not the right decision as we've previously discussed what do you make of the un security council resolution is it floored well i think we must always remember with these resolutions that not everybody is happy to sign up to them for example brazil russia india china germany are all extensions this resolution to not have you know . backing and if it wasn't for the british and french in particular i don't think it would have been warm as strongly worded as it was but this resolution has then become pentasa shaped beyond all recognition really hasn't it i think there are real questions being raised i mean the reason for going in was concerned about the civilians of benghazi it was the humanitarian to continue like and that was a valid concern whether it was a valid justification for intervention is not the reason but what seems becoming apparent is that we now have the no fly zone in effect becoming the air force of the rebel fighters and theoretically this air force can provide cover all the way

to tripoli and i question whether that was within the spirit of the resolution as it was originally filed and how do you feel about what hague and you pay have done to this resolution well you know at the end of the day i think it was for me anyway a reason to your view that this was more than just about humanitarian aid i think there was no limit to regime change about this and so it has not come as a surprise to me what we have seen happen since the resolution was passed so he's coming out of this worst you think the government in this country or the u.n. security council as a whole i think you'd have to analyze probably you know i think it was there all party to an all defined thought through mission which has no clear exit strategy. and meanwhile civilian casualties mount. you know there is a contradiction to what's policy one we all value human rights but at the end of

countries willing to put in fighter aircraft which would be all that would need to instigate a no fly zone we're going it comes to ground attack aircraft i think very few nations have put that forward and i think that tells its own story as you said earlier this is another military intervention in another muslim country with natural resources have we learned nothing from our past mistakes well you know as you know i voted against the iraq war i voted against afghanistan when we had the opportunity to vote and i think we have got to be very careful before you commit troops to go after. you've got to make sure you've got them on the high ground you've got to make sure that it is the measure of last resort where of all other avenues of negotiations have been exhausted and i'm not sure we met those criteria when it came to libya as well so i think the lesson still need to be learned and wonder i'm afraid we're repeating process now if you see any progress in terms of learning lessons from the past well i see some progress you will have seen the

the vagueness of the resolution kicks in because it does talk about enforcing a no fly zone and protecting civilians and using all necessary measures to implement policy you could theoretically view that in a certain measures includes attacking the promoters and control center in tripoli it's debatable but i still am of the view that this was about regime change as as much. humanitarian aid but if you could argue that why couldn't you argue that sending ground troops is part of all that is very much as i mean it seems such a powerful and and all encompassing fray because i think the majority of people in this place who voted for intervention and i have respect for you did so warmly assumption that this was about humanitarian aid and nothing more and that it had the legitimacy of the u.n. resolution between ground troops and i think that would clearly go beyond that resolution. as i say you force in northern ireland what difficulties do you think that troops would face going into the middle of
