good terrorists should be identified. the justice. should be exterminated president promises decisive action against those behind a terror attack at moscow's busiest airport its management is now facing a criminal investigation over the lack of security which enabled the suicide bomber to kill thirty five. and over one hundred of those injured remain in hospitals around the russian capital fifteen of them are foreign citizens. in critical condition. the lower house of parliament in moscow approves the russia u.s. strategic arms reduction treaty after months of discussion and amendments.

with news from russia and around the world this is r.t. here in moscow good to have you with us. the management at russia's domodedovo airport is facing a criminal investigation after a suicide bomber was able to carry out a devastating attack there on monday present dmitri medvedev says it was poor attention to security which led to the blast at the country's biggest airport the suspected suicide bomber killed thirty five people and left around one hundred eighty injured the explosion which took place in the international arrivals area is russia's worst terrorist atrocities since twin bombings rocked moscow's metro system last march one hundred people caught up in the blast are being treated in hospitals across the capital and bennett has more now from port. but times like this decisive leadership is required of course and both president and prime minister coming out with extremely strongly worded statements today showing that

they really mean business with this investigation not mincing their words when it comes to find the perpetrators of this attack first the president president of this afternoon said that the primary aim now is obviously to find those responsible for the attack and bring them to justice he said should they resist they will be killed on the spot national more national our society and our state in general has once again been brutally challenged i think this is clear to everybody present in this room it is equally clear that we need to do everything for the perpetrators of this crime to be identified and brought to justice and the hideout of those bandits should be exterminated as usual we should deal unceremoniously with those who resist they should be killed on the spot mr putin followed this coming up with a kind of his own equally strongly worded that it's acting as sort of an reassurance that this investigation will indeed six easy said it was in everett's of all those who meted out this punishment on others will be punished themselves

half of those people still receiving treatment already a condition described as either serious or critical by medical staff here at the hospital's president medvedev is on site here at the city center hospital where i am sure a few hours ago to see firsthand the medical response to those who are still in hospital receiving treatment now also prime minister vladimir putin be visiting hospitals around the city to see those who have been injured in the explosion now in these role as prime minister that comes under its remit of domestic duties to to make sure that the hospitals are looking after these people who are being caught up in this explosion to make sure that they have the right amount of supplies that they act adequate facilities adequate space in order to make sure that medical staff can give the best possible care to those people who are injured the prime minister vladimir putin has been reassured that all of the required hospital beds and doctors and nurses and most importantly medical. medicines and and surgery

teams have been of aid available in order to deal with this now we can hear from some of those people who witnessed this explosion and saw all of the all full injuries that were meted out by the blast. michel to the airport i was waiting for someone then there was an explosion there was a lot of people i couldn't see the bomber my friend helped out there was a lot of smoke. i went to the airport with my mother in law to meet our relatives but then the bomb went off and after some confusion i eventually found my relative but i still don't know what happened to my mother in law now this blast of course took place at the international arrivals at dawn at the end of the airport not just russian nationals caught up in this tragedy currently receiving treatment. british people germans could it is a to check a stun people as well as people from ukraine garia so they are all caught up

neighboring republics there so you know they were i mean it was two women from dagestan which is to the east of here who were responsible for the bombing of the moscow metro in march of last year so i think for sure the finger will be pointing towards that group and do you think that many people in the west are beginning to understand that there looks to be a significant link between those terrorists and others from around the world and this isn't just an internal problem for russia. but i think you've got a globalized world now people are connected by the internet and that applies to militant organizations that applies to groups linked to al-qaeda as much as anybody else and certainly i think that if you look at the groups that began with the first chechnyan war an attempt to gain independence from russia in the one nine hundred ninety s. that group has evolved and for sure some of those people who were fighting there

one is called. tab for example i mean he is regarded as a hero throughout the islam missed world he's a real i can't fight against russia also if you look at the sort of legends that established al qaeda it was built up in the war against the soviet union in afghanistan in one nine hundred eighty s. so for sure there is a great sense of inspiration from islamist groups around the world various franchises from probably do you know don't need nevertheless so i don't believe that you can say that al qaeda core that is of some of bin ladin based in pakistan has any direct involvement in an operation like this what about the tactics being used in suicide bombers prepared obviously to lose their lives how can you possibly protect public areas such as domodedovo airport from attacks like that. it's very difficult but i think in this case so there was a security breach i mean militant groups like this will look for sort of high

profile targets we talked about the international nature of it because this gives them so much more exposure now most airports have been you know the security is worked i would have been very few real attacks on airports but all the time is the most troops are looking at ways to sort of bypass and find loopholes in the security so clearly at this airport the departure lounge is which you know the security people say well that's not our business to patrol that but that still was a target for people who are able to walk in and bomb an airport without having to go through conventional airport security. isn't really working terrorist attacks of this nature remarkably the airport was up and running very shortly after this terrible atrocity yesterday do you think terrorists will eventually realize that what they're doing is futile and in fact the international community will just carry on with life as usual. well i mean of course you know if you look at what's been happening to groups linked to al qaeda now certainly there's been a different type of attack they've been looking at targets and we've seen their

attempts to attack america in new york we would know the man who had explosives in his underwear i mean the point is these people continue to believe that they got right on their side and i think that there are broader political considerations that need to be looked at before we can say that they will decide not to do this because i think there's an increasing pool of people and some of the effort to be made by russia but by the way since nine eleven unfortunately in some cases it actually increased the pool of people prepared to die for what they believe is a just cause can i just ask you what one final question here just how much damage does this sort of thing happen have an impact on on russia for example on any other country we've seen obviously atrocities in london madrid or whatever but in terms of economy trade and tourism does it have a lawsuit effect. i think quite frankly now the answer is no and we saw as you rightly say the airport back and running i think people except that still the

risk of dying from a terrorist attack is very small in the u.k. despite the publicity despite the horrific attacks that have taken place there's more chance of dying from a piece skin or being hit by lightning so i think that still statistically the chance of being killed in a terrorist attack is very small and i think people are beginning to understand that phil respond interesting to hear what you have to say thanks very much indeed for joining us here on r.t. award winning journalist and author on terrorism thanks for being with us. well the deadly blast in moscow's main airport has sparked international condemnation is once again drawing the world's attention to the problem of global terrorism or to discuss the issue i'm now joined live from new york by russia's ambassador to the u.n. thank you very much mr ambassador for joining us here on r.t. what we know that you've just taken part in the u.n. security council meeting we also know that the adamah did have a bombing was not covered there but can you tell us what was actually discussed about the matter behind the scenes concerning this incident. well first of all

what we felt and seen here in the united nations is an overwhelming expression of condolences sympathy and support to russia after the terrorist attack of the dumb idea the airport the secretary general of the united nations made a statement condemning this attack a statement was made by the president of the security council on behalf of all members of the security council and today before the official meeting of the security council there was a minute of silence to commemorate the victims of the terrorist attack in the idea there were report on general twenty four that's one of well received numerous calls and been approached by many members of the united nations with their expression expression of sympathy and some colleagues point out this time the target of the terrorists was an international airport and there are foreign foreigners among the victims so in their mind even firmer establishes the context it.

clearly shows. that there is manifestations in russia a report of the general challenge of international terrorism so let's hope tragedy will be used as another springboard in order to intensify and strengthen international cooperation in the fight against international terrorism. well it's all very well to hear those words of support but will those words of support turn into action do you think that russia now will get physical support from the u.n. security council or do you think russia is still going to have to continue with its fight against terror on its own. well i wouldn't say that russia is fighting terrorism and so on in the security council we have a special mechanism the terrorist committee of the security council so i'm sure that it is also able to look in the context of this particular terrorist attacks and see what it can do in order to. help fight eradicate terrorism but

also there are various international of international channels of cooperation so i can assure you of that russia is not alone at all in collecting information and tracking down terrorists i'm certain that given the pouring of support i've been talking about here in the united nations we'll see the same in the context of the latest attack of the idea the way international airport i don't know whether you've had a chance to talk to security aspects experts about the aspect of this particular bombing suspect a suicide bomber in this case it doesn't have airport was male compared to the metro bombings last year where female bombers were actually used i mean you say any significance in the change in tactic from from what you hear from security experts . not really. i have not had a chance to talk to security experts about the some of the people some of the colleagues have talked to have paid attention to the reports that it is possible

that that car was actually out of origin so. it of course has some additional significance because europe. is concerned about the possibility of a new wave of. terrorist attacks or so the whole problem is seen in the broader international international context of the challenge which is posing international terrorism which affects russia and numerous other countries and this is of course the foundation for strong joint effort which hopefully is going to be only increased after the latest attack at the dumb idea the airport president medvedev was has been very outspoken about the management there at the airport saying it was a breach of security but do you think terror attacks like this can be avoided always is just about the fact that airport security wherever you are in the world can be compromised by suicide bombers there's not much anyone can do about it is

there. well of course it's a very challenging task because of the of the crowds and the large numbers of people moving through airports and other transport hubs a but this is something which which would certainly can be done in my view and as you know there are various discussions of technical means which can be used to for example a remotely detecting explosives the should there be to explode on somebody moving into airports so it is a it is of course not a lost cause it is something which can be managed with the strengthen international cooperation and of course stronger individual national efforts in this regard as finally as russia's ambassador there to the u.n. in new york held damaging is yesterday's incident to russia's image in terms of trade tourism and its general security. i

don't think it's damaging to our image i think that the sentiment we get is that of sympathy and support and people understand that everybody is vulnerable to this kind of a terrorist attack you'll remember that there were significant terrorist attacks on london monday and some other places so it is something which is seen as a broad international challenge not the particularly. isolated as a sort of a russian phenomenon because of the track record of terrorists attacking anywhere they can put together this kind of attack and the planning as a broad international network so i don't see this latest tragedy as something which reflects on the russian reputation and i'm sure that life will go back to normal seven one saying i think we in the international community have to remember is that

. russia's lower house of parliament has ratified the new russia u.s. strategic arms reduction treaty the debate over the deal ended on tuesday with russia having added on its own interpretations the latest from. going off in moscow . in washington well you go first to you russian legislators have ratified the deal made some amendments to it so can you tell us what all of those amendments . well first of all do not exactly a man called special statements because they will not affect the actual implementation of the treaty itself the first one is aimed at ensuring moscow's right. off the deal if it feels threatened by us. and the. similar statements previously by the us congress do not free you our ships in the

from its obligation this is the third such treaty between russia and the united states the first two were signs from back in one thousand nine hundred. ninety three but this latest one is meant to reduce the number of officers on each side around one third so it's a giant in terms of global security now that it's been ratified by the state according to the procedure it will have to be passed by the federation council and then signed by the president since initially the leaders of both countries supported this deal it's highly unlikely that there will be any problem with this implementation if you're in russia. you're there in washington what's the reaction been so far to this. there has been no official reaction yet but there's no doubt that it's going to be very positive after all the treaty is the milestone of the u.s. russia reset the obama administration has been working very hard to get it passed

through the senate it hasn't been easy to do certain forces in congress and been so . stalling the process it was mostly about politics not the substance of the treaty that's for sure speaking of substance we have some very significant reductions under way of the next seven to ten years both states will cut their nuclear arsenals by a third down to some fifteen hundred fifty warheads on each side the deal also limits the number of delivery vehicles and launchers but even with those cuts both countries will still have more than ninety percent of the world's nuclear weapons so many agree that the value of this august reduction treaty is not just the reductions in the trust and cooperation that gold was that they claim the two nuclear superpowers obama has been very vocal about the fact that building trust with russia brings the united states only benefits and the new start treaty is a very important part of that trust bill going to thanks very much indeed in washington and reporting from central moscow. we can now get more insights from

russia and the u.s. joining me our political analyst. in the studio with me here moscow and tom calma he's from the arms control association the emotions and thanks very much indeed both of you for joining us here hopefully we can see mr cohen there in washington first event to you. what we know the difference is just how important all of these differences. well before we discuss the differences and of course it will take us long to go into detail we may note that the main source of controversy. are the two resolutions issued by russian and u.s. legislatures and we need to be clear by the fact that these resolutions are non-binding on the executive so the executive branch in both countries the find it useful and find enough good will to work out the existing differences in the spirit

of trust but even if no such solution is for gardening technically there's still enough time to work out a compromise before for example the united states faces in. defense of your missile defense proposal is obviously being a sticking point for quite some time and we are definitely seeing some compromise over this on the nato are actually saying they will now include russia in some form of european missile defense plan yes i think that's the most promising track further engagement between russia on one side and need to and possibly the united states on the other side and negotiations have been progressing although we do not know what the concrete substance of the moment is that is that is promising well i'm positive talk from result trotsky here in moscow mr. coming to you now in washington how can a deal be implemented if there are actually two different interpretations i mean is

this looking solid or is it looking slightly shaky. it's looking very solid i mean i think we have to remember that there is there is agreement much more than there's any kind of disagreement both sides have now ratified or the russia will tomorrow the same treaty text neither side change that treaty text so the u.s. senate ratify the text as it made no changes and russia will do the same yes they've approved resolutions that have slightly different interpretations of the treaty but that's ok countries so nations will have different interpretations of the same facts and events and of course as the previous speaker said the key disagreements or miss or different interpretations relate to missile defense but again i agree that over the next ten years which is to duration of this treaty there will be no significant developments on the u.s. side in terms of deploying missile defenses in europe that will really stress

russia's fears about missile defense deployments so i think we can go through the duration of this treaty and not have major disagreements about you say no disagreements between the two parties involved but what's happening there in the in the senate the republicans seem pretty keen to the read all of this is there still a possibility that things that go wrong there in the u.s. . in terms of the treaty no i mean the treaty has been ratified here by the u.s. senate and as soon as russia finishes the process the treaty will enter into force always be disagreements and debates here in the united states about missile defense and there be will be disagreements in debates between the united states and russia on missile defense but it's not going to be a problem for this treaty the real issue is will this issue be a problem for the next treaty ten years from now when the two sides are ready to conclude a different agreement that reduces forces even lower will missile defense still be a problem and i think the cooperation that we're seeing now between the u.s.

nato and russia is the way to move forward to to dissolve or try to resolve that issue is that looking. as many are saying here in russia that it will be ratified in the same way that we're seeing in the states then they could be plain sailing on the next stage yes i think it just awaits approval by the council if you're a shawl i would just quickly ask you both of you finally just how important is this deal is it more symbolic about relations between the two countries or is this actually going to make the world a better safer place well i think it's both it certainly has been concluded in the spirit of building mutual trust and i think both presidents wanted this treaty to be a step on the way towards building mutual trust so these were not arms control negotiations for for their own sake and that is very important as long as i want to tell you don't buy this by the spirit. and certainly that's that's a good example that was said right now arms control g.t.e. will the world needs to to heed that and to deliver as well ok to.
