john boehner -- also, he's not backing off his stand on tax hikes. >> raising taxes on small business people is the wrong prescription given where our economy is. >> is it on the table to talk about? >> i made clear yesterday that raising tax rates is unacceptable and frankly it couldn't even pass the house. >> at issue here is this perfect economic storm that could have serious consequences. nbc's andrea mitchell breaks it dun for you. >> reporter: the campaign was tough. victory is sweet. now comes the hard part. >> on january 1st, 2013, there's going to be a massive fiscal cliff of large spending cuts and tax increases. >> reporter: so what exactly is the fiscal cliff? it's night mare combination of tax hikes and spending cuts the president agreed to to force themselves into a compromise. so far, they haven't agreed on anything.

so barring a last-minute fix at the stroke of midnight on new year's eve, the bush tax cuts expeer. the alternative minimum tax kicks in. more than half of all married couples with two children would owe an additional $4,000 in taxes each year. those with three or more children, that jumps to $4700. on top of that, the 2011 temporary payroll tax cut would expire, so add on a 2% tax increase for most workers. then there would be automatic spending cuts in 1,000 government program, including defense, medicare, extended unemployment benefits. everything but veteran's benefits, social security, and federal pensions. economists say that combination would act as a break on the economy, throwing it back into recession and could cause a market crash. >> that was nbc's andrea mitchell reporting. today at 1:00 p.m. eastern, president obama will lay out the first steps since his re-election to help avoid the nation falling into recession again.

tracie potts is in washington with the latest on that. good morning to you. >> reporter: lynn, good morning. and in that speech, and it will be a speech because there will be no questions, we're told, from the white house, the president will urge congress to do one thing immediately. extend the bush tax cuts. that means your tax rate would not go up as of january 1st. beyond that, it's still vague. we're told he won't pitch a specific plan but he will urge congress, republicans and democrats, to cooperate to avoid that fiscal cliff andrea was just talking about. we will also hear today before the president from house speaker john boehner on what republicans are willing to do, how far they're willing to go. as you heard yesterday, he talked about possible tax revenue but conservatives say, and he later clarified in that interview, he was not talking about raising taxes on the wealthy, which is what the president proposed. what the republicans want to do is implement pro-growth

policies. if the economy grows, people are making more money and that will create more tax revenue. lynn. >> all right, tracie. thanks. now here's a side of the leader of the free world you don't see every day. getting choked up. this all happened on wednesday as president obama thanked staffers and volunteers at his chicago campaign offices. it's some new video that was released by his campaign. take a listen. >> you guys have proved that the work i'm doing is important. i'm really proud of that. i'm really proud of all of you. and what you've -- [ cheers and applause ] >> definitely an emotional moment for everybody that was there. all right. we're going to shift gears a bit. after nearly being killed by jared loughner, former arizona congresswoman gabrielle giffords came face to face with him in a tucson courtroom yesterday. loughner was sentenced to seven

consecutive life terms. her husband, mark kelly, told loughner, quote, you may have put a bullet through her head, but you haven't put a dent in her spirit. well said. kelly also blasted arizona governor jan brewer for her response to gun violence. and kelly's going to be sitting down with with savannah guthrie for an exclusive interview this morning on "today" on your local nbc station. it's been more than a week after sandy, and drivers in new york city are still feeling the frustration of these long lines of gasoline. now officials are following new jersey's lead by ordering fuel rationing beginning today to deal with the fuel shortages and distribution delays. meanwhile, buyer beware. if you're in the market for a new or used car in the coming years, it should be something to be concerned about. >> reporter: just like in hurricanes past, sandy left behind lots of soaked and sand-filled cars.

>> the estimate is there's at least 16,000 new cars that were damaged and up to 250,000 used cars. >> reporter: and guess where many, if not most, will end up? >> put back into the market and resold to unsuspecting consumers. >> reporter: so what do you do? >> the number one thing for anybody looking to buy a used car is to pull a vehicle history report. >> reporter: also, let a mechanic you trust take a look at it, or at the very least, inspect the car yourself and include a smell test. >> the odor. when a car sits in standing water, particularly in salt water, that car will take on a smell that's very difficult to get rid of. >> reporter: look for debris or water lines inside the car, the trunk, and engine compartment. dingy headlights and taillights could be a hint the car has been under water. plus, keep in mind there's nothing illegal about selling a once-flooded car, provided you know that before buying. >> if you get a really, really good deal on it, it might still be a good buy for you. >> reporter: but if you have

doubts, don't get soaked. walk away. >> something you wouldn't even think of. now for a look at your national weather, we turn to bill karins. warming up on the east coast. that's a relief. >> we need it. a lot of people are starting to finally get their power on. we could just use the break. the snow needs to melt. we need to get back to normal. the weather pattern across the country has been anything but normal. we had these huge dips in the jet stream and the ridge between. this dip means a big storm. that's what we have today. the weather will improve from here. when we have the jet stream that's very dynamic like this, almost like a snake, that's when we get these big storms. we want the more horizontal flow. the jet stream goes from west to east in a straight line, that means tranquil weather. we've had anything but as of late. the warm temperatures are surging towards the eastern seaboard. they're in the 60s this morning

well, plenty of stories making news this morning. there's new video of the 15-year-old pakistani girl who's recovering at a british hospital after being shot in the head by the taliban last month. her father says she's recovering well and is humbled by the worldwide outpouring. seven members of navy s.e.a.l. team six are in trouble because of a video game called "medal of honor: warfighter." they're being punished for divulging classified information to the game's maker. the pentagon says iranian aircraft fired twice at an unarmed u.s. drone patrolling the persian gulf last week. the shots missed and the drone was unharmed. and next week, a house panel will hold a hearing on the september 11th attack on the u.s. consulate in benghazi that left four americans dead.

and now here's your first look at this morning's dish of scrambled politics. shell shocked. that is how a campaign adviser describes mitt romney's reaction after giving his concession speech. this according to cbs news. insiders tell nbc news the campaign closed down so quickly some staffers couldn't even use their campaign-funded credit cards to pay for their taxis home that night because they'd been deactivated. florida secretary of state says he hopes to finally have full election results by saturday, but the romney campaign says either way it won't bother contesting the numbers. look fast because this is probably all you'll ever see of president elect romney's website. it accidently went live just long enough for political blogger to capture a few screen shots of it. the transition team pages talk about the inauguration and ways to join the romney administration. and please do not blame us. seriously, we're tired of it

here's a first look at some of the other news going on around america today. we're going to begin with a murder suspect's rampage at a utah airport. this is newly released video showing the commercial pilot driving a stolen plane out of control on airport grounds. during the july incident, the pilot smashed the regional jet into a building and parked cars before fatally shooting himself. police believe he stabbed his girlfriend to death three days before he went over the edge.

a bank robber known as the ak-47 hit another bank last night, this one in idaho. the fbi believes the suspect has executed a string of bank robberies in california and washington armed with an assault rifle. a $20,000 reward is being offered for information leading to the arrest. and finally, a female air force pilot is breaking more than the sound barrier with her latest accomplishment. this is pretty cool. caroline jensen became the first female reservist to join the famed thunderbirds. she's been flying for over 17 years. she hopes to inspire the next generation of air force airmen. to sports now. nfl thursday night football, indy, jacksonville. andrew luck scored two touchdowns on the ground against the jaguars. the indy defense came up big in a 27-10 win. to college football, number ten florida state made a dramatic fourth quarter comeback scoring on a touchdown pass. the seminoles won a swequeaker
