i'm grateful for jorge ramos and fusion that senator rand paul has been forced to respond to the plagiarism tonight given his incoherence in his ex-play -- explanation. i have a feeling this may not be the end of it. . good morning and happy halloween. right now on "first look" -- the boston red sox are your 2013 world series champs. and celebrations continue even now in beantown. no celebrating for kathleen sebelius during a health care grilling. plus mother nature is scaring up tricky troubles for halloween. good morning and happy halloween. i'm mara schiavocampo. we start in boston where the celebration has been 95 years in the making. >> it hasn't happened at fenway park for 95 years, the red sox are world champions.

>> last night the red sox won their third world series in a decade but their first at fenway park since 1918. the night began with an appearance by red sox legends. fisk hit the famous walkoff homer. shane victorineo with a triple. in the fourth drew powers a solo homer driving the fans into a frenzy with the sox up 4-0. the bench goes wild with one of boston's finest caught celebrating. in the fourth bringing in big papi. the red sox win it all 6-1.

confidence back by fixing the site. hold me accountable for the debacle. >> reporter: sebelius admitted to failing to do enough testing. >> do you believe it was enough time to complete testing. >> clearly not. >> reporter: frustration and confusion over a promise often made by the president. >> the president kept saying if you like your health care plan you can keep it. is he keeping his promise? >> yes he is. >> reporter: lawmakers complain that constituents without employer provided insurance say their insurance is being canceled or prices hiked. >> they don't offer the minimum essential benefits. is that correct? >> that is correct. >> reporter: sebelius responded that that only affects a small number of americans. >> consumers have a right to shop anywhere to compare plans.

he was chief of the social security administration under presidents bush and obama until february and tells nbc news that officials were carving out exemptions allowing social security numbers and financial information to be shared with local governments, private contractors, employers, family members and department of homeland security. administration officials say sharing data is essential. >> that's michael he is coughmi isikoff reporting. new numbers this morning show americans are split over the health care law. it is all in the new nbc news "wall street journal" poll. it reveals bad news for president obama. tracie potts is live in washington with all of the details. >> reporter: good morning. in the poll, the president's approval rating is at an all-time low. it's he at 42% compared to 51%

now disapprove of how the president is doing his job. and take a look at how that has changed over time. going back to january, the beginning of his second term, he was at 52%. then we had the irs scandal and the benghazi hearing. it dropped a bit. by june, the nsa leaks came out. edward snowden was leaking information about america's secrets. his approval rating dropped again. and then by september with the president's critics saying he was indecisive on syria, we saw it drop down to 45% and now 42%. interestingly, the president's likability until now has held up, but for the first time that's upside down, as well, with 41% looking at him positively compared to more, 45%, seeing him in a negative light. and a lot of this now has to do with this troubled website. what about obama care, how do americans feel about it? 37% say it's a good idea, but more now, 47%, think it's a bad

their place in the recent budget negotiations. but he's had a real up and down second term and now i think he's on a downward roll. >> another interesting finding from the poll, 63% of those polled want to replace their own member of congress, that's the highest percentage ever recorded. so do you think that means that we'll see a lot of turnover in 2014? >> well, it could mean that if it was sustained. i think however that people are sort of helping incumbents, particularly republicans are helped when obama care falters as it has because then they can say i told you so and i think those numbers could turn around a bit. i think what you're really seeing in all these numbers is a disgust with government, which is really dangerous. >> and when it comes to obama care, a majority of americans now, 52%, position it nethink sr overhaul or eliminated. >> i think some of that is reflected of the debacle that has been a start up of it.
