room and there's a gas canister in that room that people believe that one person used to try and commit suicide but of course that has not been confirmed the emergency ministry is looking into that right now also we do know that the authorities say that the people actually responded really quickly in this case in fact within three minutes of the fire being reported emergency crews were on scene i believe at this moment time that we have a grab from the emergency minister this is what they had to say about the investigation. of my hands five o five am the local fire department was informed of a blaze nascent aim fire engines arrived at the site within three minutes nothing had been put out by five thirty am here four hundred ninety people were evacuated from the site and sheltered in the conference hall of the nursing homes administers to building nine people died in the fire moment severely injured two he's currently in host. still in critical condition in the several possibilities as to what caused

the fire are now being considered and one of them is that the fire was started by one of the residents who've ashen who may have set yourself on fire and him keep the chilean coniston was found in his dream. well certainly sean shocking news to wake up to this morning but certainly this hasn't been the first nursing homes that have been on fire in russia and there were other fires involving retirement homes in russia so can you see any similarities there in this case are the following perhaps the same trend. well of course the obvious similarity is that these were all elderly folks homes in russia however there are some differences as well if you look at back in january two thousand and nine in the for me region there were more than twenty people were killed in a fire there. poor fire conditions and not adhering to fire standards as well as slow response from the staff at that facility that was blamed for the more than
1:06 am
twenty deaths at that location and then three years ago in rostov on don there was another fire where more than sixty people were killed extremely slow reaction in fact the authorities were called until thirty minutes after the fire had been. reported and then when firefighters did get there it's a thought that they set up their defenses a little too far away from the fire and sixty people were killed in that instance now in this situation authorities were called immediately in fact they were on scene within three minutes of the actual fire and flames being reported however there's also the possibility that this could be a suicide attempt and that poor fire conditions weren't a factor however it is safe to say that at this point in time because of the similarities elderly folks homes and of the nature of the fires that a renewed interest will spring out from that this fire today absolutely sean thanks for bringing us the details on this and of course will be crossing back to you for more information. you watching r t coming to life from moscow now russia's putting

far east over details coming up later in the program. a string of violent attacks on the spanish immigrants in new york has prompted fears of a new wave of racial hatred the victims say they have been targeted by african-americans who want to clear mexican immigrants from their neighborhoods artist lauren lyster reports on how frustrations are boiling over in the big apple. the united states has always been a country of immigrants but they're not always welcome we've seen mexicans targeted in the western state of arizona which passed a tough law targeting undocumented immigrants there's many many people are coming to this country and they go through the proper channels to do the proper thing and and the people that don't do that they're broken the law despite a backlash. now we're seeing more signs this sentiment is making ripples across the country far from the mexican border in one area of new york city.

there has been a string of a dozen attacks on hispanic residents in recent months the dims like ruhi leo. infidel you can literally find them simply walking through the neighborhood and the suspects unfortunately most of the attacks most recently been by blacks against mitch according to these victims they were targeted by teens while minding their own business like it was registered in the back of my head stitchers and then they hit my our entry point for no other reason than being mexican they were appears to be a divide between the minorities sharing this poor area of new york despite this when you go through these statistics you want education and throwing at the bottom the blacks and hispanics to the bottom so for the if we have more in common than we don't have in common but here the rift appears to be growing with the influx of hispanic immigrants city blocks that used to be vacant are now flourishing

appearing to leave some behind me she a lot of michigan working you know blacks working here this is the main thoroughfare of this neighborhood where many of the mexican shops and markets like this one have popped up it's also where many of the anti mexican attacks have occurred now the police presence across the street as a result is new but residents say the issues are not. he's forty. two years. when i was in high school i was really getting picked on because i was mexican some argue now blacks are unfairly targeted by all the attention the blacks feel slighted they feel mexican share in the blame too and i here legally and they commit crimes here is an argument being made from this talk to a new york town to the streets in arizona so in a country of immigrants does this point to a pecking order that has always been really new in the latest royal always has the

nor does it possess a great evil considered to be a global benchmark like a crack tank who investigates how oil is traded and why russia is finding it difficult to stop this its own market. oil is usually priced in barrels the measurement itself originates from the eight hundred sixty s. when the early pennsylvania oil field producers were forced to store oil in barrels usually meant for b. or turpentine. the cost of a barrel which is equal to one hundred fifty nine liters is dependent on a number of factors supply and demand and speculation but it's also determined by the quality of the oil with certain blends commanding a premium over others who have different discounts and premiums of one brand to another that really depends upon multiples of factors starting with their cost of transportation quality of course itself to their specific so for refining of this or that crude and also to the demand in this or that region where this can crude

can go most oil traded usually uses two main benchmarks west texas intermediate and brant blend both of which are considered among the sweetest crudes this is despite the fact that there are more than two hundred blends in the world many of these however have high sulfur content making them sour blends and therefore harder to refine. but with the north sea oil fields reaching the end of their life and with it the grandstanded new of lens such as russia's euros blend or the e.s.p.n. pipeline blend are increasingly becoming the standard by which others are judged russia has become the world's biggest oil exporter and many believe the time has come for the country to establish its own international trading platform rather than leaving it to the u.s. the u.k. and singapore yes. if we had our own stock exchange where we could trade or i think the firstly we could trade not only in u.s. dollars but also in rubles especially for c.i.s.

countries among others i mean we are talking about the possibility of the rule becoming a major trading currency or even a reserve currency this can only be done if the ruble is fixed to serious material resources such as gold oil and gas the urals blend currently trades at a two dollars discount to brant yet many believe this is an unfounded discount one which could be raised through the establishment of a local oil exchange. but for now russia is still happy to trade through the existing channels analysts agree that both the market regulators and oil industry players here still need to learn more from the oil trading heavyweights in london and new york before attempting to shift the balance of trading power in oriel. business. and let's have a look at how the stock markets are performing asian stocks are having a poor monday session rising the most in five weeks talk of intervention to hold
