much indeed for joining us here in our team at that g. eight summit obama promised to develop a missile defense system that would suit both moscow and washington but will it poland which as i've already mentioned will host part of the system. i think will probably want us to have some of the missile defense interceptors based in the country and the plan is the u.s. plan is that they will be they'll be deployed there in twenty eighteen so i think policy beginning when it wants so recently wrote in the new york times he said we do not want any missiles aimed at russia russia clearly still feeling threatened why is it that washington still hasn't convinced moscow that its missiles in eastern europe are not actually aimed at russia. well this is one of the areas where it seems that the cold war simply hasn't ended for russia and russia needs to see that this is to really isn't aimed at russia it's aimed at iran and the middle east but at the same time the united states and nato need to reassure russia that the system is not aimed at them and russia is very clear they want some kind of

written guarantee that says that this system will not be aimed at russia and the u.s. and russia i'm sorry the u.s. and nato should provide that there should be a nato statement saying that this system will not be russian surely that it's a compromise and this is all about cooperation and therefore simply a joint missile defense system is the answer which is what russia wants so why isn't that really being properly discussed with. well they are talking about how to make this a joint system the question is what does joint mean at this point they're talking about sharing early warning information and other radar information which would be a step forward but before they can get there before they can get to a shared system russia needs to be reassured that the system is not aimed at it and again nato and the united states need to make a joint statement to russia saying that this system is not aimed at you this system is no danger to you it's focused on dangers and threats from middle east not from

russia russia still not a tall happy with the way the u.s. has responded so far saying that if the missile defense issue isn't settled by twenty twenty which is quite some way off of course this could actually end in a new arms race that's quite strong talking from moscow is that really where we could be having. it's possible i think what's more possible is that russia will not agree to any additional reduction. in their offensive nuclear forces which is not good for global security it's possible that russia could withdraw from the new start treaty which just entered into force earlier this year so there are a number of negative consequences that could come from this which is which is a shame because really again i think if both nations sit down and talk about this reasonably russia will realize that the system is not a threat to it and the u.s. and nato will find a way to reassure russia so i think they just need to sit down find a meeting of the minds and resolve this issues we can get on to the real issues

which are reducing the nuclear threats that both nations face but it seems that russia is very keen to develop a system and to cooperate and in many ways many would say that that this trust is coming from the u.s. side after all we saw the the latest start treaty nearly derailed by the republicans it seems that there is less positive attitude toward some sort of settlement with the russians than from russia itself. well when you talk about united states i mean there is there is the obama administration which very much wants our cooperative relationship on missile defense with russia and very much wants another arms control reduction agreement with russia certain republicans in the u.s. senate do not want them to think so we have to make that clear distinction between what the ministration wants and what some members of the senate want so focusing on what the administration wants and what russia wants they both want cooperation on missile defense and they both want to move on to a new arms reduction agreement so given that i think there's enough common interest to move that forward and if
