in hours. by all accounts both sides are no closer to a deal. president obama met with senior staff on sunday but critics say it might be too little, too late. nbc's tracie potts is in washington. good morning. >> reporter: veronica, good morning. it is possible but not probable we'll see this deal worked out by the end of the day. the senate's not even coming back to work until this afternoon. >> where's the senate? they're not here. >> reporter: they're back this afternoon likely to reject the offer on the table. republicans say they'll fund the government and prevent a shutdown only if the health law is delayed one year. >> there's a time and place to debate obama care. but not at a time when millions of innocent people are held hostage. >> simply delaying it for american families on the same terms as being done for big corporations, that's a compromise. >> reporter: some democrats say they'll consider the other string attached. getting rid of a tax on medical devices.

>> but not with a gun to my head. not with the prospect of shutting down the government. >> reporter: who's to blame if there's a shutdown tonight? >> the president's the one saying, i will shut down government if you don't give me everything i want on obama care. >> he wants it because he wants the checkbook, he wants control. >> this was a calculated strategy to drive the country to the cliff and then say, give us what we want. >> reporter: there's a chance republicans could come back with one final offer today. with or without strings attached. >> 186 employees who would be furloughed. >> reporter: a last-ditch effort to keep 800,000 federal employees at work. that's about 40% of the federal workforce. this deal would also include pay for military members. almost 1.5 million of them who'd have to go to work. >> tracy potts in washington, thank you. taking you now to southern california, many questions this morning after a fiery crash involving a small jet. it happened at the santa monica airport around 6:20 local last

night. the twin engine cessna citation was landing when it ran off the runway and hit a hangar. witnesses say the jet was completely engulfed in flames when first responders arrived. with flames visible for miles away. authorities are not saying how many people were on board or talking about their conditions. as santa monica fire department captain told local nbc affiliate knbc, it looked "unsurvivable." the stage is set for what could be a tense encounter at the white house today. israeli prime minister benjamin netanyahu expected to deliver one clear message to president obama, don't be fooled. he says he will "tell the truth in the face of the sweet talk and the onslaught of smiles" from iran's president ra juanny. gestures to negotiate the country's nuclear program and the phone call heard round the world friday was the first conversation between the u.s. and iran in 34 years. for netanyahu it's nothing short of a nightmare.

he believes iran's gestures are a ploy, attempting to disguise its attempt to create a nuclear bomb, something netanyahu has warned about for years. iran says its program is for peaceful purposes only. sledge hammers are just one tool inspectors could use to destroy syria else's ability to use chemical weapons. inspectors say they could use those sledge hammers to smash mixers. they might even blow up delivery missiles, drive tanks over empty shells, or fill them with concrete. and run president bush without lub can't so they become inoperable. an initial group of 20 inspectors is leaving for syria today. syria acknowledged for the first time it had chemical weapons in august. the u.s. and russia agrees syria has nearly 1,000 metric tons of them. will abide by the resolution to destroy all of it by mid-2014. now for your first look at business, traders begin the week weighing the pros and cons of a government shutdown.

the price of oil drops a buck as a result along with tensions easing with iran. while the shutdown concerns many the real fear on wall street is the battle over the debt ceiling. if it's not raised it could lead to the united states defaulting on its debts which would be catastrophic to the economy. the billion owner of the dallas mavericks is headed back to court today. mark cuban faces a new trial in his five-year battle with the s.e.c. over insider trading accusations. expect to see twitter stock trading as the company plans to file ipo documents as early as this week. the most valuable brand in the world is apple. it surpassed coca-cola which had been number one since interbrand had begun compiling their list of best global brands in 200. all right, let's go ahead and get the latest on sports now. >> let's get right to sunday night football. the patriots stay undefeated. tom brady under pressure with

after the rangers beat the angels 6-2, they will now have to play the rays to see who will play the indians on wednesday. let's get you nascar action. jimmie johnson wins dover for a record eighth time. he broke his previous tie with racers richard petty and bobby allison. that is just incredible. yes, the announcer has good reason to go crazy. daredevil jeff corliss, check this out, he jumped from a helicopter through just a six-foot-wide opening in a mountain in china. the daredevil says it was the scariest stunt he's ever done. you can only imagine how dangerous that was. >> they call him the flying dagger and i now understand why. crazy. all right, thanks. severe weather marks the start of fall for the pacific northwest. in oregon, the city of portland is seeing the wettest september on record forcing some residents to contend with flooded roads

and high winds. this same storm system is also breaking rainfall records in the washington causing power outages that have left many in the dark. for more on, this here's nbc meteorologist dylan drier. happy monday. >> it's not unusual to get these storm systems in the northwest but it certainly is strange to get it this early in the season. you know, this could be the strongest wind storm that that area has seen in september. besides that, we have this cold front that is fizzling out through the ohio river valley. it's not really going to amount to much, a couple of thunderstorms across the gulf coast states later on today. but it's this bigger storm system in the pacific northwest. you can see it's still bringing rain from northwestern washington state right down into northwestern california. we do have some heavy pockets of rain still occurring at this time. but the worst is almost over. we've picked up several inches of rain in that area and we do still have the chance with some of that rain this morning we could end up with another 3 to 4 inches of rain before all is said and done. but it's the winds on top of

that. we have high-wind warnings and advisories in effect until about 5:00 pacific time. in the highest elevations winds could gust up to 80 miles per hour and we're looking at the chance of 60-mile-per-hour gusts in the lower elevations. you know, i've been out in seattle where my brother lives for one of these storms and they are intense. but this early in the season is unusual. i was out there in december when they normally get those. >> not bad for the skiers, right? rain becomes snow? >> not much snow out of this one but that's a taste of what's to come. it could mean snow later on. were members of congress drinking on the job friday? is there a major rift between texas governor and mrs. rick perry over abortion? "scramble politics" is next.

"the washington post" david nakamura joins me in a moment. first it is time for your monday morning dish of "scrambled politics." texas' first lady made waves over the weekend.

she said abortion "could be a woman's right" but she added it is one that she doesn't personally support. it is a stark contrast however from her husband who is a vocal opponent of abortion rights. the justice department is expected to file suit this morning against north carolina. it's all over the state's restrictive new voting law. feds want a federal court to strike down four provisions, including a strict photo identification requirement. the legal odd couple that helped overturn california's prop 8 are heading to virginia. ted olson and david boies are joining a suit to strike down the old dominion's ban on same-sex marriage. at least one lawmaker wants congress to be classified as nonessential. texas democrat pete gallego has proposed legislation to stop members' paychecks during a government shutdown. if this report is true, it looks like members of congress were out spending those checks. two reporters were tweeding about covering the house floor saturday when it was the smell of alcohol that started

consuming the chamber. no comments from any members. former president bill clinton still saying whether or not hillary is going to run in 2016, hasn't said anything, but he did say if she does it will be a much different campaign than in 2008. >> the next one will be better. it will be different. whether she's in it or not. they're all different. and the main thing is you must learn the lessons of your mistakes and the your failures. without becoming a general who fights the last war. >> and in this morning's new york times the story on the pending government shutdown contains at least one deal floated around that was killed by house speaker john boehner. senate majority leader harry reid offered to trade two of his chamber's most volatile members. the speaker just laughed and reportedly said "you don't want mine." and that's going to do it for your morning dish of "scrambled politics." "washington post" reporter david nakamura joins us now for our

first look at politics. let's start with obama care because this obviously has been the big sticking point for republicans. how will the roll-out of the health care exchanges tuesday be affected if the government shuts down? >> that's the irony here the republicans are doing this largely because they want to shut down obama care. but that's not going to happen. the obama administration saying they're going to fully roll this out starting tomorrow. and the reason is because the money here for obama care has already been authorized. it's not affected by the annual government's fight over the budget. and so the bigger question for obama care, of course, is whether the exchanges will be ready. some states signaling there might be glitches in the technology and the online system to shop for your insurance. that's the bigger problem. but it's not going to be affected by any potential shutdown. >> i'm sure republicans aren't happy about that. if the shutdown does happen, any idea howl it might last? >> historically, anywhere 2 a few days all the way up to 21 days back in 1996.

that was the longest. i think people don't think it will last that long. i think the pressure that's going to happen, a couple of things. one, if obama care does go poory, over the first few weeks that could help add pressure to the idea they might want to roll something back or delay something. the other more likely scenario though is people starting to feel the pain, including the military not getting paychecks by the middle of the month, putting pressure on republicans to come back to the bargaining table. so i think two weeks at the most is what you're looking at. >> the second part of all of this, david, is the debt ceiling which does need to be raised by october 17th. how does that kind of fit into all of this? >> well, republicans have been looking at a two-tiered strategy of possibly doing a shutdown or potentially kicking back and looking at the debt ceiling as their failsafe option to really put pressure on the president to delay obama care. i think if there is a shutdown, some folks are saying it's more unlikely once they soft the shutdown in a week 0 two, that
