it should be exterminated. also. human rights watch.

the management. being held responsible for allowing a suicide bomber. president says it was a poor security which led to the blast of the country's biggest. suspected suicide bomber killed thirty five people around one hundred eighty injured in the explosion which took place in the international arrivals area. terrorist atrocity. last march around one hundred people. treated in hospitals across the capital. one of the hospitals. and i hello to you both i have
9:02 am
a first to you the president medvedev certainly not mincing his words at the moment had some real really strong comments for those responsible for the events of the airport and. yes i'm extremely strong rhetoric we heard from the president this afternoon signifying a decisive no nonsense approach to this solving the. the attack and who was responsible not followed a meeting he had with the federal security service and what preventative measures can now be in place to make sure this doesn't happen again he said the first aim now is obviously to find out who is responsible for this attack and bring them to justice and should. well we apologize for having some technical difficulties with our correspondent. who we can now across over to peter all of. its talk about when it comes to the people who are at the hospital and the injuries there. with you in just a moment. we know that one hundred eighty people injured the severe shrapnel
9:03 am
injuries talk to me about how the victims are doing what's the what's the state of the moment. of the one hundred eighty people who were injured in this blast around eighty four of them actually eighty four when exactly are still remaining in the hospital receiving treatment now we're hearing that about half of those people still receiving treatment are in a condition described as are the serious or critical by medical staff here at the hospitals well i've mentioned president medvedev not mincing his words when it comes to finding those responsible for this attack he was on site here at the city center hospital where i am just a few hours ago to see firsthand the medical response to those who are still in hospital receiving treatment now also prime minister vladimir putin be visiting hospitals around the city to see those who have been injured in the explosion now in these role as prime minister that comes under his remit of domestic duties too
9:04 am
to make sure that the hospitals are looking after these people who are being caught up in this explosion to make sure that they have the right amount of supplies. adequate facilities adequate space in order to make sure that medical staff can give the best possible care to those people who are injured mentioned and forty people for two has been in a serious or critical condition so much much work still being done by the medical staff to be working round the clock trying to help these people and the prime minister vladimir putin has been reassured that all of the required hospital beds and doctors and nurses and most importantly many. medicines and surgery teams have been of aid available in order to deal with this now we can hear from some of those people who witnessed this explosion and saw the all full injuries that were meted out by the blast. blast through me three meters back when i stood up everyone was running towards the exit panicking there was
9:05 am
a lot of black smoke and the lights went out i went for a medical check up at first i thought i had a wound on my head but it turned out i just had someone else's blood on me reisa people covered in blood with injured limbs and the ones their faces were covered with blood to someone conscious there was a feeling that something big something heavy fell down there is a construction site near there so we thought that the workers dropped something heavy but people from the second floor say that they felt a shake the building. who were leaving the airport when we had the explosion when we were leaving the luggage claim area there was something in the air in there was smoke our friends were calling us saying that there was an explosion and there were victims the bomb was not in the baggage area but tried behind the doors in the crowd of people welcoming us in the airport but it's a bit you're going to be up to me we heard a loud being in the far away huge commotion started immediately the scene was quickly secure the police were everywhere people offering them first aid which.
9:06 am
now this blast of course took place at the international arrivals at dawn at the airport and not just russian nationals caught up in this tragedy those currently receiving treatment at the british people germans. is it people as well as people from ukraine garia so they are all caught up a really international tragedy this explosion taking place at the airport medical stuff here in moscow have been appealing for people to come forward and donate blood unfortunately has been that rick. quest has been carried out many people coming to donate blood blood of course a very crucial and a good tool for people the doctors as they come to try and treat these people who are suffering from severe burns and terrible injuries inflicted by shrapnel doctors have been telling us blood very important and it's good to hear that they're receiving that and to peter thanks very much for that let's let's turn back now to
9:07 am
. the i believe that the russian president medvedev is not the only one making strong comments i believe the prime minister also had a few things to say as well. he did indeed this afternoon prime minister putin said that it's inevitable that punishment will be meted out to those who are responsible for this and so right at the top of the russian authorities we've heard both the president and the prime minister saying that the primary aim now is to catch those responsible and justice will be brought in that i was saying earlier for us cut off but the president has yet has said that if they resist the justice being brought to them then they will be killed on the spot and even exterminated i think we can now listen to that. now. national. national our society and our state in general has once again been brutally challenged i think this is clear to everybody present in this room it is equally clear that we need to do everything for the perpetrators of this crime to be identified and
9:08 am
brought to justice and the hideouts of those bandits should be exterminated as usual we should deal unceremoniously with those who resist they should be killed on the spot is that. also earlier today the president raised questions on how on earth could this happen at an airport where there is so much potential security measures that could be put in place and he laid the blame firmly at the feet of the airports or thorazine is saying that there are clearly security breaches that allowed such a vast amount of explosives to be brought into the area where the exposed and half . and you know that happened waiting area just outside the international arrivals how anyone going into that area yes they wouldn't have had to go through any security there isn't any extrema cian there isn't any metal detector that one has to walk through so an individual would have actually had any bags checked and so that's what prison everybody was saying was
9:09 am
a security breach and as to the airport staff they say that it isn't in their remit to actually police that area and they don't they say it's not in their jurisdiction they say all they have to do is check the air transport security is secure and they feel that their job was done and they feel that actually is a transport police however present. again signify not mincing his words signifying a decisive no nonsense approach said that the airport was responsible for those for this and those responsible will be held accountable i would tell me is it our business as usual now back at domodedovo everything back on should you will. it is actually running surprisingly smoothly here in fact it went back to normal very soon after the explosion yesterday evening just a total of six flights that was supposed to touch down here didn't to turn back another four went to other airports but now all flights are running as normal now and the atmosphere inside is very calm actually actually the only giveaway is the disaster that happened yesterday is the significantly increased security presence
9:10 am
in every single entrance going into the airport everyone coming into the airport has to go through security clearance they have to put their baggage and all their belongings through x. ray machines and walk through metal detectors and so obviously the police here at the airport are not higher alert passengers arriving now still being diverted into the main departures hall because the explosion the site of the explosion at the arrivals waiting area that still an investigation area and a crime scene as it were and forensics teams are still combing the area now they say that they have concluded that the time. in the area where. they do say they've actually found the remains.
9:11 am
believed to be that they haven't yet identified. and they say they're looking for three. hundred eighty. airport the scene of yesterday's blast and of course one of the central moscow hospitals where some of the victims are thank you. but we'll be bringing you more from moscow's domodedovo airport throughout the day here on r.t. and you can always get all the details about the blast on our website that's dot com latest video the eyewitness reports expert opinion much more available for you .
9:12 am
now because of the. president delayed his appearance at the world economic forum in switzerland where he was due to make the opening speech that decision follows expressions of support from across the international community and there are signs of a gradual acceptance that north. has international routes. reports from. we've heard no word that he's cancelling it all together so we still are expecting him to come to davos at some stage this week he was supposed to make this very important opening speech but now it looks like he may may not make that speech we don't know whether he's going to be here on wednesday in time to make it so someone else may have to make it in his place we have heard that he may come on thursday or he may come on wednesday to make that speech and then leave almost immediately afterwards in the aftermath of this tragedy president medvedev received telephone calls and letters and messages of condolence is from leaders all around the world and of course he can expect more of the same when he arrives here in davos if indeed he
9:13 am
does come the u.k. prime minister david cameron will be here and of course we now know that two britons were killed in this attack we can expect them to have a conversation about that and it's interesting what's happened as far as attitudes in the world towards terror attacks in russia go in recent years previously it was seen as very much a problem the attacks that happened in russia were part of a distinctly russian problem stemming from unrest in the caucasus areas like dagestan ingushetia but we've seen more and more recently particularly in the aftermath of the moscow metro bombings last year that world leaders have come out and recognize that as part of a wider global terror threat insurgency in the north caucasus. has connections with groups in the middle east and in other parts of the world there are courses for it that are local but in the end this is my view part of march
9:14 am
wider international. and that was a picture miserly by the chief of nato mr rasmussen who came out and said this is a common fight that we have to face united that was his message to the people of russia expect more messages of condolence condolence and of solidarity from leaders around the world. reporting right well the terrifying blast of the board along with other recent terrorist attacks in the russian capital have left many asking if the fight against terrorism can be won you can share your opinions on this issue through our online hold at r.t. dot com let's let's check out some of the recent results for you right now sixty percent of you are still pessimistic suggesting that victory over terrorism is a pipe dream of desperate optimists forty percent of you compared to a third in the previous hour believe terrorism can be defeated if enough effort is
9:15 am
applied and those are the results so far but you can still have your say on the issue at our seat dot com. and this is r t coming to you live from moscow and breaking news this hour russia has a lower house of parliament has ratified the new russia u.s. strategic arms reduction treaty voting on the ratification has just finished and a little bit later in the program we'll get the latest from our correspondent at the state duma once again this is breaking news right here on r.t. the nuclear arms reduction deal the start treaty between moscow and washington d.c. has now been ratified more details to come right here on out here. so. well for more details now we can talk about a very very broad subject here with alexander like gordon the our political analyst and a vice president of the association of political experts and correspondents here let's just talk about the main story we've been covering here for the past twenty four
9:16 am
hours not of the dumb idea of an apple blast it's being said that. the airport the lax security was what was allowed this bomb to happen what what's your take on that . oh it's generally a very correct assessment. with a lack of efficiency on the part. port authority is i can witness to that even my it's because i use this airport so many times you're going to answer it quite freely but the whole situation goes far beyond the inefficiency of the airport authorities because it shows that you know if you should see. security agencies of russia and that poses a big question to the political authority it's now when it when we when it comes to the issue of big transport hubs in capital some say they're always a target for such attacks but how can future atrocities such as yesterday's bombing
9:17 am
how in public areas how can they be averted. well ok. it's a very broad question because you have to tackle it starting with the social sources of fear or reason and you have tackled the problem of the. show on the wrist in the northern caucuses where the. level of living standards very low and actually their central authority is there and local authorities don't pay too much attention to the problems of those areas that so out of the. big her sources for developing so terrorism and they can expect. that this is not the last terrorist. attack which we will see in the future now is not confirmed at this point whether or not north caucuses terrorists may have been behind yesterday's blast but it seems to be on everybody's
9:18 am
lips what's your opinion on that who's to blame. well right now of course it's rather difficult to say some concrete things because it takes some time. the. situation on a broader terms now do you think it's been it's become clear now for people in the west that chechen militants have links with terror organizations such as al qaeda and that monday's attack is not just an isolated domestic event it's an international issue. first of all i wouldn't say. terrorists because in. the church no. local authority is have a very strong grasp on local situation it's mainly coming from dagestan and other. causes republics. of course it's.
9:19 am
connected. situation with. international and other islamic revolutionary terrorist groups both in the middle east and. political analyst alexander did not go any there talking to us here at r.t. of course we'll bring you more analysis of the tragic blast in the moscow domodedovo airport throughout the day so do stay with me. now let's get back to our breaking news this hour russia has a lower house of parliament has ratified the new russia us a strategic arms reduction treaty the vote on the deal has just finished and we can now get the latest from a you've got a piece can often bring us up to date now helots you got the russian legislators have ratified the deal but made some amendments to it what are they. well when it comes to the. side of the bargain it's done in the new strategic arms
9:20 am
reduction treaty between moscow and washington has been ratified this. as the third and final reading and the deputies did make some final amendments just one of them in shoes and moscow's right to step out of the treaty if it feels threatened by washington's missile defense plans in europe this second one now that the many of these leaders to be needed by the u.s. congress are non-binding meaning the do not free washington from its obligations in . the state duma deputies have also said that they've illegally a linked. offensive arms and missile defense this is one of the stumbling points previously in the long running negotiations this is the third such treaty between moscow and washington the first two were signed back in one thousand nine hundred one and one nine hundred ninety three this latest one is aimed at reducing the amount of nuclear arms on each side by around one third so first of all it
9:21 am
plays a significant role in terms of global security and of course is a major positive factor in the relations between the two countries. congratulatory comments in washington and now in moscow after this new start treaty has now been ratified over time what's the next step now how is the treaty actually implemented . well according to the standard procedure after. it's been ratified in the state duma it's yet to be approved by the upper house of parliament the federation council and then signed by the president but this seems at the moment just a formality because the political elite in russia really supports this treaty and saying that it really had to moving russia in the united states closer towards each other and it was initially backed by these presidents of both countries as we also
9:22 am
spoke to some of the deputies and they said that when it comes to russia. you have there should be no problems with the implementation. of the treaty and i would also like to tell you a little bit about the amendments made previously by the us congress the first amendment is aimed at securing washington's rights to modernize its remaining nuclear arsenal and the second one. is that the treaty should not obstruct washington's plans for missile defense but once again these or non binding amendments on both sides which do not free neither moscow or washington from their obligation to go you know there has been a lot of shuffling a lot of shuffling back and forth between moscow and washington certainly the the american politicians were accused of dragging their feet over the december break but anyway good news there is breaking news here on out to you got this going off
9:23 am
on the ratification of the start treaty thank you. for the findings of an explosive report by swiss human rights investigator dick marty into alleged organ trafficking and cause of it's being debated by the council of europe the report accuses the cause of our liberation army of killing serbian prisoners on selling their organs on the black market back in two thousand but as a sort of i reports with the grim details emerging serbs in the international community and demanding answers. without a trace that's how the brother disappeared along with thousands of other people. he went to work as usual with his friends to the blotch of its mine and that was it i never saw him again the sunni serbs are still missing now after twelve years i've lost. after the cost of a war over two thousand people went missing and over a decade later are still unaccounted for. but a grim report brought to the council of europe by swiss investigator dick marty has
9:24 am
shed some light on the gruesome fate of all those missing. according to the report senior officials in the cost of the liberation army including current prime minister question touchy were involved in kidnapping serbs and selling their organs on the black market there was at least one custom built element to the post conflict network of detention facilities which was unique in appearance and purpose it constituted a state of the art reception center for the organized crime traffic and it was styled as a makeshift operating clinic and it was the site at which some of the captives held by the k.o.a. members and affiliates had moved against their will finding living victims of these crimes may be near impossible but dick marty's group found the next best thing the money trail in. the course of a liberation army have these accounts in swiss and german banks and they are suspected of using them for the profits from illegal trafficking this isn't some
9:25 am
alleged humanitarian organization open these accounts so that the true purpose of the money would remain a secret. but it is a secret no more and understandably the swiss government is very concerned as are the swiss bankers the swiss banking community is known and favored for its discretion and willingness to disclose its client information to any investigative party however this time around they may not have a choice but on the plots of the financial epicenter of zero most of the countries four hundred seventy financial institutions have offices or headquarters here but that isn't the only thing they have in common fiercely guarding their reputation is what swiss banks are famous for and despite the fact the investigation is still ongoing it is almost certain that within these walls damage control being planned out. cash as our. switzerland. our time now for the business with

dmitri. welcome to business out of the markets in russia have reacted calmly to the bombing of the madrid of airports equities of staged a recovery since the initial sell off when the news broke on monday afternoon now david cardwell chief economist at saxo bank says this will have little long term impact on russia's investment climate. empirical test of a chair or a check so showing that. we usually see a recovery in the stock markets between one and five days after. as happened i think the same will be the case here no obvious reasons to expect that it will have any lasting impact on the russian investment climate or risk premium for that for the sake obviously russian airliners might be hit. and that might take some time for them but i don't see any you should have any impact on the cash flows anyway

also and therefore also not on the i will go for the stocks or the stock market in russia. for a better understanding of take a look at the figures now and you can see that after falling one hundred percent on monday the odd years of my stocks are recovering point two percent lots of positive some stocks are coming under pressure from the world price that's after saudi arabia hinted it may raise crude output to satisfy rising demand the obvious the mice you can see that points to four point one seven percent for more details on stocks burbank shares are up one point four percent that's after the country's top lender saw twenty percent profit rise by fall and rushing accounting standards not to be confused with i have a recipe for b.c.b. is flat after aborting four fold increase in profits of the same standards the world continues to go down despite that russian balls are trying to push up energy stocks because up twenty two percent. in europe the footsie has slipped into the
