time for romney's allies or ideologically and politically to critique him. it's not too late for him to correct course, start laying out an actual vision instead of this scatter shot thing and as far as the campaign, yeah, he could still rake in money in in the debates he starts to perform well. >> good to see you, gentlemen. have a good weekend. >> thank you. >> thanks. the troop surge in afghanistan is officially over. this morning defense secretary leon panetta announced the last of the 33,000 additional u.s. troops left in the country left last night. there are now just 68,000 american troops still there and they are scheduled to be withdrawn at what the president

. new outside groups are jumping out of the shadows and into the political ad wars with another $25 million in ad buys. the new cash infusion comes three day after a tv and radio ad spending surpassed, get this, $605 million by groups supporting presidential candidates. not affiliated with the campaigns. that's including super pacs. joining me now is columnist rothenberg and editor of the rothenberg political report. good to see you. it good morning. >> good morning. >> the latest polls show president obama with a lead over mitt romney in key swing states subpoena that a sign ads are having an impact? >> no. i don't think it's the ads at all, chris.

we spend a lot of time looking at ads and talking about ads and the amount of money spent on outside groups but this race has moved over the past two weeks initially starting with i think the democratic convention when the democrats were much more successful than i expected or anybody else expected. i think. in convincing a slim but very important sliver of the electorate that the president deserved four more years to try to turn the economy around. that the situation he inherited was so bad, so bleak, worse than we all thought, he's done enough to deserve a second term even though he hasn't taken the economy would where he hoped it would be. that was now followed up over the last week or so by news and comments. and so you had the attacks in libya and egypt. you had the romney response immediately a response regarded as too fast and too political, and now you've had this discussion on the 47%.

look, the reason that the public has moved is events, circumstances, news and comments. not tv ads. >> you know, it is interesting. you write about this in your latest article which is titled "in politics expect the unexpected." you talk about the conventions and write this -- while the gop convention played to form there was no bump, no remaking of the contest. the democratic convention produced something significant. why do you think that is? >> well, first of all, i think we should emphasize this was unexpected. most of the analysis going into the convention certainly from me, from chuck todd, who i lod in the highest regard, is that there's already been so much campaigning, so much advertising that scripted three -- three days of scripted events wouldn't move any voters. so the fact that, looking back now i think the democratic convention was significant is worth noting. i think the democrats just had better speeches, better speakers, and a more coherent,

better delivered message. and it was, as i've suggested -- well, let's just take bill clinton's comment. even i could not have turned this economy around this quickly, he said. i think that was really the successful message for the democrats. it's not that the republicans had a bad convention. i think they were hurt by the fact that they lost the first day and had to squoosh the first two days together and chris christie's speech was more about chris christie than mitt romney, but, really, it was the democratic message was tighter, cleaner, they had better speakers and i really do think they convinced just a sliver of the electorate. that's all they needed to convince, that the president deserved four more years to complete what he had started. >> let me ask you about some crystal ball viewing. there's a new article in the scholarly journal, ps political science and politics that focusing on 20 eminent political scientists, eight of their 13 forecasting models reveal a

close race, but predict president obama will win the popular vote. a lot can happen between now and election day. we saw the news taking osier in the last week or so. how much weight do you put on this at this point? >> unfortunately or fortunately i was trained as a political scientist. taught political science at bucknell university before i went into the business i'm in now, which is kind of a political handicapping, and i keep an eye on what political scientists say and do and what their models show, but i remember too many models in of the past that predicted one thing and something else happened. in 1980, one of the first stories i wrote, a congressional district and called a famous political scientist at yale to get his opinion on the congressional race, and was clear after i got off the phone, he knew a lot about political science but he didn't know a lot about that congressional district which was the district that yale was in. look, some political scientists are quite astute at this. they're cautious. they understand the abilities of

models and limits of models. others just think every number matters. to me, you know, it's part of what i look at, but i also look at the polls, private polls that frankly that i am getting to see that aren't released publicly. and i look at certain numbers and surveys i think other people ignore and they tell me there has been a shift in the race, and, yes, i now put a sum on the scale. maybe two thumbs for the president. mitt romney needs to change the trajectory of this election if he's going to have a chance to win. otherwise, it's a -- it's a continuous -- it continues on its current path the president's going to be elected to a second term. >> fascinating talking to you. thanks for coming up. following breaking news now out of pittsburgh where a man on the 16th floor of an office building has two duffel bags and a gun. apparently police say he walked into the suite saying he had a bomb. he took a manager hostage, told

everyone else to leave. obviously, a very volatile situation there, but, again a man on the 16th floor with a hostage. the building, by the way, not on lockdown, the back entrance blocked off. you see s.w.a.t. team, local police, canine units all there now including emergency vehicles. we'll keep our eye on this pittsburgh hostage situation at three gateway center. we'll be right back.

>> well, i mean, look, i think the situation for scott brown here was to, he was trying to, one, get back to the whole standing in terms of how she identified herself on the employment forums in terms of the indian image. ultimately what he was trying to do here, however, was establish how he was going to define the economy as the number one issue. and i think i saw him trying to do that. not about governor romney. about him, and elizabeth warren and did a good job setting that up. having said that, both found themselves repeating their ads frequently. >> one poll has warren way four-point lead. another one has brown with a four-point lead. very interesting. betsy, what do you think is going on here? >> it's very close here in massachusetts, and it's interesting. i think we've seen senator brown kind of even in interviewers he had at the republican convention, backing away, letting people know he is not

100% with republican thinking. obviously, he -- >> no surprise in massachusetts. >> no, no, no. and his ad showing all the women who support him. so i think he's trying to show, you know, who he is from a different moderate standpoint. >> what about this -- it's kind of a, just a fun diversion, all this brouhaha about scott brown maybe not making it to the debate on time because of a vote on the senate floor. let me just play a little clip. >> it's obvious to me what's going on. i've been to a few of these rodeos. it's obvious there's a bill stall taking place. one of the senators who doesn't want to be in the debate tonight won't be in the debate. he can't use the senate as an excuse. there will be no more votes today. >> what did you think of that, betsy? >> i thought it was interesting and maybe an opportunity to show people that he's a sitting senator with a job to do, and that he's doing it, taking it seriously. but obviously, it wouldn't have been a good thing, had he missed

the debate, and so -- >> i think you described it right. a bit of a side show. debate is what mattered in the end. >> did he move the polls? david? >> i mean what you saw last night, my sense of it, generally a push. i don't think either candidate did exactly -- i mean, she was trying to make him look like a sort of right wing republican. he was trying to make her look like she was this tax and spend liberal. i think they both kind of got their messages out, but i don't think they really changed the dynamic of the race at all last night. >> if there was any doubt about mitt romney going beyond the president's race, it showed up last night between this debate. let me play a few clips from that. >> i would be open to a proposal that would have some min ma'am tax level for everyone but i incest many of the 47% governor romney was going over pay a

higher percentage in taxes than he does. >> would you disagree with governor romney on this point? >> i have my own point. people of america still believe in an american dream. our responsibility as public servants, leaders, this is a country where everyone has that equal opportunity to compete and succeed and pursue their dreams. >> governor allen, if you watched it, repeatedly avoided talking about those mitt romney 47% comments. david, has romney put a lot of these candidates in a tough position? >> well, i think the way the initial statement was interpreted it wasn't the way even governor romney wanted. you've heard him explain. i want 100% in terms of everybody benefitting from this economy. but i want to go back to, i thought it was very interesting new people on to the tax roles in terms of adding people. i have to say, i found that very

interesting and i want to watch that in terms of does that nap other states with democrats? i thought it was an interesting response meaning there may be some grip to what governor romney initially laid out. >> we shall see. david winston, betsy myers. thanks to you both for being with us. an update on that breaking news out of pittsburgh. police at the scene of what is called a hostage situation at the gateway center downtown. a person who answered the phone at the front desk says no one has been evacuated yet. we got an update from police just into the our newsroom. among the things we know, at least 20 emergency vehicles surrounding the building. this has been going on since about 8:20 this morning. this is a very well-known building. one of the prominent buildings in the skyline of pittsburgh. 24 stories high. we'll keep our eye on that breaking news out of pittsburgh. also today -- both campaigns will be at the aarp convention in new orleans. in about an hour, president obama via satellite then paul ryan in person.

the obama campaign released a new web video slamming mitt romney on medicare. i'm not a victim. you know? sorry he sees me as a victim. he would be a tragic president. >> nbc's ron mott is live in new orleans and, ron what are we speculating there today? >> reporter: hey, chris. this may be the single most debated topic between now and election day. seems the president is more than holding his own in this debate. look at these latest numbers from "usa today" gallup kuk conducted in the top 12 battleground. hoop do you trust more on the issue of medicare? 50%, obama, and 44% mitt romney. when the president addresses this later today we expect them to hit mitt romney hard on the 47% comments calling the folks entitled and calling them victims. he'll make the case that the plan governor mitt romney and paul ryan favor will cost seniors more out of pocket if

the plan weren't to go into effect. on the flip side, paul ryan is coming here in person to meet these folks head-on. the biggest threat to medicare is the president's own health care plan, referred to as obama care and the money the president takes away from medicare to pay for other smaects aspects of the health care law. we'll have to see what happens. a big hot issue. back to you. >> thanks very much, ron. the moment has finally arrived, if you can believe it, the apple iphone 5 is on sale. just a couple of hours ago apple store workers greeted hundreds of people who poured in to get their hands on this latest must-have gadget. stephanie gosk is outside the apple store on fifth avenue. stephanie, good morning. the numbers are mind-blowing. apple says it could ship as many as 10 million iphones just by the end of the month? >> reporter: yeah. it's incredible. back to 2007 when the iphone was released. the first three months they sold 1.1 million phones.

yesterday a little bit of revisionist history? >> not in the least, chris. look at videos that you just played, the president made clear he would make immigration refirm a tough priority in his first term. i sat in the white house with this president when he called in leaders from both parties in congress, republicans and democrats, many republicans in the past has is a are the positived comprehensive immigration reform, their intent, block progress and make it impossible to bring all under one tent. they walked away from a plan they themselves had supported in the past. now the president is rightly proud of the progress we've made to make sure that the young dream act students who are giving, who are making a real contribution in this country by going to school, by serving in the military, had the opportunity to stay here and to continue to maintain their contribution. make it a priority, republicans obstructed. he accomplished as much as he possibly could in that term and continues to work on this issue. >> we're almost out of time.

i want a quick comment on the new report from the non-partisan congressional budget office that concludes that the president's health care program will raise taxes for 6 million americans. most of them in the middle class. does this play in the republican argument the health care plan hurts average americans? >> no. we have an independent analysis that demonstrates that this plan benefits middle class americans and brings health care costs down for the entire country and, of course, i would compare that to mitt romney's plan that absolutely raises taxes on all middle class workers while cutting taxes for the richest amongst us and he would repeal our ability to give folks health insurance despite pre-existing conditions and he would take away the prescription drug donor the president hopes to close. a desperate campaign flailing about for anything it can hold on to right now. >> thanks for your time, patric. have a good weekend. we'll be right back.

there are massive new anti-u.s. protests around the muslim world this morning over an anti-islam film produced in the u.s. three people have been killed in demonstrations in pakistan. white house officials have labeled the deadly attack in benghazi as terrorism, although the president stopped short of that yesterday. >> what we do know is that the natural protests that arose because of the outrage over the video were used as an excuse by extremists to see if they could also directly harm u.s. interests. >> among others, senator john mccain has been very critical of the u.s. investigation into this attack. >> i'm stunned that they thought it was some kind of spontaneous demonstration. it shows the level of their, the abysmal level of their knowledge about fine nigite levels of tert

attacks. >> i'm joined by an nbc news terrorist investigators. wham you're seeing and hearing, was this a terror attack? >> look, it's terrorism whether it's plans or spontaneous. you go into a foreign embassy and kill a u.s. ambassador, that's terrorism. that's what you see coming out of the obama administration. they're a lot more cautious saying this was a planned event and the i think politicians across the spectrum including senator mccain need to be very careful about that. there hasn't really been a lot of public evidence yet to suggest this was anything more than something rather spontaneous. the facts seemed to indicate what happened was that there was a complication between protesters and those inside the embassy, shots were fired, and then potentially a militant group got involved and decide to show up in a show of force and potentially attack the embassy. we don't know the exact facts, but there's enough, i guess enough blurry -- there's enough blur in there, enough gray area,

we have to be very careful about assigning blame at this point. >> what about this talk, and there's been a lot of it, about an al qaeda affiliate? >> look, to be fair, two different al qaeda affiliates issued statements in which they've directly addressed the kills of the u.s. ambassador. they've applauded it, called for more attacks. called for the burning of u.s. embassies and even the killing of americans here inside the united states. so al qaeda thinks this is thrilling. they love this. keep in mind, they've really been suffering lately, trying to find a place for themselves in this postarab spring era and they think they found an opening with this. so, yeah, look, they're trying to exploit this, and we have to expect that. there's a difference between trying to exploit this and being responsible for it. and i think that's a very, very important distinction we need to make. >> let me ask you quickly. the u.s. is about $70,000 worth of bad time in several tv stations in pakistan with the president, the secretary of state denouncing this video. can those kind of things help with public opinion? >> i mean, you always hope so.
