11:04 am
please do not come to the market there was a bomb here and she was one of their lucky ones she survived. this car that goes back to our at the lower end turns off the market and if you can just look over there you would see that investigators are still there they're trying to. see what's was inside the car the whole area is blocked at the moment the people who are still there they are the ones who want to find out more details the local house ministry says that at least sixteen people were killed one of them was a kid at want to half year old toddler and up to one hundred people were injured ten of them were soon feel injured they had of necessity or or came to the scene and he said that the blast was again eyes and was carried out by a suicide bomb or aura some reports say that this man was identified by the police a criminal case has been launched and the investigators qualify that last as an act

of terror. to morrow in logic of crowds is declared a day of mourning and. no i wouldn't have spoken the turf moments directly off of the car bomb exploded. grandmother was killed along with one of her grandchildren my daughter in law went to the market and i still don't know if she's alive she hasn't told me i'm so sorry to lose them i was at home my house is on the street nearby so i heard it i don't know what happened i came here in the told me that everyone died the people who had the fruit stand here the woman who sold greens they have all been killed. every fish luke we pulled this out of a woman's leg my friend works here is a jeweler they survived because they entered a shop across the street from the bowman scene right before the explosion his mother happened to be standing behind a pillar when the bomb went off she survived whom it was standin in the doorway and
11:06 am
this is what we pulled out of his legs. and i didn't hear much we were sitting there talking and then we heard some debris fall on the ground that was it we came outside and saw dead bodies on the ground i didn't look at the time i think it was around eleven i told you i was in the pavilion i don't know anything else i told you everything it's all i saw. an investigation into today's terror attack is underway and russia's top authorities have taken personal charge our correspondent surface now has more details for us and of course to us live here from moscow so sara obviously the authorities are taking this with the utmost importance to me about any progress in this investigation. well after the explosions happened to a mosque a president medvedev met with security officials and a criminal investigation has now been launched not present the fate of liver disease ministers also to provide all necessary assistance to anyone who has been
11:07 am
affected by this attack and as well as that holding a moment's silence in the kremlin to honor those who died in the explosion. i would first of all like to say to all the people of north to say that we are mourning the victims innocent victims of this terrible tragedy russia's people with the people of north assess yeah our first priority is to give medical help to those who are injured in front of camera cast moscow or anywhere is needed and to offer moral and financial support to victims and their families. now the case is under the control of russia's chief general prosecute. and the latest information to come from the office is that the owner of the car they carried explosive has been established and we know the number plates were registered to the neighboring english. unconfirmed reports are saying that they know who the owner with so much force and arrested ten and that he's being questioned and also that he said that he
11:08 am
sold the car yesterday to a person at this time believed on another also because as we know that the initial report said it was a suicide bomber that carried out this explosion the first of the station and these reports are saying that the person who was driving the car was actually stopped half an hour before the explosion happened as they drove into the republic and was asked to produce documents which now. is possibly fake documents that here the government have pledged around thirty thousand dollars in compensation to any families who have lost family members in this attack and in an attack the prime minister putin has said it was really aimed at dividing multi-ethnic and multi-religious people here in russia. russia is a multi-faith country it is diverse and that is the reason its strong muslims reside all across russia crimes like the ones that were committed today and logic
11:09 am
of cause are aimed at promoting enmity between people we cannot allow doubt and of course muslims must play a decisive role in this struggle. well now any vehicles that are traveling into the capital that are coming into moscow will be being very closely monitored and certainly in the wake of this attack the security here has been stepped up. so we thought that moscow has pledged medical help to those who suffered in the what's being done of them. we know from the emergencies ministry that a number of the people that are injured inside a couple of very serious condition now playing with and. from with medical assistance and with that. no be lifting some of the west end it back to stay where the hospitals will be preparing now so you can see them in a couple of days he was defective now we also know that no the plane is on its way to provide assistance to the local hospitals that will be delayed and chasing they

see injured in the it's. all right reporting from moscow thank you. well a political analyst dimitri buffett says. it's often been a talk at first with links to al qaeda. the author said their house has been a target for terrorist attacks for a long time i would like to remind you of that charge when he was alive for north i said to a russian girl recently in north caucasus because i say del sol the only ethnic group in the north caucasus besides russians which is predominately also the christian explored and so the mike at the especially invited gulf gusev are very very often used in the past i would remind you of that vial of the war stir a step back in the ninety s. was also an explosion at the market in logic of cos certainly they use alarmist terrorist in north caucasus had connections to al qaeda they didn't make a secret out of it the western press doesn't report
11:11 am
a very often about that page in the wall so here are stories that some way in afghanistan where people were taken prisoner or some terrorist camp was destroyed people from north caucasus were also present there unfortunately today's attack is not an isolated incident but part of a concerted campaign of terror in the north caucuses well that's the view of a leading up. at the beginning of each year these tragic events have enormous frequency it's not the first time a blast has occurred at the same ol kid so we may suggest it's hardly an accident but rather a trend a sudden organization of islamic fanatics is behind it with a system move it soon in a plan to break the organize such attacks all schools and kindergartens were also evacuated in the of lot of us this morning after a telephone warning claimed that one of them would be bombed under a mortar tyson ria novosti news agency says today's events show the terrorists have
11:12 am
been waiting to seize their opportunity. around with i think terrorists want to take revenge for the beslan school siege during this year's commemoration of burns the security forces were on high alert so no terrorist threats were carried out now security measures have been slightly weakened the terrorists attack people i'm almost sure that extremists are behind this blast probably with foreign support but of course we can see for sure which organization is behind the attack the terrorists which blew up the court just want to destabilize the situation in the north caucasus and discredit the current leaders in the area they want to assure that the states of florida are feeling to provide stability in the region well just to remind you of our breaking news story at least sixteen people have been killed in a car bombing at a market in the southern russian city of lot of tough cars suicide bombers believed to have carried out the attack which also injured around one hundred it's not the first time markets in the capital of russia's volatile republic of north have been targeted by terrorists the first and deadliest attack took place at the central
11:13 am
market of logic half castes in march one thousand nine hundred nine it claimed fifty two lives and left over one hundred injured a year later car bombing in the same market killed six return for the next two years although in different locations but each time with the same deadly outcome another thirteen people lost their lives and in november two thousand and eight a minibus exploded in a market square outside a cinema killing twelve and injuring forty one. we'll be keeping you updated on the terror attack throughout the day here on r.t. but now our focus shifts to the russian city of europe's level for our continuing coverage of the global policy forum. well some of the best minds from around the world have gathered in this old russian city for a two day brainstorming session the forums dealing with issues such as boosting global security and improving standards of democracy there are representatives from
11:14 am
twenty nine countries and is being supported by russian president dmitri medvedev the city over a year or so level is about two hundred fifty kilometers northeast of moscow and is on the list of unesco world heritage sites this weekend marks a thousand year anniversary and will be there throughout the celebrations well the talk more about what's going on around those international think tank when i was joined live by our correspondent. hello to you catherine so some pretty big names in the city attending this event what's been happening so far. on the global policy forum robbery astounding to truly ambitious world stream of an opinion exchange between politicians think tanks and top world's top senior officials and well it's a relatively new it's a relatively young for him it has turned two years this time and it takes place in the u.s. level again but some claim that the forum has only the chances to reach the davus
11:15 am
forum level russia is the host of the annual. economic forum but so far it hasn't had a sword political equivalent to that so some claim that the u.s. level for him could eventually become the equivalent. and now so many common challenges economic and environmental also political and it's very clear that countries like russia with a long cultural intellectual tradition have a lot to offer in terms of trying to understand the problems and trying to find common solutions i certainly see a lot of potential because i think the case of doubles makes very clear the international economic and financial debate can be extremely influential babble started off as a small initiative and has grown into a global fixture and i think we are sort of has the same potential if the. focus is on the great i think it's important that we move away from just the criticizing each other or lecturing each other or simply talking across purposes and really try and find the common mode and i think debate exchange critical questions and
11:16 am
constructive contributions is what's needed and i think the former is just wrong in that direction and i look very much forward to seeing how that would unfold in the next two days. on this year's forums twelve. criteria and standards of democracy there are people john and the experts coming from more than thirty countries here in the russian city of. there are four major sections of discussions wanted voted to the state as an instrument of modernization diversified democracy experiences of different countries this is the second section the third one is about. the concept of international law and finally global security so indeed the program is very intense. because there are you know this is day one of the three day forum here and as you just mentioned there are several main subjects on the table to be discussed but has there been a lot of discussion today during the first day. it was indeed one could not
11:17 am
describe today's discussions as a one. way street interaction it was indeed a dialogue it was very heated at times you could say was a very enthusiastic marathon for example it's widely believed that there is there are no adjectives before the word democracy but it turns out to be that here in your islam among the participants there was no consensus about this and we heard so many adjectives before the word democracy and another important another major question was race what comes first the democrat ization or economic diversification . and indeed there is no conclusive answer about this and modernization and democratization is something the russian. has been has spoken out about in very concrete terms well actually the president's description of the country is not is one that many of the kremlin's toughest critics could agree with in large part like
11:18 am
and in the fact of economy as same as soviet social sphere weak democracy negative demographic trends and an unstable and unstable caucasus and these are all very big problems even for a state like russia and the russian president's been very articulate about russia's specific means moving forward take on that has been that democracy is a process it's just not worth it so yes the differences opinions are split on what what's the answer to all the above mentioned questions and major issues and it was a very heated discussion debate at times and it may turn to become an even more heated debate tomorrow as the russian president joins those discussions and he will be grilled on some of the issues and you katrina will be checking in with you of the next couple of days to see how heated those discussions do get r.t.
11:19 am
correspondent. a live from the global policy forum in thank you. well global security is going to be one of the major topics during the forum ahead of the event you spoke to economic historian robert skidelsky he says the e.u. should consider russia's proposal for a new european security treaty. russia should become a much more effective part of the european security system and not be outside because the european actually european military is very very weak the very to military power in europe the french and the british the rest have to do anything really but this small and there's no unity. sort of no agreement to create something larger and russia has a has it has has good military forces and they're becoming increasingly modernize
11:20 am
and specialized to the kind of work that military forces have to do today which isn't a huge war but to be part of the counterinsurgency operations peacekeeping operations and so on so russia could be a great asset for european security system and president medvedev has suggested a new security concept that would include russia and we should we should take him up on that and really see well what we can do with it because after all russia is part of europe it shouldn't be outside it. and you can watch the full version of this interview in the next hour right here on our. well the founding director of the asia society in australia richard woolcott says the european security initiative could be a step towards better global security. and centrism be good if introduced to save. lead to better regional security arrangements near

a. lengthy detention germany june two thousand and eight i gather the first time and it's quite interesting there's a former prime minister kevin rudd he also. launched this idea of the need for an asia pacific community security issues for sure in june two thousand and eight so this is i think a very important course. of particularly for both these concepts move forward and then you can find some links between the region and the global security that's a good thing because it will face common cause. and we'll have more live coverage from the global policy forum in the next hour so stay with us for that. when the news is not enough. when it's something really crucial when you want to get down to brass tacks. special coverage. this time the latest news from
11:22 am
the. policy forum live broadcasts special guests discussions on the modern state in providing security and stability of the present day world. question more on. and it is just now turning twenty minutes past the hour here in moscow you are with all it's he it's good to have your company today now to some other of the stays news stories the pilots who managed to land a crippled russian airliner are now back in moscow all eighty one people on board iraq is least survived after failure of major electrical systems tom barton has the story. the pilot's engineer just returned to his suv new cover airport in moscow they'll now go and talk to some psychologists for some deep breathes and counseling for any stress they may have undergone and what was a very tense landing they've also been helping investigators at the site trying to
11:23 am
work out what happened and that's what investigators will be doing in the next week to ten days trying to get to the root of this search engine that tickle failure they currently say in a preliminary statement that they think that three out of four of the plane's electrical generators failed but for the full story on this remarkable crash landing will go to my report. the heroes of the tiger these are the men the managed to land a crippled jetliner in the middle of the forest and not injure a soul the passengers a frankfurt to be in line we see the bulls willingly every street and ended up in the woods in majesty crews arrived to find two week everything was organized very fast asleep in the bush not for the professionalism of the crew we would not be standing here. but tupelo one five four was flying at ten thousand meters on its way to moscow from russia's far east when there was a massive electrical failure the plane lost all automatic navigation and
11:24 am
communication its fuel supply and wing flaps were crippled meaning i had to learn quickly and at higher than normal speeds even the lights in the cabin and cockpit went out by sight alone the pilots found an abandoned their strip in the depths of the forest and managed to land on the third attempt. by plane was designed to land on a concrete airstrip at first we chose a rough strip and decided to land there but during the maneuver by a miracle we caught a glimpse of a concrete strip and all the shorter it would be much safer when we overshot the strip there were bushes but no trees and at that point we knew for sure that we're going to be safe despite overshooting and plowing through. two hundred metres of woodland before stopping all eighty one people on board were evacuated to safety rather near rich can is a former pilot and actually trained the heroes in question he says he's very proud of his form across a jays. up in the clothes he couldn't even tell their altitude or where they were
11:25 am
they only had enough fuel for ten minutes of flight in managing to land that plane he practically did the impossible as for the plane itself investigators are poring over interviews with the crew and witnesses black box recordings and evidence at the site that question what caused such a massive electrical failure providing that to police while fifty four is not quite the brand you have a craft and i am sure that that craft was manufactured probably at least twenty years ago when you are more. i believe there is a chance that the we plant was just a war of. now russia airlines which owns the plane says it wasn't aware of any issues before takeoff but i did it would never fly together investigators are focusing on mechanical failure rather than pilot error or weather conditions but everyone is expecting the playlets to receive medals they're achieved. in time the technical details of this plane's malfunction will join all of the others maybe

ation history the one thing will always stand out courage and resourcefulness of the two men who brought it safely to tamasin hospital. the u.s. navy has delayed its plans to move more than eight thousand marines from their military base on the japanese island of okinawa the american presence is a bone of contention with locals after a number of high profile incidents sean thomas reports. since the end of world war two the united states has had a military presence in japan which some people living in okinawa are finding a nuisance i don't hate people but sometimes we have a trouble with them because of the dead song something extra doesn't for. america because you don't. know there was
11:27 am
a huge problem. around eighteen percent of okinawa's main island is occupied by u.s. military forces here a week we can hear the noise of their airplanes which interrupt the city sounds and there are have also been maybe some accidents or crimes not only with this base but with a lot of other bases but. as we know it's also. they also hope that kind of me and other people from up to now or into basis or depend on the basis leading some to believe that in order to provide a more stable future there needs to be less. reliance on the basis we must. on the day dick cheney and the make more business. we need to be independent intending to. do need to market represents okinawa in japan's house of representatives and is looking to bring about change. it has been sixty years since
11:28 am
world war two seventy percent of u.s. bases in japan are in okinawa now that there are security measures and programs in place in asian countries we want the us to reduce their bases. aside from noise pollution and space concerns one of the arguments against u.s. military bases on okinawa is crime according to the treaty american citizens attached to the base can't be tried under japanese law now most of the crimes about ninety percent involve drinking and driving or are traffic related but there are a few high profile crimes which include rape and murder which have put a strain on japanese u.s. relations see them with us if crimes do happen the japanese security cannot deal with them directly they must go through the u.s. military base command then you have to simply trust them it becomes very difficult the u.s. military declined an interview with r.t. but did give us this statement. whereas
11:29 am
a small group of people in okinawa vocalized they're not happy with the bases many people there and on mainland japan fully support u.s. forces in okinawa and to japan they realize the vital role they play in the defense of japan and for regional stability and security but getting the u.s. out isn't as easy as a vote by the people japan's surrender at the end of the war limits the country to having only a security defense force as part of the treaty the united states officially acts as japan's military in case a conflict should arise that affects the country but now there is a small but vocal movement suggesting that it is time to review old policies that just aren't needed anymore. the situation in asia has calmed there are no conflicts here any conflicts that exists or in western iraq and not here the people in okinawa think that the strategic value of these bases as the minister for the us.
