12:02 pm
breaking news on r.t. at least seventeen people have been killed in a car bombing at a market in russia's volatile north caucasus region more than a hundred others were injured in the attack in the republic of north a said security has been tightened across the region.
12:03 pm
eight pm in moscow good to have you with us here on r t i match reza we're coming to you live from moscow any jaroslava where we're covering the global policy forum shortly we'll be checking in with kevin owen at a nice and now way who's there for us first though to our top story a huge car bombing in the city of light a college has in southern russia has killed at least seventeen people a suicide bomber is believed to have carried out the attack which also injured around one hundred our correspondent oksana has the latest. right now we are at the scene of the explosion just over there if you look you can see a building this is the market and a front of this war get into a car was packed filled with explosives they want of explosives approximately forty kilos off t.n.t.
12:04 pm
they explosion was so powerful that the locals say dead even the back windows in their houses were smashed out when this happened people were crying sjodin of course calling their family as they were trying to find out what has happened we've talked with some locals and one guy said his wife called him just a couple of minutes after the explosion he could only understand she was crying please do not come to the market there was a bomb here and she was one of their lucky ones she survived i was coming now a grandmother was killed along with one of her grandchildren my daughter in law went to the market and i still don't know if she is alive she hasn't called me i'm so sorry to lose them i was at home my house is on the street nearby so i heard it i don't know what happened i came here in the told me that everyone died the people who had the fruit stand here the woman who sold greens they have all been killed two. british. my friend works here is
12:05 pm
a jeweler and they survived because they entered cross the street from the woman seen right before the explosion his mother happened to be standing behind a pillar when the bomb went off she survived. and this is what we pulled out of. the body to show i didn't hear much who were sitting there talking and then we heard some debris fall on the ground that was it became outside and saw dead bodies on the ground you know i didn't think at the time i think it was around eleven i told you i was in the pavilion i don't know anything else i told you everything it's all i saw this car that was packed at the lower entrance off the market and if you can. just look over there you would see that investigators are still there they're trying to see what was inside the car the whole area is blocked and the moment the people who are still there they are the ones who want to find out more details they had of necessity or came to the scene and he said the blast was again
12:06 pm
as in was carried out by a suicide bomb or a criminal case has been launched and the investigators call the far right that last as an act of terror to morrow in what you come across is declared a day of mourning and. the search is underway for those responsible for today's a lot of terror attack russia's top authorities have taken personal charge of the investigation our correspondent sara for joining us live with details sorry the case is clearly being treated with the highest level of importance tell us the latest progress in the investigation well absolutely the latest information that we've just received from the investigation's committee is that they said they know they may now know who is responsible but also how to find them say meeting have a place to bring those responsible to justice now immediately after the explosions present the fate of had met with security officials and he also at the emergency ministry to ensure that they provided all necessary support and assistance to
12:07 pm
anyone who was but by the cut we will say earlier today held a minute's silence in the kremlin to all of those who died in the explosion. was because i would first of all like to say to all the people of north to say that we are mourning the victims innocent victims of this terrible tragedy russia's people with the people of north asensio a first priority is to give medical help to those who are injured in front a calf cast must go anywhere it's needed and to offer moral and financial support to victims and their families. does he said this investigation being feted with the utmost serious. the case is actually under the control of russia's chief general prosecutor and the information we have to phone from his office is established it was who is the owner of the car. and we heard unconfirmed reports that that person
12:08 pm
had also been called and was being questioned now there are claims that he. actually sold the car just yesterday but now we know that the preliminary information that came from the scene of the explosion with that is being cut off by a suicide bomber and now there are also claims that that car and the driver the only person at this time was stopped about half an hour before the explosion happened and was asked to provide documents which are now being looked at as possibly being fake documents and now the government here has pledged around thirty thousand dollars compensation to the families of those in the. time that we've heard the prime minister putin say it was really aimed at dividing multi-ethnic multi-religious people here in russia. if you know russia is a multi-faith country it is diverse and that is the reason its strong muslims reside all across russia crimes like the ones that were committed today and logic
12:09 pm
of cause are aimed at promoting enmity between people we can overload of course muslims must play a decisive role in the struggle. the investigation is ongoing here in moscow and because it will be traveling into the top to look very closely monitored now in the wake of it the security here in moscow has been significantly. and speaking of moscow we understand that the capital has pledged medical help to those who suffered. but what specifically is being done with the emergencies minister ministry earliest plane. with medical equipment and medical staff on board that land and is able to lift the twenty people by. and that's just that's all right but in most cases. the plane is being put to. number the people who made a very serious condition that the plane is. now i will be carrying they may
12:10 pm
seriously injured and the whole truth here. will be. and treat them as well. right arjun sorry for of on top of the story for us here in the capital thanks for that report. political analyst dmitri babich says north has often been a target for as long as militants with links to al qaeda. the author said their house has been a bargain for terrorist attacks for a long time i would like to remind you of that shot when he was a wife called north a said to russian girl recently in north caucasus because i said genocide the only ethnic group in the north caucasus besides russians which is predominantly also the christian explosion so the mike at the especially invited tough customer very very often used in the past i would remind you that of all of the war stir a step back in the ninety s. was also an explosion at the market the invited showed them there they used alarmist terrorists in north caucasus had connections to al qaeda they didn't make
12:11 pm
a secret out of it the western press doesn't report that very often about that cage and that he was also hear stories that some way in afghanistan where ok to people they couldn't reason or something camp was destroyed people from north caucasus were also present there unfortunately. and a leading atala says today's attack is not an isolated incident but part of a concerted campaign of terror in the north caucasus. i think you should give these trends you convinced have an ominous frequency it's not the first time a blast as it could at the same so we may suggest is hardly an accident but rather a trend a sudden organization of islamic fanatics is behind it with the system move it soon in a plan to break the organize such attacks all schools and kindergartens were also evacuated in vladikavkaz us morning after a telephone warning claim one of them would be bombed andre murtaza another real
12:12 pm
news agency says today's events show the terrorists have been waiting for their moment to seize the opportunity. up with i think terrorists want to seek revenge for the beslan school siege during this year's commemoration events the security forces were on high alert so no terrorist attacks were carried out now security measures have been slightly weakened the terrorists attack people i'm almost sure that extremists are behind this blast probably with foreign support but of course they can see for sure which organization is behind the attack the terrorists which blew up the court just want to destabilize the situation in the north caucasus and discredit the current leaders in the area they want to show that the states of thirty's are feeling to provide stability in the region. political expert and editor in chief of the analytical slovo magazine victor legs says the terrorist behind the attack had a bigger agenda than just wreaking havoc among the people. what we're dealing here with is i think a sustained and determined effort on the part of some to create political
12:13 pm
instability. on the eve of. the presidential and parliamentary elections to which russia is moving very fast. and i think that this is impossible without money and assistance from outside of russia. and recapping our top story again at least seventeen people have been killed in a car bombing at a market in the southern russian city of lot of cars a suicide bombers are believed to have carried out the attack that also injured more than one hundred it's not the first time markets in the capital of russia's volatile republic of north a setia have been targeted by terrorists the first and deadliest attack happened in the central market about a cough cause in march one thousand nine hundred nine that claimed fifty two lives and left more than one hundred injured a year later a car bombing in the same market killed six terror turn for the next two years although in different places but each time with the same with deadly result another thirteen people lost their lives and in november two thousand and eight
12:14 pm
a minibus exploded in a market square outside a cinema killing twelve and injuring forty one. will be keeping you updated on the terror attack throughout the day here on our t.v. but now we're going to go to the russian city of jaroslav all for our continuing coverage of the global policy for. thank you but she certainly will and as you can see were perched beside the river with a lovely view of the historic city behind this it is clear that today leading minds from around the world of gathered for today's key debates were about a hot two hundred and fifty kilometers northeast of moscow just to give you an idea where we are not far from the fault of course but it's a city that is proud to boast its you know school world heritage status marking its thousand year anniversary this week and your risk levels hosting an event that's trying to answer some of the hardest questions facing us in the future questions
12:15 pm
like how do you keep the world safe what makes a democracy work how to modernize what's already in existence big questions tough questions to tackle they are just some of the issues on the table were attempted before and some of the possible solutions as we talk face to face with put to support let's get now to the heart of the action where our team because of you know groucho over is she's been spending the day speaking to those taking part in the talks. it's a relatively new it's a relatively young age for amateur has turned two years this time and it takes place in the u.s. level again but some claim that the forum has only the chances to reach the davos forum level russia is the host i'll be on your. economic forum but so far each hand had a sword but political equivalent to that so some claim that the poor and could eventually become equivalent now so many common challenges economic environmental also
12:16 pm
political and it's very clear that countries like russia with a long cultural intellectual tradition have a lot to offer in terms of trying to understand the problems and trying to find common solutions i certainly see a lot of potential because i think the case of doubles makes very clear that international economic and financial debate can be extremely influential gravel started off as a small initiative and has grown into. global fixture and i think we are sort of has the same potential if the focus is on the great i think it's important that we move away from just the criticizing each other or lecturing each other or simply talking across purposes and really try and find the common mode and i think debate exchange critical questions and constructive contribution is what's needed and i think the former is just wrong in that direction and i look very much forward to seeing how that would unfold the next two days all this years forums top. criteria of the standards of democracy there are people. to experts coming from more than thirty countries here in the russian city of. there are four
12:17 pm
major sections of discussions want to go to to this state as an instrument of modernization diversify democracy experiences of different countries this is the second section with one is about. the concept of international law and finally global security so indeed the program is very intense one could not describe today's discussions as one one way street interaction it was indeed a dialogue it was very heated at times you could say was a very enthusiastic marathon well for example it's widely believed that there is there are no adjectives before the word democracy but it turns out to be that here in your islam among the participants there was no consensus about this and we heard so many adjectives before the word democracy and another important another major question was race what comes first the democratization or economic diversification
12:18 pm
. and indeed there is no conclusive answer about this and modernisation and democratisation is something the russian president has been has spoken out about in very concrete terms he's taken that has been that democracies a process it's not just a word. correspondent catarina groucho over there has been hearing from those taking part in day one of the discussions today well among the thoughts being floated today at the forum that the e.u. should consider russia's proposal for a new european security treaty it's a view that's been explained by lord robert skidelsky the head of the euro savile forum r.t. spoke to the economics historian. russia should become a much more effective part of the european security system and not be outside because the european actually european military is very very weak the two military power is in europe the french and the british the rest have and do
12:19 pm
anything really but this small and there's no unity. sort of no agreement to create something larger and russia has a has a has has good military forces and they're becoming increasingly modernize and specialized to the kind of work. that military forces have to do today which is a huge war put to the top of the counterinsurgency operations peacekeeping operations and so on so russia could be a great asset for european security system and president medvedev has suggested a new security concept that would include russia and we should we should take him up on that and really see what we can do with it because after all russia is part of europe it shouldn't be outside it.
12:20 pm
and you can watch that exclusive interview in seoul later this hour right here on r.t. . thoughts today from the founding director of the asia society in australia richard woolcott of spoke to us he says the european security initiative could be a step towards better security worldwide. and centrism good. introduced to. lead to believe in the security arrangements in new. lives land security detention germany the june two thousand and eight and again the first time in the squad. for prime minister kevin rudd he will say. launch the side do you need one asia pacific so you do security issues you share in june two thousand and eight so this is i think it's important to particularly both these concepts to move forward and then you can. bring the region and the global security that's

miraculously survived after a mid-air failure of all major electrical systems artie's tom barton reports. the pilots an engineer just returned to save new cover airport in moscow they'll now go and talk to some psychologists for some deep breathes and counseling for any stress they may have undergone and what was a very tense monday they've also been helping investigators at the site trying to work out what happened and that's what investigators will be doing in the next week to ten days trying to get to the root of this search engine that tickle failure they currently say in a preliminary statement that they think that three out of four of the plane's electrical generators failed but for the full story on this remarkable crash landing will go to my report. the heroes of the taiga these are the men the managed to land a crippled jetliner in the middle of the forest and not injure a soul that passengers thankful to be aligned with even the most willingly ever in

history and ended up in the roots in the agency crews arrived to find two week everything was organized very fast asleep he was not for the professionalism of the crew we would not be standing here. the tupolev one five four was flying at ten thousand meters on its way to moscow from russia's far east when there was a massive electrical failure the plane lost all automatic navigation and communication its fuel supply and wing flaps were crippled meaning i had to land quickly and at higher than normal speeds even the lights in the cabin and cockpit went out by sight alone the pilots found an abandoned their strip in the depths of the forest and managed to land on the third attempt. by plane was designed to land on a concrete airstrip at first we chose a restaurant in decided to land there but during the maneuver by a miracle we cut a glimpse of a concrete strip and all the shorter it would be much safer when we overshot the

strip there were bushes but no trees and at that point we knew for sure that we're going to be safe despite overshooting and plowing through. two hundred meters of woodland before stopping all eighty one people on board were evacuated to safety right in the rich can is a former pilot and actually train the heroes in question he says he's very proud of his former prata jase. up in the clothes they couldn't even tell their altitude or where they were they only had enough fuel for ten minutes of flight in managing to land that plane he practically did the impossible as with the plane itself investigators are poring over interviews with the crew and witnesses black box recordings and evidence at the site that question what caused such a massive electrical failure providing that i don't believe what fifty four is not quite the brand you have a craft and i'm sure that that craft was manufactured probably at least twenty years ago when you were more. i believe there is

a chance that they we planned it was just war of. now resend airlines which owns the plane says it wasn't aware of any issues before takeoff but it would never fly together investigators are focusing on mechanical failure rather than pilot error or weather conditions but everyone is expecting the playlets to receive medals that are achieved. in time the technical details of this plane's malfunction will join all of the others an aviation history one thing was dumb down coverage in brazil swims the two men safely to. boston. turning now to some other news making headlines across the globe and investigators in the philippines say police could be responsible for some of the deaths during a botched hostage rescue a tourist from hong kong were killed after a disgraced ex policeman hijacked their bus in manila two weeks ago the list extends dispute police claims that all the deaths were the result of close range fire a hearing into the hijacking concludes today. north korea has marked that sixty

military base on the japanese island of okinawa the american presence there is a boat. of contention with locals after a number of high profile incidents artie's shot thomas has more. since the end of world war two the united states has had a military presence in japan which some people living in okinawa are finding a nuisance i don't hate people but sometimes we have a. because of the. song. for. america. there was a huge problem. around eighteen percent of okinawa's main island is occupied by u.s. military forces here a week we can hear the noise of the airplanes which interrupt the city. have been maybe some x. advance or crimes not only be displaced but with their bases but. as we know
12:28 pm
it's also. they also help the economy and people from now or into bases or depend on the basis weeding some to believe that in order to provide a more stable future there needs to be less reliance on the basis. on the direction in the make up more. we need to be independent in kind of the station do need to market represents okinawa in japan's house of representatives and is looking to bring about change. it has been sixty years since world war two seventy percent of u.s. bases in japan are now. know that there are security measures and programs in place in asian countries we want the u.s. to reduce their bases games aside from noise pollution and space concerns one of the arguments against u.s. military bases on okinawa is a crime according to the treaty american citizens attached to. the base can't be
12:29 pm
tried under japanese law now most of the crimes about ninety percent involve drinking and driving or traffic related but there are a few high profile crimes which include rape and murder which have put a strain on japanese us relations see them with us and he crimes do happen the japanese security cannot deal with them directly they must go through the u.s. military base command then you have to simply trust them and it becomes very difficult. the u.s. military declined an interview with r.t. but did give us this statement. whereas a small group of people in okinawa vocalized that they are not happy with the bases many people there and on mainland japan fully support u.s. forces in okinawa and to japan the realize the vital role the play in the defense of japan and for regional stability and security but getting the u.s. out isn't as easy as a vote buying to peep.
