the move the joint the hotel rooms the villas the gateway hoto the grand imperial trilogy the taj was still close coromandel you can tell which suggested to go and. brenda said the colonel was her child as a treat. breaking news this hour naughtie a multinational force of warplanes destroyed tanks as they begin patrolling the skies of libya to enforce the u.n. sanction no fly zone and. more than twenty sites hit the international community gets up if it's in place and no fly zone over libya and if it falls of increasing civilian casualties and deaths the need want to see it from the capital city in just a few moments from all. the world powers agreed to use all necessary military means to stop any aggression from colonel gadhafi. strong words from world leaders who say gadhafi must be stopped from innocent civilians all the details coming up in
5:01 pm
a few moments. and russia says it regrets the decision to start a military intervention in libya. russia's call for instance of the bloodshed orthodoxy of the opposition to sit down and close talks all the details in our. live from our studios here in central moscow this is our team with you twenty four hours a day just past midnight here in the russian capital and eleven pm in libya where a multinational forces launched a series of strikes against colonel gadhafi forces there in the country the coalition is calling it operation odyssey dawn hundred twelve cruise missiles have been launched from american and british ships and submarines in the mediterranean hitting twenty sites. jets from
5:02 pm
a number of countries have targeted colonel gadhafi ground forces the libyan government reports there has been civilian casualties and it's all part of efforts to enforce a no fly zone backed by the u.n. the french president was the first to order strikes around the rebel held city of benghazi to prevent attacks against civilians russia said it regrets the decision to take military action in libya well for more on the developments there let's now cross live to paula slee who's in the capital tripoli paula bring us up to date on those strikes what are you hearing from inside libya at the moment. but there's just been a blast of gunfire which you heard behind me here in the capital city tripoli it's not immediately clear what's going on behind but a short time ago there were protesters here so we certainly are starting to feel the effects of this military strike on on the reaction from the gadhafi regime here from the capital city now so far we are hearing that more than twenty sites have been hit by these warplanes from the international community increasingly it does
5:03 pm
seem as if this is an operation that will be happening in the east and the west of the country the french defense ministry has come through and there are some twenty three inch planes have been used in that they've been hard hitting tanks and military personnel vehicles and an operation has been concentrated largely in the rebel held town of pindar z. and the latest word big from rebel fighters is ekadasi forces have been pushed to the outskirts now the same time we hearing from the united states that it is again a leading role in these operations but not necessarily leading the operations per se what we know though in terms of u.s. assistance is that already they have launched paratroopers strikes from cruise ships we know that there were three submarines and twenty five american ships at this point in the mediterranean and that u.s. tomahawk missiles have landed in the west of the country in tripoli and in misrata now libyan state television has been reporting for the last few hours that there are heavy civilian casualties at. as if he's
5:04 pm
a happening here in the city of tripoli and i continued that we have heard a few ambulances driving past and says they're also happening in the town of bin ghazi they also say that there's been a strike on fuel stores and in misrata now the british air force has joined the operations it's not clear exactly what they will be doing but we know that they have the capability to hit targets and also to assist in surveillance it is with also making a point that the pentagon has stressed that this is only the first phase of what they're calling a multi-phase operation net currently there are no american planes flying overhead pullover kind of reaction has there been from the libyans to this intervention which is now well underway. well particularly these reports that we're hearing from libyan state television of heavy casualties this is starting to worry people on the ground on both sides you do not want to see an operation atlas and start as a no fly zone to be expanded and broaden into something that last years it was widely understood that the libyan air force is not significant and so it should be
5:05 pm
very difficult for the international community and to enforce a no fly zone but the question is whether or not under the guise of humanitarian assistance and under the guise of any kind of other arguments this operation will not continue for years the last thing people here want to see is what they call soldiers on libyan soil this is something that not only the government but certainly the rebel groups themselves with the taste one of the problems that is facing this whole operation is hundred people that is to discern on the ground who are civilians and who are legitimate gadhafi targets if you look for example at a pickup truck it's very hard for a pilot to know whether the people on the truck are actually soldiers or whether they are people fleeing from things as you know that so far as many as three hundred thousand people have fled libya many thousands again today making their way out of there being darzi city because there are afraid of the developing violence on the ground and so what we're seeing is an increase in violence an increase in is strikes and and what we've seen it is a risk
5:06 pm
a growing response from the gadhafi regime itself paula thanks very much and the for that live from tripoli in libya of course but of course there. are no doubt we'll be hearing more from paula throughout the day here on r.t. in the meantime world powers decided to enforce the no fly zone at a summit in paris where they were meeting to work out a course of action there in libya and our europe correspondent daniel bushell has been following what happened there. reports have confirmed that some twenty warplanes are already on libyan airspace from the french side which has been most active in this starting with the summit are now in military action they've sent rafal fighter jets neeraj fighter jets also surveillance aircraft they say that they key concern is to enforce a no fly zone over libya airspace in effect grounding colonel gadhafi is jets and helicopters and their number one concern is the civilian population in than around the area of brain goes the and to that effect the first military operation will be to enforce the no fly zone over the east of libya where the rebel strongholds are
5:07 pm
one hundred by one hundred fifty kilometer area it comes after a decision at the paris summit where it was decided that the powers would go in and it was attended by the heads of the united nations the head of the league also the emir of qatar several foreign ministers of arab nations for example morocco and the united arab emirates arab states saudi arabia qatar jordan and the united arab emirates have said they do back the deployment of a no fly zone over libya an air space and the arab states will play a supporting role obviously key their support in the region of the e.u. powers are now falling into line we can confirm italy has offered seven of its air bases that we used by nato previously of course italy just across the mediterranean from libya one of the key air bases that will be used by western powers and we're also seeing other nations coming out and saying they support this for example norway netherlands here in belgium we've also seen canada saying it's five digits already in the region and ready to be deployed within two days they just need to
5:08 pm
sit up there and western leaders e.u. leaders say they do support this campaign david cameron of the u.k. also anglo immokalee of germany despite germany's abstention of the u.n. vote for a no fly zone she says she does back military intervention now they just want you sending forces themselves germany won't be sending forces but it does support this well i was going to push a report. from our brussels studio well as we've just heard the pentagon confirms the u.s. has launched missile strikes on libya defenses and speaking from brazil earlier because in a bar and said it was clear that allied forces had to protect civilians in libya what sort of details now from are going to come and she's in washington for this guy or is washington stepping up its role in this intervention. well bill from what we know right now we know that the u.s. has launched missiles from its war ships and submarines in the mediterranean targeting air defense systems as the pentagon said the goal is to shape the
5:09 pm
battlefield for the coalition forces to take further action they're basically clearing the sky making sure khadafi is not able to take down any plays planes of the coalition forces the pentagon also says is just the beginning of the operation french warplanes are earlier carried out strikes on could act as ground forces there have been reports that civilians were caught up in those attacks and those are certainly very alarming reports what president obama reiterated today is that there will be no u.s. troops on the ground but fears are that this operation could grow into something more than just an effort to protect civilians the learning of the u.n. resolution that was passed on thursday's basically all inclusive creation of course but there are still strong worries as to the implementation of it there are fears that certain actions taken by international forces could destabilize the situation even more shooting down beside of bombers is one thing but arming the rebels is something very different and reports are coming in egypt's military began shipping
5:10 pm
arms over the border to leave rebels and edge of military as we know was very much influenced by washington that those are small arms such as assault rifles and ammunition and of course a this could be very dangerous there radical elements among those rebels and they are likely to traverse it with their opponents and the fear is those arms supplies together with the foreign intervention could inflame the situation in the region even further. throughout the bill go through the military action there that's the u.s. really being sitting on the fence as the news. both bill of what president obama was saying and other u.s. officials as well you could tell that the white house is wary of being seen as the driving force behind the military actions so most of the work was done behind the scenes the u.k. and france are going to be on the forefront of this international effort also western powers and again and again remind that they have the support of the arab league although the at the moment it's not quite clear what their input actually is
5:11 pm
in this action but it's clear that they want to get arab assistance arab countries assistance so that it doesn't appear as if it's just the west cracking down on yet another arab nation there is one more thing that's worth talking about and it's almost never mentioned in the media coverage of the developments in levy yes gadhafi is universally denounced for his actions against the libyan people the international community is absolutely united in condemning him for good reason but when you think about other leaders who got away with attacks on civilians you see a great amount of hypocrisy here and the way those leaders are treated let's take israel for example it had been bombing the civilian population of the gods of three weeks in a row in two thousand and eight western powers who are now so up in arms to protect civilians in libya they have nothing literally nothing to stop the massacre of palestinians in gaza or we can take a look at the recent developments in bahrain the leadership there is cracking down on protesters in a terrible way scores are there and there is no tangible international effort to
5:12 pm
stop it yemen same story yemen troops pulled protesters there nothing or pakistan just this friday u.s. drone killed thirty eight civilians the question many ask is will anyone be responsible for that analysts say as things are now it looks like the international community is very selective when it comes to protecting civilians in libya they protect them in dozens of other places they turn a blind eye. for the from washington d c so let's just stop the chew on the developments in libya a multinational force is more a series of. trikes against colonel gadhafi forces there the coalition is calling it operation odyssey dawn one hundred twelve cruise missiles have been launched from american and british ships and submarines in the mediterranean hitting twenty sites also noting that jets from a number of countries have targeted colonel gadhafi ground forces and the libyan government is reporting that there has been civilian casualties it's all part of efforts this campaign to enforce a no fly zone backed by the u.n.
5:13 pm
the french president was the first to order strikes around the rebel held city of benghazi to prevent attacks against civilians now russia has said it regrets the decision to take military action in libya. will russia's foreign ministry as i've already says is much regressing this international intervention it's a call them all sides to do what they can do to stop the suffering of peaceful citizens and agree on an immediate cease fire well i know that we can cross live to service she's outside the foreign ministry there in central moscow catherine tell us more about moscow's reaction to these latest events. and most reaction was perhaps somewhat predictable because last night was always against the possibility of a military intervention in libya but of course that was still a possibility now that it has become a reality moscow is expressing great concerns over this these latest developments and if the south strikes on libya that have already occurred of course we do know
5:14 pm
that there have already been civilian casualties and that has been a great concern for of moscow officials and political analysts are like all saying that this development could lead to an increase in civilian casualties which is of course something that this military intervention should of course do everything it can to avoid but there are other possible scenarios of development that is very concerned about such as this intervention leading to the spreading of the unrest out over africa as. cole and instability in the region russia's chairman of the foreign council of the upper house of parliament has expressed his concerns over the intervention. actually of the resolution a number nine hundred seventy three its main goal was to defend the civilian population but not to punish the gadhafi regime or overthrow it has so in that
5:15 pm
respect with think that in one thousand seven to three a resolution is mostly amp humanitarian resolution palaces so to speak from humanitarian resolution then a full militarism lucian my personal concern is that any military operation the wage is conducted by the west in the arab world can lead to a very predictable scenario like holding parties involved in the conflict and they get together and start fighting against foreign invaders there were several examples of such scenarios in the history of the greater middle east so i think that we all have to be very cautious now and we all have to think first of all of that the political solution should go before a military solution we think that gadhafi regime has already lost its internal and international credibility but we think also that people of libya should sell solve
5:16 pm
their problems themselves. hell michaela's they're voicing the concern of many here in russia us officials and experts alike say that this intervention directed at preventing civilian casualties and of course to an increase in those numbers of civilian deaths of course that is a great strength for russia has always been against this intervention alongside of many of its european and international counterparts and just germany india china brazil all those countries not supporting this current and intervention like of course by france the united states and and europe. right it being john we also have heard from russia's permanent representative to a so we did our cause and we seek his personal opinion that this intervention could lead to a spreading of on rest all over as the region and severely to stamp allies the situation in north africa as a whole and of course believing that this intervention will not bring any. peace to
5:17 pm
the region and the country the only solution is a political one and libya that duffy and the opposition have to i now see an immediate cease fire and sit down to the negotiating table actually tried to work out a political solution to the part ongoing conflict that i was in of course also stressing his personal opinion that he believes are currently friends of the united states that it can do italy are perhaps overstepping the bounds of the resolution passed by the united nations which russia supported what he was very keen to emphasize the fact that this was his personal opinion nevertheless the concern is shared by many here in russia accuse katrina czar of a thanks very much indeed for that update mine in central moscow well the show as you know ski who's director of the center for research on globalization told me a little earlier that the operation in libya is not a humanitarian mission but an act to overthrow gadhafi. it is no humanitarian
5:18 pm
operation it is deadly war it you were seeing was military material and just say that this is to save the lives of civilians since when you do these fighter bombers and save the lives of civilians well it's certainly a war which has objected to regime change this of course was not mentioned of the security council resolution but what i. see with the whole of canada and i'm following the canadian responses has stated that. this operation is to unseat gadhafi so that the whole humanitarian underpinnings of this war becoming entirely clear now that aspect is there it's in fact this military coalition is already implying lately that. the resolution which they themselves
5:19 pm
have. on this and will is there some community article nineteen zero zero zero zero the resolution of the united nations security council resolution says to which it involved go on and on weapons on to. to libya where in fact what are they doing they're bringing in weapons and there's a line opposition forces the better that's true feel this war is a boil. britain united states canada i'll go there with the intent of the interests of corporate a lot of corporations and the extension of the influence in june two into africa this is not a humanitarian operation it is a war of conquest and it will have devastating consequences or not only on all the people of libya but most generally. well let's get more now on the situation in
5:20 pm
libya from dr wagner he's an antiwar activist talking to me live from one of our there in germany while this intervention started under cover of a no fly zone to prevent it at his jets becoming airborne but now we're actually seeing attacks on the ground targets by the coalition why this development militarily do you think of i think a. parisian there's already. a lot of. it's probably too. large an engine that will cover the oil fields that actually is. probably also. in the way for. the troops on the ground to occupy a major. major strategic points is this the right thing to do that there should be military intervention. of course not.
5:21 pm
people goes the peace movement has. probably been on. i think. the the goal is anything but you know it's so good but. this could all be over very quickly we're seeing a very quick reaction from this coalition do you think that this conflict could be over or perhaps it could be drawn into a prolonged conflict that many fear like iraq and afghanistan. much of the. great consequences of these interventions in the recent years saw it would be very lucky if we would see here a quick intervention and negotiation situation afterwards we'd be very happy to studio three a bit of this very very quickly how do you see the situation
5:22 pm
afterwards sorry many people say this is people power talking people want to get rid of gadhafi after forty years of dictatorship they have had help now and getting help from the international community what's next will we see a democracy forming. well probably not it's probably. maybe it. is a standoff situation maybe and they have to divide the country probably. also united states. great britain and. australia because it would be you a new government in. libya but. there's also a great chance of civil war situation i'm here in moscow and we know that the russian reaction regretted regretting the fact that we're seeing military intervention here although they did abstain they didn't oppose the un decision to take military action the russians want the two sides to talk do you think that
5:23 pm
really could happen now that dialogue is the way forward rather than military action. because dialogue is certainly what we forward. the russians. are right to to to back off and just see what's unfolding now also surely know it appears to be for a larger scale military operation as we've seen in recent wars. it's very dangerous for me to also to be drawn into another war. but it seems. so or not get. the common experience of the wars of the past and made them change their minds so there are going for another war scene in the northern africa region and we will see where that leads dr yang wagner antiwar activist talking to us live from kind of
5:24 pm
a there in germany thanks for joining us arundhati thank you were concerns that a no fly zone over libya could be a cover up for foreign full scale engagements antiwar activist jim brann says the un resolution is for the polls. you can interpret so many things and then i mean what on earth you mean by protecting civilians presumably it means protecting the civilians from both sides because the ripple suggestions of atrocities on both sides and certainly not a one sided thing but of course i think the central point is that the whole thrust of the intervention is not seems to me is not a principled thing that counts for the for the contradictions and the the holes in the resolution i think the whole thing is a mess so the resolution itself is full of it because i think you have to question the whole process and once you start on the process the hair of the contradictory then you end up with more and more pitfalls on the wife you have this thing. for
5:25 pm
example stay very largely out of it and then suddenly when the resident every day you make very specific demands which clearly went off in the resolution that demands that for example the government forces pull back from a series of town. back kind of things so you have you have clear intentions through . different parties to make of it what they will and i think that we will see. what you have is a very similar situation going on in in bahrain which is in many ways exactly the opposite features are in bahrain you have for example robert gates united states defense secretary goes to the train we can go talks leaves and two days later the. gulf cooperation council especially saudi forces go in and they go in and they intervene on the side of those who are suppressing the about broad least sympathetic to the whole revolt in the in the region in general.
5:26 pm
we. i mean for example we want to put it that way to start the war in march right but they're stopping the war in bahrain by faith to be intervening on the side of the government workers or in the case of libya they want to quote stop the war by intervening on the side of the rebels i mean the hope the opposition seems to me completely untenable. and full of holes. this is r.t. here in moscow let me remind you of the main developments concerning the events there in libya at the moment multinational forces have fired the first shots are colonel gadhafi ground forces french and british fighter jets in action above libya over one hundred cruise missiles have been launched from american and british ships and submarines in the mediterranean hitting twenty sites at a summit in paris earlier today twenty two nations agreed to do everything necessary to make about the respect a u.n. security council resolution demanding
5:27 pm
a ceasefire in libya forces north of the libyan leader of carried out a series of attacks throughout the day in the city of benghazi the main rebel base despite the promise of that cease fire yesterday and russia says it regrets the decision to take military action is also called for the end of bloodshed and the sides in libya to start talking. well you can follow all the latest developments there in the country on our twitter and facebook pages and we've got links to all our videos and regular updates there for you. he says. he. used to. say. it's just. coming back with a recap of the main developments there in
