worldwide news twenty four seven you're with r.t. moscow has dubbed thailand's extradition of russian businessman victor boot to the u.s. legal washington is accused of using unprecedented political pressure to have him handed over america says the nickname the merchant of death trafficked to dictators and conflict zones around the world journalist brings us the latest from bangkok. after the thai cabinet made its decision this morning mr byrd was rushed immediately to the airport by about fifty elite special forces including police snipers and handed straight over to u.s. drug enforcement agencies who took off and headed straight to america but really it's in retrospect it's no surprise that they did this ever since mr byrd was arrested in march two thousand and eight his case has been surrounded by political

maneuvering diplomatic pressure legal challenges and many legal mistakes the u.s. almost successfully had him out of the country last year until the thai court overruled that decision so once they made this decision this morning it's quite clear that the thai government just wanted to get him out of the country before they faced a serious political challenge or another legal mistake many people are calling this an illegal extradition on the russian news wires we're seeing that russia's foreign ministry has said they are disappointed in this that they believe it is politically motivated and they insist this is still an illegal extradition despite two rulings in thailand's criminal court saying victor boot guilt was not proven the thai government has still decided to hand him over to the u.s. i consider this unprecedented political pressure on the legal process and on thailand's government this is an example of striking injustice we as a state who continue to give all necessary support to be to boot as a russian citizen mr boots wife also talked to the press this morning this is what
9:04 am
she had to say about the bulk of it did not find that it wasn't the operation was a secret a.t.m. the cabinet ordered to extradite although the prime minister of thailand said that while court proceedings are ongoing it won't be extradited this operation was illegal it was done after lobbying from the u.s. but was shipped to the united states if he was just a thing without his documents and without the russian embassy being informed the operation was so quick because it is illegal under title law. and to appeal most people say the case is quite bleak that's not just mr bird's legal team but that's the broad opinion of the legal community he was arrested here in a sting operation by us on the cover agents working in cooperation with thai agents but really they received a promise to deliver rockets and other weapons but there was no real physical evidence of how that would happen or no details about how mr burt would all could
9:05 am
do that so the case they think is very flimsy what many people believe this is really about is that mr boots alleged extensive knowledge of all brushes military and intelligence operations. what most people believe is that america wants access to this information and that's what this case is really all about. journalists reporting victor bhutto denies everything the u.s. accuses him of he says he won't get a fred trial in america while he's already inspired a hollywood movie as a kid when i was out of my reports people on the planet hollywood florida who are there over five hundred fifty million firearms in world wide circulation that's one firearm for every twelve people on the planet. the only question is. how do we were in the other eleven and he's alleged real life prototype russian businessman you think that a brute nicknamed the merchant of death did own like easy engines and laughed off

parallels. very sort of formula scheduling the to play this sort of law for this very silly and i feel pity for it's a bad move his statement never changed even when he came from behind bars in the infamous bangkok hilton but that did not stop the thai peel court from ordering his extradition to the united states despite the fact the country's criminal court earlier refused to do just that in a move worthy of a bureaucratic record thai authorities moved good from prison to a u.s. airplane in under three hours without him seeing his wife or his lawyer and even though this case may seem closed the biggest question remains unanswered what does victor boot know to make the americans want this badly victor boat is a walking intelligence treasure trove has a phenomenal phenomenal photographic memory and because book now is too much hint

is more dangerous than wiki leaks for the u. s. smuggling role in weapons in not only in africa and latin america but all over the world it's not everyone that's willing to give the russian businessmen the type of credit given to him by u.s. prosecutors he's possibly a merchant of some death but he certainly isn't the man the u.s. media would call them merchant of death i mean back around quite a large a lot of operation in miami and rekha and i would think that ninety five percent of his flights were ordinary commercial goods or nine through television was he from washing powder all sorts of things so we're only talking about five percent of the call goes possibly being arms even plying arms is not itself illegal but ever since his arrest in the thai capital in march two thousand and eight the american side did everything it could to make charges stick including adding allegations of trade love violations. boot's family have repeatedly criticised the

court procedures firm in their belief that is being made a scapegoat but with this decision to turn a court of appeal has demonstrated to the work of the criminal court has no will you are all evidence gathering the question of our witnesses all this works to meet the lower court true or tickets or so extradition to the us has been thrown the way the court to for you is controlled by the government directly and so huge pressure from the us both trial and tribulations are anything but over his fate in the us is very uncertain with only one thing guaranteed more time behind bars rumors of a sequel to hollywood's blockbuster lord of war have been circling around for a while and last ordinary movie goers await that release dictabelt will be awaiting his own at this point in time both look equally unlikely. cast it as are the art moscow. you are watching are still to come for you fighting against. the u.s.

a trace two detainees were tortured to death by u.s. forces in two thousand and two while the scandal exposed the use of. torture to obtain information from detainees today bob graham rename part when detention facility rarely makes the news bob graham is still very much a black hole it's a prison facility that is operating that we don't have very much information about there are about six hundred or so detainees that are there many of them captured outside of afghanistan although a list of names that were released last year a federal court recently denied access to any other information pertaining to those detainees. mobile outrage in condemnation over detainee abuse is america's the tourist guantanamo bay prison forced the u.s. to change its practices there but those languishing within the walls of bug room were less lucky the detention facility at guantanamo is that was the most

transparent work time to sort of in history bob graham detention facility and afghanistan to have the same standards for litigation process is in a wartime theater it's an act of war zone it would be an precedent to have such access the original bob graham detention facility may have been renamed relocated but it will take more than a fresh coat of paint to ease the fear afghans associate with the prison reports of a prison with an imprisoned persist with afghan president hamid karzai recently demanding greater afghan insight into the prisons affairs and greater legal recourse for its detainees which is why human rights advocates insist the billions of dollars sent to afghanistan does little to bufferin sign an image of america has already been tarnished by places like bob graham and that of the. human rights policies seem hypocritical and inconsistent and i think it's a problem for they've got a man mixing humanitarian aid with contentious u.s.

policies and nontransparent detention practices relay a different reality. on the ground for the people of afghanistan hypocrisy is basically what it is this our t. washington d.c. is just now a quarter past the hour here in moscow you are with bear in mind you can follow up on our stories and leave your comments and even anytime you want on our website. now no escape for russia was a drunk drivers policeman with. lasers able to detect a bruise from twenty paces. the police to ten thousand dollars. and even in crisis hit florida selling trucks can be a very lucrative business if you offer your customers a kalashnikov as a suite and find out more about the latest promotion at r.t. dot com. barack obama has outgoing senate to

ratify the latest nuclear cuts treaty with russia in the next six weeks democrats fear republican gains in the upper house during midterm elections could. deal military experts in the system america's national security depends on prompt ratification but as our t's gone h.d. can reports many republicans remain bent on scrapping the treaty. obviously this is going to be a last minute push to get this landmark deal passed through the senate before you newly elected officials step into office in january there is a very tense partisan game going on here in washington on the a lot of observers say that for many on capitol hill the fight is not about the content of the treaty but rather about scoring political points and the point scoring is expected to intensify after republicans gain a considerably bigger influence in the senate in january compared to what they have now the republican senate minority leader has already said their priority will be
9:18 am
to have obama voted out of office in two thousand and twelve so basically to make sure that the president fails and he's major initiatives so the obama administration is very eager to get the treaty passed on this so-called lame duck session in order to avoid a bumpy ride after january when obama's arguably major foreign policy achievement could well be on the line of the u.s. it proves that and hillary clinton and defense secretary robert gates have just published an urge for the senate to hurry up with a ratification saying the u.s. national security depends on it for many capitol hill observers the whole debate really comes down to this question will some republican senators sacrifice a landmark his story deal just for the sake of denying obama this rather in his foreign policy cap but what's at stake the treaty will cut nuclear arsenals of both russia and the u.s. by a third it's meant to increase the level of trust between the two nuclear superpowers it's meant to show an example of nonproliferation to other countries
9:19 am
and is expected to pave the way for u.s. russia cooperation in other areas as well and many believe what's on the line now is the well advertised we said and not ratifying the treaty could well put the leaders other cooperation plans on. time now to check out some other world news making headlines this hour and the british government has agreed to pay millions of dollars compensation to its citizens held at america's guantanamo bay detention camp nearly a dozen former detainees say they were illegally imprisoned and u.k. security services were involved in their torture they also claim with or to use had information they were being ill treated yet did nothing to help. at least sixty five people have been killed and over eighty injured after the collapse of a five story residential building in new delhi the apartment block was used mainly to house migrant workers poor construction material and bad foundations are blamed for the collapse rescue workers are now at the scene struggling to save dozens are

zest into the spy thriller it's georgian state t.v.'s version of the rest of the team people accused of being russian spies in reality the only evidence police is given to reality is the apparent confession of one of those arrested a super agent who actually turns out to be a georgian spy. i personally enrolled him he was my agent from ninety two to ninety four after the rose revolution he was recruited to work for george intelligence also his brother runs the security service of the whole republic of vegetarian by sirte it officially this man is a georgian agent. but the stories certainly doesn't and there are especially for roussillon one of the suspects appeared to be his father. in may this year my dad went to georgia to visit relatives on the border he was thorough

a fake identity they also say they never set eyes on his real pos board and haven't seized it meanwhile here is the photo from that id with a stamp question where did they get it from. which to this is a sanctioned provocation a political action it's known to discredit russia before the upcoming russian nato summit and the overseeing meeting saakashvili wants to attract attention to him and his super secret services but we want to tell him you can't treat old men just like this they're innocent you can't jail them just because they're russians. relatives are now appealing against the charges and hope that their high level lobbying of nato and o.s.c. countries will get them justice sixty democrats who are key. and top of the business news with yulia.

9:24 am
hello and a very warm welcome to the business news the euro has come off a seven week low against the dollar but it remains vulnerable as investors wait for a decision on a possible bailout for arland dublin is continuing to resist pressure to accept aid from its eurozone part us it's a meeting of finance ministers in brussels it says it is not in danger of defaulting on its debt to discuss what's going on i'm joined by michael singh foreign exchange strategist from h.s.b.c. mr michael thank you very much for joining us so why is either so important to the european economy it is not very big. well that's that's the main point it may not be a big economy because and still quite a big impact for the european economy as a whole and really what it comes down to is that say conditions in our lingo a lot worse from a financial market perspective and what it could mean for the real economies elsewhere in europe is that what what what could actually happen to contagion so
9:25 am
yes arlen has a problem but could it impacts possibly portugal even more so and eventually even the spain so this is what the market is quite nervous about it's more about the contagion risk rather than just the story by itself. but in terms of the latest bailout talks what might be the action of the currency exchange market. well i think what the what the market wants to see is obviously if there is going to be some sort of package support package announced a something credible something detailed so they can walk away with thinking well actually maybe this is a good somebody that can take out some of this contagion fear is present if not then the market will be very nervous and i think what would probably happen is that the euro would probably remain under downward pressure so it's quite interesting that they were in the state of calm at the moment as they go into the finance ministers meeting later today but if we don't get something very credible the euro will stay under downward pressure versus the dollar so what's your focus now for the euro. what we've had the then your target for your dollar one thirty five
9:26 am
pretty much since the beginning of may this year so we're still quite happy with we don't want to be chasing the markets too aggressively in either direction i mean many forecasters have revised up their euro dollar view on the back of what the fed did just a week or so ago and now i think they're probably feeling maybe that was a bit too a bit too early to do so because a soon as the fed passed everyone everyone started thinking about what's going on in europe so we're quite happy with one thirty five at present for the end of the year although there has been encouraging economic data from the u.s. basically how significant is that. it was quite a positive development i think that many people were starting to believe that maybe the u.s. economy was going from weakness to weakness but the data set has turned out to be a little bit better than expected and perhaps building this idea that maybe the fed is just trying to be preemptive and do something to be take out some of the froth out of this fear that there's so much deflationary pressures in the economy so it's actually a good development that we're seeing right now and i do think it's bringing some

stability back into the u.s. dollar at present. and to delve into what about china is it getting too hot. i don't think it's getting too hard i mean inflationary pressures are quite high and i do think the the central bank will probably raise interest rates by another twenty five basis points before the end of the year but the chinese economy is very sound but overheating maybe in some parts but nothing to nothing too nerve racking overall. paul michael thank you very much for your analysis sunia for your change stretches from h.s.b.c. thank you. thank god times have a quick look at the markets european stocks a sinking fast into the red meat session on tuesday bill and have it pulls in china on losses on wall street fired and still in the spotlight as it comes under pressure to accept a bailout from the or. out of the russian markets on the sly here in moscow with biosynthesis shedding the end of two percent banks and energy majors away for a bank shutting it three percent on both the sis and ross neck design more than two
