time. we'll show more of what he had to say a little bit later in the show. also more details on wendy davis and her possible run for governor of texas. and in the cooler, zach gall fa knacks i beating up justin bieber. we'll show it to you in the cooler. we begin in washington, d.c. where they are just three days before the threat of the federal government shutting down becomes a reality. here's where we stand right now. later today the senate be begin voting on a bill to fund the government. harry reid will look to amend the bill stripping it of any language to defund obama care. yesterday the president's health care plan remained the center of attention on capitol hill as the criticism of senator ted cruz's pseudofilibuster conned through the ranks of the republican party. >> i don't think ever in the history of the senate have we had a 21-hour filibuster and

then the person carrying out the filibuster voted for the issue they were filibustering. y'all have sent out releases and e-mails and want everybody to be able to watch. it doesn't seem to me that's in our nation's interest. >> why is harry reid going to vote the same way you're proposing to vote? why is every democrat going to vote the way you're proposing to vote? >> you voted in favor of the thing you're filibustering. it seems to me that they are very similar. >> senator corker's exchange prompted this tweet from the conservative club for growth. "senator corker became a democrat just now on the senate floor." the bill goes back to the house today where lawmakers there will have to accept the senate's changes or shut down the government. john boehner already has his eyes set on the next fight in washington, the borrowing limit. president obama says the issue remains off the table.

>> i will not negotiate on anything when it comes to the full faith and credit of the united states of america. we're not going to submit to this kind of thing. congress needs to pass a budget on time. congress needs to put an end to governing from crisis to crisis. >> we're going to introduce a plan that ties important spending cuts and pro growth reforms to a debt limit increase. now the president says i'm not going to negotiate. well, i'm sorry, but it doesn't work that way. >> the treasury department says congress has until october 17th to raise the debt ceiling or face the possibility of default. now to the latest on the investigation into the mall massacre in kenya. there's an international search underway for samantha latheweight, also known as the white widow.

the warrant is actually in connection with a 2011 plot to bomb targets across kenya. she was once married to one of the london subway bombers and officials have not connected her to the mall massacre, but there were reports that a white woman was one of the attackers. al shabaab is threatening to carry out more assaults saying that the mall attack was just act one. and kenya's intelligence agency released a report from exactly one year before the attack that al shabaab was determined to strike the westgate mall. eric holder says there's no reason to believe al shabaab is planning to strike here in the united states. >> we're dealing now with a different threat environment. i would not say we have any credible evidence that al shabaab is planning to do anything in the united states. i'm not sure if they have the capacity to do anything in the united states. doesn't mean that we're not taking the threat they posed as a serious one.

>> holder says despite claims from kenyan officials saying americans took part in the mall attack, there's no direct evidence as of yet. let's turn our attention to syria. after weeks of doubt, there's a deal with the u.s. to dispose of chemical weapons. the key countries on the security council agreed to the terms chrks do not include a threat of force once a key sticking point for the united states. the obama administration trotted out a sales effort in front of congress pushing for limited military strikes. since then they have surprised everybody in the international community as it acquiesces to the pressure from russia to inventory and lay out the locations of the stockpiles. a vote on the u.n. plan could come later today. chemical weapons inspections could start as early as next week. meanwhile, thursday secretary of state john kerry met with his iranian counterpart. this is the highest level

meeting between the two countries since the late '70s. the tone described as positive yet cautious noting that historic obstacles remain to overcome. wendy davis getting ready to throw her hat into the race for governor. she's expected to officially announce she's running on october 3rd, they are saying. she gained national attention for. her 11-hour filibuster against restrictions on abortion clin s clinics. the law was passed into law. perry said he will not seek reelection. if davis gets the nomination, she could face greg abbott. for a perspective, more than $1 million in donation. s poured into davis's office in the weeks after the filibuster but abbott has already raised more than $20 million for his campaign. it's a war of words between chris christie and mccain. but not john mccain. here's what his daughter megan
