examined following his brilliance of the past today secretary gates highlighted some of the problems he has encountered while being the senior civilian a charge of the u.s. military here are a few candid remarks from the early months i ran up against institutional obstacles in the pentagon cultural procedural ideological it became evident over time that changing the momentum of these conflicts and increasing the odds of military success in the future would also require fundamentally reshaping the priorities of the pentagon and the uniformed services and reforming the way they did business how weapons were chosen developed and produced how troops and their families were cared for how leaders were promoted and held accountable and related all of the above where money was spent or miss bennett as the case may be since nine eleven a near doubling of the pentagon's modernization accounts more than seven hundred

billion dollars over ten years in new spending on procurement research and development has resulted in relatively modest gains in actual military capability gates also demonstrated this class by noting that the military buildup during the neo-con reagan administration not mine was no longer relevant here is what he said regarding our current threats related to the former soviet threats and potential adversaries america faces today and down the road are dangerous and daunting for their complexity variety and unpredictability. but as a matter of national survival they do not approach the scale of the soviet military threat that provided the political and strategic rationale for defense expenditures that consumed a significant portion of our economy we're not going to see a return to cold war level defense budgets at least as a share of g.d.p.

because america is different thank you robert gates however the real problems are the things robert gates there's not know what to do about or how to deal with this here will be another four year defense review basically a force structure and strategy assessment done by the pentagon the the pentagon will bring all of its accountants analysts and probably a couple of band leaders together and they're going to sit around the proverbial campfire they'll look at each other's books and attempt to find out who manages their books better than the defense contractors like you know lockheed martin and boeing gray theone who come in bring their teams of accounts tell the pentagon a slightly different story well meanwhile the president the members of congress be taken out to the five star dinners or over to the capitol hill club and elsewhere with lobbyists telling them just to keep on voting for the wars so basically q.t.r. is sort of meaningless. but let's just look at this the reviews going to tell two

important other things first nearly ten years the u.s. has been fighting its two primary battlefields iraq first and afghanistan all the machinery that was used during the invasion of iraq because the rocky conflict if you had three has been used and destroyed by the enemy by enemy fire wear and tear i e d's except for the same sorts of incursions have also destroyed the next shipload that came in two thousand and four and every year we stay in these foreign countries new shipments of tanks humvees trucks and to the ports of airfields of places like iraq and afghanistan they get destroyed and see that's not the important thing the folks the second most important issue is that unless the united states changes something we're going to see that these guys he's in a permanent state of war even if the minute we're done with one conflict iraq the us ends up in another conflict like nation building in afghanistan or intervening in libya or god knows where else we're going to go next. see this is the rules of

washington d.c. and washington is playing a game of empire the reason the u.s. can't cut its defense budget is because the united states is fighting multiple wars on multiple fronts from the war on drugs and colombia mexico and arizona border to the global war on terror work to the war on domestic terrorists were to the war in libya or nation building in afghanistan and don't forget about the forward bases in absurd irrelevant places like diego garcia and antarctica we got one of those two united states has a postmodern empire engaged in fourth generation permanent war the fact is the us needs a smaller superb lee capable force to protect we the people from other nations for bombing us that's better than a large hollow empire that cannot be sustained indefinitely this is also important because empires cannot protect yours and not civil liberties the people here bush prove that bush prove that the executive branch cannot effectively be the president of the united states and also be the mayor of baghdad too bad obama didn't get that

message well folks gates or the next secretary of defense cannot do a thing to stop the president from being the mayors of ford cities or nation building and secretaries offense cannot start the empire only we the people can. this week congress is considering the two thousand and twelve defense authorization bill they can add over seven hundred billion dollars to two thousand and sixteen. now i'm getting sick of the air quotes from talking about government doublespeak i really should translate this first because americans are hurting congress is making a show of wringing their hands over paying off their patrons in the military industrial complex there are no more their hearts go me now is magic or a zero in she is the government affairs manager of americans for tax reform

executive director it's citizens for fiscal accountability and crusade is a noble one of the combat in wasteful spending by promoting transparency and accountability with the feds all of them thanks so much for joining us and i'm jake excellent work analyzing what we heard from president gates secretary gates earlier today who carefully. with not taking the revolving door little more but really interesting interplay in terms of what we're hearing from him and how it relates to the budget debate on capitol hill with the defense authorization bill where we're not getting anything nearly as forthright as this well i think it's interesting to hear jay talk about the review as if this is something that actually promote some kind of accountability defense spending because the fact that matter is we don't know if pentagon spending and that had a gun is it now with the pentagon spending because with a lot of shuffling of the tax there's a lot of trying to pay off different constituencies that want to see us and gauge on multiple fronts and this is the same thing that we see with a government that's got to get as jake alluded to to want to not only the mayors of

different cities different countries but also it means running all of our banks to also be running our health care you know we also have a government that thinks they can solve all the ills of the world and unfortunately the ills of the country that the rest of the world are one of them so what we see they do you belive the majority of this funding is for the department of defense itself in the authorization well we've got one hundred twenty million dollars still going to the wars in iraq and afghanistan name cut by twenty billion going to the department of energy for all their nuclear enterprise as well on the hit on with all that's all rolled into this yeah that's over the billion a lot of all well rolled into all of this is of course a lot of different. different park projects that we would call them part. project of course members of congress who are beholden to a ban on earmarks are saying well no no these are these are they were interest here these are things for national security that's what we see with these defense bells that's why they're so big we we think the favored interests in the guise of national security is ok but that's the side of defense that really has aided a lot of republican members of congress and particular in their desire to continue

to grow government spending and that he has to the tax god it's not just the amount of numbers it's on imagine seven hundred billion i can't even count that high what is that right and so this year what we have is an interesting dilemma where we have an earmark ban some members of congress of course being created by that they are trying to get around that and how much of the. time they're like i don't even know what to do with all that money going to you know you're a conservative you're not allowed to oppose defense spending well and that's the thing is that's an entirely inconsistent conservative position to say that that are part of education i'll spend money better than the department of finance these are all government bureaucrats folks you know let's let's be real about who it is he's running the money it's people constituencies and people who want to be reaching into what they perceive to be the deep pockets and there we are with the air quotes papers and the department of finance for some reason for this reason alone actually has enjoyed a lot of isolation and the fact that doesn't get the scrutiny that there are going

to education and want to see this is this particular issue it's not gates's fault the reason that the pentagon has sort of open ended sort of connectedness to crude federal dollars of any current is because the operations that the congress voted on that we got stuck in and what so once we get in the words you just can't bring the troops home we'd like to think that it doesn't happen on exam for the politics of this are some interesting wrangling this time when there's always been played around massive spending bills with particular with this one we see when we try to draw some lines in the sand alex and try to change policy with some different proposals amendments are being tacked on of this. christmas tree that right so you see. it all comes out of the house armed services committee chairman you can issued it and a letter saying well you can't earmark this tell you to abide by the rules process and to make sure that everything is going to be vetted properly and be competitively but not sort of thing that properly by. a grain of those is because

of the catch but beyond that so what we have is members of congress are not inserting language that is for all intents and purposes a placeholder so instead of authorizing a certain account or giving it some funds for their favorite project what it is is making using some creative language to say well you can't fund this and gen but you can continue to do work on it so this is what we see with the f. thirty five which is also an engine its own the company do the work but since the pentagon and the hardware there's going to taxpayer dollars later and this doesn't include foreign aid that's a separate appropriation supposedly and again what we've seen this is. not because very competent to go to the federal demonstrators understand the underside of losing a job and anything neither does the federal government yet for how much we think we're in the dark part of government because every night when you ask how much does this cost and they can't tell you you can always assume they're lying or career something up because you could never never ascribe to conspiracy what can be
