first look at politics. let's start with obama care because this obviously has been the big sticking point for republicans. how will the roll-out of the health care exchanges tuesday be affected if the government shuts down? >> that's the irony here the republicans are doing this largely because they want to shut down obama care. but that's not going to happen. the obama administration saying they're going to fully roll this out starting tomorrow. and the reason is because the money here for obama care has already been authorized. it's not affected by the annual government's fight over the budget. and so the bigger question for obama care, of course, is whether the exchanges will be ready. some states signaling there might be glitches in the technology and the online system to shop for your insurance. that's the bigger problem. but it's not going to be affected by any potential shutdown. >> i'm sure republicans aren't happy about that. if the shutdown does happen, any idea howl it might last? >> historically, anywhere 2 a few days all the way up to 21 days back in 1996.
5:17 am
that was the longest. i think people don't think it will last that long. i think the pressure that's going to happen, a couple of things. one, if obama care does go poory, over the first few weeks that could help add pressure to the idea they might want to roll something back or delay something. the other more likely scenario though is people starting to feel the pain, including the military not getting paychecks by the middle of the month, putting pressure on republicans to come back to the bargaining table. so i think two weeks at the most is what you're looking at. >> the second part of all of this, david, is the debt ceiling which does need to be raised by october 17th. how does that kind of fit into all of this? >> well, republicans have been looking at a two-tiered strategy of possibly doing a shutdown or potentially kicking back and looking at the debt ceiling as their failsafe option to really put pressure on the president to delay obama care. i think if there is a shutdown, some folks are saying it's more unlikely once they soft the shutdown in a week 0 two, that
5:18 am
would end this standoff and debt creeling which economists say is the much bigger issue potential of hurting economy, that will being to-ward and they'd be able to lift that fighting over the budget. i think that's the hope is to get it done over the next week or two and make sure the dent ceiling does not get reached because economists say that could be a damaging effect on the economy. >> david knack muir raf "the washington post," thank you. tens of thousands of chicken and ham products are being recalled. and a father's emotional appeal for the public's help. build character through quality. and earn the right to be called a classic. the lands' end no iron dress shirt. starting at 49 dollars. if you've got it, you know how hard it can be to breathe and man, you know how that feels. copd includes emphysema and chronic bronchitis. spiriva is a once-daily inhaled copd maintenance treatment
