hailing a leap from the cold war to real partnership. common security structure in europe and on afghanistan dominates it told space they made us cheap and the russian leaders in most states. president obama faces a tougher challenge to his agenda as the democrats lose their hold over congress in the midterm vote many americans fear corporate dollars may now be running the country. and it could be back to square one in iraq with u.s. forces stepping down we'll look at how local militias are falling back to insurgency. it's nine pm in moscow i match reza good to be with you here on r t our top story russia has reaffirmed its readiness to create a joint anti-missile defense system in europe with nato but only on an equal basis
2:03 pm
the reassurance came after a meeting in moscow between the russian leadership and the nato chief. has been following the high level talks in central moscow. both nato and moscow realize that a new global security strategy is needed for the twenty first century and it is time for change it is time that nato and. the partnership now nato is an organization that is currently facing serious challenges as an identity crisis analysts say that north atlantic alliance has bitten off more than it can chew and its and in afghanistan in particular nato so wants to read itself always so cold war one sided identity rasmussen is a moscow today for talks all in the two main issues the first one is anti missile defense in europe recently nato invited russia to participate in that system but the kremlin keeps asking hard questions on what role would be given would be just
2:04 pm
a mere observer of the new technology overly put to supposed to be in the new system as a hands on man but will it to dissipate in the entire process starting from construction to activation of this system well sergei lavrov today says that of course the. new system will be discussed in detail cheering the upcoming russian nato summit in lisbon in two weeks' time but he said that russia sees. its agreement to accept the invitation is only possible if but they take part in the system as equal partners look at the condition of solution there is a serious organization everything that comes from the organization is taken very seriously by russian partners in nature have a clear understanding russia's participation in this project is possible and will be based on equal footing before we go into this project this work should be carried out if will leaders of our state take decisions we pull russia's currently

providing nato with crucial support in afghanistan it provides a military supply routes for the afghan war and just recently russia to part for the first time. in many years in an unprecedented joint open ration against several drug producing would board trade stocks were hundreds of millions of dollars were destroyed for russia hope raising with nato on hand to drop policies in afghanistan is one of the top priorities because after almost about can produce tyron hands up in russia russia and nato acknowledge of course that there are fundamental disagreements that still divide russia nato ties have been slowly recovering after russia repelled georgia's military invasion and saw the setting in august two thousand and eight russia has been there is sun city or tornadoes moving east woodside it's nice to see it as one of the top threat states national security but it seems that chances are high that the two sides could push the reset button
2:06 pm
similar to that the the united states and russia pushed a while ago it was also so that the two sides should not treat each other as cold war anime's anymore but rather like modern day partners the right approach would be true develop a true strategic partnership between nato and russia and focus on the areas where we are faced with the same security challenges areas where we share good she could she country and show my approach would be the pragmatic true to go for a true strategic partnership made us blueprint for change also says further cooperation with russia a top priority but most go is pushing for more than just words from nato. today's other big stories in the us where president obama's democratic party has narrowly managed to hold onto a majority in the senate in midterm elections but the house of representatives is
2:07 pm
now firmly in the hands of the republican opposition with congress now divided between the two parties it will be much tougher for obama to move forward with his legislative agenda but many voters have other concerns they're worried about a corporate bankrolling of candidates after a vast amounts of campaign cash was poured into these elections for more now we go with zack carter and i'm excited over alter net dot org who's talking to us live from washington good to have you with us so both parties use massive amounts of money to sway public opinion in this campaign is it fair to say that these days the private financier's are flat out buying influence. well there was a very important supreme court decision in the united states this year which allowed corporations to directly contribute to either advocate or condemn individual candidates in u.s. elections that's never been allowed before there's always been some corporate influence over american politics but this year was very strong we had nearly half a billion dollars in outside group expenditures on the elections this year and that's that's a lot of money particularly in a midterm election which isn't usually as costly as
2:08 pm
a presidential election now that supreme court decision freed corporations to pretty much spend unlimited amounts of money and this spending can be almost completely anonymous i heard one analyst put it as saying that this ruling made it seem that corporations are people and money is speech is this really a good thing when people don't know who's trying to buy favor. you know it's a huge problem one of the reasons that the spending was so profit at the cycle was precisely because it was anonymous that so long as a corporation finds its money through a front group that front group never has to disclose who its donors are so you know a big bank for instance can lobby against financial reforms and not have to go out and then be held probably accountable for this this anonymous front group can do it for them i think it's an enormous problem for the democratic accountability it's not the way a democracy is supposed to work and the supreme court itself said that this sort of sort of expenditures ought to be regulated that the trick is that congress actually passing legislation to regulate it because republicans blocked it in the senate and
2:09 pm
we sort of saw that rearing its head a little bit with some of these tea party candidates didn't we where they were getting large amounts of money you from almost anonymous donors and we didn't really know where any of that was coming from and when you follow the money trail it really turns out that a lot of them are coming from some very wealthy interests who are using these candidates in their fringe are used to really kind of push their agenda that's right there's a handful of groups americans for prosperity and freedom works are two of them that are just funneling money from millionaires and billionaires to these so-called grassroots populist organizations but we have this image of the tea party is these you angry ordinary folks that in fact it's an organization from by entrenched republican politicians and very very wealthy people so do you think that at a time when america's engine seems to be stalled by the economic crisis that there's better ways than just to spend four billion dollars then by pouring it into an electoral campaign. well of course i think one of the things that's interesting about the spending on this election though is the it's almost all done on attack ads campaign campaign ads those attacks only stick if voters are already unhappy
2:10 pm
and the reason they're unhappy is because the economy is terrible so you know all these companies that you hear a lot of talk about how there's regulatory uncertainty and they don't know what they want to invest or they don't know how because of various complications they have plenty of money lying around they just there's no demand in the economy so they're spending it on other things like buying elections what steps do you think that people could take to help keep us democracy from falling into abusive corporate hands. well hopefully congress will try and take up campaign finance in the lame duck session deal once they get back from this electoral break there's a couple months before the new congress actually takes office so in that time they could do something to at least require companies to disclose who you know which elections they're trying to buy there are a lot of things that people are you know legally allowed to do in public that they won't do when people are watching them i think purchasing elections is one of those so if congress does something like that that be that would be very helpful but other than that the citizens united is a constitutional decision it wires
2:11 pm
a constitutional amendment to be overturned that's a very long and arduous process but that's the decision was enormously unpopular about three fourths of americans oppose it so there are groups getting together trying to get the wheels moving on a constitutional amendment to overturn citizens united all right zach carter economics editor from alter net dot org joining us from washington thanks for your perspective. russia's state duma foreign affairs committee is reconsidering its support for the new nuclear arms reduction treaty between moscow and washington it were called in earlier recommendation to ratify the treaty the committee's head says the says the decision follows the outcome of u.s. midterm elections he says of the start treaty isn't ratified by the current crop of senators chances are that it'll be rubber stamped by the new we won't be rubber stamped by the new republican dominated congress the presidents of russia and the us signed a new agreement in prague in april. from the russian foreign affairs committee in the federation council believes whatever happens to start it won't affect the reset in relations. there's nothing wrong. with our relations with

the republican party. and all the criticism all the republicans against star three agreement for example was criticism of the against russian position or. views that started three agreement but against the position of democratic government during the negotiations and against against obama. primarily so i think that the reset is not in danger. and you can catch that full interview with my column out of a lot of this thursday on spotlight remember our website is also keeping you up to date twenty four hours a day here are some of what you'll find right now by clicking to. hope the running low for women in afghanistan a shocking number of falling victim to domestic abuse and violence but the suicide
