department up aside it's terrorist past but he was set free anyway now prosodic is on trial in el paso texas the charges against him not international terrorism but immigration fraud and perjury we unleashed him on the world peter kornbluh of the national security archives obtained dozens of documents pertaining to put out his involvement with the cia he says the case is about whether the united states truly can hold real terrorists although in this case a terrorist who was once our terrorist accountable livio acknowledges the importance of posada on trial but insists it's going to be too little too late and it wasn't the only acts of terrorism façade a was involved in there was the two thousand assassination attempt on cuban leader fidel castro and a series of attacks across latin america the legacy of luis posada is that he is a cia created frankenstein and he went out and committed murder and mayhem the cia

once described posada as a reliable asset to the u.s. government a man of good character pro-u.s. who would make an excellent official in a post castro government their evaluation of him could not have been more mistaken half a century after post not a career less again doing the cia's dirty work in latin america his bloody legacy lives on for the countless victims and as the u.s. government continues to fight the so-called war on terrorism extraditing kidnapping and assassinating suspects in other countries it continues to harbor one of the hemispheres most notorious terrorists are t. washington d.c. . tomorrow go further into the history on the current trial of the ways posada careers but just ahead tonight are told time where wants his status start their own currency for a look at the latest proposal by rightwing lawmaker and is the u.s. headed for an arms race with china. secretaries cut the pentagon budget.

my. my. my. my my time for tonight's tool time award and we're giving it to virginia state delegate bob marshall the republican is a very hard line conservative and in recent weeks he appears to have come unhinged after don't ask don't tell was repealed he said that he would introduce a bill in virginia banning gays and the national guard republican governor of the state quickly dismissed that idea now bob marshall is on to his newest attention grabbing stunt he thinks of the state of virginia should just have its own currency he believes that two states should maintain its own gold and silver coins he told
11:35 pm
a local paper in mn nasa's the following so we can't mint money but we can mend gold and silver coins it sounds like a small difference but it is a difference legally and if you look closely on a dollar bill it doesn't say that it's money it says it is legal tender for all debts public and private and we should point out here that bob marshall is a growing part of the conservative movement that's proposed a direct challenge to the federal government's all already over the monetary system but here's my question for bob what these new virginia minted coins only be used in the commonwealth what happens when somebody decides to travel outside of state lines would neighboring states also have to honor these coins why stop here a why do we even need a currency right then we have a senate candidate sue loudon of nevada who actually recommended that we bring chickens to the doctor's office so we could barter for health care take a look at this old book that. you know before we all started having health care in
11:36 pm
the old days our grandparents they would bring a chicken to the doctor they would say i'll paint your house they would do it i mean that's the old days of what people would do to get health care with their doctors doctors are very sympathetic people i'm not backing down from that so i have done. for you to. check into the doctor. maybe bob marshall should just introduce a bill to start giving out chickens as currency that makes more sense than starting your own currency right but really i want to point is the conservative movement going to stop with all these off the wall ideas do you remember a few weeks ago a conservative radio host and tea party president said only land owners should be allowed to vote judson phillips said that renters don't have a stake in their community so they shouldn't get a vote i have is that how far back does the conservative movement want to take this country and that's why tonight we're giving bob marshall of virginia our tool time award. now we all knew the republicans were planning to make some big changes when
11:37 pm
they took control in the house this year but some of their most recent changes have people really fired up and turns out of the g.o.p. is working to change the name of the subcommittee currently call the subcommittee on the constitution civil rights and civil liberties and they simply want to change it to the constitution subcommittee did you notice those words taken out civil rights and civil liberties coincidence of those words removed all some democratic lawmakers don't think so jerrold nadler of new york says that removing these words only proves how republican lawmakers are choosing to overlook certain parts of the constitution especially those little things like civil liberties and civil rights you know those little parts of they don't even like it seems kind of ironic doesn't it after all soon as republicans took over they seem to embrace the constitution as if it were the bible hell they dedicated an entire day over a million dollars of taxpayer money to residing the entire document but a way that would be amended version two they left out things like the three fifth
11:38 pm
compromise but then again conservative lawmakers are kind of taking jabs at the constitution shows you how they like to pick and choose which parts of it to consider sacred the g.o.p. has introduced legislation on the fourteenth amendment that would bypass the guaranteed citizenship clause because they're scared of what they call anchor babies then there was the incident of two freshman politicians who didn't make their swearing in ceremony yet they still cast votes with the rest of the new congress as they didn't really feel the need to follow the constitution on that one either and keep in mind this committee isn't the only name the plants or change robyn's are also working to change the name of the house education and labor committee to the house education and workforce committee so are conservatives showing their dislike for the word labor here or is it their way of showing workers unions of the g.o.p. is blatantly not on their side labor union leaders are taking this name change as a sign the republicans are going to attack or place laws and regulations so that all these name changes does this just mean the republicans are revealing their true
11:39 pm
intentions by changing the names of the subcommittees the g.o.p. might be trying to overlook all the hype surrounding them to keep in mind a name and a title carry a lot of meat in this country. well u.s. secretary of defense robert gates is currently in china meeting with his counterparts in the chinese government and according to gates spokespeople this trip is aimed at improving our mutual understanding and reducing the risk of miscalculation but is it a little too late for that last week photographs of tests of china's new stealth fighter appeared in the media reports some officials announced that china's medium range anti-ship ballistic missile had achieved additional operational capability and people freaked out especially considering that last week bob gates announced seventy eight billion dollars in defense cuts over the next five years so are these fears warranted or are we really a risk of starting a new arms race that america simply can't afford well joining me to discuss it is
11:40 pm
lawrence korb senior fellow at the center for american progress and a senior advisor to the center for defense information as well as dr james carafano senior defense analyst with the heritage foundation to them and thank you so much for being here i should be with you tell me first how gates taking a trip to china working towards mutual understanding and his proposed defense cuts last week do they really have anything to do with each other or are people just trying to beat the drums here well gates proposed seventy eight billion dollars in costs or put post increase of the defense budgets pledge budgets still going up and in fact in this decade even with the cuts proposed by you have gates if you control for inflation that's more than we spent in the first decade of this country and also a war that we spent on average at the height of the cold war so it's not a question of basically you know going back to where we were young the world war two will between world war one of the world war two we still see more than sixty as
11:41 pm
much as they're trying to use to it so part of france the defense budget is actually still growing it's just having a little fat trimmed off why are people freaking out james why i don't think these these talks really have any. thing to do with what's going to govern us china relationships is going to govern us china relationship is the chinese assessment of their security and their needs and the u.s. assessment of its security and its needs so i am in a way i'm kind of annoyed at the administration because they pretend like going and being honest with the chinese is actually getting us somewhere which is not look first of all that the chinese have lots of our secrets already because they stole them. and second of all is the chinese give us nothing in return for our open and honest discussions here and we know they don't give us anything in return so it does seem all of a bit of a like a dance well when they released or when this photo came out the other week do you think the chinese are using that to kind of get the ball rolling get people to start talking about it make americans get a little scared well this was this a p.r.
11:42 pm
move well actually i think it's the opposite there was a chinese the chinese defense white paper which was supposed to come out was withheld and if you look what's in that white paper because some of it's been leaked so apparently we can get their secrets to one of those we talked about the chinese willingness to preemptively use nuclear weapons same thing i think with the information on the say i think this information is not necessarily what the chinese wanted on the front pages when they were having talks with the americans are we actually at risk of going to war with china the biggest any time soon the biggest risk we have with china is the money that they lend us and if we hold them if you're really worried about the chinese you've got to get your own poetry of house in order. and chairman of the joint chiefs of staff that the biggest threat to our national security is the deficit so one of the chinese given us to give us money to be able to do things i think it's rather ironic when you stop and say well we need to do more of this and to finance the deal with the chinese we're going to borrow the money from the chinese to you know to do it so i think basically you know during the cold war we had this relationship with the former soviet union called
11:43 pm
mutual assured destruction there we have a same relation with china it's called mutual assured depression if they don't lend and we don't buy both of our economic. systems are going to be in jeopardy so i think that's the main concern not what china's fear would militarily but what are we doing economically you know i think you're not is ratcheting up well here is i think we're learning i disagree a little i think the greatest danger to security in that region of the world and between the united states and china is really complacency and ambivalence about china's got a three part strategy they want to have coherence within their own country and control their own it within their own borders they want to be dominant in the region in their region and they want to have global influence and for the first time in decades they're pursuing all three of those strategies simultaneously and very aggressively and you know that's china being in its interest but i think the greatest danger is when china thinks it's in a situation where it can actually get the drop on the americans and they can trump
11:44 pm
our interests and that's i think what would lead to military confrontation so i do think it's a mistake to think that you know we should just sit back and watch chinese military activity increase and expand and and just and just think that that's nothing that worry about iran certainly do here i mean do we just continue increasing an expanding our military capability which has been doing so in which we just doubled in the last decade how do we even afford that you know into another you are going to raise you know i mean you guys can go the numbers are good but if you get if you look at and again i grammars it or not the number that really matters again and again and again as if you know this is we are still spending as a percentage of g.d.p. and almost historic post world war two loads we're spending about for the core defense budget still about four percent of our entire economy on defense that's half of what we averaged during the cold war that that's not what's breaking the bank i mean we could have talked about the deficits and running up while deficits and bad government spending but defense spending is not what's breaking the bank and we're not spending too much on defense defense more than half of our
11:45 pm
discretionary budget and it's about twenty three percent of the overall budget so you're not going to solve your deficit just by cutting back on defense but we're not i think it's important people forget the plan that obama presented from. thousand and ten to two thousand and twenty even in constant dollars is more than the bush administration spent from two thousand and one to two thousand and ten and that's excluding the war cost so it's not like we're cutting defense and you can talk about you know taxes are also a small percentage of g.d.p. the real thing is what are your enemy spending and what do you need to do to combat them the chinese are developing missiles to prevent our carriers from getting too close to. landing in taiwan that's more but that's much cheaper than building the carrier battle group or building the have to be a sphere call and i think gates was right and the commandant of the marine corps supportive of the to cancel the the expeditionary fighting vehicle last week
11:46 pm
because it really doesn't have any place in dealing with the threats we face today and i don't get us one really makes a fuss over cutting programs that perhaps we don't need anymore right the spanish narry fighting vehicle amphibious vehicle maybe this f. thirty five program that has become the costly as program which all he's done is he's postponed it for two years and at the same time all the money that you save there now goes towards new and see that's that is are we then i mean that's where you're getting ready for the now i mean war is better than always but i mean this is one couple years this looks an awful lot like the quarter strategy this would say it is what we're going to get rid of all these things we don't need and we're going to buy the stuff we really do need but you know it takes years to put something in there procurement so what they do is they buy nothing at all that for chairman is the out years after they leave same thing with gates as defense cut we're going to cut back on the size the military in two thousand and fifteen which again is all in the out years so you put this is called you just push all the costs of the out years and you don't worry about it you hope that the peace breaks out in the meantime well i'm hoping that by going to pull you in the saving. these are
11:47 pm
both of them. kind of you know move those readings i just very quickly any chance that gates is actually going to get anywhere with the chinese that they're all opening up anymore until i think if they can get the military to military exchanges that will be helpful because. we both need to understand where the other squads coming from so you don't have an accident that causes a conflict that's a these are political calculations military to exchange is the the the chinese are just going to exchange what the government says so so these trends it's really about broad real estate calculus of power that's what the chinese are interested that's all that really matters ivan thank you both very much for having me. so to come on tonight still using facebook to pick up tricks a lot of people get others one guy out there that's using a desert soldier's photo on his account descended into a whole new level of sickness and stories just ahead also there's been several stories in the news claiming that animals are being used as spies criminals so it's time to look at these claims and why they might not be all that ridiculous of

in vietnam he's available in international hotel for cheating on the way in which a person who took delivery intercontinental had only westlake hotel shirts and. hilton family oprah someone said grant totally sedona sweet tunnelling. public oil slick going to turn your ability to search and so i go on to tell him time still hotels in the movie she's available in the resort and spa. this next story shows the lengths that some men in this country will go to when it comes to picking up women this picture is of twenty four year old sergeant roberto sanchez an army ranger who was killed while fighting in afghanistan and he died after his unit was hit by an i.e.d. in two thousand and nine while crossing a bridge he was posthumously awarded the purple heart so you can imagine that his family his friends his military colleagues were stunned to learn that in the online
11:51 pm
world sergeant roberto sanchez was still alive and trying to pick up women a guy in new york who goes by dylan sorvino took pictures from the start of sanchez's memorial service then they go using that on his facebook page and the scam. this would play poker through facebook invite the female players to be his quote friends and then victims say that he moved them into cyber affairs with fabricated tales of glory and war several older women told the new york post the fake soldier would write about patrols in iraq how he couldn't wait to meet them when he returned to the states one woman said that she fell in love with the soldier via facebook but when dylan sorvino was confronted about using the photo by the dead soldiers friends he suddenly deleted the profile and here's a fact of the guy who created the profile might not have realized impersonating a fallen hero isn't just sick it actually might be illegal misusing a photograph that shows sanchez's combat infantryman badge and basic parachutist
11:52 pm
wings may violate the stolen valor act of two thousand and five the law says that it's illegal to falsely claim military awards or wear any military decorations some of sanchez's fellow rangers have contacted facebook as well as the f.b.i. so let's help with this fake soldier is held accountable and there is nothing more sick or pathetic than using the photo of a fallen hero to try to pick up chicks. must see t.v. might start carrying a whole new meaning an episode of n.y.p.d. blue from two thousand and three where when i first bared all left a.b.c. with over a million dollars in fines from the f.c.c. now indecency has always been an issue have held by the f.c.c. but it seems like the government has had a little change of heart in the peals court the fines have been overthrown the court decided the f.c.c. saying quote nudity itself is not per se indecent and that current indecency standards are unconstitutionally vague so now the f.c.c. alleged his case lied many claim the other networks might be more willing to push
11:53 pm
the government's buttons allowing for more nudie scenes but hey if the government is to get a fine you then would be holding back all those networks think about all the network producers out there this means their rules just became that much more lenient now i doubt they will be seeing the same amount of skin as we do on h.b.o. or showtime but i can guarantee more bare butts will be getting prime time i'm just curious which shows going to push the limits first to be glee maybe desperate housewives introducing new to the could give those shows an entirely new meeting but one thing is for sure ratings are definitely going to be on the rise thanks to this court ruling. in recent weeks we've seen more than one news story where animals became spies and criminals a vulture was recently detained in saudi arabia and labeled as an israeli spy because it was carrying a g.p.s. transmitter from tel aviv university before that egyptian authorities had speculated that israel put bloodthirsty sharks off the coast of egypt in order to
11:54 pm
hurt tourism and as outlandish and ridiculous as all these claims may sound there isn't fact a rich history globally of nations spending millions of dollars on programs to create animal spies bombs telephones you name it so we're going to take a look back at some of the most popular most inhumane and perhaps biggest wastes of money when it comes to turning our furry friends into military machines well joining me from our studio in los angeles to discuss it is gore jefferson culture editor at good now court thank you so much for joining us it's seems like you have these stories seem so crazy but there really is a rich history here i want to go through a few of them let's start with this acoustic kitty story apparently spent twenty million dollars on is can you tell me more. yeah acoustic eighty's were my favorites in terms of the cia during the cold war era tried to outfit a cat with acoustic equipment to spy on the russians and they did
11:55 pm
a lot of surgeries on it they even installed an antenna and its tail apparently and then during its first mission after spending about twenty million dollars on the cat during its first mission which was supposed to take place at the russian compound in washington d.c. because i was promptly run over by a taxi cab and killed and it wasted all of the money that's that's just horrible i mean these stories make me really understand. what it said this is apparently just it was introduced in two thousand and six and something they're still developing are bomb sniffing dogs do we have any proof that these things can actually work that they're better than dogs out in the field will that i mean there is proof there is proof that the bees can smell c four explosives and dynamite and t.n.t. and things things of that nature whether or not this could be used as efficiently as dogs has yet to be seen but i think that sort of they're just trying to promote this technology any way possible and sort of see what animals are capable of so
11:56 pm
while they haven't been able to yet harness the power of bees to be able to to to to smell out to smell out dynamite and whatnot in sort of these kinds of situations the technology exists and the science proves that it proves it can work well let's talk about something else they could sniff out which is journals apparently journals were used because they could smell an increase in adrenaline and someone was getting a little nervous at the airport. yeah this is really fascinating the canadian government actually discovered the germ germs could detect rise in adrenaline people sweat and so tell of eve in israel their constant looking for ways to detect terrorism as you know and so the tell of even airport actually started using juror bulls in locations around in strategically placed locations around the around the airport to smell people's sweat and detect if there was increases in adrenaline the problem with that was that turned out that the journals couldn't distinguish of
11:57 pm
course between a rise in a general rises in adrenaline because a person was a terrorist or rises in adrenaline because a person was just afraid of flying so that idea was kind of ingenious it was also scrapped eventually why me i don't really think anybody you know you could be nervous for writing of reasons not liking human can necessarily instantly they who the terrorist and who does doesn't like to fly but here they are trying trying with animals i want to go on another one of the something we've actually covered on this show before which is using killer dolphins to perhaps get spies in the water and i don't see lions and we're still using this technology right. yeah actually they did there there are dolphins patrolling a naval base off the coast of washington state constantly twenty four hours a day the technology that they have with dolphins are actually it's actually i mean speak of ingenious it really is amazing dolphins are very smart they're very fast and so using them to patrol to patrol oceans in a patrol to patrol the ocean around around the ship and and also to patrol
11:58 pm
a naval base is actually pretty amazing and very feasible they've also trained sea lions to cuff to cover underwater spies his legs with with sort of led cops to to prevent them from swimming if they detect an intruder in the water so these ones are a bit less inhumane than than sort of the kinds of the kinds of my article like the anti-tank dogs that that exploded to destroy tanks and in world war two reasons. actually pretty amazing where it's it's kind of a symbiotic relationship where the dolphins are only swimming anyway other treated humanely by the u.s. government and as situations like the u.s.s. cole can show you where we're where terrorists were able to undetectably destroy or destroy us ocean liner it can actually be very beneficial for our government as well now i was wondering you know we have so many advances in technology today do you find it at all odd that we still try to rely on animals. i think that i think
11:59 pm
that in some ways it is odd but also i think that the there's some truth to the saying if it ain't broke don't fix it and you know dolphins are doing a great job right now of patrolling the ocean for us better than any technology that we've been able to come up with and so i think that asking them to do these jobs for us as long as we treat them humanely and as long as sort of they don't hate it i don't think that there's anything wrong with that i think that was sort of once we have technologies that emerge that are able to do these jobs better than let's let's let the dolphins go but as but as long as it goes now it isn't as primitive as it sounds well definitely very interesting there are of course a couple because you went over the eight strangers government programs i didn't get to go down all of them but people can there's a lot more pieces to get more of them you know me and still something that the government is doing i don't know whether the killer sharks in egypt really were and israelis by but yeah i think that's a that's going to be joining us thank you now.
