first year over the country's leadership gave a strong worded response to this tragedy and they. certainly have both well neither president nor prime minister mince their words today both president medvedev and prime minister putin issued extremely strongly worded statements in relation to the perpetrators of the attack showing that they're taking the investigation by the scruff of the neck first of all present their view they've said that the primary aim now obviously is a catch those responsible for the attack and bring them to justice should they resist he said they will be killed on the spot even eliminated. our society and our state in general has once again been brutally challenged i think this is clear to everybody present in this room it is equally clear that we need to do everything for the perpetrators of this crime to be identified and brought to justice and the hideouts of those bandits should be exterminated as

foreign foreigners among the victims so in their mind even firmer establishes the context it. clearly shows that the terrorist manifestations in russia are report of the general challenge of international terrorism in the security council we have a special mechanism the terrorist committee of the security council to ensure that it is also able to look in the context of this particular terrorist attacks and see what it can do in order to. help fight and eradicate terrorism but also there are various international of international channels of cooperation so i can assure you that russia is not alone at all in collecting information and tracking down terrorists i'm certain that given this outpouring of support i've been talking about here in the united nations will see the same in the context of the latest

attack of the idea the international airport so it is something which is seen as a broad international challenge not the particularly. isolated as a sort of a russian phenomenon because of the track record of terrorists attacking anywhere. they can put together this kind of attack and planning as a broad international network so i don't see this latest tragedy as something which reflects on the russian reputation i'm sure that life will go back to normal seven one saying i think we in the international community have to remember is that we should not be deterred by those terrorist attacks from conducting business as usual from conducting life as usual i think this is the prevailing sentiment here in the united nations along with the outrage over what has happened or what the terrorists have done the idea the airport between a chicken who was talking to

it so can you tell us what all of those amendments. well first of all they're not exactly amendments they're called special statements because they will not affect the actual implementation of the treaty itself the first one is ensuring moscow's right off the deal if it feels threatened by u.s. defense plans in europe and the second one. similar statements previously by the us congress do not free you washington from its obligation this is the third such treaty between russia and the united states the first two were signs from back in one thousand nine hundred. ninety three you know that it's been ratified by the state duma according to the procedure and it will have to be asked to by the federation council and then signed by the president since the leaders of both countries supported this deal it's highly unlikely that there will be any problems

with its implementation here in russia the treaty is the milestone of the us russia reset the obama administration has been working very hard to get it passed through the senate it hasn't been easy to do certain forces in congress and been stalling the process it was mostly about politics not the substance of the treaty that's where sure speaking of substance we have some very significant reductions under way of the next seven ten years both states will cut their nuclear arsenals by a third down to some fifty one hundred fifty warheads on each side the deal also limits the number of delivery vehicles and law interests but even with those codes both countries will still have more than ninety percent of the world's nuclear weapons so many agree that the value of this on reduction treaty is not just the reduction it's in the trust and cooperation that goals where that they claim the two nuclear superpowers obama's been very vocal about the fact that building cost with one. brings the united states only benefits and the new start treaty is a very important part of their trust. let's get more insight on the story no i

talked to paul ingram executive director of the british american security information council thanks very much indeed for joining us now the state duma added its own interpretations to the deal as did the u.s. so people are asking how can this possibly work if they both have different interpretations. well the interpretations from the russian duma exactly reflect but in the opposite direction. from the senate in the in the end it's the same treaty the same text and these interpretations i think both mean it sounds as if they are contradictory but they are both accurate in the sense that there is clearly a link in the preamble of the treaty between defensive and offensive forces and. russian duma is quite correct point to that link the us senate has said that there

is nothing legal preventing the americans from developing missile defense both for both the right the russians certainly have a right to withdraw from the treaty should should they deem their security to be threatened and and these are points of fact of the treaty so it's it's not that they are ratifying two separate treaties the same treaty is there and in the end i think it's quite right to say that this is the first step in a very long process of confidence building and we say yes what about the impact this will have on other countries many see this is a commendable gesture from both parties but will we see other countries follow suit and reduce their nuclear arsenals. everyone has an interest in americans and russians building down nuclear warhead so it has an impact on the rest of the world will it have an impact on other countries specifically with reducing their numbers

of warheads at this point no it can't be said that that's the case because as was said there's still a huge majority of nuclear weapons still residing within the united states and russia the next countries down have just a couple of hundred three hundred warheads at the most being france and so they're still a long way away from that number the next round of negotiations. when they get to start them i don't think is any time soon. we'll still in all likelihood remain a lock although at that stage there will also need to be some informal consideration given to members of other states i think it's more likely that other states will build down on a more unilateral basis just briefly obama has a vision to have a nuclear weapon free world do you think that really is a realistic ambition just briefly. yes it's realistic it's just that it's going to take quite a long while to get there this is
