congressman fred upton that would allow americans to keep existing coverage through 2014. the bill allows insurance companies to offer their pre-obama plans. the white house is hoping to ei veto the plan. the president introduced his own solution. a one-year temporary fix to allow people to keep their canceled plans. the new york times says the move will limit democratic support for the bill to just two dozen congressmen. the president spoke about how the rollout hads hurt democrats, including his own presidency. >> there is no doubt that our failure to roll out the a.c.a. smoothly has put a burden on democrats. i feel deeply responsible for making it harder for them rather

than easier for them. to continue to -- promote the core values that head them to support this thing in the first place. people look at what's taking place in washington, and they say enough is getting done that helps me with my life. and, you know, regardless of what congress does, ultimately, i'm the president of the united states. they expect me to do something about. i think it's legitimate for them to expect me to win back credibility on this health care law in particular and a whole range of issues in general. and -- you know -- that's on me. i mean, we fumbled the rollout on this health care law. >> the president blamed the lower than expected numbers on the troubled website, offering

no assurances that things would be any better by tend of the month. >> i think it is not possible for me to guarantee that 1030% of the people 100% of the time going on the website will have a perfectly seamless, smooth experience. we're going to have to continue to improve it. even after november 30th. >> despite president obama's remarks, several questions remain about what to do to fix the flaws. that includes whether or not insurance companies will allow people to stay on their current plans or prices for existing plans will change. >> when it comes to the health care law, the white house doesn't have much credibility. let's be clear. the only way to fully protect the american people is to scrap this law once and for all. there is no way to fix this. i'm highly skeptical that they can do this administratively.

i just don't see within the law their ability to do that. >> let's turn to the philippines for a minute. hospitals are struggling to treat thousands of injured. the death toll is raised to 4400. the need for help, as you might imagine, immense. literally spelled out in the streets in some places. strained relief workers are faced with a grim choice. health care for the living or remove the dead. the bodies everywhere. there's a growing risk of the spread of disease. storm victims by the hundreds wait in line to get military flights away from the destruction. >> the people like us, very ordinary, can't go to manila. we suffer from hunger. no water. no medicine. >> the u.s. alone has deployed

5,000 personnel. in texas, a small town evacuated after a gas pipeline exploded south of dallas. a drilling crew hit the pipeline sparking a massive explosion. the town of 700 people was evacuated as a precaution. the air in the area was not toxic. no reported deaths, thankfully, from that blast. in florida, another sink hole consuming two homes, a boat, and a backyard pool. work being done as a precautionary measure. by noon yesterday, it expanded to 70 feet wide and 53 feet deep. whitey bulger will serve two life terms in prison and then five more years. his crimes were called almost unfathomab unfathomable. much of the case centered on the
