i'm mara schiavocampo. we've avoided a potentially catastrophic default on the nation's bills. it took a last minute deal, but this morning the government is open and the debt ceiling is raised. at least for now. the deal is short term. we'll have more on that in a moment. but first, president obama signed the bill into law early this morning after 16 days of stalemate on capitol hill. he says he's convinced lawmakers on both sides can work together to make progress for america. >> we can begin to lift this cloud of uncertainty and unease from our businesses and from the american people. there is a lot of work ahead of us, including our need to earn back the trust of the american people that's been lost over the last few weeks. and we can begin to do that by addressing the real issues that they care about. >> but the road to resolution was not an easy one. >> without objection, the motion to reconsider is laid upon the table. >> the republican dominated house passed the measure 285-144. 87 republicans joined all

democrats in support. speaker john boehner told wlw radio, quote, we fought the good fight. we just didn't win. speaker boehner's counterpart on the house floor. >> my colleagues do you think your recklessness was worth $24 billion to our economy? this recklessness is a luxury the american people cannot afford. >> the senate passed the measure 81-18. only republicans voted against the measure. >> this is far less than many of us had hoped for frankly. but it's far better than what some had sought. >> it will be some time before we realize the effects of what we've just done. i think one of the most important things we've been able to do is get senator mcconnell and i together. >> for who are, tracie potts is

in washington. so is this a short term deal. break it down for us. >> reporter: well, what the deal entails is extending the budget so we can get the government running again and get people back to work as of this morning. let's take a look at the details. the budget would be extended through the middle of january, january 15th. and the borrowing authority that was a midnight deadline last night to extend the debt ceiling so we could borrow more money, that is extended through february 7, although the treasury department may be able to extend it a little bit further by prioritizing bills if in fact there is no agreement. the bill also says that furloughed workers get backpay as soon as practicable. so they will be getting a check at some point and it calls on a congressional agreement for long term budget. that plan has to be in by december 13. notably missing, any major changes to health care. that's what conservatives held out for. there is a provision that says the government has to verify the

income of those low income individuals who will be getting subsidies to help pay for their insurance. new for some perspective, we're joined by bob franken on the phone. good morning. so i want to get right to it. what it republicans gain from this fight and what did they lose? >> well, they gained the face of defeat. i think if we hear the term braveheart anymore times, i think a lot of time will start throwing their shoes at them. they fought the good fight says speaker john boehner and they lost. they lost in embarrassing fashion. and now the question is will they learn their lessons and perhaps not engage in such disastrous brinksmanship, or will it toughen their resolve and make it a bigger crisis when it comes up again in a new months. >> boehner seems surprisingly

unscath unscathed. do you think he'll pay a political price for this? >> it depends on what the political price is. if all of this has so embarrassed the congressional republicans that they lose control of the house, he would lose his speaker ship. but as long as the present lineup is in place, it looks like that he was able to show that he's quite the survivor. >> and to another key figure senator cruz said unfortunately the washington establishment is failing to listen to the american people. but polls show that the public did not support a shutdown to defund obama care or the way the gop handled this crisis. so what is his political future now? >> well, there is strong evidence that ted cruz was the leader of the over their head gang, but among the people that he is trying to appeal to, that is to say the hard right of the republican party, he's now the hero. he was able to bring along some of the others like marco rubio. and others along to his point of

view. his embarrassing point of view. but where it counts, and that is with the republican base, he is now the hero. >> in terms of moving forward, this has been resolved for now, but this is really just a short term deal. so when this comes up again, is going to be this messy or do you expect that things will go a little more smoothly? >> if there is one thing that you can predict with certainty in washington, it's messy. but after that, the only certainty is uncertainty. if the republicans were suitably chaisen and learn the lessen that they won't get away with bringing the government to the brink of embarrassment and humiliation, maybe this will in fact have been constructive in the long run. but don't count on it. there bob franken, thanks so much as always. overnight, history was made in new jersey. cory booker won a seat in the u.s. senate. the 44-year-old becomes the first african-american elected to statewide office from the garden state. he'll fill the last year of late senator frank lautenberg's term.

>> you didn't just vote, but you believed that your voice and your vote matter. you believe that you don't have to resign yourself to what's wrong, but you can do something. we can do something to make it right. >> republican steve lonegan chipped away at booker's lead, but the democrat prevailed by some ten points. staying in the senate, there was at least one bipartisan moment amid the late night drama. caroline kennedy was unanimously confirmed as the next ambassador to japan. the 55-year-old major campaign supporter of barack obama will become the first woman to hold that post. during confirmation hearings, she spoke of her father's legacy to improve relations between the two countries after world war ii. japan is the united states' fourth largest trading partner and home to 50,000 american troops. switching gears now, there are new revelations on america's super secret drone program. this morning the "washington post" is reporting on

connections between the program and the national security agency. those documents reveal close collaborations with nsa spy resources, even suggesting some successful drone attacks could not have been ordered without information from the agency. it comes as the nsa is under intense criticism for its spy programs on americans. officials are hoping it will bolster the agency's case that its resources are fighting terrorism. all of this as nbc learns news of two prominent departures at the nsa, keith alexander and his deputy are expected to leave in the coming months. and we turn to better that cools for a look at business. >> rally didn't last long. futures pointing to a lower start this morning. asian markets were mostly higher
