fresh fire fights break out across libya as the country spirals toward civil war think. the attempts to extinguish the upsurge of opposition force fears of a mounting threat from abroad the latest is ahead. the u.s. is amassing its naval forces even closer to libya as international voices continue to raise concerns as a foreign intervention. we are in an information war and we are losing that war the u.s. state department says it needs billions of dollars to fight off your own slaughter of global media outlets including our t.v. we examine the work this out. and. you know russia close up series we'll take you
2:01 pm
to the entrance of yugoslavia which is in the story taste for drama. hello you're watching we are to news channel ten pm moscow time money kevin zero in our top story tonight the international criminal court is launching an investigation into the actions of libyan leader muammar gadhafi and some of his supporters for alleged crimes against humanity it's the first time the courts launched a probe into an ongoing event in libya itself the battle for the oil rich east continues with reports of airstrikes over the turn of gregory rebels claim they took a hundred good supporters hostage during the fighting the country's witnessing the most deadly of all the arab revolts with over two thousand reported killed during more than a fortnight of quite. international community has condemned the harsh methods used
2:02 pm
to crack down on the opposition this comes as the u.s. deploys troops to two warships already approaching libyan shores movements raised fears of foreign intervention. has warned of a growing humanitarian crisis from a true museum border where hundreds of thousands of stranded after fleeing libya after u.s. policy are reports no from trueness recur but all struggles to cope with the huge influx of refugees. some one hundred eighty thousand people have fled libya with seventy five thousand of them already reaching here engine is yet another thirty thousand are waiting at the border to follow through after the day thursday there was renewed fighting between government troops loyal to leader moammar gadhafi as well as opposition forces according to residents and eyewitness reports there were new airstrikes in the town of brega where just yesterday fourteen people were killed and now the town was briefly taken over by government forces but from what
2:03 pm
we hear it is firmly back in the hands of rebels it is now two weeks of violence and one michael duffy is losing control over the eastern half of his country but he has vowed to stay in power and continue fighting against this backdrop it is becoming increasingly imaginable that there could be some kind of foreign intervention in libya the u.s. has released and warships that have reached the mediterranean and are making their way towards libya we're hearing that four hundred u.s. soldiers are in the mediterranean right now ready to board these warships at the same time the british prime minister david cameron of course what a no fly zone there are many there in the international community who are against this including the arab league as well as russia they say that it creates a scenario where you have to have some kind of short term solution being put on the table but no long term prognosis in terms of how this will play out we are hearing the same from locals here they are against any kind of international intervention.
2:04 pm
with opposition leaders saying as much as they said that it will split the conflict it will undermine the democratic movement and at the same time we're hearing that a no fly zone will involve the military attacks on libya's air defenses now this was done in other countries such as iraq and then it proved that it is unlikely to halt the visions helicopter and ground operations if anything it runs the risk of expanding the violence here as gadhafi will then have the justification he needs to merely step back is fighting and his campaigns against people who oppose him. paula slew of the latest on the situation in north africa will discuss this developing story further let's cross no to lose the germans from stop a war hold if you're on the line for the purpose of being with us on our three thousand vertebrae the international criminal court is launching is an investigation into alleged crimes against humanity taking place in libya you must ask though is this kind of involvement important at this stage should the
2:05 pm
international community be taking instead greater scope to stop the bloodshed rob. looking at the whys and wherefores should we really getting in there and stopping it now. well i think we international community should actually keep well away from what is going on in the middle east the people of the region in chile is here in egypt in bahrain and all these places have shown with great courage exactly how you do get rid of dictators and they have to be allowed to do this in libya the international community after all of the people who backed hosni mubarak writes all the very air and they're the people who sold. arms and weapons which is now using you consider own people and it's simply a fact that you cannot trust them to intervene we've already seen in iraq we've already seen in afghanistan the terrible mess that the americans and the british have made and they really should not be even thinking about trying to intervene in
2:06 pm
any way but are you also saying this as well because guy down the this should not be an international criminal court investigation into these alleged human rights abuses i don't have any problem with an international criminal court investigation although i think it's quite incredible that the americans have referred because after all when they don't even recognize this cause and where they won't accept the jurisdiction of this court but i don't have any problem with this put this is not the main issue here the main issue is that the libyan people like many other people in the arab world are standing up for their rights are trying to achieve democracy they need the support and solidarity of the west they definitely do not need military intervention by any of the western powers as well destroy our have those decisions despite what you say there is a great call this is going on from within the opposition in libya for help from outside the u.s. as these calls are coming out is continuing to bolster its military presence in the region the u.k.
2:07 pm
is voices readiness to act and the situation worsens do you think those calls from within libya shouldn't be heeded burn. i think they're a very small minority at the moment all the information i get is that the vast majority of people who are opposing the graphic are saying we want to do it on our own after it's on our own imagine what would be the situation knowing why if they're so keen to intervene for example haven't they done so in bahrain where the government is shooting down protesters including women and children in the camp a couple of weeks ago where the u.s. fleet strengthen there is no question of doing it they're doing in libya because they want to keep hold of the resources of libya particularly the oil and gas which they have allowed because actually to arm himself in exchange for oil and gas that is the rotten deal that it's been done particularly progressives but also by the americans so we can't expect them to nail suddenly helping more than taking in
2:08 pm
everything is not what they are i'm taking in everything you say there but of course over two hundred two thousand people are reported to have died in the result so refusing to give up power surely any means of ending the bloodshed should be considered is better than nothing isn't it. no it isn't better than nothing because what it will mean is the western powers who are very strongly distrusted in this region for obvious reasons for the reasons of all of this happened in iraq will be history of colonialism in the region it will not be better than nothing it will create a situation where once again the west is playing an occupying role in in the region it is really resented for what it is in iraq it is personally resentful it was in afghanistan and this will simply make the situation worse and most importantly it will not allow the people of libya to make the real democratic choices that they now and not only just briefly elaborate if you would why do you think western forces in are so keen to get directly involved in events unfolding in libya oh i
2:09 pm
think it's absolutely clear that the whole of these up surges and revolutions in the middle east have taken them completely by surprise because their whole strategy for thirty years has been compactly state taters against their people they have not cared at all about them not to say as long as their interests are safe from they are terrified in libya that this the vast resources of war will be taken from their hands will be in the control of the libyan people rather than of the western oil companies and that in market is exactly where they should play in the short term where do you think this is going to go colonel gadhafi has been frozen the opposition is closing in on the leader we hear what you think's going to happen to him here his back's against the wall he wants to fight to the death. well people say this kind of thing let's see whether he actually will do that my feeling is that gadhafi days are numbered i don't think he's in a position to fully. control of the country and i think he may
2:10 pm
still well go into exile he may talk about the rules and so on still going on but obviously it's a very very serious situation but what we should be doing is giving every support for the people of playing god see the people risen up why doesn't the british government red recognize the. city of benghazi the government of the great ghazi if it wants to do something concrete why is it only to intervene militarily and the no fly zone with all this with our will involve military action will involve the west imposing its will and will be something which is totally unacceptable i think to most people in the middle. of a german thanks for being with us from the start of the warren commission. russia's finished evacuating its citizens from libya together with nationals from twenty six other countries who are working for russian firms in the troubled region
2:11 pm
president dmitry medvedev was praised the ministry of emergencies for the professionalism and success of the operation. really you look at libya is on the brink of civil war and our task is to save all our citizens before it's turned into chaos the fact that we managed to do that fast and according to plan deserves the highest praise we were the first country to start the iraqi regime and these were late and face difficulties as a result just still to come in the program in a couple of moments in fact exploring russia's greatest cities this place that team visits the central russian city yet as loud as they will still find its cultural hub is often in the limelight. news now though karzai says mounting civilian casualties in the afghanistan war a serious problem which washington is not doing enough to address the afghan president made that statement during a video conference with barack obama on thursday it comes
2:12 pm
a day after nato apologized for the deaths of nine children in afghanistan eliminate realigns findings indicate the boys all under twelve years of age were killed in an accidental airstrike estimates suggest nato is responsible for over nine thousand afghan civilian fatalities since two thousand and one political activist diab sultanzoy told us innocent afghans have become the target of the u.s. led war on terror. it's very difficult to translate these apologies into into really meaningful. things to victims' families these are casualties that have been happening for too many years and there are too many civilian casualties the people of afghanistan the civilians are the victims of both nato civilian casualties and the terrorists who come with bombings and with indiscriminate targeting of civilian areas and the people of afghanistan are tired of both the hearts of the people of afghanistan or in the hands of two incompetent
2:13 pm
players one player is the international community and one player is the afghan government and both players are incompetent and ignorant about the true meaning of hearts and minds the intention of this war was to fight terror but the people are gonna start have become the victim of terror the united states and coalition forces have to do much better and they have to also hold the afghan side also at a higher standard in this case both the afghan government and the international community are held responsible in the eyes and and the eyes of the people of afghanistan next the us is losing information war media outlets including our t.v. that is the message from hillary clinton to congress members who are questioning the state department's forty seven billion dollars budget request for next year and as if he's going to she can reports now the u.s. secretary of state says washington needs to step up its propaganda or ethics war
2:14 pm
declared the u.s. is now officially in an information battle with foreign media which provide alternative views on world news views which often running contrast to the coverage of events by the us needs free media we are in an information war and we are losing that war i'll be very blunt in my assessment al-jazeera is winning. the chinese have opened up a global english language and multi language television network the russians have opened up an english language network i've seen it in a few countries and it's quite instructive we are cutting back and the b.b.c. is cutting back some five years ago western media outlets including the v.c. and c.n.n. had a near monopoly in the coverage of world news things have changed since then more and more viewers across the world tuning in to various foreign media to get a fresh take on events clearly the united states feels on the finance of in part because it can no longer monopolize not only the terms of you know the soroti
2:15 pm
in these countries but also the terms of the big there's other information out there there are other points of view and those points of view are profoundly damaging to a country that believes that its point of view is the only point of view who should be the only point of view r.t. presence on you tube is one example almost three hundred million views as opposed to c.n.n. that has around three million artie's constantly growing audience is already an indication to many that the days of media monopoly are over and people demanded more control or approach to news in a little real commitment to the kind of freedom of the universe speech that we really need if we're going to be in a democracy at home and in a you know a community of nations overseas too many hillary clinton speech a few weeks ago on freedom of internet seemed contradictory to the treatment that sources like we can leaks are getting us legislators are not crafting
2:16 pm
a law that would give the administration increased flexibility to go after week in leaks on the likes and now the administration is seeking more funding to step up u.s. propaganda efforts abroad during the cold war we did a great job in getting america's message out after the berlin wall fell we said ok fine enough of that you know we. we're done and unfortunately we are paying a big price for it last year the head of the agency that manages the u.s. government run international broadcasting asked for more money for his department we can't allow ourselves to be out communicating fire and. police to find a missing clue to russia china iran and venezuela walter isaacson the head of the agency which runs voice of america among other media outlets later backtracked on this statement isaacson's page for more funding seemed even more unconvincing considering his agency has a budget of seven hundred fifty million dollars and it's way more than the budget
2:17 pm
of r t iran's press t.v. and venezuela's tell us we're combining probably money alone can't provide global media clout walter isaacson's speech last year sent quite a hostile message to foreign media exposing shortcomings in the us mainstream but secretary clinton statement made it will push the us is fighting a global information war and its will so i'm going to take our reporting from washington on to. california no more on this we're joined from us by shawn powers he's from the center for international media education you need to thank you on the program well do you agree that with hillary clinton if the u.s. really fighting i'm losing she says an information war with the likes of us. well it's certainly the case that we're fighting an information war and i think we've been fighting an information war since the invention of radio in the early twentieth century i do think that secretary clinton is overplaying be losing aspects of the united states ration and for political reasons she's trying to
2:18 pm
defend an extravagant state department budget which which i agree with but i think she's doing in the face of tremendous political pressure to cut funding for things like broadcasting that seem to be repetitive with you know private news enterprises so i think what we saw yesterday was her making some strong arguments about why we still need to be best in international media broadcasting in particular so you don't think she's rattled the pool by the likes of stations like. what i certainly think she's rattled a bit by r t zero in particular historically has rattled the u.s. government so recently things have gotten quite a bit better in terms of relations and the ways in which al-jazeera is received here in the united states but i also think that there is a lingering fear about what happens once china's new english language service gets onboard given the amount of resources that they get into it. and what i'll say this i would take it personally i think she's just right so that you know play
2:19 pm
geopolitical game here let's talk more about let's talk more about those subs t.v.'s no change no matter how you look at it but the u.s. state department has billions of dollars to fight this information we touched on it just now but as we heard in that report our support of the world the budget of all the media stations like. all the others should mention combined well why does she need so much money. i think it's a fair question and that's the question she's she's struggling with the infrastructure of american broadcasting you know used to be called propaganda you know america radio free europe where your liberties are you mark t. is a it's a global infrastructure with huge roots in it in historical roots are difficult to change and so she's dealing with an infrastructure that spans you know decades and it's very hard for that infrastructure to create a global news network that we need today. in a way that they'd be happy with if the people there like this for years that they exist so the cost of the english and she's requesting asadullah kind of the
2:20 pm
bureaucratic struggle to perform here and united states chilled critics as well say the way that the us media isn't committed to free speech we do hear that quite often is that why do you think it's losing the media war made me maybe it's the wrong product. well i think it's interesting you know one of the one of the most interesting thing secretary clinton said yesterday was that our spirit was quoting the american media. stick me and feel that in their responsibility to inform the american public that's that's a claim that's really outside of her her purview as the secretary of state and so she was making a number of arguments not just about billiard broadcasting. but also just kind of. lackadaisical commercial focused american domestically more broadly so i do think there is a problem in the states in terms of rockets and that's purchased on any getting news journalists and they can provide more information to citizens to make the
