billion dollars over ten years in new spending on procurement research and development has resulted in relatively modest gains in actual military capability gates also demonstrated this class by noting that the military buildup during the neo-con reagan administration not mine was no longer relevant here is what he said regarding our current threats related to the former soviet threats and potential adversaries america faces today and down the road are dangerous and daunting for their complexity variety and unpredictability. but as a matter of national survival they do not approach the scale of the soviet military threat that provided the political and strategic rationale for defense expenditures that consumed a significant portion of our economy we're not going to see a return to cold war level defense budgets at least as a share of g.d.p.

different cities different countries but also it means running all of our banks to also be running our health care you know we also have a government that thinks they can solve all the ills of the world and unfortunately the ills of the country that the rest of the world are one of them so what we see they do you belive the majority of this funding is for the department of defense itself in the authorization well we've got one hundred twenty million dollars still going to the wars in iraq and afghanistan name cut by twenty billion going to the department of energy for all their nuclear enterprise as well on the hit on with all that's all rolled into this yeah that's over the billion a lot of all well rolled into all of this is of course a lot of different. different park projects that we would call them part. project of course members of congress who are beholden to a ban on earmarks are saying well no no these are these are they were interest here these are things for national security that's what we see with these defense bells that's why they're so big we we think the favored interests in the guise of national security is ok but that's the side of defense that really has aided a lot of republican members of congress and particular in their desire to continue

to grow government spending and that he has to the tax god it's not just the amount of numbers it's on imagine seven hundred billion i can't even count that high what is that right and so this year what we have is an interesting dilemma where we have an earmark ban some members of congress of course being created by that they are trying to get around that and how much of the. time they're like i don't even know what to do with all that money going to you know you're a conservative you're not allowed to oppose defense spending well and that's the thing is that's an entirely inconsistent conservative position to say that that are part of education i'll spend money better than the department of finance these are all government bureaucrats folks you know let's let's be real about who it is he's running the money it's people constituencies and people who want to be reaching into what they perceive to be the deep pockets and there we are with the air quotes papers and the department of finance for some reason for this reason alone actually has enjoyed a lot of isolation and the fact that doesn't get the scrutiny that there are going
