good morning, everybody. it is day two and still no sign of letting up. millions are feeling the effects of the first government shutdown in 17 years. it goes beyond the closure of parks and museums. did you know new patients will not be accepted into clinical research trials at the national institutes of health. about 200 patients will be turned away this week. the fda cannot continue review and approval of new drugs. conservation efforts to protect endangered species will stop. and sites contaminated with hazardous chemicals, not all of them will be cleaned up. tracie potts joins us now in washington. what are the latest developments overnight? >> reporter: betty, good morning. here on capitol hill, there is a skeleton crew runs things. president obama is reportedly canceling part of his asian trip for next week. and he's blaming the tea party

for insisting on scaling back health care to get this government running. >> they will get their social security check. >> reporter: but mothers and children are lost food assistance. the cdc is no longer monitoring flu. hawaii is losing $50,000 a day because the uss arizona is closed. >> it's a it disappointment. >> reporter: workers are getting rid of perishable food. >> even for hurricanes and tsunamis, i've never seen it this bad. >> reporter: 800 civilians furloughed at camp lejeune. >> that's money out of their pocket. >> reporter: with national parks closed, this california class had to cancel their camping trip. >> i was sad because i really liked the trip last year. and i wanted to go again this year. >> the joint resolution is not

agreed to. >> reporter: in washington, votes that failed tuesday are scheduled again today to fund parks, museums, veteran services and washington, d.c. only. democrats insist they won't do it piece meal. president obama blames the tea party. >> they demanded ransom just for doing their job. >> reporter: and across america, frustration. >> congress needs to be turned over somebody's knee and spanked real hard. >> reporter: these votes are expected to pass the house today with a simple majority, but are -- >> all right. we're having technical difficulties. the government shutdown could just be a warm-up act. treasury secretary jack lew says he's using extraordinary measures to avoid hitting the debt ceiling. the goal, to push back the day for when the government runs out of its legal authority to borrow.

but lew says by october 17th, the nation will have about $30 billion left to pay its bills and he's urging congress to extend the authority. the affordable care act officially went on line tuesday, this as new polling suggests many americans find the law confusing and overwhelming. danielle leigh reports. >> reporter: at this new york call center, staff fielded an array of questions. in washington, d.c. people waited for in-person help enrolling for obama care until the website stopped working. the website blamed heavy traffic when it began posting error messages. president obama called the glitches temporary. >> we are going to be speeding things up to handle all of this demand that exceeds anything that we accepted. >> reporter: nate matthews is seeking insurance. his part-time job doesn't offer care.

>> we have a family history of lymphoma. so it would be wise to be covered. >> reporter: applicants must enroll by december 15 to be covered starting january 1 but they have until march 31 to sign up for health care and avoid tax penalties. i'm danielle leigh, nbc news. one of the busiest airports in florida is back open for business after a security scare prompted a massive shutdown. the jacksonville international airport was closed for nearly five hours last night. police found two suspicious packages. one was destroyed after it was deemed to have a destructive nature. fbi is involved but is not commenting on an arrest. tough talk from israeli prime minister benjamin netanyahu. he is urging the world not to believe the warm words from new

will be short lived causing limited damage to the economy. in other news, hyundai is deferring car payments for federal workers who have been furloughed during the shutdown. people who buy or lease the new vehicle this month won't have to make payments until january. the shutdown may not derail the housing recovery, but it could delay the mortgage process. most home loans take 30 to 60 days to close. but when banks consider mortgage applications, they pull tax records from the irs which is closed due to the shutdown. >> that will cause some problems and a lot of frustration. now let's get the latest in sports from page hopkins. >> national league wild card reds, pie the rats. in the bottom of the second, reds third baseman todd frazier with this sweet diving save. and in the 7th, russell martin blasts this homer. 6-2. and the pittsburgh pirates finally get a taste of victory

wintry weather. while some of us are in a heat wave. it's hard to think about this early, although it's not that early. >> no, the northern portion of the country can see the first snow in october. it's not unheard of. mountains of course there in the west. here's what we're looking at this morning. the heat, the temperatures for this time of year, extremely warm. look at the morning temperatures, we're in the mid-60s areas like new york, that should be your normal high this time of year. so wednesday's high temperatures, this is pretty impressive stuff. not quite widespread record highs, but we'll have thints in texas, 85 as far north as southern portions of new england. we're still watching the one area in the tropics. we haven't seen any development. still dry air surrounding it, so we're not too concerned about that. evenly it will bring rain to the gulf, but for travel and everything else today again, this is just fantastic. what a stretch of weather for the east coast. >> absolutely. it's beautiful. may even get outside and enjoy a little bit of it. straight ahead, your morning dish of scrambled politics and a

now here is your first look at scrambled politics. president obama's defense of the affordable care act tuesday compared any glitches in the rollout to one successful high tech company that has occasional problems. >> consider that just a couple weeks ago, apple rolled out a new mobile operating system. and within days, they found a glitch. so they fixed it. i don't remember anybody suggesting apple should stop selling iphones or ipads. or threatening to shut down the company if they didn't. >> republican senator ted cruz of texas who conducted a faux

filibuster against the health care law last week played a part in the strategy that shut down the government. and one republican congressman calls it a disaster. >> ted cruz is to blame and those in the house who stand with him have brought about this train wreck. it's up to us to get it out and the president to step in and stop standing on the sidelines. >> sheldon adelson lost a lawsuit against the national jewish democratic council over suggestions that he personally approved of prostitution and casinos owned by his company. a judge ruled it was protected free speech. supporters of putin nominated him for the nobel peace prize for his efforts to get rid of syria's chemical weapons, but they did it mid september and nominations were due back in february. so it might have to wait u unti next year. last night stephen colbert was making fun of the government shutdown and what he could do

now that the federal agencies had stopped working. >> no chepa. time to dump old house paint down the storm drain. there you go. sorry. this will just take a second. sorry. sorry, dolphins. you had a good run. >> that's so wrong. but that is your dish of scrambled politics today. and joining me now for our first look at politics is lynn sweet, washington bureau chief for the "chicago sun-times". good morning. wall street did not seem to blink when the government shut down yesterday. perhaps it was already factored in. but the debt ceiling, the ted li deadline is fast approaching. how catastrophic could that scenario come? >> we went through this just a few months ago and wall street knew there was a deal.

so i think if wall street thinks there will be a deal, it won't be catastrophic even if we get up to the deadline. i do think we will this time. >> really. okay. well, here is my question for you. is washington so gridlocked that it takes possibly defaulting on our national debt to finally get lawmakers serious about working together and moving the country forward? >> i think the jolt of that possibility is what may work in getting a solution out of the stalemate that we're in right now. because i think that might just keep on in the next few days. so i think a did deadline may force a solution that is more realistic than having just the shutdown now. >> we're jug linkgling a bunch things. is anyone in washington looking good in all of this? >> well, i think that the republicans are taking more of the blame, but probably to

here are stories making news for you this morning. remember this video of a group of motorcyclists in new york. this morning at least one has been charged with endangerment. police did not say if they were going to charge the driver who ran over a biker while trying to flee. jerry brown has signed the so-called revenge porn bill into law. this measure makes it a misdemeanor to post identifiable nude pictures of someone without their permission. it comes with a penalty of six months in jail and a $1,000 fine. dramatic and jaw dropping video from illinois. it captures the moment when a

woman says her dui arrest went too far. four police officers are seen forcibly stripping 33 why would dana holmes and leaving her naked on the floor of a jail cell. the cops say they were trying to subdue her after they became combative. her lawyers are now asking for the officers to be fired and criminal charges filed. a grandson in oregon is smiling this morning. he was searching google maps when he found a picture of his late grandmother sitting on her porch. he says his grandmother passed away shortly after that shot was taken. coming up, bill karins and page hopkins will be here for our first buzz. we'll tell you what caught our eyes today. but first, another shutdown fact for you. congress' approval rating is now at 10% with a whopping 87% disapproving of the job congress is doing. now, the highest approval rating for congress in recent years, it was just 35% back in 2009.

leading the news, in "usa today," dad who saved girl in rock slide remembered. dwayne johnson covered his 13-year-old daughter when a rock side crashed down killing him, his wife, a sister and two cousins. and the bizarre story in the huffington "post," giant asian hornets are killing people in china. according to the guardian, 28 people have died and hundreds have been injured from these giant hornets.
