russia is a very loose on very many things and and its easy place to blend in and to organize these types of terrorist attacks many passengers traveling to and from douma dead of all use the airport express train that travels from the lecky rail station in central moscow that's where our team is lindsey french reports. it's been a lot of shock and a lot of dismay some people were and many people were scattered about the airport when it happened some people thought it was construction work they had no idea bomb had actually gone off gone off there was dust falling from the ceilings and it seemed a bit odd to them but they had no idea just how how abnormal the situation actually was a lot of people said they didn't actually see or hear anything but they smelled a lot of heavy smoke and got on the train out of the airport as soon as possible this train is about forty kilometers away i'm sorry the distance is about forty kilometers away from the airport to get into the station so it does offer them

a very quick ride in laos and to avoid traffic so a lot of passengers were talking with each other about their experiences on the train before it before they got here and their passports were checked by security a lot of people were warned before their planes landed of what was going to be happening at the airport and they were very worried that maybe people were there waiting for them the family members had been waiting for them and something had happened and they there's no way to confirm that and still they landed and were casting in to get on their phones and confirm that so those are some very nerve wracking times others. actually hadn't taken off we're we're we're about to get on their airplanes when news came that it. had been fond and had to get on the phone with loved ones who were going to be waiting for them to avoid the problem so there was a lot of anxiety here the trains are still stopping by here at the station and letting people off and so everyone sort of settling down but these first couple of

hours there's just spent a lot of shock and a lot of dismay over what's happened. after the events at domodedovo president medvedev has delayed his trip to the swiss town of davos which is hosting the world economic forum earlier laura and i spoke with my colleague from davos. we're just at the very very beginning of this forum at the moment it's not until wednesday so leaders and business people are just starting to arrive in. we have. international reaction from around the world of course but also from inside europe president medvedev received phone calls of condolence from the u.k. prime minister david cameron also from king of spain the polish president komorowski and president hosni mubarak of egypt and more specific things william hague of course we now know that two britons were killed in this attack and william hague the foreign secretary came out and said that he was deeply shocked and saddened at this explosion and the loss of life that entails and he sent his

condolences to the victim is and to their families we've also heard from the head of nato. and he offered solidarity and he said that we were in this fight together that was his message to the people of russia that this is a common threat that we have to unite to face we also heard from president sarkozy of france who also expressed his solidarity in the face of what he called a barbaric and cowardly attack he will be here in davos this week as will the chancellor of germany. and she wrote a letter to medicine which she expressed dismay and disgust on the german foreign ministry condemning what they're calling a dreadful and bloody attack in the strongest terms. do you think there will be any negative impact in effect on the proceedings the. meeting. it's very unfortunate timing for president medvedev because he was due to give the

keynote speech here in davos at the opening ceremony which is going to take place on wednesday night we have heard that he's put his trip to divorce but we're also hearing from various sources that he will still make that keynote speech but he possibly. straight afterwards he was planning to spend a couple of days here talking to other world leaders and to business leaders and certainly that will have a negative effect it's just very unfortunate in terms of timing he was also due to participate in a session on the next steps towards russian modernization and they were going to talk about the investment climate in russia and also building confidence in business and government now it's not clear whether he will be able to participate in that he would obviously like to but he seems to feel that saying and supporting the people at this time is more important and who can blame him for. his thoughts are obviously with the victims and their families but it's also going to be one of

the main goals of this year is going to be to create a risk response network to a sort of global network to respond. to people here at davos to see if we will face going forward they are going to be talking not exclusively about the global security threat but certainly they will be talking about that and this as the most recent incident of terror in the world will certainly be under discussion that will or so many people saying this is an attack on the international community but just finally what is the impact you could have russia's business on this economy off. the biggest here and to have that sort of incident happening at such a key place. ideas deep here unfortunately of course is the export of choice for the ex-pat community in moscow as you know and all over russia and of course many international airlines so it certainly will have an impact but i think people are not becoming used to these

kinds of attacks but they're seeing them as something that instead of bowing under the pressure of them they're really having to having to just go out anyway and face it anyway and so it's not clear what effect this will have on the business climate so far and i think that's something that will be established to a certain degree here and i think the global community and business leaders and world leaders feel that this is something that we have to confront and not back away from so that may have a positive effect. the u.n. security council has condemned monday's terror act and moscow leaders from many nations including spain and britain have called russia's president had better have to offer their condolences and aid in helping to fight terror or he's got agency has more from washington the international reaction to the tragedy the u.s. security council has condemned the blasts president obama has done the same he called it an outrageous act of terrorism against the washing people and also expressed condolences to the families of the victims words of sympathy and solidarity were coming from all over the wall this monday here is just some of the

reaction we're getting to this tragedy at the russian airport the members of the security council can then in the strongest terms that there is to tack that the curate had done with head of international airport must go russian federation on january twenty fourth two thousand and eleven causing the numerous deaths and the injuries. they expressed their deep sympathy and condolences to the victims of this heinous act of terrorism and to their families and to the people and government of the russian federation i strongly condemn this outrageous act of terrorism against the russian people at the dome of yet of the airport i want to express the solidarity of the american people with the russian people in the aftermath of this premeditated attack against innocent civilians michelle and i offer our deepest condolences to the russian people who have suffered greatly at the hands of terrorism we share your sorrow in

a resolve to stand with you in our common fight against those who use terrorism for their political goals and thoughts are with the families of the victims and we are praying for a successful recovery for all those who are injured. also we know that the u.n. security council is going to start their session on tuesday with a minute of silence in memory of the victims we also have a statement from nato secretary-general who said he was shocked by this attack he says terrorism is a common threat and the international community has to fight it together and this really was an act of the international terrorism if you think about it they attacked the busiest international airport in russia the terrorists clearly knew that not only washington nationals are going to suffer moreover we're getting reports about french italian nationals caught up in this tragic attack this could suggest that terrorist don't really care about nationality well what's really shocking to most here is this blast in context of the previous ones russia has

suffered from a succession of horrendous terrorist attacks over the last year and a health there were the moscow metro suicide bombings last march there was the attack on the passenger train a little bit over a year ago and only recently has the united states and the west in general started to sort of acknowledged that this is part of international terrorism and not just russia as the mask they gave shoes security experts point out that these monsters could actually be staging the attacks to raise funds for me international terrorist networks you know to sort of children they can pull this off we have earlier talked to walid forest an advisor to the u.s. congress on terrorism here is what kind of a message he says behind this horrendous attack let's listen it's about ideology the same cells that are striking in pakistan in mumbai in russia and here in new york or in washington with the same ideology it is really a time now for america russia india and the europeans to sit down and work against

extremism because if our public the american public is not educated about this issue i'm saying from the school of then any law you think think any pressure group it is funded specifically by petro dollars in this case coming from the golf has flown. much influence in the media in the united states and some open market and nobody basically is coming and responding to those issues so it really needs to have both sides of the equation the united states russia everybody has been victim i've noted that every single member of the security council permanent that occasions countries have been hit by a car but the job is so it is about time to create an international framework that would say that is terrorism that is political russian security officials believe that terrorist groups operating in washer do get funding from abroad some of their members are actually known to have been trained abroad so really to stop this there has to be an international effort you know incidents like this this one are supposed to bring countries together because after all it's

a common goal to prevent. things like this from happening now everybody's talking about terrorism as a common threat that the international community has to fight fight it together and so on and so forth but the rather wake hasn't always been like this for a long time the west would see that terrible things that terrorists had done in russia as part of some rebel separatist movement as they would call it but now it's very much clear to everyone that these things are is threat to the whole of the international community and that their actions cannot be justified by anything but again it took the west a while to realize that. in a political analyst from the independent institute in washington tells r.t. that tragedies like the want to dominate of zero could draw the u.s. and russia closer together. growing islamism is a global phenomenon but the terrorism is usually caused by even splinter groups within the islamist. movement and those are usually pretty local with local causes

for instance al qaeda attacks the united states for its foreign policy that sort of thing so it seems like a global movement but it's really not that coordinated various groups attack various countries for various reasons and it's usually local i think it will make the two countries go together because to some extent they do perceive it as a global phenomenon even though i think that's an erroneous perception but but also simply the humanity of it you know after nine eleven the world reached out to the united states i think after this really unfortunate and horrible incident certainly brok obama and the people of the united states will reach out to russia tragedy like this you know brings everybody together at the human level and i think we need a little bit more of that in international politics we tend to get you know wrapped up in who's ahead and who's behind and what who's interested is in that sort of thing but you know this kind of this type of terrorism attack is really

a cowardly attack no matter who does it for what reason you know they may have in their minds they have a great cause but this is simply going and slaughtering innocent people who are doing nothing more than trying to fly in an airplane so you know at the human level we're all connected and this is unacceptable in a matter what your cause is. russian president dmitry medvedev has ordered extra security be put in place and all of moscow's airports and a railway stations here's what he had to say in response to the attack. he says. the explosion in domodedovo took people's lives are spoken to the health minister and the emergencies minister those injured in the explosion move receive all necessary aid i express my condolences to the families of those killed extra security will be put in place in all airports roadways stations and transport hubs a special investigation group will be set up to look into the incident we need to

look at what's happened in the immediate aftermath as for security on transport we've recently approved a number of laws on that we need to check that those laws are working because what happened shows not all of those rulings are being properly applied we have to look into that the most important thing at the moment it's to support the victims and their families. and intelligence expert fred burton says airports are an obvious target for terrorists. well it's not surprising to us that strat four we've been writing about the soft target threat for quite sometime if you look at the nature of the airports in general they're a very logical target set especially in light of the transportation sector in the ongoing threats directed towards them if you think about it in context as you arrive at an airport you're queued up before you get into any kind of screening environment. looks like they are somewhat flipped the equation and and we're

focusing on the arrival aspect or the baggage claim area and in essence that's where family and friends can calm and meet their loved ones so that from a terrorists perspective you're able to get into that kind of environment and be successful with an improvised explosive device with low probability of getting caught by now there's no doubt that they have a pretty good idea. the suicide bomber based on the crime scene they may have some challenges with doing a rapid investigation of the individual that actually detonated the improvised explosive device but in all probability they've got a pretty good working file on the suspect. fred we are our russian affairs expert from the christian science monitor says that terrorist target weak points and that he personally experienced core security a demo domodedovo just

a few weeks ago. you know i i think that we will we know that the good of all is the gateway to the north caucasus as far as russian domestic airports go for moscow. that may be a reason. but i think it's all sort of fact that. over the past few years you see terrorists striking in moscow most member of the less than a year ago when two suicide bombers hit the most comment true. i think they find vulnerable points i think they noticed that. security is lax and and they select these places for for max impact and i know since i went through don't get a bill just because weeks ago. their security measures at really fallen off i suppose it was because of the black coat that they had on december twenty sixth the airport was shut down and they had all these problems i'm sure it introduced may

have made them speed up made them perhaps less more careless i don't know what are the reasons and we're speculating here but i think you know that one thing you have to understand about terrorist to people who want to inflict maximum damage and get maximum attention for those they study these things and they select their targets it's the see is the way and it is the way everywhere not just in russia but i have noticed particularly here that when bad things happen there's a few weeks there's a period in which everybody is striving to change their ways and and and plug those holes and whatever that that were identified in it as contributing to that and then after some time to get more relaxed and careless then after some time after that they've forgotten all about it and i fear this is yet another example of that. explosion happened in

a waiting area usually filled with family members and taxi drivers meeting newly arrived international passengers sergey lavrov a journalist and member of russia's council on defense and foreign policy says it's not by chance that that part of the airport was targeted. what i asked of all is that of course if you go through security control and then once you have everything about supply you have to pass through a state of the art security he had to actually organize the whole thing in an area which is not normally checked in any order anywhere in the world because the waiting area where people wait for those passengers who are right. if memory serves me well about seven or eight years ago there was a priest teacher or coach to check everyone and the terminal. interleave mounts up whether you want to fly you want to meet people you still have to you know get checked i think the whole thing was leaked said five or

six years ago. and he's a results so you know the whole thing is very sad it's a very sad lesson all of us normal passengers use. what's but it's also a very sad lesson for own security services and the police who i understand in this last couple of years it's maybe this side of the whole atmosphere is more lax if we compare it to any major international airport you can't really say that the security procedures in proceedings at the onset of a us that actually the same base would he throw j.f.k. or shall be called in paris it's relatively the same having sat in the slots top of the security procedure for those quotes apply have been improved. it's not just me it's the people who specialize in big things just by be security procedure don't

want to overstate the art. but of course even the main terrorist threat that he's in russia he's of course necessary to think once again. maybe unfortunate leak implementing to you or to control and security procedures at the very time the. way everyone points i'm flying tomorrow from from another airport i would be surprised if i am stopped and maybe even searched the band for such a mess or whatever then i would accept you know i would accept it was a normal citizen i would accept it because these are explicable security arrangements given the circumstances. peter power a u.k. based crisis management specialist visor consultant tells our team that a lot that following a terrorist attack it's essential to keep things moving. but first thing to realize that it won't be just moscow airport where tightening up you've got twenty million passengers flying through that airport which actually is

a lot less than say heathrow but nonetheless it's a major hump of that part of the world but other question i've already heard in the last few minutes is was that the real target could something have happened here with a bomb exploded on route to somewhere else for example if a bomb detonated in the air in very very near any airport you're going to show it to be over a wide area it could be detonated by a mobile phone providing it's at low level so there's a chance that the target might have been somewhere else this is the first attack in moscow since march of last year where two female suicide bombers blew themselves up and if you did way back to two thousand and four again two female suicide bombers which is almost unique blew up an aircraft in the air to separate aircraft through a photo. of a head of security that you actually detain women but then let them on so light think that the security has been tightened since then but believe me right now all

major airports around the world are looking into this and asking themselves these sorts of questions it's not just moscow one of the questions we're going to ask is well who are the perpetrators mean all these events go into three stages there's always a sort of mayhem then as a mastermind then as a manhunt the mayhem is where we are now the dust has hardly circled could it be juco you know who's already talked about bringing threats of terrorism to the streets of russia that he is probably going to be the number one suspect here but it's too early to point the blame what we're now to what's happening now i'm sure as it will be in any country is gathering the evidence and finding out where there's a cause and most importantly could something happen in the next hour the next day the next week is this. the beginning of a campaign and so far as far as i'm aware we haven't got anybody admit to the crime one of the rules with dealing with terrorism in the twenty first century is not to stop everything if you can possibly keep some things going it's a judgment of moscow airport that they can allow some flights in

a well that's the cool you have to remember that terrorism doesn't actually rely on the bang they were lies on the fear of the bang and so yes we've got a catastrophe in by the sound of it many deaths today which is a tragedy but overall actually you are probably a lot more likely to be hit by lightning than ever because to be killed by a terrorist bomb it is just the random nature of terrorism so if we can carry on business as usual as quickly as we can so much the better i mean there are companies all around the world like take for example one in the u.k. called the anvil company who actually followed their clients through satellite navigation around russia and so on and they're busily now trying to give them advice where they go to the airport or whether they stay behind and so on that's my point about a lot of people affected beyond this but the issue is gather that intelligence as most important make sure your security is as good as it reason we can be and remember we're talking about weapons of mass effect here not weapons of mass destruction so we still don't know who did it whether it's an affiliate of al qaeda
