surveillance and why are we the citizens letting it go so far or reason magazines radley balko is joining me from tennessee to discuss it now bradley thanks for being here first of all but you know you and i have discussed this before but your new piece in it you spoke to a number of law enforcement officials so i'm dying to know after speaking to these people what's their reasoning as to why they think it's ok for them to arrest people who want to film them. well really there is i talked to two prosecutors who are actually pursuing felony charges against people who are recording police and then i also talked to the head of return for eternal order please which is the largest police union in the country and the that the prosecutors you know they basically say you know this is the law we have no choice but to enforce the law which is true to a certain extent but there's you know they do have discretion about when they want to bring charges and the prosecutor in maryland in particular has a an interpretation of state law that not

a lot of other people agree with. you the prosecutor in illinois that i talked to basically said that you know this is the law and this guy gets that was recording police officers the guy thought that the cops were harassing him so he started recording his conversations to protect himself and prosecutor told me that you know that this guy was harassing police officers with this tape recorder and they're already going to be prosecuted though the really i think stunning responses came from the head of the police in the paternal order of police who you know basically said that police lying in police reports and on the stand is so rare that it might as well not exist comparative to d.n.a. testing being in error and basically said that this is a very intrusive been violent act against you stop a serious to address a problem that he thinks doesn't exist and he said you should basically just could

trust and faith in our authority figures which i mean if you just pull up you tube you can find you know dozens of police misconduct videos and there are plenty of examples where citizen shot videos actually don't match up with what was put in police reports yeah i'm sorry i find that a little bit hard to believe that we should just trust belief in that they never ever live in are you kidding me here these guys are all of us that apologises and i think of that a lot of these. you tube citizen shot videos are good proof to that our people are getting their head bashed in where you know we have the case of oscar grant in oakland even who was who was killed by a police officer on the bart metro system so it's crazy to me that they think that we should just put all trust and faith in them without being able to require us if you know they can record anything we have doing all right if you're stopped with a routine traffic stop anything you say can then be used against you turn it not. it can and actually in the oscar grant case for minutes telling one of the first

things that the police officers on the scene did was try to complicate all the cell phones they couldn't get them because there were there were hundreds of people in the station at the time but it was illegal actually attempted to confiscate cell phones so the police can only take your phone away from you if it was used in a crime not if it's has you know if it has evidence or video of a crime but you know i don't think i mean i think police officer police officers are human and i think they respond to incentives like anyone else does and i think they're on a system that we've created bad you know that gives them way too much protection and that you know i think a lot of ways. doesn't reward misconduct but certainly doesn't punish it to the extent that it should and then you know let's keep in mind these are these are government officials for paid by taxpayers who have really of the most awesome and and and direct power that we give to which i mean they have the power to use lethal force to kill people they have the power to detain people to use physical force

against people if there were any agents of the government i think that should be. you know exposed to an extra layer of transparency and accountability i would think would be police officers why i completely agree with you i'm alan you know if these people i mean well i'm not you know trying to say that all police officers are bad people of course not police officers are supposed to be there to help us but there have been so many cases where you know you learn to know that just as they collect evidence people should be able to do that to them to protect themselves because you're always going to have a bad scene there's always going to be a situation that people see differently and you know i think that a lately especially this summer because there have been so many cases and you've noted that too where people are being arrested for videotaping police officers and the media has finally started talking about it people have finally started noticing but why are all legislators responding why are we seeing sweeping reform in sweeping laws being made about this. well i mean there is i mean it is interesting

that there hasn't been any sort of response i mean usually when you have an issue that gathers steam like this one has over the last few months legislators are very quick to pounce and make political hay out of it usually it's you know a series of random events that they connect somehow and then try to make something else illegal but i think the fact that this does deal with police officers and law enforcement makes legislators a lot more hesitant to act on this issue there is no law enforcement lobby is it's very very powerful to use unions are powerful prosecutors associations are powerful and you know no no politician really wants to look anti-gay law enforcement it's you know pretty much the easiest position for a politician to take we need to make more things illegal and we need to give you know more power to our police and prosecutors and this is limiting their power and government we have some pretty hesitant to put limits on their own power so i want to have a actually as i we had a discussion about that on the show yesterday here which was that you know mercy

and america sometimes is seen as a weakness by time and as if nothing is done if no laws are passed do you ever see it getting to the point of this story which is a game where the e.u. now wants to put cameras in the back of every seat on every single airplane to observe individuals why they're flying. i mean that's really the sort of double standard in all of this right i mean chicago new york maryland where these arrests are happening pretty frequently and now actually chicago also illinois has one of the toughest laws in the country are installing new surveillance cameras all over the place they're putting them in public places they're putting them in on the dashboards of police cars you know they're installing traffic cameras red light cameras speed cameras so the government is increasingly watching the citizenry and they're becoming increasingly aggressive about going after people who try to watch back and i think that's really where. we're seeing a. dangerous kind of shift in the in the balance of power and sort of recognizing

is the u.s. actually going to cut military spending is the dream a really becoming a reality well looks like defense secretary robert gates has announced the elimination of a major u.s. combat command then taking other steps designed to save a little bit of cash gates announced that with announce that within the next year joint forces command will close one of the departments ten major combat commands and the twenty eight hundred member organization has a budget of three hundred forty million dollars and is based in virginia so gates announced a series of cuts and other phrases designed to reduce the number of senior military

officers civilians and contractors he said he would even cut his own staff and he took specific aim at the wasteful spending on reports in the defense department says his department is awash in taskings for reports and studies in one thousand saturday the pentagon produced acadia thirty seven reports from the congress a number that more than seven hundred reports in last year cycle. consider that as of two thousand and nine the department had nearly a thousand contractors working in some capacity or losing reports from the congress . wow a lot of people out there are making big bucks making reports you just gotta love bureaucracy now gates went on to say that the defense department needs to find enough savings to make up for the expected slow growth and it's half a trillion dollar based budget in the coming years and he is sure that every one of

the cuts would not affect the wars in iraq and afghanistan but just hours after gates made those suggested cuts lawmakers across virginia already began shouting and screaming about that so we can only assume that congress and who control the purse strings will tell pentagon and the pentagon to fall in line and we all know the lawmakers are not going to let any defense cuts happen in their districts because that means they might get bounced out of office that people start losing their jobs so the cycle but out of control spending will probably just continue but i do very much applaud robert gates on at least trying to get the ball rolling on this one. today we have a sad story out of a man in staten island who stabbed his girlfriend and their two children and then ended his own life on sunday night that's not something i would call normal but there is one thing about this man that makes him like millions of others in the us he was unemployed he was in ninety nine or now those in america those ninety nine

ers who have been out of work and who have surpassed the maximum amount of time for collecting unemployment benefits this is just another sign that many americans are really starting to lose it which makes it all the more difficult to hear that the only places that aren't suffering are those with the government and the military jobs according to new figures in the commerce department incomes across the u.s. fell in all cities except for three there's a b d c virginia beach and san antonio texas. so what do you make of these contradictions what kind of messages do they send when joining me is robert curtis political representative and advocate for the ninety nine er's a group made up of the unemployed or underemployed for seventy three to ninety nine weeks robert thanks for coming back on the show now you originally sent us this this tragic story of this man that took his own life that hurt his girlfriend in their children we know there wasn't a whole lot of information about this story be you think that the fact that he was unemployed that is what forced him to be so desperate and what brought him to this

. yes it's a tragic situation and sadly that's the second suicide in a matter of ten days with the one you know the community there was another suicide about a week you go rosello tempted to kill myself a bit and go on and end up on life support for a few days and he's gone so e.-s. this is the punctuating factor this is what the final step is when people lose their homes lose their job loser ability to care for their families. it's just pure tragedy it's so so hard to see this stuff can't break the system well you know it's very very tragic but you know what do you blame in a situation like that i mean is is it the government's fault necessarily or you know i mean obviously people have been driven to some point where they feel like they have no more options i mean is it anyone's fault in any case. i hold the

senate and the congress responsible for this they're on vacation right now they're all worrying about their reelection campaigns they could care less that americans are dying out here and yes they have a duty to help these americans find jobs retrain and get this economy back to a healthy state i personally hold senator harry reid responsible harry if you're watching this now get back to work you have no business running around the putting reelection signs up on people's lawns there's four million ninety nine or voters right here waiting for you to do the right thing we're watching and we're waiting we want to hear you read to bring the set in the congress back into session and pass legislation that will help the ninety nine years well you know i've got i don't know if i would necessarily say that blood is on you know the members of congress hands in this case these are very personal situations but they did in fact go on vacation you're right in that sense and so you know what's the feeling amongst the ninety nine er's is there this broad disappointment that the new

legislation wasn't passed for them. you know yes there was enormous disappointment there was disappointment that the introduced legislation at the eleventh hour bill s three seven zero six was introduced by senator stabenow the day before they want a cation so in a sense that's like telling starving people that you have food for them in a few months it's not a solution so there's a great amount of disappointment and that disappointment is turning into empowerments our community of four million voters largely taken a very close look at who are voting for this year so we're going to hold back from voting some we're going to vote. the politicians out that did this this is in charge it will only you can't do this to the american people so the ninety nine or disappoint that will be turning into an energy that will show up this november at the polls and we're going to pull people out of office who didn't do anything else plus well the ninety nine er's are also gathering this week on wall street

instead of here in washington d.c. so what do you plan to do there. but we have a rally on august twelfth this thursday and it's from twelve noon one pm it's going to be on wall street twenty six wall street right at the federal building across from the stock exchange twelve pm to one pm we'll have hundreds of ninety nine er's there. will be joining us from m.s.n. b.c. we have a variety of media there politicians quite a few people speaking on behalf of the american workers this is also been indorsed by the new york city central labor union so we're expecting a very good event here and we expect the politicians to take notice that these same people are going to be working in numbers to pull them out next november i know but my question that i get is why go to wall street instead of washington if you're trying to you know teach the politicians a lesson if you want them to pay attention because going to wall street then who are you shifting the blame on is it no longer washington is it now the bankers and

you know the people that's. part of this economic crisis i guess you could say. well this is actually just the first rally this is the spearhead if you will there will be other rallies in d.c. working and one in los angeles you'll see these all around the country this is not a singular we will be making your voice very clearly heard and we will be letting these politicians know from coast to coast so it's really just the start coincidently it's a few blocks down from all the banks that the government bailed out so i think it sends a bit of a message that if you can bail out a bunch of bankers can't you look after americans but the to answer your question more directly there will be a rally that will make its way to washington very soon here right now rob my last question here is the story that we initially started with i mean to me this is very sad because that doesn't seem like an american characteristic for people to give up and to go that far they want to take their own lives so do you think that that means that something is changing here in the fabric of america and people's attitudes absolutely as you know i lost my father to suicide due to this

situation where you are at the moment in resign. well we've been trying to show you how much destruction these fires have caused across russia but where we are much of the forests here are still engulfs we're at the makeshift headquarters of the local emergency services who have been working around the clock day and night here for three weeks trying to contain these blazes and they don't look like there's any sign of letting up but the situation here is very critical and in fact that's why on tuesday prime minister vladimir putin chose to come to resign region to get his hands dirty and do what he can and give some time to help try to contain the blazes there is a little bit of optimism in the air there is rain in the forecast we did feel a couple of drops this morning so mergence the workers here are certainly hoping that this might be the beginning of the end. well at least of course yes in some parts of the country the fires showed just a little sign of abating but still as you say they are raging across the country

but how are people coping how how is the country dealing with the fires. well obviously all the ministries and authorities are trying to do the best they can to contain the blazes but ordinary people are stepping in and trying to help as well many volunteers have stepped up just ordinary people in. ordinary clothes with these blazes of obviously it's quite dangerous those who can't come out and physically help fight the fires are doing the best they can from afar to help those who have lost everything. by just sort of reconnaissance mission. with everything they could and going to seek out families in need and. what the people brought today is valuable we only got one small bag of things that we couldn't. we already have enough things we need now medicines water and canned meat. they're not just russians are trying to help people from around the world have been writing.
