the debate over the building. as he campaigns. is posted on buses around the city. live from our studios here in central moscow twenty four hours a day this is. electricity is being restored in. much of the city was left without power following the c evening it calls the northern part of the city to be without any water the emergency ministry says an accident at one of the city's power plants caused this massive traffic jams have paralyzed the city and some metro services were also disrupted and we'll bring you more details all not the situation. as soon as we get it throughout the next hour.
12:03 pm
now to our top story this hour russia has can. them to the decision by a toy court to extradite the suspected russian arms dealer vick to boot to the u.s. previously another court rejected the u.s. extradition but the appeals court has overruled the verdict well live now to or to his post for a couple of service who brings the latest from the russian foreign ministry in moscow katrina can you bring us more details of why moscow is unhappy about the ruling. bill it seems that moscow's very unhappy with this ruling because it believes that it was made under significant outside pressure specifically pressure from the united states the russian foreign minister sergei lavrov speaking earlier said that it is evident from the fact that the thai criminal court earlier refused to extradite mr billow and today of course the thai appeal court has sanctioned this extradition that this request was made possible after the severe pressure from the united states there for making this decision
12:04 pm
a political weapon little one and that is inacceptable. says it. was sorry that a thai appeals court has made this political decision according to the information we have this ruling was made in a very strong outside pressure and this is upsetting as to the interests of this russian citizen we've been assisting him for all these months we've been in touch with his lawyers in this family and will continue to do our best to get him returned to his homeland. the russian foreign ministry says that it will continue to aid mr bush family in their request and appeals for justice and a political decision regarding his fate of course at this extradition has just been granted today the united states is expected to extradite mr boat and prosecute him in any united states g.'s of course charged with not only arms trafficking but also violating international trade laws. virtual figure to say the

least labelled the merchant of death by some believed to be an innocent victim tell us what more do we know about this current. bill mr bush remains a somewhat mysterious figure an international businessman who has had contacts with many people throughout his career he is believed by some to be nothing less than the merchant of death and one of the most notorious arms dealers in the world to date by others including his family to simply be a man who was caught in the wrong thing at the wrong time and is basically being made a scapegoat by the united states in their effort to present to the world and image of a country who was actively pursuing all those who are just dabble izing international peace of course mr boots has has received a lot of international attention following his arrest in march two thousand and
12:06 pm
eight in the thai capital bangkok and still the media today cannot figure out whether mr boot is simply a good man a bad man or what kind of a man he actually is. how the woods lord of war there are over five hundred fifty million firearms in world war three yours. that's one farm for every twelve people on the planet. the only question is. how we are in the other eleven and his alleged real life prototype russian businessman victim loot nicknamed the merchant of death denied all accusing actions of armed selling and laughed off barrels well i don't know resulted from nicholas cage. and i feel. his statement never changed even when he came from behind bars in the infamous bangkok hilton he was arrested in thailand in march two thousand and eight in
12:07 pm
a joint sting operation by the local and u.s. authorities. he was apprehended in the final stages of arranging the sale of millions of dollars of high powered weapons to people he believed to represent a known terrorist organization the far not many people were willing to give that type of credit given to them by american prosecutors he's possibly a merchant of some death but he certainly isn't the man the u.s. made you would call them merchant of death i mean around quite a large airline operation in many an africa and i would think that ninety five percent of his flights were ordinary commercial goods i know you through television washing powder all sorts of things so we're only talking about five percent of the cargoes possibly being. even just not itself illegal in the long and drawn out extradition hearing that took over two years the united states changed
12:08 pm
added and modified their charges against mr boot to include violating international trade law as well as arms trafficking his family believes at some point it became a process for the process instead of a process for justice but with this decision to take you has demonstrated that the work of the criminal court has no value the role of good evidence gathering the question of eyewitnesses old this works that make the law record too low to dr sacks tradition to the u.s. presidents are on the way to court to forgive was controlled by the government directly and so huge pressure from the u.s. . boots trial and tribulations have been ask los lee followed by the media as hollywood's version of the life of the merchant of death unlike a scripted movie there are no punchy closing lines thoughtful soundtracks or a list of all those involved in production unless that many believe is even more interesting than the lead man himself. castro's r r t mask.

iran's first nuclear power plant is ready to start up on saturday it's being built by russia which says the joint project bush it will show that to iran is entitled to the peaceful use of nuclear energy the reactor will be loaded with fuel under the strict control of the un's nuclear watchdog the plant is expected to be fully operational in about a month russia will help run the facility supply the fuel and remove the waste the possibility of tehran using the spent rods to make nuclear weapons iran is under un sanctions aimed at pressuring tyrone to abandon its uranium enrichment program well as the story of the fifteen year long construction. it's been a routine for more than a decade hundreds of russian constructors streaming to their workplace three shifts a day six days a week building iran's first nuclear power station it's been
12:10 pm
a long wait launched by germans in the nineteen seventies the construction was halted after the revolution when russians to call for the task was to feed a new reactor into a no ready existing building to destroy its. direct instructors always more difficult to build from scratch. the normal requires a much larger space this is one of the reasons why the launch of the station has been postponed so many times for the rainy and it meant the delay in their nuclear dream for local russians more time away from home. works in the local kindergarten welfare has been disputing finishing touches to the station she's explaining to her pupils what it's all about. why we need nuclear power stations a transit to flight condition it. she likes it in. the last economy the conditions are good here every family has
12:11 pm
a separate house something that we couldn't afford at home the launch of the pushchair plant is a major political and economic milestone for iran but for the russian constructors who built it it's a very joyous occasion two out of about three thousand only one in town were able to bring their families with them the rest committed themselves to lonely and rather tedious lives but now everybody is counting the days until they go home. so gay is one of them after seventeen years of marriage he had to adjust to a bachelor's life again now he's gearing up for the opposite transition. very happy to go i miss my family. just as a rainy. societies isolated from the rest of the world the russian village in bush air is caught all it's wrong to buy walls guarded day and night by the ukrainian police women are required to observe the muslim dress code men have to forget about
12:12 pm
alcohol and drinks life is especially monotonous for the local teenagers. i wish we had more freedom there are not many things to do here and girls always have to cover their heads it took me a lot of time to get used to it. the construction of the plant has always been in tangled in big politics but it is also a lot of little man and their families spent here is away from home building iran's nuclear dream. and the boys are iran well for more on this i'm now joined by philip giraldi in washington he's a former cia counterterrorism official thanks very much indeed for joining us now iran's first nuclear power plant due to be activated on saturday being branded by some as a potential threat to the west what do you make of that well i think that that claim is rather false the plant is not actually capable of producing any
12:13 pm
weapons grade uranium or plutonium so i don't really see what the argument is except that many people in the west in the united states and israel are completely opposed to iran having any nuclear capability at all all of your views are very different to the former u.s. ambassador to the u.n. john bolton he doesn't see it as a threat in fact he said that israel really should take military action before the loading of the fuel takes place by tomorrow what do you make of those sort of statements. well bolton basically is is his argument is essentially that any facility that iran has that has any kind of nuclear capability should be stopped and if you accept that argument which is an absolute star given basically share which is designed for the generation of electricity only becomes a potential target and he would like to see it destroyed before it goes on line because if it goes on line then the destruction of it would create a quite frankly
12:14 pm
a churn noble type of situation but you can understand the grounds of suspicion when. iran has been reacting in a very uncooperative way and obviously raising suspicion do you really believe that iran is not developing nuclear weapons. i believe the evidence right now is that iran is not developing nuclear weapons that seems to be the consensus of the cia and other intelligence agencies in the united states so that i think that that's where we are on that issue whether they ever will develop nuclear weapons is of course another question and and probably the more threats they get from the united states and israel the more likely they will be to do so do you think that is any chance that of military action by israel bearing in mind that the u.s. and that has been calls for backing from the u.s. supporting israel do you think that could be the faintest chance of some sort of military action by israel. i don't think there's any chance of nuclear military action by israel this weekend i think probably in the longer term there is
12:15 pm
considerable risk of military action but it wouldn't really be directed against the known sites that iran might be using to develop weapons technology places like that tang's and your arguments to those who according to military action what do you talk about what you say about the consequences of any form of military action in the middle east what are your warnings. well my warning would be that if we take if we or the israelis take military action it would start a much bigger one. war and to be a war that would be very difficult to contain so would be very dangerous in that sense and also bear in mind that either we or the israelis would be attacking a country that has not attacked anyone else that does not have a nuclear weapon currently in the opinion of most people and it's not even clear if they intend to create one so it's a it would be a would be an attack that would be very hard to justify. just briefly the fact that moscow is involved that russia is involved in this the u.n. watchdog is obviously following progress that you think will last and if it is
12:16 pm
international concerns about the bushehr project. well it should basically as you say iran has been sometimes evasive about its nuclear program but it's basically been compliant and also the presence of russian technicians and russian technology and russian safeguards should be enough to convince most of the world that at least in this case the share reactor it's definitely something that should not be targeted and destroyed philip giraldi thanks so much for joining us live. sharing your views on the situation there in iran thank you very much indeed former cia official joining us live in r.t. thank you. well russia's military will stay in all media until the twenty forty four at least a new date on the lease of a military base has been signed by president dmitri medvedev cheering his visit to the country. our security cooperation is very important especially protocol number five which prolongs an agreement on the russian military base in armenia
12:17 pm
disagreement to avoid peace and security in the caucasus region. which also has also promised to guarantee armenia security and provide advance military hardware for its own forces the russian leader also praised the progress in resolving the conflict between the media and neighboring azerbaijan over the disputed mountain region of a buck i mean and troops gain control of the territory in one thousand nine hundred four a six year war but the region is still internationally recognized as part of the budget on. controversial plans to build a mosque just two blocks from the site of the nine eleven terror attacks in new york is causing anti islamic sentiment in the u.s. posters asking why there have been put up on buses around the city and as artie's merida portnoy reports it's now a fight between freedom of speech and freedom of faith. here in the u.s. media capital millions of messages flood the streets but only one advertisement for
12:18 pm
new york city is. emotional reaction to its inflammatory i think the ad. very offensive this ad has been slapped on twenty six buses in the big apple on the left a plane crashing into the north tower on nine eleven on the right the proposed mosque slated to rise two blocks from ground zero the red text ask why there is the latest offensive delivered by critics opposing the development of an islamic center two blocks from ground zero this woman pam geller reportedly paid eight thousand dollars for the process no i'm not trying to spread islamophobia i'm trying to spread openness and you know what we are hoping to pander and criticism and and. in a country founded on religious freedom whole show sixty three percent of americans up close the development of an islamic cultural center so close to secret ground i think it's a great and i think it is an absolute disgrace that people would think about
12:19 pm
building a mosque with three thousand new yorkers and americans more than one hundred of those victims were muslim americans if you're saying. there's a number of people who are. willing to spend a lot of money to advertise that were islamophobia r t got an exclusive tour of that nineteenth century building in lower manhattan it turns out it's already been serving as a temporary mosque for the past year as a citizen. and as president. i believe that muslims have the right to practice their religion as everyone else in this country and throughout the country the new york dispute has become a central campaign issue perceiving the november elections some would say the national debate surrounding the so-called ground zero mosque has been speech against. religion but. it's also the

security over here just thirty feet from the building. to make sure i hurried up for nine yards. when our breaking news this hour traffic in russia's second largest city of st petersburg has been paralyzed by an electricity outage this evening water supplies to the northern part of the city were also cut off and some metro service is also disrupted the emergency ministry says an accident to one of the city's power plants has closed its electricity has been restored in some parts of the city well it's now cross over to some pieces but to a local resident there. for more on the phone thanks very much indeed for joining us well as i understand some of the city has been restored to the city have you got power back now yes they've brought we've not been no good water and into america and light it's ok now in this good lights are working not nice you have to vote for a couple no way to go what was the situation like that in the city you say it was
12:21 pm
no. describe to us what happened then what it was like. it is suddenly it goes so no no light no lights no internet even though life by and. independent like you know they're leaving for work and they're down to their own people book and we don't know what's going on. on the phone and they say all we are in the neutral and there are lots of people here and didn't do it doesn't work at though that would be to simply not know what the traffic is like at the best of times did you have any friends caught up in the traffic what do they tell you about that with the traffic coming to a standstill in going to my one of my friend's notion good she's working here just now because she was. brought down to ground station and likely to work and i had went out. and. the proscriptive was who looks to most people.
12:22 pm
and they'll be greeted by because nothing else works bearing in mind what happened in the past few months was there any concern that something more sinister was happening the. people relatively calm no there was no. no they didn't have the information and the general didn't locals and the radio didn't work it was a limited turn for a lead and people began to buy water. immediately like the n.b.a. to do but to have no brain like it was just experiment and everybody asked what's great and but they're concerned that this could happen again though can you be sure that the situation is rectified permanently. no they are not sure because they said this is one of the station that kolob their creation and it would be fair i don't know how this these are. they sent. just finally marina when it takes quite a while for the city to get back to when you say there's no panic but i mean clearly
12:23 pm
a lot of disruption is the city returning to normal would you say. i think it's ok now all right well thanks very much indeed for joining us marina. living that. experiencing that unusual blackout a little earlier today thanks very much indeed for joining us that well that's brings up today. up to twenty two minutes past the hour the business news is next with a shot it. my. thanks. and i welcome to the business program with me charlayne was falling crude oil is trading at a six week low it's been struggling to break out of the seventy to eighty dollars range for months after briefly hissing eighty two dollars at the beginning of august prices have slipped back on concerns about faltering economic growth and high inventories in the u.s. as alexei corkin from metropole explains the risks appear to be mainly on the downside for the rest of the year. i rather doubt there's going to premature
12:24 pm
breakthrough through say take. the next three to six months but we'll probably see you world going through eighteen to the eighty five range of thousand and eleven but if we were experiencing it in excess supply. we're probably seeing prices lower i don't think the big question is is two months of staying at this level. and there's some doubt as to chinese chinese demand if you look at the three year in year growth apparently in july it went down quite dramatically to about three percent year over year so the question is it was still high demand in the first how cute someone off a friend for instance a very program to help the chinese government to increase strategic stocks of

crude on products and perhaps just no trots the case that i have in my potential kerry case of four comes down to sixty five. with full real time and. probably interfere. let's have a look at the markets now here in russia stop the trucks global trends they close down for a day both oil a mess was very much rate dumping investment the feel of quality produce that led me on and still got three point seven percent back as paul was down one point one percent. looking back on the whigs sentiment has been broadly negative on the russian market also so in some volatility simon but from consols only invest cafe wraps up the last five days straight. this week was kind of usual week for august because. it's end of summer and august is very scary months for. russian traders and for russian stock markets and well it's quite volatile but for the recent three
12:26 pm
weeks we've been in a very narrow range in terms of indices and we don't break that. recent economic statistics from the u.s. is not encouraging because for example on thursday you are seeing this is where it went down big deal because of the statistics about manufacturing activity and. job was claims commodities prices right now are not supporting. the current commodity levels are. already in the prices of the russian stocks there was a lot sort of tutti in terms of fertilizer industry. in syria might emerge soon and the information which came in on friday about a chinese company which might participate in the offer for borders corp so that information. is quite important for us. now in other news russia's banks are enjoying
12:27 pm
a revival of the having suffered throughout the financial crisis it was at levels all at an all time high spire and confidence in the sector both at home and abroad but in a question of reports. the russian banking sector has emerged lean and mean and from the crisis best bad too low depositors and a weak loan market confidence in the sector slumped as the world's economy went into reverse at the beginning of two thousand and nine russian banks were being asked to pay high rates of interest to borrow money on the international markets to offset the perceived risk in the sector just eighteen months later and that has changed what we're seeing now is a recovering well all sort of business activity picking up this is why the corporates are actually showing some demand for new credit this is actually the water cooler reaction on the bank side in the first seven months of this year domestic banks sold more than eight billion dollars of foreign currency debt
12:28 pm
a four fold increase over the same period in two thousand and nine among the companies that have made the move to the euro markets as burbank gasper and bank and bank of moscow banks accounted for sixty five percent of total corporate international debt sales from russia this year up from twenty percent last year a significant growth although still not back to pre-crisis levels but the. ones we are seeing really the first steps towards the euro bond markets after the crisis the market has changed but it's not like it was back in the summer of two thousand and eight russian banks have moved from a vicious spiral to a very. public confidence in the institutions has returned bursting deposits to record levels this in turn has reduced the risk associated with this sector ultimately manning the banks can secure more financing more cheaply by. business tsotsi. and that's all for this you can always find more stories on our website.
