had to put further pressure on the soviet union to offer more concessions. the pressures were helpful. gorbachef agreed to withdraw soviet forces from afghanistan, further more, he changed the country's constitution. in order to make sure the process would go on, reagan had to give more power to the pro-american people in the soviet union. therefore, when he went to moscow, he held a secret meeting with them. reagan needed new excuses to gain more concessions. human rights were good options. constitution for freedom of speech. a few months later, gorbachev offered more concession. in the united nations, but reagan wasn't supposed to do anything for gorbachev, even when his cabinet asked him. the only thing the west could do for gorbachev was to encourage him to go on.
