new democracies to call. what's your impression impression of the progress in these countries so well it's good to but they had old democracies before they had communism whereas russia didn't really have an old democracy there made more progress towards the democrats eyes asian than russia. and. russia will be much more difficult i think russia is in a transition state at the moment i mean i don't know what you'd call it an incomplete democracy or a soft autocracy these are words that we use today but i think of the really interesting question is this i mean. can russia become a modern economy unless the political system is reform the are the the the the proposition is that the present elite with this system has no incentive to modernize the economy and it needs

a more competitive political system more pluralism more criticism a freer press proper rule of law before you can really move towards a modern economy that interesting work comes first modernization modernized economy democracy. empirically you know there's a lot of conflict about this some some countries seem to have established democratic institutions before they became rich and others become rich and then they establish democratic institutions and take china china's growing credibly farce but it's not a democracy it's a collective dictatorship if you like but what that what the chinese say is that once we have reached a certain level we can gradually increase the amount of freedom and we have more multi-party elections i think in russia that doesn't really work because the chinese had a big incentive to modernize the economy because they didn't have real natural

resources the russian. and we had these big natural resources it was an energy economy and so the elites could make a lot of money and enough left over for. good living standards without having to do very much in the way of political reform and i think because putin really doesn't believe very strongly that you need political reform in order to modernize and we better think well i think actually believes the opposite i think he believes you have to modernize the political structure in order to get durable economic reform diversification of the economy and and so on and i think that's a conflict that's it's never publicly expressed but they're different they use different language when talking about modernization of some of the eastern european countries that have become members of the european union. but some of the trends

which we can see in these countries cannot be can hardly be described as democratic like glorification of nuts what's your take on that and how can you or tackle the world tackle these trends when i don't think there's been much glorification of naziism really. i think i think most of them were awful victims of naziism most most of the east european countries so i don't think that's so that's an issue and i do think that when they're in the european union they have to be more or less democratic because that's the standard those are the norms of the european union they have to they have to just. they have to satisfy certain criteria and you know russia doesn't. so do. well it has it it has to reform its political system it has to move towards a more competitive political more plural political system and once and respect
