as the investigation continues security forces already say they know who is behind this attack from or join me in just a few seconds. a reminder of a painful truth from the rocky american cheese memories in his own skin all those victims from both countries killed in the iraq campaign. and we investigate whether pharmaceutical companies are cashing in on aids patients while scientists from around the world put the disease under scrutiny in vienna. well i for one studios here in central moscow this is aleksey with you twenty four hours a day good to have you with us two security guards have been killed in an attack on a hydroelectric power plant in russia's southern republic of korea two generators were put out of action when several bombs were set off inside the station. is at

the scene. this is the hydroelectric plant main gate so it all actually started here police say that a group of unidentified gunmen broke through these gates having killed two policemen who were actually sitting here after that they proceeded through the to the administration building which you can probably see behind me allegedly the gunman tired of this stuff and started to torture them with knives trying to find out the location of the controls which is police say that after. the gunmen told you the generator room when detonated the bomb was destroyed two generators out of three and the one which you can probably see behind me we do survived later when security and police arrived at the scene they found an explosive device and defused did now the plant is still blocked police forensic team and investigators are still working on the ground searching every inch of the area looking for evidence about
3:02 pm
who might be behind the attack despite the explosions paralyzing the plant the region's promise supply wasn't affected in the meantime security has been increased on all the hydroelectric plants across the russia's north caucasus region following that attack. it is a very emotional as following the investigation in moscow brings us the latest. the initial investigation has classified what happened at the bus hydroelectric power plant and rushed about to my car in north caucasus as terror attack but later on they rejected this version saying that was somewhat taj and a criminal investigation has been launched on the following articles sabotage first illegal arms production and possessing stealing weapons and attacking law enforcement offices although terror has been the least of the articles later national and to terror committee has confirmed that it's been carried out by

militants hold their public or put it in a book already they were saying that all the people being involved in this attack those who carried it out and the agonizes of this attack have all been identified although officially no name has yet been given so far the russian media has already suggested that amir abdul ought to be behind this attack this man is known as the leader all worked out in a book airing militants he became number one in the republic just a while ago and since then though the number of deadly incidents in the republicans well as in the region as a whole has increased dramatically and analysts say that now they smash and is trying to gain some popularity and to get some respect from midterms and most likely the main message the main goal of this particular recent attack on the plunge incompatible car was to attract their attention and to show to demonstrate how powerful is here and to demonstrate to strengthen his position as the

a rather common thing they're adding to the worst thing about this region is that it is known as home to many so-called terrorist schools where the militants are being prepared to been trained to carry out terror attacks not only within the regime but also outside russian authorities are much concerned about that troy a number of measures to stop violence escalates in the region but as far as we're still reporting information like this recent about this recent attack we can admits that these measures are maybe not enough. well it is more a financial reporting from moscow. u.s. are still spending billions each month on its operations in iraq but these days it receives little attention at home well now a growing number of americans are accusing the media of burying the war and not giving its victims the recognition they deserve report not met the man for whom the issue is literally getting under his skin. the so in

a party that run deep seven years and counting. r t. the us secretary of state says north korea will face new sanctions in the latest bid to stem its atomic ambitions hillary clinton was speaking in south korea after holding talks with the fence and military officials she said the new measures including the freezing of assets and to stop north korea or sending arms when it comes just days before a joint military exercise aimed at the turn pyongyang from any potential attacks the north denied accusations that it was behind the sinking of a warship but only to the south back in march of this year when i'm now joined by. the center for conflict analysis and prevention of the u.s. institute of peace thanks very much indeed for joining us there in washington now the u.n. sanctions in place against north korea they really don't seem to be doing much do they so will new ones really make any difference do you think. well right now the
3:11 pm
consensus view among a lot of the korea watchers here in washington is that this is a very symbolic message to north korea two part message one is that north korea has a decision to make to go down this path of self isolation and more sanctions or come back to the six party talks negotiate denuclearization and get economic and diplomatic concessions and the second big message to north korea is that their sinking of the south korean warship to china has consequences and also to warn north korea future provocations. you talk about provocations isn't the u.s. being provocative in saying or certainly bringing up this alleged incident because in fact north korea said look if there's any element of punishment directed towards north korea for this alleged incident they will then go to wall now that is surely being provocative on the u.s. and u.n. . so there's a lot of differing perspectives we just came through the u.n. security council debates there in deliberations or produced a presidential statement that focused on the action rather than the actor so you
3:12 pm
saw that statement condemning the sinking of the chart on but not referring directly to north korea now we're in this cycle where various countries are either objecting to the report or objecting to some of the actions and we're very frankly watching these types of actions and reactions very carefully right now can i ask about the social implications hillary clinton has said that these new measures need not directed against the people but surely further impact on an already impoverished nation is inevitable isn't it. well the administration the u.s. side as well as south korea they've been very careful to target the elites the leadership regime in north korea and so if you look at the freezing of bank accounts of things along those lines those are designed to again focus on a very specific group within north korea but when you look at the overall situation of the north korean people it's really a lapid economy the economy hasn't been functioning for decades now and so the idea
3:13 pm
of more sanctions. directed at the leadership you know the main problem for the north korean people is this to credit economy you say one of the aims one of the key objectives as you said at the start is to persuade north korean leaders to return to the stalled six party talks but bearing in mind that they've been stalled for quite some time do you really really think that these sanctions will actually bring them back to the table it's right now seen as one mixture of different policy tools and you know if you look at the track record with the china in the reaction to the china and were frankly going in a different direction rather than the resumption of talks but it remains to be seen we will have to hear what china and russia have to say in response to the latest measures certainly think that when you look at the responses coming from beijing and moscow there is a hope that we can move past the chardon incident and try to somehow create a situation conducive to the restarting of the six party talks at this particular point in time and it does seem very interesting of course russia has been very much
3:14 pm
involved and really has tried to help with this present position but hasn't done particularly well with its dealings with north korea but what about china you mention beijing and understand that you believe i've read in. one of your reports that you believe that china is deepening its relationship with north korea so if that's the case why didn't you tell everybody just leave it to beijing to sort out and not be involved. the concern is denuclearization that right now the chinese to the north koreans in their bilateral relationship it is that a deepening stance right now because frankly they're using their party to party mechanisms to deep in that relationship and there is a focus on economic development but the concern is if the chinese go down this path as much as they encourage the restarting of the six party talks how much of a priority is denuclearization and because of the concern i think there is an emphasis on measures like interdicting north korean shipments of arms at the high seas and so forth but right now we're we're in
3:15 pm
a period where the countries are pursuing different national as well as international responses to dealing with north korea so the coordinating aspect of it will be key as we move forward join us from the center for conflict analysis and prevention at the u.s. institute of peace we really appreciate it tom thanks for joining us there in washington. we're just we're online for you twenty four hours a day also of course on screen for you twenty four hours a day but it's something you missed on screen that we always have those stories on our website dot com plenty of other features to. a couple stories there for you at the moment that might affect your attention russian traffic probably could save a billion dollars a year just by tackling that daily gridlock but the number of. keeps growing. and money to spare usually makes people happy but not one british woman you can find out why she can't even hold. those stories and plenty of other features on line dot com. an international aids conference in vienna may have been hearing about

breakthroughs in treatment but it's also had plenty of arguments scientists unveiled a new. gel which health officials are calling hope for women but human rights activists say the key to curbing the disease is access to universal a group of aids activists is full of a complaint with the u.n. against the united states president obama's policies favor multinational pharmaceutical companies raising the cost of treatment. one of those making the complaints. unfortunately the obama administration is continuing some bush era policies that said in fact that they were going to threaten countries with trade sanctions for simply trying to make medicines more affordable to their people including in medicine what happens is that the obama administration and the bush administration before them continue to threaten countries and what it does is it drives up the price of the drugs because unlike generic drugs brand name drugs cost thousands and thousands of dollars per patient per year if we restrict countries
3:17 pm
ability to make those generic drugs and make them available to their people especially if we strictly ability to actually make those drugs which is ninety two percent of the drugs come from india if we're trying to push against them making generic versions of these drugs in order for drug companies to profit that's a violation of human rights. we can in fact prevent and treat and actually end aids if we work at it but we have to reach universal access to aids treatment and that means the prices of drugs have to come down so on the one hand we've got this administration huge supporters of pepfar and doing a lot on aids but on the other hand trying to restrict countries abilities to actually make those drugs affordable we have to reconcile those two policies that was aids and human rights activist matthew coming out talking to belittle. the former prime minister of kosovo is to be retried eight in the hague over alleged war crimes of the previous trial two years ago it was abandoned due to a lack of evidence however the president of the yugoslav tribunal since claimed

a washington should be able there are now questions as to why this is this retrial is taking place well some of it is that the guy really. was if you like absolved of any guilt because as you said no evidence but the reason is essentially intimidation numerous people have been killed in kosovo as a result of this i think they now want to show that some kind of justice exists and that is why we are having the retrial. the meter country is dropping the equivalent to a free here oshima bombs in seventy eight days of war of aggression against of them for the republic of yugoslavia this is twisting fraying surround and it is coming essentially from nato countries i don't think that serbia is seeing as being guilty in russia or china at least two countries that still respect the charter of the united nations and a great many other countries especially not me lying to us but let's come back to this you have to bear in mind all that many of the things of which mr hardee night
