monstrous heat wave carry this winter the past winter was very very cold and it's proving russia's continental climate means that it can be very cold winters very hot summers very very hot we are seeing just how powerful the climate can be so far she said three hundred people just this week drowned trying to cool off that's one of the effects some of the other effects twenty three russian regions have actually declared a state of emergency the drought is so bad they have promised literally watching crops die in the fields of grain on the floor because they just just don't have enough water to to write the great temperatures themselves have been record breaking four times this month in july the temperature on a particular day has been the highest ever recorded for that day before the record is expected today it's. thirty seven degrees expected in the moscow region today
5:02 am
another effect is fire twenty thousand fires have been recorded this season across russia and they have burned four hundred thousand hectares were supposed to be one hundred seventy five still burning right now but new ones are starting all the time and emergency services are struggling to try and bring those under control as long as this heat wave continues all of these problems will also continue so as you say tom unprecedented heat wave in russia how are people the general public coping with the constant high temperatures. well doctors are advised gives general advice to people don't go out between midday and four pm that's when the sun is hottest i know i'm out here in the midday sun as it were dogs and englishmen but if you don't have to go out to dr say don't stay in try and find a cool place drink plenty of water again you know it's easy to forget but you can
5:03 am
dehydrate very fast in the heat especially when you're doing exercise people going out playing football matches is not such a good idea at the moment so doctors you can dehydrate very fast and you know you should try and drink two liters of water a day to try and keep you hydrated my colleague peter oliver prepared a report on what some other people around russia are doing to try and escape the heat. when temperatures soar everyone has to find their own way to keep cool in the sweltering city summer two brothers in moscow have come up with a plan to beat the heat as well as make a bit of cash on the side and the tolly and boris rent out their apartment in the summer months and set up camp on a small island in the state one kilometer outside of the city center a camp here in one nine hundred sixty s. when i was in my second year at school we came here in a car and we saw the place was vacant we bought a boat right away and brought it here to paradise there's good fishing under you it might seem like a stream. choice but it's all perfectly legal anyone can pitch their tent and start
5:04 am
their own camp as long as they have been a certain rules it's not to use it our chief concern is to avoid harming nature these people are clean and tidy and don't harm nature but if other people come pitch a tent and start throwing rubbish around they'll have to face punishment as far as ways to beat the heat goes on the telly and boris have certainly adopted a fairly novel approach but the spike robinson crusoe esque existence they still can't live without some of the creature comforts they go hand in hand with city living next door to use when we have to t.v. sets two radios and a notebook but no internet and my house is in moscow a six minute ride from here the retired pair have just about all they could need on their thirty meter wide island getaway and if there's anything they want it's only a short trip to the nearest shop wants to take in the boat right the shore of course heading for some alfresco sleep isn't a new thing for muscovites in the past before the invention of air conditioning
5:05 am
many people would sleep in the courtyards of apartment buildings to try and get some rest by from the times oppressive heat not many will be willing to go to the same length as boston on a totally but with temperatures still around the thirty's more people will be looking for ways to stay cool this summer peacher all of the arctic. the international court of justice has ruled that kosovo as you know that's the declaration of independence from serbia was legal bill grady says it would jacks the non-binding decision so be it claim the cost of a session in probity two thousand and eight bardic its territorial integrity the un's highest court in the hague said there is no want to prevent speculations of sovereignty but belgrade on the court focused on the declaration and said nothing about the legality of course independent state. u.s. interest praised the ruling meanwhile moscow says the decision sets a dangerous precedent and still wants by lots more talks between serbia and kosovo to resolve the differences. and historian boyce says the court's decisions on just

. it's pretty much a death sentence for international law this is a textbook case of. clear violation of both the un resolution twelve forty four and all the accepted norms of international law. honestly was expecting a more nuanced decision along the lines of it was illegal but it doesn't matter i quite honestly didn't expect the world court to take such a directly pro-american position to be perfectly honest kosovo is a much independent does manchukuo order vichy france was in world war two it's a puppet state it suffers from endemic corruption abuses of power is its government structure can be best described as a organized crime it is not a state in any way shape or form just because the u.s. state department says it is a doesn't mean it is a case of course it was just a naked land grab and if it's allowed to stand in serbia itself may actually soon

fall apart and disappear serbia as a country cannot afford to simply let this slide for the past twenty years there's been wars and conflicts in the balkans stemming from the collapse of yugoslavia and each time there was any sort of dispute the serbs turned out to be. the losing end and the principles that the so-called international community adopted along the way varied according to the needs of the moment there's no principle here really that can consistently apply over the past twenty years except the serbs always lose and that's clearly not a principle you can build a policy on well meanwhile foreign affairs editor at serbian state television. says the next step is for belgrade to bring the court's verdict up at the u.n. general assembly it will be the decision of the general assembly that will change more things than this ruling which isn't unimportant but it says less than we
5:08 am
thought it would the fact of course of our albanians are now deciding about their own lives and it is their free will i'm not the spokes person of the government government but what i've heard from from our government seems to me as if serbia does not want to rule over. and decide about their lives all he wants a minimum of sovereignty over the territory recognize the sovereignty that does not imply serbian right to actually run the daily lives of course of all binion's and serbia head in the past several different proposals on how to resolve this all of which were very quickly rejected by the big powers except for four for russia and china and there wasn't much room for for serbia to cooperate or negotiate. the u.s. federal government has brought an eleventh hour lawsuit against an immigration bill in arizona he says the law that set to come into force next week would violate the

rights of immigrants and the two racial profiling the measures would give the police the power to stop anyone they suspect of having entered the u.s. illegally human rights activist reverend graham and hagler radio host tony katz clashed on the issue in auntie's washington studio. every conversation about the law not being humane is a red herring it should not be discussed it's an embarrassment as b ten seventy is federal law and all the state of arizona is doing is making sure that federal law is enforced and the answer to start with is to seal the border to quite literally build the fence fifty feet high if need be and the full length of the border from san diego through texas those of us from the civil rights community we see a whole lot of racial issues that are really come to play in terms of the arizona law that this law is basically going to allow for racial profiling and therefore discriminatory it is true you don't live on the same odds of driving that i you
5:10 am
don't live on a slide you do not live on the same child in the tracks that i live on maybe you live in a privileged situation but the reality is that my community hate it simply. because they're in the wrong neighborhood people are stopped all the time because they look at different way the rotty way in terms of the eyes of law enforcement and that's reasonable cause to stop somebody on it and unfortunately it sets up a situation for racial profiling and when we look at someplace like does not arizona have created a law that is basically screwed discriminatory in its nature and a happens i didn't create a law and making a two tier citizenship system mr cafferty jump in you're absolutely not first of all let's be clear reverend they are not citizens they are legal invaders they do not have like an apology given i have to show united states of america because they look a certain way they may be citizens but they look a certain way that's the nature of racial profiling the reality is the law is racist the law sets up a dynamic to attack

hello and welcome to the business bulletin emerging markets have emerged many analysts now believe there has been a paradigm shift in the world economic order while developed economies in europe struggle with high debt and low growth countries like china and russia offer the prospect of high growth rates but with less of the risk of formally associated with such markets. and to discuss this further i'm joined live from london by nigel rentals steenie an emerging market strategist at r.b.c. capital markets hi nigel now as i've just been discussing with european countries struggling with austerity packages and debt problems are emerging markets now the place to invest. yes i think they probably are the growth prospects in a lot of these emerging markets are far more from terry just than what's going on in europe at the moment absolutely right that most of the eurozone countries are really struggling with with high deficits fight that it's going to be several years before those problems are addressed and we get these levels of deficits down to
5:21 am
anything that looks reasonable so yes emerging markets do look a good alternative we have some very strong growth numbers coming out of asia out of russia. brazil going forward and there are opportunities i think to make good returns over the longer term and if we turn to russia specifically does a weak europe present a threat or an opportunity. well i think a little bit of both to be honest because russia sent a fair bit of its exports over and over to europe sort of the want european demand to recover a snow soon as possible. so that would be an advantage sort of going forward if i could to materialize so yes it's a bit of a mixed picture to be honest. and all the risks associated with emerging markets still as high especially compared to european markets. so i couldn't catch the question are the risks associated with emerging markets still as high especially when we compare them say to european markets. no i don't think they are as high as

perhaps in the past you know it's quite interesting you look back over the last eighteen months or or two years that the problems that we've had with the credit crunch and so forth have really started in the developed world in europe and in the states and how hasn't been an emerging market crisis we traditionally had in the past in russia or asia or wherever so i think the risks are less and so if you look at things like spread levels over treasuries risk of this sort of a risk measure for for emerging markets and you look at some of the sort of ratios on the equity side. markets i think look good value and people on the signing of a huge risk to investing in emerging markets are the growth opportunities are certainly better over the longer term ok and of course today we've been hearing a lot about the stress test results expected out later now what implications do you think they could have for emerging markets if any. probably limit to knock on effect to emerging markets generally it does depend on the stress to tell us just

how detail what sort of information comes out of the movie we're all little bit uncertain at the moment. but if the if we do indicate there are a lot of growing soon western europe that our problems but not those hardly implications for central and eastern europe remember most of the countries in central eastern europe russia as we've talked about the world trade over towards to in europe could do those countries are in difficulty in the banks that are struggling and that's going to be bad news for central eastern europe and russia as well. ok that was nigel randall senior emerging markets at r.b.c. capital markets in london thanks very much for joining us. now let's have a quick look at how the markets are doing a european shares are making a modest gains on friday on the footsie gains in mind as being counted by weakness in banks after a decent performance in the previous session the banking sector is now treating even the results from european stress tests are not due out until after the close of play and. here in moscow the markets are higher this hour on what is proving to

enough to actually test weak banks tatiana reports. if too many banks pass the means the town's food that's a widespread suspicion. of europe's biggest lenders the banks have been asked to estimate how much additional capital they would need under two scenarios namely if the economic situation were to deteriorate for two years and there was an additional sovereign shock analysts question just how realistic the task can be it's very difficult to say partly because we don't know what the so-called adverse scenarios will be considered of just yet we know that they'll be considering a mild recession as a worst case scenario which which incidentally we don't think is the worst case scenario. but we don't know how how great a probability they're going to assign to the risk of sovereign default. so what

they do on that front would determine the results. the long awaited results will be released late friday after the european bourses close for the weekend which is meant to avoid a panic on the reds in the service markets but some analysts believe the question is excessive there's been a number of officials coming out over recent days suggesting that. the banks and the respective countries seem to be in good shape in that they're going to pass these stress tests there's been a couple of banks saying that they could possibly fail but perhaps the market already had a good feeling for this those type of failure candidates i think really perhaps is going to line up to be somewhat of a nonevent expectations of the major banks will pass and the biggest problems will be found and the smallest place which in many cases are not listed and once it's revealed which banks are in need of more capital it's still not clear what happens next that's sad civil conscious have been funds that might be able to be drawn upon
