5:05 pm
i said wait wait because it was really flourish. only now for tim understands that she was lucky to survive she says she's strong and can cope with anything but the fear isn't letting her go and she stays at the scene as if glued to what is left off her car and flowers this is the second time suicide bombers have children this market in logic of cars as their target this street then was packed with people is now quiet filled with fear and sorell they are injured so wires are praying for the ones who are not so lucky but struggle to find anything that can ease their pain acts on the hutch over r.t. from what you've got us. president medvedev says that those responsible for today's terror attack will be punished three suspects have so far been detained as part of the ongoing investigation our teams were if a notion to joins us now live from an airport in the moscow region where those suffering from the worst injuries just arrived for treatment. of the plane has just
5:06 pm
landed it's there behind you please describe the scene for us. well much russia's minister of britain says plane has learned that indeed here at the romans could mean a tree i'm told outside most role of eleven people from calls in the russian southern republican. where powerful call bowman. scores the early on. hope you can see the plane behind me right now maybe you can see those. coming out from the plane being transported to ambulances car lining here waiting for them to come from. these eleven people of the whole been seriously injured most heard following the terror act calls and then those who really need very special treatment and that's why they've been transported here to the russian capital this is where they can really get it as far as a doctor has
5:07 pm
a say in all those people in very serious condition and their lives are very much in danger at least five of them have been put on respirators some of them have been operating. condition a rather difficult. two hour long flight from was it. hasn't been in these a toss for them but as far as the offers are sure you know special equipment on board the special ministry of emergencies has allowed them to feel safe and to feel . good while the interest both it's here while traveling from. and as far as we've been told none of them has been painted oh something like that a while traveling. because to most codes you can see ambulances here and those into those who are in need of a special treatment to now be interest posted to the vast hospitals of moscow where they can get all they need mats at the very least we can suppose right now that all

the victims at least are in good hands while russia's top officials have pledged to bring those responsible to justice what's the latest on the investigation. well that investigation over the terror acting. to go we know they had a vicious office be federal security service is currently in the republic to personally mourn and so the situation to personally oversee the investigation into his reported that three suspects have been detained so far although we are not given any detail exactly who are these people earlier the prosecutors have also knowledge that they've managed to find out who was in the call that exploded in the city over the gun. on thursday morning and they've also told us that it was registered and they were in neighboring republic. it's another. place in russia's north caucasus another place where terrorists have unfortunately been
5:09 pm
numerous recently russian president dmitri medvedev has indeed condemned the terrorize act calling the people responsible for this course of. thugs and he sighs that those people are no those whom we need to negotiate with but those who have to be found and punished as soon as possible. i would first of all like to say to all the people of north to say that we are mourning the victims innocent victims of this terrible tragedy russia's people with the people of north asensio this terror act is another case of criminal activity of the thugs with whom we cannot compromise. first priority is to give medical help to those who are injured in blood a kind of caste mosco or else where it's needed and so for moral and financial support to victims and their family. promised
5:10 pm
a lot more putin has also condemned the terror act and people behind it say their main goal is to spread panic on multi religious multinational amounts language population of pressure. russia is a multi-faith country it is diverse and that is the reason its strong muslims reside all across russia crimes like the ones that were committed today and logic of cause are aimed at promoting enmity between people we cannot allow that and of course muslims must play the decisive role in the struggle. shortly after the tragedy happened in the city of political costs in russia's south the russian government has said that the families of those who died that will receive a thirty thousand dollars in compensation age while those serious pains that most heard will get over ten thousand dollars in compensation h. as well matt back to you. are to him or if an ocean reporting live from the moscow region thanks for that report. the u.s.

state department says militants operating in the north caucasus have links to al qaida the counterterrorism coordinator at the department also said the u.s. is willing to help russia in its fight with terrorism in the region are his guidance she has more from washington. this time russian the u.s. seem to be on the same page the u.s. state department said the terrorist attack in gaza as you mentioned is part of international terrorism and those who are responsible for it are international terrorist and they have connections to al qaida they also said it's a common goal for russia and the u.s. to work together to fight those terrorist groups but washer and the u.s. had it always been on the same page like that for years russia tormented by a number of horrible attacks had been saying it's a common danger of these guys are international terrorists and we need help to find them to fight them but a while ago the common understanding of the common wisdom among many in the west
5:12 pm
was that those attacks are just part of separatist movements in russian caucuses and russia kept saying those terrorists are getting funding from abroad and a number of them were trained abroad but internationally it had been treated like some sort of a domestic fight against insurgents while now things seem to be changing the u.s. has acknowledged that groups operating in russia have for international ties a few months ago shortly after deadly suicide bombings in the moscow metro the u.s. state department included the person who claimed responsibility for the attacks its name. it into its list of most wanted terrorists and that was probably the first time that they did this sort of thing forty people died then in that attack or not of also claimed responsibility for the attack on on the train traveling from same piece of work to moscow that was in november of last year well the russian security services would give a lot to have this man behind bars and now they seem to have some help from the
5:13 pm
united states in that in that fight. and for more on washington's reaction we go live to democrat democratic strategist chris latina joining us from our washington studios mr latina now the state department statement isn't the sort of thing that would really make headlines in the western media but it is significant from a diplomatic standpoint yes. yes and i'd actually like to take issue with something your reporter said in the setup piece i think that the tragedies that russia has experienced. in two thousand and four. especially with the death of those schoolchildren i think at that resonated with the american people the reaction of the government might not have been the reaction that the government of russia would have liked to seen but i think it's important for russians to understand that the american people have always understood that any act against innocents no matter what the political reason is is something that goes against our values and i think that there was always support for that being stopped so whatever
5:14 pm
the differences have been with the governments in the past i think the american people have always found the action of the terrorists and reprehensible so certainly there is sympathy but do you think on a governmental level this may lead to more cooperation between u.s. and russia in the fight against terror. yeah i think so i mean we have to keep everything in context i mean it's been twenty years since the cold war's ended it was a very intense time in both our histories and i think the united states. both the the leadership of the united states and the citizens including the leadership of russia and the russian citizens are understanding that now in today's world the united states and russia have more in common than we do that separates us where both economic powers and we're both very interested in global economics we're both very interested in peace in the middle east and of course we're both fighting
5:15 pm
terrorism and i think that the both governments are starting to realize. that the differences are far less than what brings us together and i think you'll see more of these sort of alliances working together especially when it comes to issues like terrorism are there any examples that you can come up with concrete examples perhaps of like cultural exchanges or things like that ways the two countries could really help each other in this regard. well you know it's sad that on this day in this tragic day for the russian people that you know that this is a glaring example of where we should really be cooperating in something that really matters to people as you know the saturday will be the ninth anniversary of nine eleven that will remind the american people again of that terrible tragedy and i think. you know that the americans understand that we're in a war and we need as much help as we can get so that cultural exchanges and even
5:16 pm
economic. trade for the things i think the things that really touch people motion only both in the united states and russia will be would be a common fight against these criminals and i would be most happy to see a continuation of this kind of cooperation and i think that would have the biggest impact in both our countries and this also happens to be the first state of the global policy forum in the russian city of jaroslav of people from around the world coming to put their heads together on global issues do you think this is the sort of thing that needs to be brought up there also. yeah i think absolutely because i think unfortunately terrorist terrorism affects everything everything we do and can be affected by these sort of tragedies and so we need to this civilized people of the world which include by the way as muslims nations as well need to collectively put our all i thinking together and come up with solutions to eradicating these
5:17 pm
people and so unfortunately terrorism is a problem we face just like. global warming and world hunger and all kinds of strife it's something that really needs to be taken on head on and dealt with in a in a very different. decisive way but i also think that the power that comes from all the nations of the world the civilized nations of the world coming together i think once we do that terrorism and terrorists don't stand very much chance of surviving . all right thanks very much democratic strategist chris latina thanks for joining us and giving us your perspective political analyst a retreat babbage says north has often been a target for as long as militants with links to international terror. there has been a target for terrorist attacks for a long time i would like to remind you of that. when he was alive old motha said
5:18 pm
russian good recent close because i said the only ethnic group in the north caucasus besides russians which is predominately also the explosion so the market especially invited us about a very very often used in the past i would remind you that evolved over the last hour is that the acts in the ninety s. was also an explosion at the market in logic of cos. they used alarmist terrorists in north caucasus had connections to al qaeda they didn't make a secret out of it the western press doesn't report that very well from the asian that you've also hear stories that somebody in afghanistan well ok to people they can reason know there is a camp was destroyed people from north caucasus were also present their own fortunes and will be keeping you updated on the latest in the investigation into the terror attack here on r t we're going to shift our focus now to the russian city of jaroslava for our coverage of the global policy for.
5:19 pm
some of the best minds from around the world have gathered in this old russian city for a two day brainstorming session it's located about two hundred fifty kilometers northeast of moscow in a city that's probably boasting unesco world heritage status the city is making ms marking its thousand year anniversary this weekend is hosting an event that's trying to answer some of the tough questions that's facing the future how to keep the world safe what makes a democracy work and how to modernize what's already in existence these are some of the issues on the table as artie's academy groucho reports. it's a relatively new it's a relatively young age for amateur has turned two years this time and it takes place in the u.s. level again but some claim that the forum has only the chances to reach the davos forum level russia is the host of the annual. economic forum but so far it hasn't had a sword of the political equivalent to that so some claim that the poor could eventually
5:20 pm
become equivalent now so many common challenges economic environmental also political and it's very clear that countries like russia with a long cultural intellectual tradition have a lot to offer in terms of trying to understand the problems and trying to find common solutions i certainly see a lot of potential because i think the case of babbles makes very clear that international economic and financial debate can be extremely influential babel started off as a small initiative and has grown into a global fixture and i think the same potential if the focus is on the great i think it's important that we move away from just criticizing each other or lecturing each other or simply talking at cross purposes and really try and find a common mode and i think debate exchange critical questions and constructive contributions is what's needed and i think the former is just wrong in that direction and i look very much forward to seeing how that would unfold the next two days on this year's forums twelve. criteria of standards of

democracy there are people. to experts coming from more than thirty countries here in the russian city. there are four major sections of discussions want to go to to this state as an instrument of modernization diversified democracy experiences of different countries this is the second section but that one is about . the concept of international law and finally global security so indeed the program is very intense one could not describe today's discussions as one one of ways. interaction it was indeed it does it was very heated at times you could say was a very enthusiastic marathon well for example it's widely believed that there is there are no adjectives before the word democracy but it turns out to be that here in the us lobby among the participants there was no consensus about this and we heard so many adjectives before the word democracy and another important another major
5:22 pm
question was race what comes first to democratization or economic diversification. and indeed there is no conclusive answer about this and modernisation and democratisation is something the russian president has been has spoken out about in very concrete terms he's taken that has been that democracies a process it's not just a word coble security is going to be one of the major topics during the forum of the event are you spoke with economic historian robert skidelsky he says the should consider russia's proposal for a new european security treaty. to become a much more effective part of the european security system and not the outside because the european actually european military is very very weak the only two military power in europe the french and the british the rest have to do
5:23 pm
anything really but this small and there's no unity. sort of no agreement to create something larger and russia has a has it has has good military forces and they're becoming increasingly modernized and specialized to the kind of work. that military forces have to do today which isn't a huge war but to the top of the counterinsurgency operations peacekeeping operations and so on so russia could be a great asset for european security system and president medvedev has suggested a new security concept that would include russia and we should we should take him up on that and really see we'll walk we can do with it because all through russia is part of europe it shouldn't be outside it. you can watch the full version of this interview coming your way in about half an

would not be standing here. the tupolev one five four was flying at ten thousand meters on its way to moscow from russia's far east when there was a massive electrical failure the plane lost all automatic navigation and communication its fuel supply and wing flaps were crippled meaning i had to learn quickly and at higher than normal speeds even the lights in the cabin and cockpit went out by sight alone the pilots found an abandoned their strip in the depths of the forest and managed to land on the third attempt. by plane was designed to land on a concrete airstrip and at first we chose a restaurant in decided to land there but during the maneuver by miracle we caught a glimpse of a concrete strip and all the shorter it would be much safer when we overshot the strip there were bushes but no trees and at that point we knew for sure that we're going to be safe despite overshooting and plowing through. two hundred metres of woodland before stopping all eighty one people on board were evacuated to safety

right in the road skin is a former pilot and actually trained the heroes in question he says he's very proud of his form across a jays. up in the clothes they couldn't even tell their how to cheat or where they were they only had enough fuel for ten minutes of flight in managing to land that plane he practically did the impossible as with the plane itself investigators are poring over interviews with the crew and witnesses black box recordings and evidence at the site that question what caused such a massive electrical failure providing that do believe one fifty four is not quite the brand your aircraft and i'm sure that the craft was manufactured probably at least twenty years ago the way you would more. i believe there is a chance that they we planned it was just a war of. our russell airlines which owns the plane says it wasn't aware of any issues before takeoff but added it would never fly again investigators are focusing

on mechanical failure rather than pilot error or weather conditions but everyone is expecting the playlets to receive medals they're achieved. in time the technical details of this plane's malfunction will join all of the others maybe nation history but one thing will always stand out courage and resourcefulness of the two men who brought it safely to tamasin r.t. possible. serbia's dropping a challenge to kosovo's independence at the united nations belgrade to remove the section of a u.n. resolution that called kosovo secession unacceptable european officials proclaimed it to be a useful compromise offer data johnston though has a different perspective. present tax that i have seen and i have here is not really a compromise i would call it an unconditional surrender to the european union but this was not a compromise because from what i've understood the european union did not. in

exchange for this they gave nothing as usual and they'll just be asking for more as they have been for many years serbia is now really very much in the position of france underpaid it's not quite an occupied country but it's surrounded and it's sort of occupied and any leader or polish party which would really openly take into consideration serbia's interests is condemned by the western media as nationalists look what they had a look we have and it was live close to it which the united city use in order to get rid of milosevic but when he showed that he was still interested in his country's welfare he's known brand as an extreme nationalist and sidelined take a look at some other stories making headlines across the globe. best gaiters in the philippines say police could be.
