it is eight am in the russian capital you're watching r t with me marina joshie and first breaking news at least nine people have been killed and one badly injured in a fire that broke out at a home for the elderly and the fair region in western russia cross live show correspondent sean thomas has got the details for us sean so can you tell us what happened. well it's a situation that is unimaginable to many in fact in the early hours of this morning that fire broke out flames are upping at an old folks home in the to very region which is about three hundred kilometers away from moscow in that fire nine people have been killed at least in one person severely injured who is right now in a hospital authorities saying that the emergency crews responded to that fire within three minutes but still not in time to save the lives of those nine people and at least four hundred eighty other people at this moment in time have been evacuated we do know at this point in time that the flames are out but right now
12:04 am
it's time for the investigators to get in and do their work and see exactly what was the cause of this fire well john as we know the investigation is underway so what the lines of inquiry and vice are investigators pursuing at the moment. well the early indications from the emergency ministries crew say that they believe that this is a fire that started from the faulty electrical wiring or at least that's what they're going with at this moment in time and so. of course it happened early this morning right now as the as it's starting to get light it's the time for the investigators to get in there and start doing their work but right now all fingers are pointing to a faulty electrical wiring at this point. bullshit on this isn't the first time that their retirement home has been on fire taking the lives of the elderly so what happened before. will certainly a brown three years ago in a russophone done that there was a fire that killed more than sixty people at that point in time. i mean it was poor
12:05 am
fire conditions and not adhering to fire codes that were believed to be the cause of that fire and then back in january of two thousand and nine in the cormier region it was there was another fire in an elderly home and the deaths more than twenty in that case are believed to be caused by slow response from the medical staff at the facility at the inn then of course there is this one as well where nine people at least have been killed one person severely injured four hundred eighty people displaced and right now they're looking into of course the cause of that being faulty like faulty electrical wiring but of course this instance is going to more than likely cause a resurgence of interest in making sure that elderly homes around the country are safe of course emergency ministries looking into that right now ok john thanks for bringing us the details and just for some of the viewers who may be just joining us just reminder that least nine people have been killed and one seriously injured in a fire that right through and nursing home in western russia and we'll be crossing

back to you for more information as we get it now two of the stories that we are looking at here in our team today russia splitting the pressure on terror in the north caucasus with the security services saying over forty alleged militants have been killed in august but two police officers have reportedly been shot dead by militants in the russian republic of dagestan just hours ago on sunday twelve militants were killed during a special operation in the chechen republic and our correspondent mary if and has more on this so what can you tell us about these latest events. well now renamed unfortunately we have to admit that. russia has recently been rather high and one of the most shocking attacks happened in the republic of chechnya on sunday then a group of militants from fifteen as far as the chechen imagery ministry of internal affairs reported to thirty as the militants themselves claimed through their website attacked the home village. of the chechen leader of their of the
12:07 am
village of tench roy that attacked it before sunrise at four am moscow and local time when people in the village were sleeping in the houses of local policemen situated on the outskirts of the village were first targeted the militants seized one policeman and short tamed right before his family's eyes the second one heard the shooting and came out of his home trying to stop the militants and help peace call it but he was also shocked at the third policeman who was also killed at his home shortly after that the ministry of internal affairs special battalions in chechnya together with local police started an operation and as a result five mentions were killed seven others exploded themselves as they had no chance and they didn't want to be identified and it's also been reported that these operations cost the lives of five local police men while seventeen others were injured and as far as i'm sunk are there
12:08 am
a person reported only those who were shooting video managed to escape initially they were reports that five local residents who were also killed but later on runs on cover of denied this information saying there were no deaths among civilians three of the killed militants were identified they belong to a group of terrorists headed by a bit of that heart of the brother of myth of the heart of killed in two thousand and five he was the leader of the militants and also known as they had of the god of aslan most hard of one of the most prominent and powerful militants ever who played a very important role during the first chechen military campaign in one thousand nine hundred four it's also been reported that some of the killed mittens the militants killed during the operation in the village of century were not from chechnya but apparently they were from the middle east very number or areas you know that the region. the caucasus region is comprised of several republics so
12:09 am
let's take a look at the situation of the other or russian republics of the caucasus. well as far as the russian aff is he has recently been reporting all this has been quieter and affective a productive month from the point of view of counting terry some in russia especially in the north caucasus the country's region considered to be a kind of a cradle of terrorists and the country and the percentage of terror movement here in russia two or well twelve mentions of that following the operation in the chechen village of tench roy on sunday the day before in dagestan five other militants were killed during this curative patrol in the republic in the neighboring republic of combat in a ball carrier five militants were killed during the siege of an apartment and four militants were killed in the republic of dagestan when they were stopped by policemen and asked to present the documents but instead they started shooting and
12:10 am
all were killed right there but one of most successful operations was one conducted in the republic of dagestan in the north caucasus on the twenty first of august when. the leader of the druggist on militants mughal made a leg up of force killed he is the man responsible for to live lost in moscow metro the summer when two suicide bombers exploded themselves killing forty and injuring more than a hundred and also interest in archives were discovered with its man proving his links with al qaida and on other international terrorist organizations and the analysts are saying that this recent attack on. the chechen leader's home village of tents roi in chechnya and this recent activity by terrorists is a response to these successes by federal forces as if the the chair. one
12:11 am
to demonstrate that they are still alive and they're in force and the federal forces are not fully controlling the situation but as far as we can see most of these special operations by federal forces lead to the militants. well were indeed as you just earlier mentioned that there are there have been a few and terror operations in august but overall what is the conclusion there what are the official saying about the situation there about the balance of forces perhaps are the winning the war on terror. it looks like the authorities considering this war rather successful just last week the president dmitry medvedev mad they had a gracious half a speech alexander board new government he praised the work of the federal forces saying that every single officer taken part in counter terrorist operation has to be rewarded and make sure that it was also emphasized that the war on terror is
12:12 am
about to be worn by federal forces and the government is not going to back down on counting terrorism in russia will continue to fight terrorism until the last minute and is less now listen to what he has to say rather. the militants killed during these recent operations brought it upon themselves by their own criminal law which back when the moscow metro bombings took place. all be found and eliminated is the only way to treat them if you're going to. russia's most wanted militant doc or morrow of still remains at large but as the source caesar emphasizing more and more militants from his surroundings have been captured and killed so that means that his death is getting more and more real. ok maria thanks very much indeed for bringing us the details mary for national there reporting from the russian capital. and you're watching r t live from moscow still

the e.s.p.n. pipeline blend are increasingly becoming the standard by which others are judged russia has become the world's biggest oil exporter and many believe the time has come for the country to establish its own international trading platform rather than leaving it to the u.s. the u.k. and singapore yes. if we had our own stock exchange where we could trade or oil i think the firstly we could trade not only in u.s. dollars but also in rubles especially c.i.s. countries among others i mean we are talking about the possibility of the rule becoming a major trading currency or even a reserve currency and with this can only be done if the ruble is fixed to serious material resources such as gold oil and gas. the urals blend currently trades at a two dollars discount to brant yet many believe this is an unfounded discount one which could be raised through the establishment of a local oil exchange but for now russia is still happy to trade through the existing channels analysts agree that both the market regulators and oil industry
