certainly hearing that rebels feel it's a little more than a contradiction they simply do not believe the gadhafi regime they say that they will not heed the ceasefire call they point to the fact that clashes still continue in the east of the west of the country we know that in the town of misrata which is some two hundred kilometers from benghazi which is the rebel stronghold there were receiving reports of people who have been killed among them children there was passionate also continuing in the town of ajdabiya which is a little bit closer to benghazi and just a short time ago we've heard unconfirmed reports that there had been two explosions outside the capital city of tripoli now the foreign minister certainly surprised the international community mr moose the coup so when he did that libya would be implementing a cease fire immediately he said it would be this is a station of all military activities he said that the government had a responsibility to protect humanitarian assistance to provide humanitarian assistance to protect human life to provide protection for foreign assets and foreign citizens we also called

a full open dialogue now the international community particularly the e.u. is struggling to make sense of what it will be and foreign minister meant and what the position of the gadhafi government is you need to remember that it is less than twenty four hours ago that gadhafi sons say part islam say that all of this would be over within forty eight hours and he said he was alluding to move violence and more protests and more military action on the ground we're hearing from france that they are remaining we hearing from london that gadhafi needs to be judged by his actions and not by his words and we're hearing from the u.s. secretary of state hillary clinton that the international community is still going to go ahead with increase implementing this no fly zone but she too saying that only even can gadhafi be judged in terms of what his real motives are the rebels here really do support the call for a no fly zone but even they are particularly cautious and they are against that no fly zone being enlarged to mean something more the question being asked is if a no fly zone does not work if indeed

a whole range of questions raised by the russian federation and other security council members remain questions which were both concrete and legitimate questions regarding how the no fly zone would be enforced well the rules of engagement would be and limits to the use of force provisions were introduced into the text potentially opening the door to a large scale military intervention responsibility for the inevitable humanitarian consequences of the excessive use of outside force in libya will fall fair and square on the shoulders and might undertake such actions if this happens then not only the civilian population of libya but also the cause of holding peace and security throughout the whole region of north africa and the middle east there's a need to avoid such destabilizing developments. so that does raise the concerns back to the question of where exactly will this no fly zone and many unanswered questions many fears a lot of concern and certainly a feeling of uncertainty here in the. well there for more of this let's now talk to marcus roberts who's

a political analyst joining me live from london thanks very much for joining us here on r t you know gadhafi unexpectedly announced a ceasefire was this a clever trick to run for the likes of france and britain and has it succeeded. it's a trick i don't think it's particularly clever one after all this is the said self-same colonel gadhafi who at the start of this declared his support for the protests declared that these protesters and the later rebels of the green square were people who were protesting in his favor and who all along has denied actually outright that he's committing any kind of crimes against his own population whereas we no clear proof of fact that he is indeed doing so good for anyone at all well the u.n. security council has agreed on a no fly zone and also supports military action what does that actually mean. what was crucial about this resolutions that was passed under chapter seven of the u.n. charter that allows the use of military support of force in support of international

peace and security now what this is going to mean is not just the importance of the no fly zone trade embargo an arms embargo on the fraiser freezing of libyan government assets but also and this is part i think of the americans military gain for the effort certainly as indicated by hill briefings last night but that in no drive zone is going to be established in the days to come around benghazi and that means perhaps introductory bombing of get out of his forces that look like they're going to be threatening being guards your rebel positions in that area and i think that that's one of the most important elements of this this is all military intervention from the air do you think there should be military intervention with foreign boots on the ground in libya. no i think it's very important actually that that is not the case the deaf ears forces are numbered perhaps in the region of ten to twenty thousand actual troops is very reliant upon paid mercenaries from other

neighboring african nations and i feel that with the air support and with the degree of materiel support on the ground which is probably happening more indirect clear at this time to the rebellion they'll be able to deliver the ground controller troublous and it should be up to western allies to try and deliver the air cover it's needed and as i say the introductory botany that will support that effort yes you talk about bombing talk about air support this is in effect military intervention as we've seen in afghanistan and iraq but that sort of intervention does lead to civilian casualties as well is this not perhaps the chance of we are seeing more casualties as a result of this no fly zone and aerial intervention. we will certainly see civilian casualties and that's actually a real tragedy i don't think that anyone takes the commitment of military force lightly not least of all the united nations security council which is why this resolution was so long or careful in the coming but we must be very careful to not equate apples with oranges in this instance what i mean by that is that on the one

hand you were faced with the prospect of massive civilian casualties you could after you were allowed to continue on that but those would be a diversion those would be deliberate casualties caused by without them said other handle so you have got a lot sorry just so just because they thought on the other hand we'd be faced with the prospect of intervening of a limited number of civilian casualties which are tragic but this and action is needed in order to prevent that greater evil of those mass to liberate casualties caused by colonel gadhafi brutal regime right you're mentioning allowing gadhafi to continue so in effect this no fly zone is it really about protecting civilians or actually getting rid of gadhafi. in the short term it's about protecting the civilian population i think resolution very clear about that also the resolution specifically says that it does not authorize the occupation of libya by foreign forces however i think what we're also seeing in this is what might be called course of diplomacy because a lot of effort by the international community western allies to force some of

those that surround colonel gadhafi and some of his more military commanders to actually do the push on could that be himself if that happens i think everyone including especially the libyan people will be delighted and so that's why this isn't an actual full scale war but the objectives of the western allies are certainly greater than just the no fly zone just finally and very briefly please many will say this looks like one rule for one and one rule for the other why isn't the u.n. the international community concerned about what's going on in bahrain and yemen at the moment. certainly and i think there are four tests that need to be passed before any kind of intervention takes place one it's going to be clear by elation of human rights to the operation as to the military do it militarily do all three you need clear legal authority for the action and for you need to have regional support in the case of libya all four of these tests are being passed with the u.n. mandate colonel gadhafi is actions and the support of the gulf cooperation council
