foreign intervention in troubled libya gets closer as the u.s. repositions its naval forces in the region and the u.k. refuses to rule out using military assets against gadhafi is regime pull for me in london in just a moment. the western nations have been quick to the arab are rising despite years of helping the old regimes of the raises questions a first elected approach to democracy. and to day one of the much heralded overhaul of russia's police to try and boost trust in the polls but many say the rebound is only skin deep.
8:01 am
this is our live from moscow the u.s. and started repositioning its heavy hitting warships in the mediterranean triggering speculation of a nato invasion of libya where britain is vowing to set up a no fly zone in the region and is threatening to use military force against gadhafi his regime losses nor emmett is in london now for more on this the west is now really putting the pressure on gadhafi isnt it. it is and i guess the most the strongest sign among several strong signs that they are ramping up this pressure is this repositioning of the u.s. is warships in the region we've seen the aircraft carrier u.s.s. enterprise which is literally bristling with choice of planes moved from pirate
8:02 am
patrolling for pirates off the coast of somalia down now to the mouth of the suez serious canal which is within a flying distance of libya and there's talk that it might be moved even closer and we've also heard u.k. prime minister david cameron talk about setting up a no fly zone in libya that essentially means that any aircraft that takes off inside libya will potentially be able to be shot down by u.k. and allied forces under the assumption that aircraft that do take off are headed to be turned against the libyan people themselves and that in fact is similar to a position that was taken against saddam hussein a no fly zone was imposed in iraq ahead of the invasion of iraq and we also heard talk that there's a possibility that jets will be based in u.k. and cross bases in cyprus to perform those functions and we've also heard reports. that western powers are also preparing to arm. forces inside libya and of course
8:03 am
this all comes against the backdrop of a very strong statement from the u.s. secretary of state hillary clinton he said that the u.s. is ready to offer and i quote any type of assistance libyans who wish to oust gadhafi and in all of this we shouldn't forget that there is a star usable u.s. naval base in ball drain that's the headquarters of the u.s. navy's fifth fleet and thousands of sorties jury in the gulf war were flown from bahrain over to iraq and it could be an important base in any military intervention that is could take place in libya and laura would want all the countries saying about how to deal with the crisis in libya. well we've heard a statement from the kremlin this morning saying that it exactly is a living political corpse but despite that all the countries and russia are determined to concentrate on sanctions in order to punish gadhafi the u.n. has imposed trade restrictions an arms embargo and has also frozen foreign assets
8:04 am
all of which is intended to starve the regime of cash that might be intended to hire foreign mercenaries to support the russians also against this no fly zone that's being proposed by cameron and others and also the international community together with russia supports a u.n. security council unanimously she referred libya and more specifically gadhafi to international criminal court for an investigation into. this of human rights during this time of crimes against humanity that may have taken place in libya whilst seeming to turn the army on his own people the argument being that of course gadhafi and his loyal supporters will presumably think twice about turning the army and other weapons on its own people if it thinks that the full force of international law will be brought out against it remains to be seen whether this military intervention will in fact take and take place to whether this is just to.
8:05 am
me and his supporters and whether in fact these sanctions and this action by the international court of human rights will be in our. many thanks for the floor and speaking to us from london. now trends of the journals along too says america's actions are not support for the libyan people but actually it's interesting the country's oil fields. the only reason they're interested in libya is about the oil you hear anybody screaming and yelling about all those people last week they were killed in the ivory coast or the sudan and i guess cocoa was that that you know as much of a national priority they will try anything but we already heard hillary clinton say that they're willing to do anything to anybody in libya that needs aid so they're putting it out there already they talking about no fly zones and they have cockers see is just beyond belief i mean for example they did has anybody called for
8:06 am
a war criminal trials against mubarak as they all are. and you know and all of the the world is the the western world are calling for his head but the other heads in bahrain and in yamin and in egypt you know they're ok tunisia leave them alone but they're calling for gadhafi said why because of soil yeah i think we'd be in iraq if that major export there was broccoli. behind the arab uprisings one hundred trouble finding friends in the west but it's not brought change of policy for those countries here and supporting the previous regimes decades of fear not a deep suspicion in the middle east that the u.s. and its allies attain are not crises to their interests. demonstrations for regime change across the arab world have spread like wildfire western powers of come up
8:07 am
back in the protests to martin wishing change dramatically changing the colors and supporting the ousting of authoritarian rulers they backed only weeks ago as demonstrations sweep across the arab world western governments support a call for change but is it a call for change or is it actually a call for regimes if they want in power it's not the first time the west has shown an approach to democracy in the arab world six years ago elections in gaza were hailed internationally as a massive milestone for the middle east. with representatives from the west renowned political figures and organizations who were present during the election and monitored it confirmed its authenticity to the world. but when the results were in that authenticity was ignored when the general. standing here is the. very worst and the board democracy is wrong it's good for them and there it is not
8:08 am
good for. their interests and their. supporters and the west most certainly did not support and you have us government despite being voted in by more than sixty percent of gazans western power was laid off from us a terrorist organization yet there are not really many instances of genuine democracy in the west the people for democracy but when people make a democratic choice or choosing among us they refused to help a western democracy is a false democracy to march to double standards and for the benefit of europe. which is why as soon as hamas was voted in western governments got busy with trying to boot it out through boycott and sanctions which rises the question why support free elections in the first place but not there are come. up with i believe the worst is in constant need of regimes that go along with this policy is the shooter serve the west be it approaches or be elected by the. people. relieved of the americans.
8:09 am
don't really know how to handle this situation relationship is good for you were. never go there were plans when. the support of them when he gave them the oil but now he's no longer of use and like to take his elsewhere who at the start of the year were in favor in the waist he's been ditched the hopes of the arab world for change under obama appear to be dwindling among some political figures at least. a lot of criticism. that after the advent of president obama there was a lot of. welcome to the new america and mr obama. i would have hoped for the solution that president obama would have but that the protesters across the arab world hoping to topple dictators in the quest for democracy may find that the choice may not be as free as they'd hoped for with
8:10 am
a middling hand from afar still pulling the strings policy r.-t. tel aviv off and more analysis on the situation in. the great democracy incorporation in paris. speaking to us now a u.s. warship is heading to libya britain says it's ready to and as a rule out using the military say do you think it looks like foreign intervention is now inevitable. well whether military intervention is inevitable i would not like to say although i agree it does look likely but i think politically what we're seeing is the attempts by western states britain and america and certain european states including france to muscle in on a situation which they did not predict and which is basically blown up in their faces i'm referring of course of the series of rebellions in north africa the
8:11 am
latest of which is in libya let's not forget that although to some extent president obama two years ago now the blue touch paper which has led to this explosion when he addressed the university students at the university of cairo you'll remember this was one of his first foreign policy acts this was his overtures of the to the muslim world although he as i say lit the blue touch paper which has led to this explosion and nobody actually predicted it nobody predicted that syria would blow up no one is even really given much thought to tunisia and so the events which are currently unfolding were not expected the west may have tried to direct them it may have its supporters in these places particularly in somewhere like egypt it's had overtures in the past of course with colonel gadhafi in libya but basically the situation is out of control and what the west is trying to do is trying to recuperate what's happening intervening politically and as you say possibly even militarily well some have even gone so far say that the events unfolding in libya
8:12 am
are vague memories of thing meetings interventions in. iraq but all these comparisons. well i think if there was an intervention then the comparison would be fair yes although of course the level of violence in libya is relatively low i mean when there have been several hundred people killed but that's not a huge level of violence it certainly isn't a global level of violence that would normally merit intervention i think that the parallels do though lie with these other interventions you've made because clearly libya is an important street and the west does want to try to establish some sort of control over the situation it's because it wants to recuperate the situation it wants to muscle in and appropriate to itself developments which don't which it did not did not and this year it is as i see it is now a practicing very strong political intervention and as you suggest in your question
8:13 am
might well be so bitter as well now as you say there is there has been no military intervention western nations insist the military down by is to help any humanitarian crisis that may arise but again there's been a suggestion from some that this level of mobilization wouldn't be happening if there was an oil under ground combat. you know i completely agree i'm simply i certainly think military intervention is on the cards we know it's on the cards because the government leaders have said they're not ruling it out. and the western states have been cranking up the political rhetoric with not just western by the way because russia and china approved a resolution in the united nations security council on saturday which has referred the situation in libya to the international criminal court but obviously the western states are leading the charge but yes absolutely of course it's because there are strategic interests including oil but above all as i say i think it is
8:14 am
politically important for the west to try it will succeed is another matter but to try to gain some measure of control over these events the big fear in western capitals in the world is that these events will spiral out of their control. we all know that the dialogue that the dichotomy in the muslim states is very often between a dictatorship on the one hand and some sort of islamist democracy on the other and that's the terms in which western states are thinking about this situation and we're looking a little precedence in. just looking at the president saying go sorry do you care i was going to ask you could u.n. security council will it's all did an investigation into human rights violations during the two weeks old violent uprising that we've seen do you think that that could reveal a few skeletons in the closet in life or are the nation. well i think the big problem with the idea of human rights prosecutions or crimes or good
8:15 am
prosecutions for crimes against humanity is that it will once again show the hypocrisy not only of the west but of the international criminal court in particular you know however regrettable it may be that there is a situation of civil violence and unrest in libya in which people have been killed the fact is it's not a very big war there are events unfolding right now in ivory coast where there is also a conflict an armed conflict between rebels and the government but nobody seems to be thinking of that it's only because fashionable attention is focused on libya mainly for the reasons you've outlined all but also for the political implications of the middle east as a whole libya after all being an arab state that these issues are being raised at all it's a way is a repeat of the west muscling in on a situation of trying to present itself in a virtuous light by bringing war crimes or other prosecutions against the libyan leadership whereas of course as we all know the west including my own country
8:16 am
britain has got its hands very dirty with the libyan leadership over recent years ok missile and direct of these teeth for democracy in cooperation over in paris many. well the reports of libya mobilizing its air force against people spread quickly around the world but russia's military chief says they've been monitoring from space and the pictures tell a different story will argue that in the us more on this now that you know what are they saying. well at this point we have information from russia's joint staff we are saying that they have not monitoring the situation in libya from space spies federalized since the beginning of the unrest in the country and according to them some of the reports why they made by the western media are not entirely corresponding to the pictures that they are getting to be more precise according to al-jazeera and to b.b.c. on the twenty second of february libyan government has inflicted airstrikes on been ghazi the biggest city in the country and on tripoli and according to russia's
8:17 am
military they have not registered any of those airstrikes according to them to pictures show that nothing all that sort has been going on the ground now if we also focus on the pictures on the footage that we've been getting from that country we may be able to notice that there are absolutely no signs of any destruction inflicted by attacks from air or a pilot in air force in those pictures so at this point russia's military is saying that as far as they are concerned they have not seen any attack so they think they can pretty much pretty much make a judgment that those attacks which the western media has been reporting on have not been made also russian military is also working in very close cooperation with russia's ministry of foreign affairs than they're monitoring not just the military situation not just tripoli and other cities and we be out there also paying a very close attention to the oil extraction facilities and they are keeping us up
8:18 am
to date as to what is happening on the ground from space ok and many thought that that was awesome that in a collusion of the reporting from moscow the russian reaction to the libya. well we'll keep you updated throughout the day on developments in the middle east and north africa and there's also more news and analysis available twenty four seven. the. it's a new start for russia's police force with major changes kicking off today and it all begins in a change of name root and branch reforms are awarded after a series of high profile public trust think to an all time low as r.t.d. activating that of out of a report says a lot riding on the able whole success by

a change of title and hopefully a change in attitudes these lines force and officers are abandoning their soviet era name of needs here in favor of the world the recognizable police for the government it's a first step down a long road towards modernizing the service and arresting a sharp decline in public perception. the people stressed of the boys in blue has been dealt a huge blow in recent years it's led to anxiety amongst officers and outrage from knows they're supposed to protect incidents like a supermarket rampage by officer you've seen coffee who opened fire on innocent shoppers killing two and wounding seven it was the final straw that fueled calls for reform but in changing their name bring about a change in behavior while some insist that any change is long overdue for others it's purely cosmetic of the very fact that there were so many accidents with police

officers we're hearing illegally in russia during the previous years. this very fact is not going to be changed by the change of the law because these illegal practices were contrary to the previous legislation as well as cauldron of the current work the big question is where there is the political will to really. take it under control the police themselves though are preparing for the changes to come up with a huge part of our ratings will depend on the people of this country how they evaluate how to full and. this kernel is already grasping the essence of modernizing the force her students seem eager to absorb as much information before their upcoming exams so. everyone will be interested in physical ability knowledge of new laws civic duties all those are included in new exams there will be no indulgences for anyone either pass the test or leave the force other changes are

a mixed blessing there'll be a twenty percent cut in personnel but the remaining officers will get a pay rise there will be better screening of new recruits with every detail of an applicant's background put under the microscope but until all that takes effect officers have to knuckle down to the job in hand restoring honor to russia's police is a tough task and the public are no pushover judges but the force is determined to turn that around re-examining staff were designing the uniforms all those changes will take a lot of time to be fully implemented one of the first things to change all the signs like these which soon will feature internationally recognizable policing. kashmir is our mascot let me run through some of the world's other big stories for you this hour now in yemen the heart of the protests is continue to rally near a university in the capital despite the president's pledge to form a government position figures. for the general series and soon says the.

lawmakers brainwashed by the military when making key decisions on supporting the escalation of war in afghanistan that's a question posed by rolling stone magazine which alleges lieutenant general william caldwell the man in charge of training in afghanistan ordered psychological operations against visiting senators and congressional delegations community late them into backing more funding and troops for the war there they have a special unit that conducts psychological operations now termed the information support operations said he was told to provide quote beeper and now it says of pressure points we could use to leverage the delegation from more fronts my job in psyops is to clear with people's heads to get the enemy to behave the way we want them to be and for him pursued from doing that to a room of people and you asked me to try to use these skills on senators and congressmen you're crossing

the insurgency intensifies the rampant drug trade is surging just like the wars on popularity in america the problem is it's a political so we need a political solution not a military one generals don't bring war through it and politicians too but some say the reported use of psychological cap takes to influence politicians could be happening not only in afghanistan but here in washington as well there's tends to be a belief that you can't necessarily trust what you call leaders during the war but you can't trust the military behind a war that's not really based not the military is just. skin events. to its own benefit. unfortunately congressmen are all too well and. now the pentagon is looking into the matter experts say they're going to try and downplay the effect of this report lieutenant general caldwell has already denied
