starts on t.v. dot com. this is. breaking news this is a multinational force of will planes destroyed tanks as they begin patrolling the skies of libya to enforce the u.n. sanctions a no fly zone. putting twenty sites hit the international community's gets up if it's been full and no fly zone over libya and it will pull something interesting civilian casualties and dates twenty four to stand from the capital city in just a few moments pummel. world powers agreed to use all necessary military means to stop any aggression from colonel gadhafi. strong words from world leaders who say gadhafi must be stopped from calming innocent civilians all the details coming up in a few moments. and russia calls the decision to start
6:01 pm
a military intervention in libya is regrettable. moscow calls for an end to the bloodshed asking that colonel gadhafi and the opposition sit down and house negotiations stay with our team. live from the studios here in central moscow this is r.t. with you twenty four hours a day just past one am in the russian capital and midnight in libya where a multinational forces launched a series of strikes against colonel gadhafi forces there the coalition is calling it operation odyssey dawn and a brief statement issued just ten minutes ago colonel gadhafi said libyans will confront what he called the attacks of the colonial crusader and they need to add that the mediterranean has become a war ground under control of cruise missiles of the north from american pretty.
6:02 pm
ships and submarines twenty targets jets from a number of countries of attack to kill or get off its ground forces into the government reports where civilian casualties the french president was the first to order strikes around the rebel held city of benghazi to prevent attacks on civilians russia has called the decision to take military action there regrettable . well for more on the developments in libya itself let's now go to paula swear she is there in the capital tripoli. but there's just been a blast of gunfire which you heard behind me here in the capital city tripoli it's not immediately clear what's going on behind but a short time ago there were protesters here so we certainly are starting to feel the effect of this military strike on on the reaction from the gadhafi regime here from the capital city and now so far we are hearing that more than twenty sides have been hit by these warplanes from the international community increasingly it does seem as if this is an operation that will be happening in the east and the
6:03 pm
waist of the country the french defense ministry has confirmed that some twenty french planes have been using that have been hard hitting tanks and military personnel vehicles not an operation has been concentrated largely in the rebel held town of bin ghazi and elaters or away from rebel fighters ekadasi forces has been pushed to the answer is now the same time we've hearing from the united states well it is plain any leading role in these operations but not necessarily leading the operations per se what we know though in terms of u.s. assistance is that already they have launched paratroopers strikes from cruise ships we know that there were three submarines and twenty five american ships at this one point in the mediterranean and that u.s. tomahawk missiles have landed in the west of the country in tripoli and in misrata now libyan state television has been reporting for the last few hours that there are heavy civilian casualties if there's if these are happening here in the city of tripoli and i continue that we have heard
6:04 pm
a few ambulances driving past it's also happening in the town of bint ghazi they also say that there's been a strike on fuel stores in misrata now the british air force has joined the operations it's not you clear exactly what they will be doing but we know that they have a capability to hit targets and also to assist in. so balan's it is worth also making the point that the pentagon has stressed that this is only the first phase of what they're calling a multi phased operation there currently there are no american planes flying overhead but particularly these reports we're hearing from you again state television of heavy casualties this is starting to worry people on the ground on both sides you do not want to see an operation like this have started to be expanded and broaden into something that last years it was widely understood that the libyan air force is not significant and so it should be very difficult for the international community and to enforce a no fly zone but the question is whether or not under the guise of humanitarian assistance and under the guise of any kind of other arguments this operation will
6:05 pm
not continue for years the last thing people here want to see is what they call soldiers on libyan soil this is something that not only the government but certainly the rebel groups and solve would dictate is one of the problems that is facing this whole operation is hunt if it will do is to discern on the ground who are civilians and who are legitimate gadhafi targets if you look for example at a pickup truck it's very hard for a pilot to know whether the people on the track are actually soldiers or whether they are people fleeing from benghazi we know that so far as many as three hundred thousand people have fled libya many thousands again today making their way out of that in darzi city because there are afraid of the developing violence on the ground and certainly what we've seen is an increase in violence an increase in is trying to send and what we expect is there was a growing response from the gadhafi regime itself. reporting there from tripoli in libya and world powers decided to enforce the no fly zone at a summit in paris where they were meeting to work out
6:06 pm
a course of action in libya on our europe correspondent daniel bushell who's been following what happened there. reports have confirmed that some twenty warplanes are already on libyan airspace from the french side which has been most active in this started with the summit are now in military action they've sent referrals fighter jets mirage fighter jets also surveillance aircraft they said. their key concern is to enforce a no fly zone over libya airspace in effect grounding colonel gadhafi is jets and helicopters and their number one concern is the civilian population in than around the area of paying ghazi to that effect the first military operation will be to enforce the no fly zone over the east of libya where the rebel strongholds are one hundred one hundred fifty kilometer area it comes after a decision at the paris summit where it was decided that the powers would go in and it was attended by the heads of the united nations the head of the league also the emir of qatar several foreign ministers of arab nations for example morocco and the
6:07 pm
united arab emirates arab states saudi arabia qatar jordan and the united arab emirates have said they do back the deployment of a no fly zone over libya airspace and the arab states will play a supporting role or basically key their support in the region or the e.u. powers are now falling into line we can confirm its lee has offered seven of its air bases that we used by nato previously of course italy just across the mediterranean from libya one of the key air bases that will be used by western powers and we're also seeing other nations coming out and saying they support this for example norway netherlands here in belgium we've also seen canada saying it's five digits already in the region and ready to be deployed within two days they just need to sit up there and western leaders e.u. leaders say they do support this campaign david cameron of the u.k. also anglo merkel of germany despite germany's abstention of the u.n. vote for a no fly zone she says she does back military intervention now they just won't be sending forces themselves germany won't be sending forces but it does support this
6:08 pm
. kenya bushell reporting there from our studio in brussels and speaking from brazil u.s. president barack obama says it was clear that and i forces had to protect civilians there in libya let's get more now from marty's going to come and she's in washington d.c. now going to take us through washington's reaction to to this. although we know that the u.s. has launched missiles from its war ships and submarines in the mediterranean targeting a canal these air defense systems and as the pentagon said the goal is to shape the battlefield for the coalition forces to take further action there basically clearing the sky making sure it is not able to take down any. planes of the coalition forces and the pentagon also says is just the beginning of the operation so we're going to see more coming french planes had earlier carried out strikes on canapés ground forces there have been reports of civilian casualties caused by the
6:09 pm
attacks those are certainly very alarming reports but what president obama reiterated is that there will be no u.s. who troops on the ground but fears are good that this operation could grow into something more than just an effort to protect civilians that the morning of the u.n. resolution that was passed on thursday is basically all inclusive short of occupation of course but there are still strong worries this the implementation of it there are fears that certain actions taken by the international forces could destabilize the situation even more shooting down to five bombers is one thing but arming the rebels for example is something very different and groups words are coming in egypt's military again shipping arms over the border to libyan rebels and egyptian military as we know is very much influenced by washington those are small arms such as assault rifles and ammunition experts say this could be very dangerous there are radical elements among those rebels route and their own life who control mercifully their opponents and the fear is that those arms supplies together with the foreign
6:10 pm
intervention could inflame the situation in the region even further well before these events come to a head no in libya has the u.s. really been sitting on the fence as it appears off until now. oh bill from what president obama was saying and other u.s. officials as well you can tell that the white house is very much wary of being seen as the driving force behind the military action so most of the work is being done behind the scenes the u.k. and france seem to be on the in the forefront of this international effort also western powers again and again remind that they have the support of the arab league although at the moment it's not quite clear what their employers in this action actually is but what's clear is that they want to get arab countries assistance so that it doesn't appear as if it is just the way cracking down on yet another arab nation there is one more thing i'd like to talk about it's rarely mentioned in the media coverage of the developments in the media yes gadhafi is universally denounce redactions against libyan people and the international community certainly
6:11 pm
absolutely do not eating from damning him. when you think about the leaders who got away with attacks on civilians who see a great deal of hypocrisy here in the way those leaders are treated let's think if for example it happy the civilian population of gaza for three weeks in a row in two thousand and eight western powers who are now salafi in arms trying to protect civilians you needed did nothing to stop the massacre of palestinians in gaza so we can take a look at the recent developments in bahrain the leadership there is cracking down on pope pastors in a terrible way scores are dead and there is no tangible international effort to stop it yemen same thing happening in yemen troops protesters they ed and nothing is happening or pakistan just this friday u.s. drone killed thirty eight civilians the question many ask is will anyone be held responsible for that analysts say as things are now it looks like the international community is very selective when it comes to protecting civilians in libya they
6:12 pm
protect them in other places they turn a blind eye or to use going to washington thanks very much in the. well just to bring you up to date with the events in libya multinational forces carried out a series of attacks against targets around the libyan city of benghazi french fighter jets destroyed several armored vehicles and tanks belonging to colonel gadhafi troops was joined by the u.s. military that struck against libya's air defenses using cruise missiles u.k. forces are also in action over libya and this of the first raid since the u.n. security council adopted a resolution on the use of all the means necessary to protect the civilian population there and troops loyal to gadhafi reportedly carried out attacks on benghazi which is the rebel stronghold a cease fire because he promised just yesterday russia's foreign ministry says it regrets the international intervention there it's also called on all sides to do what they can to stop the suffering of peaceful citizens and to put in place an
6:13 pm
immediate cease fire. now let's talk to catarina she is that just outside the foreign ministry in central moscow country to tell us more about moscow's reaction to these bases developments. in moscow as reaction to these developments has been of course somewhat predictable from the get go russia has been very much against the possibility of a military intervention but of course that was still a possibility when it became reality as it is now russia is a still a big step forcing grave concern over the developments out over there in libya of course odd calling for an immediate cease fire and for down the opposition representatives to sit down and try to find a political solution to the ongoing conflict in libya first worrying about the potential increase in the number of civilian casualties this military intervention . led by such as france the united kingdom the united states elite or staying in debt for venting for their civilian deaths already we have heard reports
6:14 pm
of a number of civilians killed on the ground as a result of fire here in libya so a lot of cause for concern russia or scary local policing itself opinions and concerns of the chairman of russia's foreign media upper house of parliament has also spoken about this ongoing intervention in libya saying that the causes for it and therefore the outcomes i'm not as simple as they might appear. actually of the resolution the number ninety eight seventy three its main goal was to defend the civilian population but not to punish the gadhafi regime or overthrow it so in that respect with think that in one thousand seven to three a resolution is a mostly pure military and resolution this is a desperate for a humanitarian resolution then a for militarization my personal concern is that any military operation. and the
6:15 pm
which is conducted by the west in the arab world can lead to a very predictable scenario like all the parties involved in the conflict and they get together and start fighting against foreign invaders there were several examples of such scenarios and a history of the greater middle east so i think that we all have to be very cautious now and we all have to think first of all of that the political solution should go before a military solution we think that to conduct regime has already lost its internal and international credibility god that we think also there's people of libya should sell sold their problems themselves. because margolis there voicing a concern and opinion of many here in russia or specials and analysts experts like this current military intervention but of course. to increase and civilian
6:16 pm
casualties but also the stammer lies the situation not only in libya but also in the region as a whole russians are representatives of nato meeting that was also shared his personal views the situation he believes that this could very well established the region as a whole and could threaten the. stability not only in libya but around and surrounding neighboring countries as well also saying that in his personal opinion he believes that the current military intervention is perhaps overstepping the bounds. resolution is in place that is worse and worse in a very careful playing out but still it is the opinion of many here russia this intervention is not going to achieve its aims in the political situation to the crisis is necessary in central moscow thanks very much indeed.
6:17 pm
well for more on the situation developing in libya let's talk to keith harmon so he's a war correspondent and former u.n. investigator thanks very much indeed for joining us live there in williamsburg in the states now gadhafi reportedly broke his promise of a cease fire yesterday so isn't military action now the only option of course not you can do all kinds. but there's been no except that it can talk about this. aggressive action by western powers by the nato forces. making sure that there's no particular uprising for across the region aggressive. action from the west but supported by the arab league by libya's neighbors isn't that significant you can buy off anyone you want in this world if you have enough money and what about then the fact that there's a lot of debate about whether this allied action is to overthrow gadhafi or indeed
6:18 pm
to save human lives whatever the outcome the result is going to be welcome isn't it well you know president sarkozy from france today the libyan people must be able to choose their own destiny and after the attacks. on the hog missiles and the free flights they are attacked then we can return to diplomatic activity there was no. this is an absolute war of aggression it's just another war and the world should really be frightened about the nature of nato and american power attacking their own dictators isn't this rebellion by the people of libya isn't this what they want to dictatorship of over forty years and they've also help and they getting it. well there's a popular uprising component to the uprising are you reading these attacks and maybe i mean there's also again you and genuine dissidents but there's also islamic radical proxy forces that were backed by the united states during the cold during
6:19 pm
the cold war and there is cia backed forces the front for the national salvation of libya these are also part of the so-called rebels and they're backed by other western agencies like the national endowment for democracy works and personally there so this is really a very manipulated so called conflict people and maybe the real true free popular uprising people of libya are going to suffer the most and it will be very long once they get done with gadhafi before the people in true popular uprising you lies and they have no control over their country because the united states and france and italy have again how soon with all this there is some concern that this could end up as another protracted conflict and what we're seeing in afghanistan and iraq but surely this is all going to be over in a matter of days and with all this coalition marty can say that he's not in the last long as a. not unless you get some serious backing from someone else and that's the unpredictability that someone i think in your program earlier was speaking about algeria it's uncertain what happened in the arab world the true arab people that
6:20 pm
have supported. the revolutionary war and there's a lot of people in the world that like what he has to say against imperialism. if gadhafi does eventually go and bearing in mind your comments about this western intervention how do you see the future for the country can you actually call parallels with conflicts where we've seen similar intervention that we're seeing in libya. but as i say i believe that it may be over quickly it may not by the united states and. their military might will prevail one way or the other across any popular uprising which they've already partially done by letting the rollover of those rebel forces for a while that was a united states and you get gadhafi to kill some of those people and then we can justify attacking this is that the extent of this hypocrisy by doing so they've been practically. going to leave it there thanks very much indeed kate on the snow
6:21 pm
joining us live there in the state thank you for your analysis on the situation there in libya well a little earlier. he's the director of the center for research on the globalization told me that the operation in libya is not a humanitarian mission but an act to overthrow gadhafi. it is no humanitarian operation it is deadly what you were seeing was military material and just say that this is there to save the lives of civilians since when you do these fighter bombers and save the lives of civilians well it's certainly a war which has no chance of regime change this of course was not mentioned of the security council resolution but prime minister stephen harper of canada and i'm following the canadian responses has stated that the objective of this operation is
6:22 pm
to unseat khadafi so that the whole humanitarian underpinnings of this war becoming entirely clear aspect is that in fact this military coalition has already reply only to. the resolution which they themselves have falls on the so-called international community article nineteen zero zero zero the resolution of the united nations security council resolution says so when it involves go on the own weapons on to. libya but in fact what are they doing then bringing in weapons and they're supplying the opposition forces with weapons true fee of this war is oil. from. united states canada i'll go there with the intent of the interests of the operators of the oil
6:23 pm
corporations and the extension of the influence. to. this is not. a humanitarian operation it is a war of conquest and it will have devastating consequences of not only our own alone i'll the people of libya but more generally a pretty short position and p. jeremy coleman says his country is being very selective in deciding where military intervention is necessary. i think it's hard to guess he was to call a ceasefire in order to hope one hope to bring about a peaceful resolution of this conflict but it was beginning to look as though he was just trying to buy time for himself i must say i absolutely regret the lack of the ceasefire and i regret what is happening at the moment a lot of innocent people have already died a lot more look as though they're going to die in the next few hours if they strike against. militaries targets of the regime they might be effective at doing without but i suspect the real problem is they're going to have to strike against
6:24 pm
targets in the cities and that results in large numbers of million casualties this is a terrible situation an awful lot of innocent people are going to die because of the situation in libya and i think there's a lot of double standards going on here because what is happening in libya is obviously terrible and obviously gadhafi should have heeded the views of ordinary people and come to some kind of accommodation with all removed himself from office but. there's been no condemnation worthy of anything against bahrain saudi arabia yemen or a man who have also been killing large numbers of civilians totally over the last few weeks and i think the west is being very selective about this was the u.n. has put in place a resolution calling for a no fly zone and that is obvious they have not used the words regime change and clearly what's intended and if they go ahead with this and it doesn't work then the next thing is going to be what do you do next do you put in ground forces and if
6:25 pm
you put in ground forces where they come from because i can't imagine that any arab league country is going to want to put troops into libya for very obvious reasons the same thing could happen to them remember the arab league is led by a lot of people that are all under threat themselves and now there's a worry that we're getting ourselves involved in yet another war and yet another conflict which is essentially an internal civil war in libya and at the same time only six weeks ago. britain was selling arms to libya buying oil from libya british companies were investing in libya libya was investing heavily in this country and so it's in a very short space of time that libya has gone from most favored nation to zero and one sort of wonders at the speed of all this and many of those that are now calling for a positive libya were only a few weeks ago in libya doing business deals time now to briefly recap the developments there in libya at the moment in a brief statement issued within the last week about he has said libyans will
6:26 pm
confront what he called the attacks of the command and they believe that he's ready to open or arms to defend the country french and british fighter jets reaction. country as we speak in the french forces the night earlier that there were reports from libyan state t.v. claiming one of its fighters have been shot and now tonight meanwhile over one hundred cruise missiles would be lost from american and british navy ships and also submarines in the mediterranean i think twenty signs or involved in the living room to help carry out a series of attacks throughout the day on the city of benghazi which is the main rebel base and russia has said it is regrettable that military action has been taken it's also called for an end to the bloodshed and urged all sides in libya to start talking. i just remind you can follow all the latest developments in libya on our twitter and facebook pages in that we've got links to all our videos and regular updates that. it.
