involved. it's very beneficial to all involved the u.s. and russia have now fully engaged in a restart of the relationship and put substance behind it a lot of good rhetoric over the last year and a half now we actually have an agreement a bipartisan agreement from capitol hill also is a very unique moment and so we see an american russian consensus around a key issue of security for both countries well what about russia's involvement and its relationship with other countries ok good news between russian the u.s. but in fact the u.k. and france they have their arsenals and of course they're also nato members is russia possibly making itself more vulnerable with this new treaty. well that would be. mean nuclear weapons are actually a threat right now to rush in to nato in the united states and we don't see it that way here in washington and there's there's

a clear interest in moving past the cold war and security threats are dynamic now we have terrorism in as noted in moscow on monday these these threats coming from a very long arm of. countries outside of nato and outside of europe we don't know the details of that but again these are threats that are dynamic and different from the past so looking at nuclear weapons is the sole threat is one that we should try to move but you can't surely ignore the fact that has been a lot of tension between russia. and europe over the missile defense issue in fact at one stage it looked as if it could have put this new start treaty but now there seems to be an air of compromise is it really a chance that they could be a joint russia nato anti missile shield now for europe as has been suggested as a possibility. well it's been very interesting to watch how both sides in the u.s. russia discussions over the new start treaty came to respectfully agree to disagree
