nato accepts command of the no fly zone over libya but not full control of the military operation as are pros spawning tells us air strikes are continuing to rock the capital tripoli. and the conflict in libya is playing out with tackles of the u.s. led campaign in yugoslavia twelve years ago a war which claimed two thousand civilian lives. was angry protests in brussels as e.u. leaders meet to discuss new spending cuts while continuing to splash billions on that military campaign in libya.
1:01 am
good morning from moscow this is r t coming to you live with me and use now a our top story this morning nato has agreed to take command of the libyan no fly zone but stopped short of accepting full military control alliance chief and said the u.s. will hand over operational responsibility to nato within days meanwhile fresh air strikes are being reported in the libyan capital tripoli for more let's cross live to our correspondents paula slayer she is in the libyan capital. although i'd like to go to you first what's happening in the libyan capital this morning and any news about fire overnight. but it certainly was fire of the night and into the early hours sworn in there were large explosions that came from the east and west of the capital city we know that the government has the military airfields and military bases there so we split but this was the target as always in these strikes although
1:02 am
some of the happened with rounds of anti aircraft gunfire now today of course is friday midday prayers security incredibly intense in the downtown part of the city ahead of what we're being told is the massive demonstrations being planned after those periods we are also seeing reports and indeed i have noticed over the past few days that several of the pixel stations here are running low on fuel and we are hearing that the city could almost align to a halt within the next few days now as you mentioned the nato announcement was happening while those strikes were taking place over the capital city the latest word from major bay have agreed to enforce a no fly zone we check should take command of that within the coming days we've been told by sunday night we're hearing from the nato secretary general if he still needs to be discussion over whether or not nato will extend its control of her mind to the entire our coalition and that is of course because of objections and
1:03 am
concerns that are being raised by countries like turkey the major sticking point really is the whole effect that it's having on the ground such as the strikes on libyan ground forces so we will need to wait at least a few days to see exactly two hours coalition agreement hands out for that second request was going our ears are the libyan did some border forest or tell us what's happening where you work. well what's happening is people are fleeing there are plenty. of refugees coming out of with yet and according to the united nations over three hundred thousand people have already brought forward the ground you thought that nearly ten thousand refugees or purely. borders with egypt. and tunisia and dozens of more are expected to drawing them so this kind of gives a picture on the humanitarian situation in the country we spoke with one family the war from bin guys the b describe the situation the terrible the said it was
1:04 am
absolutely impossible for them to live there anymore so they decided to wait it out in egypt she was happening and maybe come back if things settled down the also told us that some of the gaddafi supporters who are acting undercover inside going guys the aiming against the opposition and possibly even against the media because some of them. are it's thought that some of them took part in the attack against the ounces your t.v. crew in which it's cameraman was killed so all the rest he said that some of them were captured by the opposition so in that sense there's still activity going on in the bin guys itself just on thursday the united nations met to discuss the humanitarian situation in the country strongly criticizing what's what's happening there and actually judging by these figures over three hundred thousand people already you left libya it's
1:05 am
a real humanitarian crisis and so small for the main goal of this military operation to reinforce the no fly zone which was to help ordinary libyans that still has not been achieved. paula to you now in tripoli the libyan government is reporting civilian casualties as a result of this military mission but the coalition is denying that it's any kind of evidence that airstrikes have been sacked killed or injured civilians. well we don't have overwhelming evidence that civilians have been killed in strikes have been some state television is reporting almost nonstop the number of innocent bystanders which is what of course there would have been children its coalition is trying to figure at morgan one hundred now i'm going to start in and the mass funeral for some thirty six people the companies were laid out it was a crowd of about five hundred people very very angry they were shouting some slogans as our cosey and of barmer and international community to stay out of
1:06 am
libyan if it was of course we have no way of determining exactly who was inside and the government spokesperson even went so fast admitting that some of the people who were being buried were actually soldiers and not civilians because of the shape it was addressing that funeral procession sood they're all libyans are soldiers of this country so big so question in terms of how they view civilians versus soldiers i think it's also worth noting though that some of the journalists yesterday were taken to a hospital where they were shown charred bodies and being told that these were civilians and again they face the same problem of actually being able to determine who exactly are these bodies that we've been presented with and how exactly they were a government even know what we're hearing according to rumors has had snortin bodies from fighting in other areas to see evidence of that the main problem at the moment with of fighting which seems to have now been steamed. which is not too far from

the rebel stronghold of benghazi is that the rebel forces are unable to advance forward and we've been told that in that time we will have surrounded the town and they have already intially got his forces will run out of supplies and it will be the only way that they can move forward but it does raise two questions and that exact number when the fighting on the ground is an open ears so the risk of civilians being killed is ever so high and number two we don't see any weakening behalf of the gadhafi regime either politically or militarily but our correspondents covering our fight of this crisis in libya policy are in the capital and your group is going on the border with is it making his way through very gaza will resign you both throughout the day thanks for that update. well gerald celente from the trance research institute says nato is just a cover for the rats and libyan misson is about gaining control of countries. when people get killed or there are strikes in afghanistan that kill innocent people they always use the term nato it's mostly the us and yes the prime minister of

turkey is one hundred percent correct again the hypocrisy is before our very own eyes it's so all this is is the united states doing what it's become accustomed to do and that is attack any country it wants to at any time any reason that it could make up and the new reason that they made up is perfectly orwellian a humanitarian crisis so you kill people to solve the humanitarian crisis and you take dictators out that you don't like because really what's behind this and i've said it before would be united states be in iraq if their major export was broccoli or would they be in libya if they weren't holding on to this leader of sweet crude oil on the planet. well several u.n. members including ross expressed their concern over the risk to civilians in libya

security council resolution one hundred seventy three fall short of that clearly but it does have the mandate in the open ended mandate to protect civilians so that's what much of this comes down to and that's what opens the top of this debate about the end state and all the controversy flowing from that but frankly i think if we look at previous no fly zones that are remarkably ineffective. the bosnia achieved proud to be a little fly zone over iraq did have better achievements but look at the length of time at least operations went on for. it. and the threat to the. your oversight of other issues that summit in brussels possible international brought. tox one year by police use water cannons to disperse crowds protesting against austerity cuts are daniel wessel has more on the

it's particularly. more difficult if it is a war such as the. war in afghanistan for example will be your war aki war where it was not a popular war and if we just started having rows of soldiers deciding on their own that they were no longer going to become a member of the united states military apparatus we have a problem and so there are very harsh penalties to wife including the possibility of death. in mainstream media in the so-called coalition countries are not in a hurry to get andrea say either the major corporations like the b.b.c. some and then what would happen is that if i say anything that was controversial or would go against the government line we would be completely censored andras says he's ready for the battle of his life claiming there was no just a few cation for the war in iraq but he admits he's honestly pretty slow extended

ross never has the deal off. to question it that's a question that's on everyone's lips it certainly will be very disappointing for b.p. this back in january when the when the deal was trumpeted in the notes to be pleased chief executive bob dudley was very happy about the deal he called it historic but it could open up one of the world's last great exploration fields the the arctic four to contain huge reserves as yet on top of oil and gas. that was that was the feeling at the time so this is clearly a blow but the deal considers not only of what they called but global strategic partnership to explore but also a share swap between ross and aften and b.p. but has also for the moment been put on hold whether will stop the deal most commentators say probably not it's such an important strategic deal they say that
