star shining or is he going super nova? a high profile interview. behind the scenes intrigue. if you want to know what it's going to look like the day hillary clinton announces her campaign, you get a taste of it today. the only thing missing is the actual announcement. good morning from lovely new york city. it's monday, september 23rd, 2013. this is "the daily rundown." let's start with my first read of the morning from kenya. it's a hostage crisis that has gone on for more than two full days in a westernized shopping mall in nairobi. how to free those by a group that has been linked to al qaeda in the past. they gunned down dozens of innocent civilians and took a number of others hostage.

it's in the west gate mall this morning. they blew open a wall as part of a divisionary tactic. black smoke can be seen rising from the building. this attack began saturday after noon nairobi time. as many as 15 terrorists entered the mall, throwing grenades and opening fire on shoppers. according to officials, they are men who came from several different countries. they are believed to be trapped in a super market. the military is taking a cautious approach to prevent further loss of life. at least 62 people have been killed in the rampage including foreigners from several countries. kenyan officials said two are among those that are dead. 200 people are believed to have been hurt including five americans. the kenyan red across many are still unaccounted for. thousands were in the mall when

the attack began and got out safely. his nephew and fiance died in the attack and promised to punish those responsible. >> they shall not get away with their despicable and boastly acts. like the cowardly perpetrators cornered in the building. we will punish the masterminds swiftfully and indeed very painfully. >> secretary of state john kerry called the terrorist attack an offense against everyone's sense of right and wrong. >> it represents the seriousness and breath of the challenge we face with this and completely reckless terrorists. >> here's what you need to know about the group that is behind this. this is a somalian terrorist group that originated in 2006 when they split off from forces that controlled parts of

somalia. the head swore allegiance to al qaeda and swarmed an influx into that country including americans. there was an ongoing battle between them and kenyan forces. the retaliation for what they say are kenyan attacks strongholds in somal that took place in 2011 and 2012. u.s. general carter hamm said they may be trying to join forces with prominent african-based terrorist groups including al qaeda's wing in north africa that caused from you believe in benghazi and a terrorist group in nigeria. >> each of those three organizations is by itself a dangerous and worrisome threat. the indications that the three organizations are seeking to synchronize their efforts. >> as the situation continues to

unfold, they are looking into reports that these attackers are from the united states. there is no way to confirm the reports until the gunmen are identified. peter king is a member of the committee and chair of the subcommittee on counter terrorism and intelligence and is familiar with these groups. congressman, let's start with explaining a little bit. al sha bob, al qaeda in north africa and i think -- me about all three groups. >>al shabob is somali-based and launched the american population in st. paul, minnesota. >> let me stop you there. americans may have been involved in this attack, that's what they are referring to? >> yes, they are. going back to the 20007, 2008 is between 40 and 50 americans that we know of who left the minneapolis area to go to be

trained by al shabob. the others were not strong enough to serve over there. they can likely get more americans involved because there is a significant number to be trained. that's the focus in nigeria, a vicious al qaeda-affiliated group. in the peninsula in yemen, you have al qaeda in iraq and you have segments of all of these places like mali and libya. the main three we are talking about al shabob and al qaeda in yemen. for a while, the state department resisted making al shabob the organization because they felt they were concerned with the civil war in somalia. a number of them named the

terrorist organization and it was. as we see, they go beyond that and attacking kenya. that was a brutal and well-planned attack similar to what happened in mumbai. >> i am showing live pictures of the shopping mall. we are getting reports from our crew on the ground. they heard gunfire and there is an exchange between the kenyan forces who stormed the mall. congressman king, there was talk about a year ago of the u.s. basing more special forces to help deal with the situation. what more can you tell me about what the increased presence that i know has been happening and including opening a new base. what more can you me about that? >> i can't go into details other than to say you have the nigerian army and kenyan army. we have been working closely and

basically our jobs are to provide the most sophisticated training and weaponry to people we trust and also share intelligence. having people on the ground for sharing intelligence and training. right now there is no need for american troops to be on the ground. the long distance operations. >> i i want to go live to ron allen. he can't get in front of the camera. he is now. he's ducking down. what's going on? >> chuck, we are taking a safer position because of the borage of gunfire. about 300 yards where the mall is located. it has been quiet, but just a very heavy sustained gunfire for about a minute or so. you can see here crouched down, we are in a position where a number of soldiers are not far from here. we have seen army personnel

carriers moving in position. a couple of hours ago, there were six or seven huge explosions. you can see up there, the smoke is billowing out and you can hear the gunfire in the distance. we are 300 or more yards away in a protected area we think. it feels comfortable. i can tell you that or i wouldn't be here. spoke is pouring out of the building and has been that way for the past couple of hours. we saw a fire come in and go out. there were reports about what happened to cause the explosions. both sides are saying in messages that the other side caused the explosions. the government and the al shabob militants inside. we heard reports about the fate of the hostages and some who are from numerous countries have been killed and the gunmen have been killed. the bottom line is that the kenyan government is trying to bring the situation to a conclusion and do it now.

it started last evening. we saw helicopters overhead and more troops moving in this morning and perhaps you can hear the gunfire is continuing there. a lot of firefights also in the neighborhood around the mall. we have seen from numerous positions, kenyan soldiers firing at the mall. there may be as many as 10 to 15 heavily armed gunmen inside and the number of hostages, at least the start of the day was about 10 or 15. the government was saying they got most of the hostages out. at this point we really just don't know what's going on inside that mall down the road there. >> stay safe. we will check in with you. congressman king, how prepared is the kenyan government to deal with situations like this? >> kenyan government is a good strong ally and the military is very good. the police are not as effective

as the military, but as far as an attack on the mall, that could happen anywhere. when they make it, it's hard to stop it. intelligence is what's key. kenya worked with us and they are sophisticated, but i don't think the police are up to the same level. >> nairobi has been a magnet for global corporations and opening offices left and right. i guess that ends up making it a target because it is becoming so western sized and so much money is coming in. that makes it a target for islam? >> nairobi is a success story. this is an ideal target. it's a soft target and many people there, not just kenyans, but people from europe at that mall. you have a thriving enterprise system. this is an ideal and perfect target for a group such as this to carry out. they resend kenyans's actions and we have been going against

them in somalia. >> peter king, i know you know a lot about this and what's been going on. sharing what you know. we will go back to ron allen later in the hour to get an update on when hopefully the situation will be coming to an end soon. the only thing missing from hillary clinton's schedule appears to be an actual announcement that she is running for president. so much clintons, so little time. the tour deforce. what it means for the democratic party. it's still 1,000 days away. of course we have the shut down showdown. republicans are trying, but the democrats may run down the clock with the help of ted cruz. we will talk the strategy with chuck schumer. first a look ahead at the politics planner. a busy day. the president comes to new york. vice president biden will go out and tour the flood damage in colorado on behalf of the

a more first read in what will be a whiplash week. all eyes in new york on the united nation. president obama travels there for the fifth assembly confronting this white house. it will be unavoidably and he is expected to give in to increased pressure on syria.

there is likely to be a change in tone from ahmadinejad. is there a hand shake in the hall or other gesture? president obama is expected to pay a little bit of lip service at a minimum to the peace process. netanyahu is coming to washington a week from today. on tuesday, the president starts selling his health care law with a visit to the clinton global initiative. finally after a 48 hour whirl wind trip, he will head to washington where he will be knee deep in the fight over the budget. that's for the third year in a row. the republicans in the white house are playing the game of legislative chicken and we are 183 hours away from the first government shut down. nearly everyone in washington insists a shut down will not happen. >> we note that whether we have it with obama care or not.

>> people of good will will come and do the right thing. >> as much as the president wants the shut down, he is not going to get it. >>. >> everyone said that, but nobody can explain how it will be prevented. they are not accepting the bill past friday to keep the government running through mid-december. while defunding the president's law, harry reid declared it dead. what's less clear is the calendar of events that gets us to funding in the government. in an awkward move, ted and a few other senators vowed to filibuster or block anything from voting on that house bill. it's a bill that faces support. this is weird. >> it should be an easy decision for senate republicans and to support house republicans. any vote for closure and to

allow harry reid to add funding if are obama care for the threshold, a vote for closure is a vote for obama care. >> it's all confusing and some of you are going to be banging your heads against the tv. that language is -- they managed to alienate the conservatives in the house. the reviews with bob costas, they said a dozen plus republican senators are fuming over cruz making a vote to proceed seem like support for a law that they hate. >> this has been one of the strangest weeks i have had in washington. i say that because as soon as we listed ted cruz, our featured guest this week, i got unsolicited be surge and questions not from democrats, but top republicans who hammered cruz. >> the president has been taking

an advantage of the fight into the republican party. he gets in with the congressional black caucus on saturday, blasting republicans for governing high prices. >> this is an interesting thing to ponder. your top agenda is making sure 20 million people don't have health insurance. you would be willing to shut down the government and potentially default for the first time in the united states history. >> cruise told a magazine i don't know the conservative that didn't feel embarrassed. that will go a long way to repair the relationship with john mccain. the senate is expected to strip the health care members in the bill and kick it back to the house. the request question is how lont take? will he jam boehner by sending a bill forcing boehner to choose between the appearance or a

potential shut down. he asked the senate version of the bill will add another round of sweeteners for conservatives. will the staff rely on their health care for insurance. will they wrap up before monday, september 30th as they put all their muscle over the debt ceiling and ignore this. it's a strategy that lawmakers previewed. >> we do have eight days to reach a resolution on this. i propose an idea that kept the government operating and open for the entire year while delaying and defending obama care to work out the differences. >> i think the debt ceiling is where this is headed. new york senator schumer is the vice chair of the democratic conference. they kept harry reid running and i asked them if congress can get their act together before

midnight. >> i think it's very likely we will avoid a shut down. it's becoming clearer and clearer that ted cruz has climbed out on a and it is getting sawed off. he is trying to figure out a graceful way out. the vast majority of people and most republicans thought this was a bad strategy and pushed by a very powerful right group and i think it got too far ahead of them. >> how quickly will you be able to accepted your version of this budget resolution that we were just talking about two months. that seems completely absurd to me. >> we can only do what the majority of the house republicans will send us. obviously that's the amount of time they chose. that's the one place where and his small band have weight as to how quickly this can happen. they can use procedural delays

and can't stop it as long as republicans don't go along with them. many think this is a bad idea. yesterday tom coburn sat in on one of the shows. they can control and stretch it out a little. >> how much do you think they can stretch it out? >> if they use all their procedural devices at their disposal, until sunday, but not later. >> it may be inevitable that there is just not enough time. that gets us to the 29th. in essence, your jamming whether it's you guys, the senate leadership jamming the house or ted cruz, you are arguably jamming boehner here because he's only got about 24 hours to turn something around. >> i would say two things about that. first, we don't want to jam anybody. that's up to cruz. second, they are obviously going to be negotiations going on

while this is happening. everyone is going to know what's happening and the out come. you don't have to wait until the day the final bill passes the senate to start negotiating. >> do you expect what the house sends back and i know in washington speak you guys call it ping pong. do you expect what the house sends back is something that the senate will ultimately be able to support? is that the goal that you negotiate something behind the scenes? >> yes, that is the goal and let me say two things. a lot of the house leadership is telling the members, the conservatives let's pass this and make the fight on the debt ceiling. they are putting themselves on the debt ceiling and there is more pressure to not let that lapse several weeks away than there is to funding the government. second i would say this. i was in a bunch of street fairs

yesterday in republican areas on long island. about 35 people came over to me and said don't fund obama care. i asked each one should we shut down the government not to get it? only one said yes. this is a small group of people who want the extreme position of potentially risking social security payments or the job of the highway worker. all kinds of safety provisions that the government does to achieve an ideological goal that is not achievable. ted cruz is out there on that and it's getting sawed off. >> two things likely to get attached to this two-month period. this idea of repealing the tax on medical devices and the second possible thing they could add has to do with members of congress and staff being put into the same rules and getting rid of the waiver that i think

the president would give having to do with health care. can you or the senate support that? >> no, there is talk of other writers to put on once the on, bama care fails. they won't be able to put the writers on this bill. woe made that clear. we are not going to negotiate. >> no writers? >> the bottom line is this. this is a spending bill. we can all put up a lot of writers and it's our view that i am not drawing lines in the sand, but it's unproductive to put more writers on at the last minute. my prediction is that this will pass clean because once they had this bad experience with obama care, they won't try to do it again. >> we are all in new york and the president is coming in today. there is talk of a symbolic reward to the new president of iran. i say symbolic that he made a lot of positive gestures and

fears about the diplomatic efforts and iranian nuclear program and wishing jews around the world a happy new year. do you think it's appropriate that the president reciprocate? >> it's appropriate he talk to them. we cannot let up on sanctions. the sanctions are working and working well. that's what has brought iran to even this stage and any hint that in return for talking with them, we are going to delay, loosen in any way, let up on the sanctions would be counterproductive. we should make it clear that the sanctions will continue full steam ahead until iran gives up the nuclear weapons and every i is dotted and t is crossed. i would be reluct apt to do anything with the sanctions. talking to him, fine. saying nice words, fine. >> you are okay for them to have a one on one? >> i don't have a problem with

>> an update on what's going on on the hostage crisis. the law in the kenyan capital of nairobi. you were hearing the exchange of dpun fire. clearly there is efforts here by the kenyan special forces.

what more do you have? >> a very aggressive effort. the government wants this to end now. they wanted it to end last night when it started. there is no gunfire and it stopped a while ago, but this was the most consistent borage of gunfire we have heard. this started with seven or more huge explosions and they went off with sequence that led us to believe the building was booby trapped and they set this off as they threatened they might. both sides and the government claim responsibility for this are saying that the other side caused the explosions. in the middle of all this, 10 or 15 hostages, the numbers are unclear and conflicting claims from both sides. the government said that most hostages have been freed. al shabob said hostages have been killed. here there soldiers in that position further down.

we saw a big personnel carrier coming out where the mall is. the mall is this this direction and you can see other soldiers moving around in the distance where it is a good healthy distance away. at this moment the operation seems to have taken a lull, but given what is going on for the past five or six hours, it's probably a lull. the government released a statement saying they are in control of the situation. the fire that is burning, the fire will be put out in short order. it's clear that they are struggling to bring the swa diminution to an end. >> any evidence that a hostage has gotten out alive? you told us what the kenyan government said and al sha bob said. they have been working social media. have you seen evidence of emergency vehicles or things like that taking care of

have a good idea. we got a taste of what a 48 hour clinton news flash looks like. it starts with a full spread on the former secretary of state that includes an interview, the first since leaving the state department. no doubt she has begun to set the stage. she said she is considering a run adding that she is pragmatic and realistic. she differentiated herself from a close friend, president obama. a relationship that could have the potential for pending presidential bid. clinton told new york magazine the following. i feel comfortable raising issues with him. i had a very positive set of interactions even when we disagreed which obviously occurred. i obviously have my own opinions and views. it wasn't just hillary making waves. bill clinton seemed to be her number one surrogate this weekend. >> it was the first time the

country got to see her as somebody who what you see is what you get. she shows up and gets stuff done. is very strong about it. i think that peas polls don't mean much now. i think she would be the first to tell you, there is no such thing as a done deal ever. i don't know what she is going to do. >> anything involving the clintons doesn't come without carry on baggage. the questions that the fund-raising tactics and the actions of president clinton's long time personal aide, doug ban. the only thing that is missing from the media blitz is the announcement itself. maggie -- it's a big deal.

it hadn't happened before. she puts down the marker and that's number one. number two, he is focused and let me make that clear. it's interesting. >> very interesting. they have been. we have written about it in politico. authorized from her, it was clear. don't worry, this is a different team. this is a note where her folks need to be careful. i'm not sure at what point they have to demonstrate as opposed to saying weren't those people awful? a lot of people on her team now with part of that campaign too. >> it's like the simple message with us. we were running for bill clinton and we won't let that happen again. >> is that what we are trying to do some. >> is that the problem? >> it was part of the problem, but the idea of the experience plus change was one of the many slogans and an extension of

clinton and edging into the obama space. they understood that and they will come up with slight differentiation and keep those people on board and it's actually not possible to pull apart any of these. as much as they asserted, we will be all over it. look at the same people who were there before. >> we do know that. one person and what i thought of as the positive, they are saying things about president obama and clinton, the fact that she gets to choose, she will be running and if they put in the whole third term, she is cherry picked what little america will be remembered what they think they will like. >> and voters don't vote for christmas trees with ornamentation from here and there.

wasn't it great when you had 4% on employment? what percentage of voting populous remembers that. what do her rivals and what do they have to say about all of this. can they in 08 run circles around this large unwieldy team that has these agendas. that's the importance. there always people in clinton world who are off script and who sort of don't get pulled into lies. it was about the team. the team had radio silence and you couldn't go around people. >> it was only in comparison. it was perhaps in isolation as they note. it was undisciplined. >> it was quieter. it wasn't in the realtime weekend. like what you are writing about, we are beyond the campaigns.

it's an amazing book and you uncovered a lot of stuff. this was stuff they basically managed to not have. >> this has been something that was fascinating i think also that this didn't come from outsiders complaining. this seemed to be coming from the inside of clinton world and discomfort as bill clinton. >> in the fascination as we were reading it and not for what the article said. who said what on the record. there was a piece of this and that's because it's true. >> you have to understand that in clinton world. >> on the record, it's some of the most fascinating politics. they have the signal to do so. >> this was a hard hitting piece. president. >> that means that it got full approval from people.
