a somber day it will still be done with it at the airport where people gather on a day of mourning to commemorate those who felt victims in monday's terror attack more details for you are just ahead. terrorism is expected to grab the spotlight at the davos forum where the president. gave the speech. by the blast at. russia's parliament has. really gone reduction treaty between moscow and washington to reduce the number of strategic weapons. by over one third.
7:01 am
of. this is a lie from moscow. thirty five victims of monday's terrorist attack busiest airport people are flocking to the site of the blast to. pay tribute to the screw. up the explosion of the terrorist atrocity. last march even though the official day of mourning is only being observed in moscow on the moscow region here facts of the blast have a ripple throughout the whole country. reports that. this is a tragedy that has resonated throughout the hearts of people all across the country not just in moscow and starting from yesterday people have been flocking here to the airport of course which is the scene of monday's horrific tragedy where thirty five people house died there were laying wreaths and flowers all throughout yesterday and all. throughout the day candles were lit people not just those who
7:02 am
are coming to leave not just that's just for departing from the airport but also people from basically all walks of life were coming to makeshift memorial we're talking about airline attendants workers the staff of the airport and even a couple of people have made their way all the way from moscow which is more than forty kilometers away from the airport to await down flowers and pay their respects to the victims of monday's terror attack and among those who did come to the airport today was the american ambassador john byerly who said that in response to accusations on behalf of the western media that russians are becoming too used to this sort of thing in our rigid and cold hearted and continue to go on this as as if nothing happened he said that that is the only response that is admissible in such circumstances i think the. best response that we can give to the kind of people who are capable of carrying out attacks like this is to show them that
7:03 am
they're not going to change our lives but of course we're going to be more vigilant we're going to have better security but we're not going to stop living. we're not going to become like they are and of course we have to remember that russia is a multi-national and multi confessional country so church services religious services i should say or held all throughout the day not just simply orthodox christian churches but also in synagogues and in mosques in moscow and all across the country so people really coming together being united unfortunately by a tragedy but still coming together nevertheless as it happened last year after after the twin blasts in most schools metro where people were also streaming down to the metro stations in leaving flowers at the scene of those tragic incidents and i'm assuming that it's going to continue this way people continue to stream down here throughout the day to pay their respects to. sim's off the blasts the blasts
7:04 am
occurred at the arrivals a section of the terror they suspect the assumed terror suspect was in the crowd that was greeting and meeting those who were arriving mediately after the blasts of course that everything was covered with smoke there was panic and chaos but we have to give this to the authorities off the domodedovo airport when we got here but not of include not a guitar's officer of the blast everything was already under control all of the wounded were already dispersed throughout most of those hospitals of course there was immense police presence there were hundreds and hundreds of police and security officers throughout the building sniffer dogs also explosives investigative units they were just trying to make sure that there were no other explosives left in the building and my colleague sara first we'll take you through the details of what transpired allison words. the harrowing scenes from the moments the blast hits the days he witnessed the attack it's
7:05 am
a memory that wayne's fate father must. first place tragedy was. absent from. the blast hits at peak time is around thirty flights with each new lands the moment st time to cool max and then devastation doing more good. service of her more seriously than just. thirty or so stars i should support her for good for her it was her daughter's who was achieving what straight from being a part time twenty three. to. get less than twenty four hours later and the end pushes again video for a show its resilience that many people feel is a commendable trait of the russian equal terms to get over there are so sure this is exactly the sort of us attributes are don't. the situation as many people are
7:06 am
now left fighting for their lives in hospitals around moscow people have rarely seen eighteen blood and ensuring the victims and their families receive all the help they need. it's a good thing that the ambulances work very professionally hospital treatment is also very high level doctors nurses and aides are helping it great deal everyone has done everything possible a very big thanks to the doctors thank you. the doctors immediately provided their help and devoted great attention when i asked if i could go home the doctor told me wait a bit don't be in a hurry not today have some rest take the meds and calm down they appear to be really professional on current. president invaded found in no uncertain terms that those responsible will be held accountable as investigators now work to establish exactly who is behind the attack the finger of blame his loosely would only cause
7:07 am
and chance there are scenes as you can imagine security measures have now been stepped up this mess with detectives was always mandatory now they are and there are serious questions being asked as to why these extreme measures were being implemented seen punishments for what the president has called some security breaches could be just around the corner the sun feel that when it comes to terrorism the main weapon is the refusal to be intimidated operations may have returned to normal but people come too late for an act of remembrance and a mark of respect for those who lost their lives in the attack so. president has fired the head of the transport division of the ministry of the interior affairs because obviously he says that this is a breach an immense breach of security on behalf of the transport authorities and he has called on the officials on the police officials as a matter of fact to follow through with the two thousand and seven from. around
7:08 am
that has been worked out which is supposed to increase security at the all of the to russia's transport. connections and that he's not talking just about the airports he's talking about everything trains cars a lot of everything also of course there with their worst of reports that is a matter of fact the federal security service was aware of the fact that some terrorists activities planned in moscow and was coming from one of the members of the security of the security committee of the federation council just today we were told died so that some of the terrorist acts that are planned were averted but still that all security failed to provide complete and total security to the russian people especially to those unfortunate ones who were arriving at the dome and out of at airports on monday afternoon so also of course there will be there will be further repercussions for the police authorities and also possibly for the authorities of the domodedovo airport. reporting that i will discuss the latest
7:09 am
terror attack on russia with matthew clemons a terrorism expert drains to find life for us in london so typically airport security is will focus on people bringing bombs onto a plane but here we have a different approach where we are talking with ground based targeting people in the arrivals terminal wishing the change in tactics. well not necessarily i think the fact is obviously since the september eleventh attacks united states these security measures implemented to try and stop people getting on the planes of explosives as clearly being mixed up incredibly and the same also in moscow following the suicide bombing attacks on the passenger planes in two thousand and four however obviously airports are also congregating places for many many civilians and. offered a very ripe opportunity for the suicide bomber to strike there i don't necessarily think it's a change in tactics however it is clear that the militants and the terrorists involved in this are looking at ways where they can cause maximum political damage
7:10 am
maximum high profile and also maximum civilian casualties when they undertake these attacks whether they be airports on the moscow metro or possibly other public gathering places that the russian president has ordered the whole system of security on transport to be rethought is that realistic what else can be done here . well obviously you can try and strengthen security measures at airports train stations and it will be the case certainly in the short term in russia however if you look at the kind of the sheer scale of some of the transport networks in moscow itself the size of major train stations of airports it's very difficult to enact security that can really be hundred percent foolproof the thing is even the most advanced western countries such as the united states and u.k. there's always going to be weak links in the transport section in the areas where public people gather and there's always going to be opportunity for terrorists to strike at these it's impossible to completely safeguard against terrorist attacks
7:11 am
although clearly there does seem that security measures in place at the bit of airport weren't quite as as they should be in the run up to this attack and there's been a lot of speculation a time in this attack to the issue of global terrorism do you think that's a fair comparison. well i think the issue of global terrorism need to be slightly decoupled from this because obviously the the most likely perpetrators were militants from the north caucasus now although they probably are linked between that group the jihadists operating out of the parts of the world i think the. proof or evidence that links to say al qaeda in any strong way is very tenuous rather these are militants who often very localized in their operations in the republics of the north caucasus and whose major grievance and major target is always going to be the russian government and the russian people themselves so although it does have some links with perhaps international terrorism i think this is
7:12 am
a problem that's particular to russia at the moment to be with the north caucasus militants so the agenda of terror is just that to spread terror and fear but doesn't work because during the two thousand and ten metro bombings muscovites they carried on their daily business they went to their jobs and at the airport on monday flights resume quite quickly. well clearly it's in a suburb or from the moscow population to be able to resume their sort of daily lives in many respects after these attacks and obviously the recovery time after major terrorist attacks come vary from place to place an instant incident but generally things do get running again relatively quickly i think what's more significant in this instance is the perception that security operations in the north caucasus perhaps haven't been successful to the militants there are actually increasing the number of attacks both in the north caucasus and in other parts of russia and it is increasing this sort of sense of a threat perception against this russian population and this could be quite politically damaging for the russian ship as well terrorism expert matthew clements
7:13 am
for us from london thank you thank you. well the international community has it collectively condemned the terror attack in moscow and the western media has come up with its own conclusions but many believe the u.s. networks are not impartial in how they cover terror attacks in russia compared to where in their own country is more important reports. it was an explosion heard around the world a terrorist attack inside russia's dome idea the airport became an international story terrorism experts immediately suspected rebels from the russian province of chechnya analyst andrew cautioned says rebels in the northern caucasus region of russia from chechnya dagestan are fighting for an independent mostly islamic republic most u.s. reports were quick to conclude why the attacks took place when terrorism takes place in the united states and europe the terrorists are immediately represented there was absolute which of course they are but russia western media are willing to
7:14 am
entertain causes justifications is there some reason they are oppressed or over at fox news hijacked the tragedy to garner support for us foreign policy russians have themselves a serious islamic terrorist problem and. it just won't go away if you sat going to help us in places like iran to get more russian cooperation with afghanistan things like that are they going to wise up and help us a little bit iran and iran what does iran have to do with monday's deadly bombing in moscow russia a key u.s. ally in the afghan war has remained a key player in the transshipment of goods to the war torn region a fact mr o'reilly neglected to mention in his view russia as bad because they don't automatically support the us in all of our foreign policy decisions so he's trying to use this manipulate this to anger his viewers to get them upset with russia other u.s.
7:15 am
commentators didn't bother clarifying their facts they've recently taken their attacks into the heart of russia to transportation hubs and cultural centers in moscow and elsewhere c.n.n. may not know that terrorist attacks in the heart of russia date back to one thousand nine hundred ninety nine but a series of apartment bombings took place in moscow one of many reasons moscow was warning the u.s. about threats of islamic terrorists before nine eleven if this in fact was following monday's attack u.s. media outlets flipped the fewer mongering switch morning about a possible destabilization of the caucasus region and the price of oil the worldwide price of oil which is already high that's right would get even higher and as russian president dmitri medvedev prepare to head to the world economic forum in davos a fox talking head warned the world's about more deadly attacks on the horizon i'm sure the terrorists are already in place in davos where they make an incident occur the swiss police were tough that is problematic but they've been there every year
7:16 am
for the past several years and my guess is they'll try simply of somebody within twenty four hours of the deadly bombings in moscow the mainstream media and the u.s. spy on the story in several different directions from fear to frantic analysis many american reports failed. deliver the facts of a story where the investigation has only just begun very important imo r t new york . dimitri medvedev is to promote investment into russia's economy at the annual davos forum in switzerland the president's visit will be shortened due to the attack on moscow's main airport and his auntie is a lawyer amid reports risks of terrorism and its economic threats are likely to be the most discussed issues at the summit. well this is a key moment for both medvedev and for russia and what it really does is put russia at the center of what has become the most important meeting of world business leaders and governments if you looked at the program of course just sort of ten to
7:17 am
fifteen years ago it was really exclusive to western leaders in fact it started off as a european business forum but there's been a trend in recent years and it's carried on this year whereby there are schools of indians chinese people and russians there are more than sixty important business leaders and government ministers from russia in davos this year and in fact fewer and fewer western europeans and that's what we see as a balance of power shifts to these emerging markets these bric countries and moves towards what we call this new world order where these growing economies these emerging markets are developing so far as. biggest speech and his appearance here at davos will also show that russia is open for business despite what happens and i'm of course referring to monday's a bomb blast. port this does cause medvedev to perspire on his arrival but we do
7:18 am
understand he's going to right now the softer noon he's going to deliver this opening speech but before that he'll be taking part in the international business council which is a meeting of what the world economic forum calls one hundred concerned uncommitted business leaders all to promote russia as an investment destination and an economy knowledge of russia to show how they have made economic and legislative steps forward in recent years and to try and attract investment that medvedev has says that he has said that he won't be brushing aside floors and difficulties in russia . reporting that the head of the forum dimitri medvedev explained why he thinks that could bring a positive results for the country you can watch the full interview next hour but here's a quick preview for you. i first went there when i worked in the government i did like it because the op is very good you don't even need to wear a tie at the same time you can easily run into a major or not so major businessman

twenty minutes past the hour here in moscow you are with r.t. russia. reduction treaty start has been ratified by russia's upper chamber now approved by both houses of the country's parliament the treaty must be signed by president. was at the voting in russia's federation council. everything happened really quickly just on tuesday they stay duma ratified the treaty now the federation council has unanimously voted for the ratification of the treaty which means that both chambers also poland have now supported education it's also backed by both president who's sitting now he can now sign the treaty and president barack obama lead in both only monitoring the way ratification has been going in fact on tuesday barack obama praised. decision to ratify the deal the russian deputies did make some. binding of recommendations but said they will not
7:21 am
affect the implementation of the treaty and previously were a we were able to speak to the chairman of the federation council's committee for international affairs who also took part in the long running negotiations may come out of the elephant he says that this is a significant step forward in the relations between moscow and washington we managed to successfully through the u.s. senate the so-called wanted three agreement on the russian american cup ration and the nuclear field i mean the peaceful part of it. that is concerned we also moving forward on the russians w t o accession america is very supportive we are moving relatively fast and i think that two thousand and eleven will be the year of russia's w t o accession after that. will

have to do their part of their work repealing the so-called jackson that commandment which is one of the dinosaurs of. the time of the cold war. but it's not enough we have to have more time as we have to have more docking mechanisms we have to have more bridges the more dependent we are. the better it is for our future the ratification of this treaty definitely opens more doors of opportunity in the relations between moscow and washington is the third such agreement between the two countries the first two were signed back in one thousand nine hundred one and in one thousand nine hundred three but this latest one is meant to reduce the number of strategic weapons on both sides by over one third so it's significant for global security just as well russian deputies did make some special statements or recommendations first of all securing moscow's right to step
7:23 am
out of the treaty if it feels threatened by u.s. missile defense plans in europe and secondly they've outlined that similar recommendations made previously by the u.s. congress are none binding meaning the will do not really washington from its obligations previously the u.s. congress has secured washington's right to modernize the remaining arms and has also claimed that the treaty should not obstruct america's missile defense plans but once again these statements on both sides are non binding meaning they will not affect the actual implementation of the agreement r.t. if you're going to quoting that now more news to come in about ten or twelve minutes time but next in business news with you. hello and a very warm welcome to the business update and record number of executives from emerging markets are attending the davos international economic forum this year and
