this has nothing to do with the chechen republic. and people gather in moscow and in moscow region on a day of mourning to commemorate those who died in monday's terror attack more details just ahead for you. terrorism is expected to. make for a president. by the. u.s. . welcome
11:01 am
to the program. all across the region to mourn the victims of monday's attack. people have been gathering at the site of the blast to pay tribute to those who died. reports from. people have been gathering here in fact laying flowers since yesterday but today of course was the day of mourning so there were a lot more of them coming in and laying down flowers lighting candles and taking their time just standing there praying or taking a moment to remember the thirty five victims of monday's terror attack we spoke to john byerly american ambassador to russia who said it does accusations in western media which say that russians have begun brigida cold hearted and continue to go on
11:02 am
as if nothing happened are in fact biased and do not have any basis in reality whatsoever. i think the best response that we can give to the kind of people who are capable of carrying out attacks like this is to show them that they're not going to change a law that of course we're going to be more vigilant we're going to have better security but we're not going to stop living. we're not going to become like they are. the services were held all across churches and they were attended to by russia's leadership president medvedev and prime minister president which and have also had to do an immoral services in the churches in moscow and in the moscow region but it's not just the russian orthodox churches which have held those memorial services we have to remember that russia is a multinational months a confessional country and those of a similar services were also killed not just in churches but also in mosques and synagogues and not just in the country's capital bolthole across the country the blast occurred it started to four thirty two pm in the arrivals hall just outside
11:03 am
of course we have a quiz out with the heart of this week's how immediately following the blast there with mosul the small but we'll also spoke to the brother of one of the victims who shared his experience and his thoughts with us then you know what my brother called me and said that he and his wife were trying to get targets but they were bleeding and didn't understand what was going on there was an explosion then we got this connected i couldn't believe that this happened to my brother and his wife because we think that these things happened only to someone else and not understand that it really happened but it is hard to fathom why somebody would do such a thing to innocent people became victims of the attack. and immediately of course the question arose who is responsible for this to happen we're not talking just about the terrorists that people in question of course are the security services the airport security the police whoever allowed this to happen in president of has
11:04 am
already sacked for high ranking police officials most of them. working in the structure of transport safety for their inability to prevent such an attack here is more from my colleague sara first. the harrowing scenes from the moment the blast hits for those who witnessed the attack it's a memory that went fade fast. i go to the airport i was waiting for someone then there was an explosion. after. the blast hits at peak time is around thirty flights hoochie to land the bomb it seems time to cause maximum devastation. going. to something serious just. the start of the work. for what. it was
11:05 am
a true. story for. others didn't have such a lucky escape i could have lost my brother but i want them to be punished. and punished they will be as president mcveigh did his them out that all those responsible will be held accountable as investigators now what to establish exactly who is behind the attack the finger of blame his also a fall in on the adults and transport authorities people have shown a resilience that many fail is a commendable trait of the russian people apparently get on with their. it's exactly the sort of art a tribute to dr situation. in the aftermath of the attack people should rally at hospitals and ensuring the victims and their families receive all the help they need and that's the tragedy russia has stood united in its refusal to be
11:06 am
intimidated people. and actually remember is a mark of respect for their lives in its path so. are now russia's prime minister says the suicide bombing which killed thirty five people is not linked to chechen based terrorists here's what a lot of my putin had to say. early results of the investigation suggest this terror attack has nothing to do with the chechen republic and we will not negotiate with any terrorists not a single country in the world that respects itself ever does this first common international practice. well various newspapers have been quoting sources that suggest the attack on dumb idea may have been planned elsewhere somewhere outside of russia and i'll talk to our guy who is waiting for us live in washington d.c. so how is the western media covering monday's attack where you are.
11:07 am
security experts and investigative journalist have started looking into where these terrorists come from the telegraph and other media outlets say the bombers who carried out the moscow attack were thought to be part of a suicide squad training pakistan's all qaeda strongholds that were sent to the capital to target the city's transport system many security experts believe that terrorist groups operating in russia do get funding from abroad some of their members are known to have been trained abroad and also a fact here in new york state police the new york police department has sent people to moscow to learn about the attack which could help them prevent a similar tragedy here in the united states so if you think about it this really was an act of international terrorism those thugs that attacked the busiest international airport in washington the terrorists clearly knew that not only russian nationals are going to suffer we had french italian british nationals who were caught up in this tragic attack the perpetrators didn't seem to care about nationality it's really shocking is that over the last year and
11:08 am
a how forces that seen a number of who ran this terrorist attack there were the moscow metro suicide bombings last march that was the attack on the passenger train a little bit over a year ago so russia is falling victim to terrorism on a regular basis but only recently has the united states and the west in general started to sort of see it as part of the international terrorism not just russia's the mastic issues so you're mentioning the there is some sort of recognition that this is not just a local isolated domestic issue here in russia you were saying that some international war so victims of the blast so is there a consensus in the west do you think there is a common anybody for anything. very now everyone is talking about terrorism as a common threat and that the international community has to fight it together words of sympathy and solidarity work coming from all over the world but the rhetoric hasn't always been like this for a long time the west would see that terrible things that terrorist and danny watch
11:09 am
as part of some rebel separatist movement but now it's very much clear to everyone that there are a threat to the whole of the international community and that their actions cannot be justified by anything but again it took the west a while to realize. he's got a check on their reporting live from washington thank you. i want to discuss this further and discuss the terror link to the bombing on monday we're now joined live by. who is the pakistani bureau chief for ages times online mr shahzad so a lot of my person has now suggested this terror attack had nothing to do with the chechen republic so much tell us where else could the blame lie. was this is was a. i was recently in northern of one it's not and i gathered. through. organizations like the law and the. movement of those because. you know.
11:10 am
groups injection groups do. not then of one just on. one provinces like windows and buckle on the hubble did activity and the pope is not getting the northern of one just on what actually. is russia and the reason is that. americans know you know you're using the troops from july this year and. the reason is. you know that blunt. and that's why. is you know sorting out strategy do you know. of that strategy so are you saying you are saying this is our kind of face to face in afghanistan or pakistan and could it all be linked to the fact that russia is
11:11 am
lending military hardware to the nato fight in afghanistan with helicopters and other forms of hardware is there some sort of connection here do you think. of course i'm saying that it is it is a strategy. of course i'm a little guy that is hard core to the hindu kush mountains between pakistan and afghanistan and of course i mean it is not that. you know only in the pakistani tribal areas days also be used in northern afghanistan and it is you know mounting darks in you know in central asia it is it has successfully mobilized its cargreen and the cardio parts of. missions like islamic movement of uzbekistan in public and. i think it's done so. i think that they have recruited you know a lot of not a lot of people from russia as well especially from the community and.
11:12 am
those are not necessarily you know actions but they have also muslim converts from the. russians so new york felt the effects of al qaeda back on september the eleventh two thousand and one the middle east has felt the effects of al qaeda indonesia are also feeling the effects has al qaeda really become a global presence and do you think the world now is waking up to that possibility. well the international players already realize the. threat and. actually be warned. extended south asia including india pakistan of one star and no central asian republics and russia could be a great involved here. and you know and. they would not going would restrict themselves into this model here tell but. they also aim to go into middle east
11:13 am
northern africa not going there and as well as they have a plan to dig this war into best incompetence moscow is a good example and. also i mean the best intelligence recently you know exporter. a lot of the blow it's you know which were aimed towards the european capitals. they had a plan to carry out attacks on the like mumbai attacks in london in frankfurt and in other parts of europe so you're suggesting a gentle like a spider web a network that braunches out of afghanistan and pakistan around sudden pos of the world here but the west traditionally has has been the force of bearing the brunt of this fight on the so-called war on terror how kind of russia can more involved when it comes about do you think. well. you know already you know. part of counterterrorism major is in the region.
11:14 am
recently you know the work together with. american troops another one is done in the northern i want to stand against the drug trafficking and this is the first stage in which you know russia operated collaborated with american troops in afghanistan and i think once the americans you know started reducing the presence in of what is thought on russia would be the most important reason enough want to stop. pakistan bureau chief asia times online thank you. to all to meet your medicare there is a visit to the economic forum in davos will be shorter than planned due to monday's attack on the port even so the president has already arrived in switzerland to open the annual event with a keynote speech it's the first time that russia has been represented at the forum by its leader who can across life he wants to lower and who is reporting from davos
11:15 am
forum. tell me what's the significance of this particular form for russia. well it's a hugely significant event that president medvedev has been asked to make the keynote speech at it's very significant for him and also for russia it puts russia firmly at the center of what has become over the last forty one years the most important meeting of business leaders and government ministers in the world it's a very eclectic meeting it's not just a business meeting it's also as i mentioned government ministers ahead so they all get to talk together they're also cultural events on the program so it's a very wide ranging eclectic mix of events and meetings that they are they're all going to be here president medvedev has now arrived he will be making the keynote speech shortly and he is also attending at the moment a meeting of business leaders it's called the international business council it's
11:16 am
a joining together of one hundred concerned and committed business leaders as they call themselves then here lately making that keynote speech and it's going to prove really that russia is open for business really despite what happens and of course i'm referring to is the last course on monday he did on his arrival in davos but he did feel that it was important to come and make this speech and what he wants to do is promote knowledge of russia and then talk about the economic and legislative changes that russia has made over the past few years he's trying to attract investment of course but he also says that he's not going to brush aside the floors and difficulties now obviously one of those difficulties that we are talking about a lot at the moment is this threat of terrorism and we have spoken to some people here at the forum about how they think that's going to affect russia's perception of russia's investment climate forum and they have said ranging from americans who
11:17 am
said look we have a lot of a terror attacks in america already and we just feel that you know life should go on right. down to the sort of wait and see aspect of it now to talk more about what the what the perception of russia right before amazing how we perceive president medvedev speech is going to be i'm joined by timothy wirth who is the president of the u.n. foundation mr worth thanks very much for talking to us standard close to me if you date right now you how important do you think this is for russia and for the forum that met that if will be making this speech well first of all let me join with so many and sending our condolences to the russian people i mean the horrors of that terrorism at the airport was felt by everybody all over the world so we really you know pass on to everybody the sense of international community and solidarity against the horrors of this kind of terrorism your country and the united states and so many have been now victims and we have to work together on all of us don't
11:18 am
we do you think it's going to put taro higher on the agenda of the establishment saying well i think everybody has to keep that in mind i mean i'm surprised that. bluntly i've been coming to davos since one thousand nine hundred nine and i'm surprised that this year's agenda has a little bit on corruption but not much on terrorism almost nothing on climate change or very little on demographics it's really post recovery discussion so i think president would be in but given his coming to make the presentation that he's going to make about russia's economics is extremely important to play right into this right into the themes of davos over the next three days and of course these themes all this this sense of solidarity that we have seen almost diminish since the immediate effects of the economic crisis were felt what are we expecting from medvedev speech to saying well i think that he very clearly is looking for greater
11:19 am
investment in russia and you know it's up to the russian government to provide a cocoon of stability but that's. everywhere i think there should be lots of room for discussions on energy in particular you know the needs of the world has for energy and doing this in a clean and effective way. the fact that the united states and russia have sort of buried so many hatchets over the last couple of years you know the start treaty soon be passed i think by the duma. you know their cooperation on that front with the united states is very important these two huge economic powers you know coming together it can be very important so his being here i think is a signal as you say that russia is open for business but it's a signal that you know russia is joining with the international community and certainly the terrorism reflects that the fact that we're all joined by at the hip you know in a need to respond to this in our need to certainly do everything we can to not only
11:20 am
discourage but prevent it all right jim thanks very much for joining us as well we got time for from davos that maybe we will be back covering the president's speech just to see as it happens all right artie's lorimer there reporting from davos switzerland at the world economic forum thank you. and we've got more from the economic forum in davos in our business bulletin that's coming up in just a few minutes but you can also watch to be treatment of a speech. in about an hour's time that will be live on r.t. dot com. nuclear cuts treaty between russia and the us known as start has been ratified by russia's federation council the deal would slash both country's nuclear arsenals by around a third now approved by both houses of russia's parliament the treaty must be signed by president yet after our correspondent you got a piece going off as details. everything happened really quickly just on tuesday the state duma ratified the treaty now the federation council has unanimously voted
11:21 am
for the ratification of the treaty which means that both chambers also have now supported it it's also backed by both president who's the now. he can now signed a treaty and president barack obama's lead in both sunni monitoring the way ratification has been going in fact on tuesday barak obama praised. decision to ratify the deal previously were able to speak to the chairman of the federation council's committee for international affairs who also took in the long running negotiations may come out of the elephant he says that this is a significant step forward in the relations between moscow and washington we managed to successfully through the u.s. senate. so-called one two three agreement on the russian american cup ration in the nuclear field i mean the peaceful part of it. that is
11:22 am
concerned we also moving forward on the russians w t o accession america is very supportive we are moving relatively fast and i think that two thousand and eleven will be the year of russia's w t o accession after that merican partners will have to do their part of their work repealing the so-called jackson very commandment which is one of the dinosaurs of. the time of the cold war. but it's not enough we have to have more time as we have to have more docking mechanisms we have to have more bridges the more dependent we are the better it is for our future it's the third such agreement between the two countries the first two were signed back in one thousand nine hundred one and in one thousand nine hundred three but this latest one is meant to reduce the number of strategic weapons on both sides by over one third so it's significant for global security
11:23 am
russian deputies did make some special statements or recommendations first of all securing moscow's right to step out of the treaty if it feels threatened. why are u.s. missile defense plans in europe and secondly why is that similar recommendations made previously by the u.s. congress are none binding meaning the will do not to free washington from its obligations previously the u.s. congress has secured washington's rights to modernize the remaining arms and has also claimed that the treaty should not obstruct america's missile defense plans but these statements on both sides are non binding meaning they will not affect the actual implementation of the agreement artie's you're going to school for putting that now time for the business news with dmitri. thanks very much rory emerging economies are considered the main growth drivers and
11:24 am
twenty eleven and that's reflected in the turnout for the world economic for a record number of executives from emerging markets. as is our correspondent daniel bushel and he's been looking at the guest list. if you are critical iraq's top honor he calls it fact cats in the snow nonetheless bono is here today along with a record number of v.i.p.'s behind me as you can see it's a very packed hall today on the opening day that was in fashion again after three years of global meltdown and bankers are once again coming to the fore last year when the head of barclays bank told me he gets people's anger at the bankers and the banking system but this year he says the time for same story is over but it might be too late anyway because the chinese are coming china's economy thought ten percent last year through the global collapse compare that with barely one percent for many drugs emerged economies and this is really reflected in today's forum
11:25 am
we've now got a true track system for growing emerging states with volved chorus the reserves like china russia are on the one hand and on the other you've got sluggish growers with north sea levels of debt for example the european union and the united states the slogan for this year's shared norms for the new reality tries to find common ground between the two sides and the first four sessions today all try to learn from the experience of those upstart the first four sessions of dedicated to emerging markets that's china russia india and also brazil in particular president medvedev of russia goes on to give a speech where the priority is expected to be welcoming investors and promising them their shareholdings all entirely safe of course that comes on the background of the holocaust trial at the moment and other issues which are of raise some doubts in the west over the safety of investments in russia which really had a full say that in order to transform russia to
11:26 am
a knowledge based economy over the coming years from a resource based one it really needs foreign expertise and for that it needs to guarantee foreign to foreign investments. that there will there reporting from davos and one of the most widely expected deals of the form has been signed last after b.p.'s concluded a framework agreement on cooperation it confirms their plans of former joint ventures of elop arctic fields rosneft will take sixty seven percent of the venture the rest will be owned by b.p. the arctic reserves account for roughly four percent of global oil resources and around six percent of the world's gas resources and head of b.p. robert dudley says russia is a top priority for the company. i think it's a very good you get good deal for b.p. i think it's a good deal for us now to have it's a watershed deal in the international oil industry i think it's good for russia this cross holding between two companies who have aligned interests is is a very good thing i think it's
11:27 am
a harbinger of things you know as you know decades ahead between the international oil companies and nationally we've learned a lot about our difficulties this past year we're going to take that great care a great responsibility of developing the arctic i think the arctic has great potential you look at the maps in russia i think it's going to be something that's great for russia good for the companies involved and they pursued b.p. we're very excited about it we are deeply embedded in safety risk management into everything we do in the company we're going to meet our commitments we need to rebuild trust back in the company and then our strategy going forward to rebuild the value for shareholders in b.p. and in the future prospects with ross not just part of it. so going to be markets now and they're up in the u.s. of to barack obama's state of the union address when he called for an overhaul of corporate taxes the dow jones was reaching the twelve thousand points mark but it's below that now again gains are limited this you can see there on the dow as us new
11:28 am
home sales in twenty ten they came in the lowest in forty seven years on record. european markets. carmakers shares are in the focus in frankfurt after pushing reported highest sales its shares are up more than six percent inspiring all the automakers books wagons up one three percent and b.m.w. also strong. and here in russia we're looking at the closing picture and it was a steady recovery after monday's decline and tuesday's flat finished well and gas companies and miners were showing the biggest gains well telecoms were a bit we could then be markets i want to tell you some of the stocks now. about those energy shares you can see that gas from up three point seven percent at the close lukoil a bit weak point three seven and burbank is continuing its winning streak up two and a half percent in today's session. that's it for now join us in one hour's time headlines are next on.
