running a multi-year project for the u.s. government that looks at these arrangements in africa and there's all sorts of arrangement there's federalism there's regional autonomy i don't know the precise outcome and it would depend on the parties to the conflict themselves but we're not talking about splitting the country into we're not talking about recognizing independence of two different countries east and west libya we're talking about these folks who have lived together in this country for many years living together again in this country and it's just a matter of sharing power and what you can't do and say to the khadafy folks in his inner circle you have to give up all your power because they're not going to do that voluntarily and if need be they will use all means necessary to retain some degree of power including they might escalate actually to genocidal violence if we push them to it so instead to get a peace agreement which you have to do is incorporate the existing regime and say that going forward you will have a share of power maybe not as much power as you had in the past but

a share of power and you say to the rebels you want to conquer the country you're not going to conquer the country you will only get a share of power no one's going to be getting everything they want but everyone will be getting something and that's the way that you resolve this conflict peacefully not by bombing for weeks and weeks and weeks it's more than a month now and all that we're seeing is more people dying who could be a broker for a peace agreement there is talk of russia perhaps china stepping in or indeed members of the arab world who should try and bring some sort of negotiations together. well it's not clear it looked as if turkey was trying to play that role for a while and. they've now stepped back from their role and they've sort of joined fully with nato they're obviously a member of nato but now they've come onboard and said khadafi has to step down before there can be talks and of course that's a nonstarter for could offer so it's not clear if sometimes these can be and this can be a state sometimes you can be an individual diplomat jimmy carter for example has
