9:00 am
the libyan rebels of rapid advance towards the capital is halted with reports that again after his forces are using heavy shelling despite declaring a cease fire. with neither side willing to back down you know in the spirit i mean painting blocks with those no one stay next attack i'm going to say in the capital city of tripoli join me in a few moments and i'll bring you more. foreign heavyweights got there in london to thrash out libya's political future without the raising speculation but they're aiming at the regime change rather than that of protecting civilians. and russia remembers the first thirty eight people killed in the moscow metro blast
9:01 am
a year ago two suicide bombers blew themselves up during the morning rush. with live from moscow now after their rapid advance libyan rebels are now being pushed further back from the outskirts of colonel gadhafi. there are reports of a heavy bombardment and gunfire being used by pro-government forces despite claims of a ceasefire assays policy in our reports from the capital tripoli. they have been is strikes overnight and into the early hours of this morning tuesday here in the capital city of tripoli the targets were both military and civilian now we are just hearing reports that in terms of the fighting on the ground the frontline has been pushed backwards to the city of revenge awad away from the city of sirte that is
9:02 am
gadhafi is home town we are hearing distressing reports though conductors inside said they say that they have been treating hundreds of patients libyan soldiers who have been targeted in these poor addition airstrikes the doctors saying that many of them have lost limbs they've lost arms they've lost made and they have deep shrapnel wounds to their heads the doctors also saying that it's impossible to determine how many people have been killed in these is strikes because many of them have died on the sides of the roads and they've been just been buried there now the rebels are suggesting that if they cannot break through get out these defenses in so they won't work they wait around the city to the city of misrata misrata is the third largest city in this country it is the last and only rebel stronghold in the wisdom part of this country we still though continue to hear reports of intensive shelling of intensive fighting taking place there now and doctors there are warning of a humanitarian crisis not only because of the situation among libyans in souls but we're now being told that more than four thousand egypt shins and other africans
9:03 am
are housed in tents and that they are facing in painting starvation and also the risk of diseases breaking out in the last twenty four hour with eight people have died in the straw out of water in twenty four have been injured a group of international journalists was taken there a few hours ago and although we were prevented from actually reaching the city center from the outskirts it's quite clear in terms of the destruction and devastation there was broken glass from windows of buildings british holes in the walls of those buildings there were a number of burnt out civilian vehicles as well as burnt out tanks people are encouraged by the latest reports that the rebels are actually being. backwards yesterday monday the city was in a state of fear the early reports actually suggested that the city of sirte had already been taken the city is essentially in a state of lockdown in addition to the impending fear that the rebel fighters make good on that promise actually march on trip to meet there are still growing shortages of fuel of water also we've seen queues of people not only in the front
9:04 am
of pichel stations but also in front of bakeries supermarkets and other such schools it is understood that tripoli is not only a strategic importance for the rebels but it has great symbolic value it certainly is something that is incentivizing the rebel fighters to march to which tripoli and because of that residents here are rallying around babydoll no good athlete and certainly they are increasingly alarmed by the reports that this frontline keeps getting pushed. to. rebel stronghold of benghazi the rebels remain confident of holding out in the brutal fighting these forces. the entire city of been going to the rebel stronghold in the turning east for. monitoring the situation out there on the front and of course especially around some of these hometown but even though that said the rebels have not been able to
9:05 am
control over the city still the spirits are pretty high in fact the opposition does say that you on the stand it's not going to be easy to fight and defeat god that he's the man they see that they're ready to to do whatever it takes in order to achieve that wolf that you were able to retake control of most of the towns that the people lost who got out these forces just a week ago at least in. fact every time some very easily from some on the especially should want to. hear gunshots being fired into the air as a sign of applause and support off the revolution the ultimate goal is to get rid of gaddafi is regime and to establish a new order in the country and the opposition says that this is going to be a democratic country in fact they're stressing that they do not want any third side
9:06 am
to tell them what sort of a system will be here they want to say that it's up to be a libyan people to decide what to do with gaddafi and his family and what kind of regime they want to hear in the country they do say that they are ready to listen to something advice coming from the west from germany france and great britain so far it seems that here in the east of the country the opposition is in full control and in fact the rebels are i'm organizing an interim authority body here and they're now biding responsibilities on one another when it comes to the years of life from the economy in the street and police and law and etcetera so they are establishing more control here in this war and once again they're saying that it's only up to the libyan people to decide what to do with the entire country after he got out he said on. it's not easy going it's going to reporting very well meanwhile
9:07 am
the foreign powers are gathering in london to outline libya's a political future without caffeine lore and it is following developments that. the libyan rebels are looking to britain germany and france for some kind of guidance because of course that's what this this conference in london is all about one of the main aims of it is to outline the political future of libya and also to underline the international community's desire to let the libyan people decide for themselves what the political future of libya should look like but of course the irony that we're seeing here in london is that there's possibly actually going to be no one from libya attending this conference to decide of the political future of that country we're receiving conflicting accounts of whether there will be any rebel representatives here the u.k. is saying no front says that possibly might be someone from the rebel side coming to represent the country but it's definitely going to be nobody here from these
9:08 am
government which of course is still in power in libya we shouldn't forget that it hasn't stepped down yet so the question that we're asking ourselves here in london this is it a bit early for talking about the political future of libya and who should be talking about it in fact another of the pains of this meeting is to to reiterate a commitment to enforce this u.n. resolution one thousand seven hundred three and the resolution of course allowed the creation of a no fly zone and it also mandated the protection of civilians head of this military intervention in libya but the head of the meeting in the u.k. and from the joint statement which appeared she advocates regime change in no uncertain terms is included the words must go immediately and puling and haldol his followers to leave him before it's too late like wait of course that it's in that un resolution which allowed the intervention in libya that there doesn't appear to be any mandate for regime change so what might happen in london here is that the
9:09 am
arab league certainly might have something to say about that they are known to be quite fearful of western power. coming in and forcing a change of regime in libya russia has also criticized the military action that leaves allies the coalition is perpetrating foreign minister lavrov says that the action definitely goes beyond the scope of the un resolution saying that the allies are interfering in what is essentially a civil war which is not sanctioned by the u.n. resolution it's actually it's not very pleased about it he has sent these countries that are participating in a letter calling on the meeting to end what he's being a barbaric offensive against his country and he also likened the airstrikes by the coalition to hitler's military campaigns during world war two so it's very unequivocal there is not going to be pleased he's unlikely to take any notice of what comes out of this meeting and we won't know what's coming out until much later
9:10 am
this afternoon so i'll be following it all day. reporting that now the u.n. security council's resolution states that the foreign forces actions should focus on protecting civilians but russia's u.n. envoy says this message doesn't seem to much the reality on the ground. we can't help but be concerned about the created interpretation of the un security council resolution that some countries interpreted as almost allowing ground operations but the resolution states plainly that no occupation forces should appear on libyan soil it only speaks about a naval blockade enforcing the arms embargo and enforcing the no fly zone to prevent the bombing of civilians moscow has many questions about how the un security council resolution is being carried out first of all there are reports that civilians have been killed in the air strikes but this is not if you consider the message of the resolution which says that the foreign forces actions should protect civilians so it's hard to comprehend how you can protect civilians by
9:11 am
killing them. by logic or swan and on the ground are keeping you updated all around the clock from libya. seeing firsthand that doing so we have twitter stream page and of course our facebook page and for video reports from where the story is happening just haven't seen what artie's you tube channel. is. it with r.t. and live from moscow power went into developments and syria that's where the president's accepted his cabinet resignation of comes amid weeks of violent
9:12 am
crackdowns on demonstrations calling for liberty reforms and despite a massive pro president rally on changes today a new government is expected to be in place on wednesday as well as the lifting of a controversial state of a budget see that's going on affect more than fifteen years there's been eleven days of fighting in the country with. more than one hundred fifty people killed by the president blames foreign sources locals claim the government troops are behind the lethal violence serious situation is raising fears that another foreign intervention would be possible james advancer writer one middle east politics and security issues says that although the west is not in the mood to intervene in syria's affairs right now it could always change its mind. to predict what's going to happen the middle east at the moment but i would say certainly what from what we're hearing from washington and from the europeans there is no appetite for expanding the current intervention that we're seeing in libya i think even in libya
9:13 am
the americans have been very quick to hand over to the nato. air force and wash their hands of total responsibility for what will happen next that hillary clinton was quoted as saying that she still believes that bashar assad is a reformer someone who can potentially deliver a better syria rather than heading down into civil war which would have huge repercussions for the rest of the middle east bearing in mind syria's here's a change of position so i don't see any kind of appetite at present for western intervention in syria that said syria has a legacy in the rain in the eighty's of heavy handed clampdowns on its own sort of civil protests and i think if we saw anything like what happened in say nicely to. their west would be forced to intervene simply because the level of bloodshed but i think once again we're a long way away from that right now so libya has a more natural resources in terms of oil and is of course located right in the southern flank of us and pretty powerful european states syria on the other hand is deeply intertwined in the middle east peace process relations with israel of course
9:14 am
it has a longstanding and very complicated relationship with lebanon a country which still has yet to form a government following syria's ally hezbollah are sort of bringing down the previous one and of course has links with iraq to i'm interested in what i've heard from various commentators about the role the saudis and the jordanians that had in putting pressure on the americans. sort of back off syria and syria usually is an easy punch bag for the american administration has always been quite happy to have a go at the state's actions and its lack of democracy and freedoms but it is quite interesting that actually see the americans almost defending bashar assad as a reformer today i think which is a reflection of how incredibly dynamic and fluid the situation is in the middle east at present and that was a james a writer on middle east politics and security issues. but there's a markedly somber atmosphere on moscow's metro this tuesday it's exactly a year after it was rocked by two terror attacks thirty eight commuters were killed
9:15 am
many others injured when two female suicide bombers blew themselves up in two stations during the morning rush hour of and i was outside one of the traditions for us and. talk to us about what kind of tributes are being paid at the stations today what so what's the scene where you are. well the scene is it is a very busy working day here in moscow as ever the moscow metro is being jam packed with people however those people have a very somber atmosphere surrounding at the moment i'm outside of the metro station which was the second station targeted in two suicide blasts a year ago which rocked the russian capital now i've seen many people going into the station and being down on to the platform where a. memorial has been has been established there people bringing flowers other memorials being placed there as well as lighting candles to remember the dozens of people that were killed and those many many more they were injured in these two
9:16 am
attacks this as they say where i am was the second station the first station to be targeted was no bianco right in the heart of the russian capital right in the center of moscow's beating political heart just a stone's throw away from both the state duma and the kremlin now that was where the majority of people were killed in an attack just before just before eight in the morning and the later on the second attack taking place here at particle two are those attacks timed to coincide with the rush hour three to kill as many people and injured as many people as possible by two suicide bombers now even though it was many people killed many more injured in these attacks moscow continues to thrive and survive and people continue to keep on using the metro system now they are remembering those people that died but the terrorists will not be allowed to win and he will continue to use the system here he busiest one of the busiest in
9:17 am
the world around eight million people travel on moscow's metro every day because now i hear from my colleague medina he spoke to some of those people who were involved in the terror attack. it started off as just an ordinary monday night. for me to leave it off he like many others had a certain spring in his step knowing the harsh moscow winter was over but little did he realize the nightmare he would be thrown into just a few minutes later suddenly there was a very horrible sound as if something huge had formed. and i walked out there was a small haze. people were shouting and rushing out of the car would meet that he had heard was the start of the worst terrorist attack in the russian capital in six years just before eight am the first of two explosions hit the moscow subway killing twenty four people at the crowded lubanga station which
9:18 am
lies beneath they had quarters of the federal security service forty minutes later the terror trail moved south targeting a station at a crucial city intersection killing twelve more. destocking last year was basically came at eight thirty eight right in the middle of the rush hour it struck up the back of the train house commuters tried to get on board. there was no life and i just thought he was bored and whatever remained of them some of them were stretched on the floor near the metal frame and the side was horrible it was people. just before your eyes and there was nothing to save them with eight million commuters after a day moscow subways one of the busiest in the world that's made it a terrorist target in the past and on this day year ago in wants to be
9:19 am
a target once again a twenty year old student leaving so the horrors for herself the truth uses to live in fear today. sometimes i believe something like this i think about this but general i think we have. safe safety. a year ago terrorists brought moscow to a standstill by bringing horo to everyday life but if they wanted to destroy people's spirits those goal was certainly know what it shift city live go zone and while the terror threat to millions than must go on across the globe remains it's something people have learned to live with my son of course now also moscow but certainly something to be said peter for other brazilians so when dealing with something like that. in the year since the it's are so that we're going to be changes in terms of security that you know. well we've seen several changes to rushes how russia deals with these kind of terrorist attacks and how they try and
9:20 am
provide more security to the people traveling on russia's transport systems in the days leading up to this anniversary we saw security on the metro system visibly beefed up a lot more police out and about around the system security staff as well there to try and to make sure that a attack couldn't take place here in the lead up on or inevitable on the day all of this on a verse three now since these attack these two attacks a year ago on the metro system russia of course the tragedy again in moscow on a suicide bomb exploding yet of the airport killing many more people there now in the wake of that attack on the airport president made yet of reviewed the security systems that were in place around the country and found him sort of extremely unhappy with what was being done he implemented many many changes also that removed
9:21 am
certain security stuff from their positions after being unhappy with what was in place know russia's continued continuing security operations against terrorist cells based in the north caucuses in the south of russia and in the last few days we have seen one of those operations taking place as well reportedly involving the death of the ring leader who had claimed the model who had claimed responsibility for both the suicide bombing on the moscow metro a year ago and the suicide attack domodedovo airport but it is worth stressing that the north caucasus is a place where rumors can be rife when it comes to reporting on the deaths of senior figures so we those reports are unconfirmed at the moment the doku umarov may have been killed in in security operations taking place in the north caucuses now speaking very speaking very candidly president made yet have said that those who are involved in the in these type of terrorist acts on the metro system and it does
9:22 am
that if they resisted arrest they would face the stiffest penalties possible. start. with we've identified all the suspects behind this most horrible of crimes which most of them were eliminated during special operations this is a just punishment it's the fact that we've managed to get these villains is good i think that we worked well in cooperation with different parts of the government we've been able to bring them serious losses. as moscow mourns the deaths of those people who were killed in susu aside last on the moscow metro a year ago strong words to those people responsible for president medvedev saying that they will be brought to justice by any means necessary and strong a candid words as you were saying. live in the park talking about ourselves just on the street just down a street party studios here thanks. so japan's describing the

situation at the fukushima nuclear station as a very grave plutonium that was detected in soil and near the plant hour after highly radioactive water leaked from one of the reactors but the government says it's on maximum alert to tackle the crisis it's also considering whether to extend the evacuation zone around the plant which is now a thirty kilometer radius battle to restore the cooling system has been underway for almost three weeks but with little progress ever since the reactors were damaged by the earthquake traces of radiation were found in some products and tap water as far away as tokyo which is two hundred fifty kilometers south of russia the country's still struggling to look after communities shattered by the earthquake and tsunami nearly a quarter of a million people are still living in that massive shelters. welty dot com has more on japan as a struggles to recover from this disaster we've online video reports from at the moment the tragedy struck and its aftermath. with bodies of thousands of victims
