we'll have details in sports. i know centuries ago, a long time ago. and we also sort of know who won that $400 million powerball jackpot. i'll explain in a few minutes. first the latest on the mall massacre in kenya. the standoff is now in its fourth day and still in the present tense, folks. even though kenyan officials say it is close to its conclusion there are reports of a new explosion this morning. kenyan officials also said late last night they have secured the upscale mall and no civilian hostages inside. top kenyan officials saying some of the people behind the attack were, in fact, americans. frj pretty much a fluid situation there, i guess, rohit. >> reporter: good morning, brian. it does appear so, earlier kenyan officials were saying the westgate mall, this giant shopping mall overtaken by this

group of al shabaab militants on saturday morning, the kenyan officials were saying that the police have actually secured the entire building. then after the confident declaration we heard more gunfire today, explosions for the last hour or so, helicopters have been circling overhead and sole there is some suggestion here that perhaps things inside there are a little more precarious than those early declarations have, in fact, suggested and there's also confusion about who might have been behind this attack. kenyan television today saying that six or more militants have been killed by the kenyan defense force but some suggestion now from a kenyan minister that there might have been americans involved in this and this is what she had to say. >> from the information that we have, two or three americans. i think so far i've heard of one brit. the americans from the

information we have are young men about -- between maybe 18 and 19. >> somali origin. >> of somali or arab orangeigin lived in the u.s. and basically, look, that just goes to underline i think the global nature of this world that we're fighting. >> reporter: and no word from the american embassy here to confirm or to deny any of that information. 60 people at least killed in this attack. hundreds more injured and we continue to watch the situation here, brian. >> well, rohit kachroo, thank you. a stage is set for a meeting between president obama and hassan rowhani but will it happen is the question? both leaders in new york city

ahead of the u.n. general assembly which begins today. yesterday president obama attended a private event for visiting heads of state and president rhu hani tweeted his arrival seen in the back of the car on his way into manhattan. the country's two top leaders have not met in more than three decades since before the iranian revolution. but rowhani's recent comments are spurring cautious optimism from former president bill clinton especially. >> this new president seems to want a rapprochement with the united states. if we do this, we need this to be real. >> top allies like israel are n unimpressed warning he will try to stall the u.s. while continues nuclear development. two bipartisan groups of high-profile senators wrote president obama warning the same. on the eve of the trip, iran pardoned 80 prisoner, many who have been jailed for protesting the controversial 2009 presidential elections.

it's a possible signal the country is softening its hard-line stance. we should also note secretary of state john kerry meets with his counterpart from iran thursday. the first such meeting since 1979. president obama will speak to the u.n. general assembly after 10:00 a.m. eastern time and you can see that speech live right here on msnbc. the debate over funding the government including republican opposition to obama care officially under way on capitol hill. majority leader harry reid will reportedly move forward with the spending levels that were proposed by house republicans and as expected remove any language to defund the president's health care law. the first vote on the plan could come as early as wednesday. yesterday, senators reid and ted cruz debated the bill on the senate floor. >> any bill that defunds obama and his health care plan is dead on arrival in the senate. we're not going to bow to the tea party and anarchists.

america will know who to blame, republican, fanatics and the house and the senate. >> i wish the majority leader had not objected to doing so right now. i wish the majority leader had not said he intends to continue to use the threat of a default. to engage in brinksmanship to try to force obama care on the american people. >> meanwhile, minority leader mitch mcconnell announcing yesterday he would not support a philfilibuster led by senator c. it will likely play a significant role, this is where it gets interesting, in the 2014 midterm elections. nearly every republican running or expected to run for the senate next year supports the effort to strip funding for the affordable care act. meanwhile, a new cnbc poll finds 59% of americans oppose shutting down the government because of obama care and even if the threat of a shutdown is removed, 44% still oppose the cutting of the 2010 health care law. president obama will officially begin the rollout of the

affordable care act later today with a, quote, conversation with former president bill clinton who, of course, we're seeing quit a bit of in the next few days. policy changes on the way in the wake of the navy yard shooting. the secretary of the navy recommending future security reviews include any police reports. aaron alexis who killed 12 last monday was granted secret level government clearance although he was arrested multiple times. two for firing a gun. at the time an fbi database apparently flagged a seattle incident that dated back to 2004. he shot out the tires of a construction crew's car, it said but the private background check didn't pick it up for his latest contractor job. the report they saw only revealed he, quote, deflated the tires of a construction worker's vehicle, end quote. "usa today" reports alexis had failed to disclose the arrest when he joined the military. a retired fbi agent will plead guilty to charges he leaked classified information to

the associated press about the disruption of a terrorist bomb plot in yemen. donald sacktalbin was caught when investigators secretly subpoenaed telephone records of a associated press reporters. the fbi also discovered national security documents on his computer which had been confiscated from a previous investigation into child pornography charges against him. i know it's a little bit confusing. the disgraced agent apologized for his action, however, u.s. attorney general eric holder not accepting that apology calling the national security leak, quote, among the serious he had ever seen, unquote. he has been sentenced to nearly 12 years behind bars. well, let's get to a bit of a positive story, kind of a mystery, the winner of that fourth largest powerball jackpot, 400 million bucks, he came forward to claim the money but don't expect to find out who he is. the mystery south carolina man choosing to remain anonymous.

according to lottery officials and we've been over this, folk, you can claim the 399.4 million over 29 years or get the instant payout of 233 million. you take -- you take the lump sum, folks. get this, only the second time the man had ever played the lottery and just in case you were wondering and this is what i wanted to know, there are a handful of states that allow powerball winners to remain anonymous. i thought you had to come forward but it's a state-by-state rule so this guy can avoid the media and all the people trying to bilk him money which is a good thing. i think you should have that option. the states that make them come forward should change their tune. the stock markets looking for to avoid a fourth possible day of losses over the debt ceiling concerns and that budget wrangling in washington. take a look yesterday. 50 points. not too bad on the dow hovering around 1700 in the s&p. the nasdaq dropped despite a 5% pop in apple stock.
