libyans in the capital tripoli rage at the nato bombing campaign which they say is robbing them of both their safety and their fuel supply. human rights groups fear nothing's changing for the better in egypt as the country's military rulers announce they've arrested several thousand people since february revolution. and all eyes on the east where members of the shanghai cooperation organization including russia are getting together to review ten years of collaboration and drop a blueprint for the future.
12:01 pm
international news and comment live from our studios here in central moscow this is r.t. nato airstrikes and advancing rebel forces are tightening the noose around colonel gadhafi stronghold tripoli civilians in the capital live in constant fear of being killed and now a petrol shortage is making the lives even more difficult there's actions aimed at protecting civilians and succeeded only in stoking people's anger as reports. it may have some of the largest oil reserves on the planet but these days labors also got some of the longest at his pastoral stations the international sanctions imposed on the battle the colonel's regime and not include a few and. that nato is targeting time glory's is suspected the few might be used by gadhafi as military forces with roads closed factories at a stop and foreign workers losses gone from the war stricken country is facing its
12:02 pm
worst energy crisis ever the new realities ordinarily when drivers now spend vast amounts of time queuing for fuel a month ago this week. in the. country people have been lining up to fill up their cars even days but this line is a little different compared to the gas station the other lift here is given only a marker is a universe to students and has volunteered here to help organize the process she stamps a few russian books which allow individuals thirty five liters a week she believes it's a great idea to have women only stations. women have too many things to do they don't fight and show the world queuing and never shoot into the year is man hours in the so we're enabled to serve up to nine hundred cars in a subtle and i feel like i'm in this line is longer the others are ruben longer
12:03 pm
patrols still cheaper than water here just a few cents for a litter it's just that is often in short supply. if there is no fuel we have to leave our cars and return reentry appears it could be days. women only gas stations is one of many innovations supposed to ease people's lives in a country in cares there are also special plans for ambulances and police cars. on the neutral surrounded us but we should move on. we try to do our best to help people get by if we give up will die it's the love of those seeking to colonel gadhafi may have been hoping the hardships will incite people to rise up against their leader but instead it only seems to be fuel in people's hatred towards what they feel is western imperialism and need nato damaged our city destroyed our lives they told us they want to save people is that the way to save the people tell me
12:04 pm
this is just a cry and. while the warring sides try to find their way out of months of devastating conflict ordinary people are looking for a way to just leave the everyday lives dreaming of our times when these nights where we were the distance memory. r t tripoli. as the coalition is slammed by critics for straying from its un mandate to protect civilians in libya some analysts claim that that was never even on nato's agenda radio's rob sherman told r.t. the interventions only aim is to divide and conquer with a view to seizing natural resources. it's an imperial agenda in the un as if they really were pursuing an aerial war and in libya as in africa at large they wanted to carve up the country sees its resources and on a basis of constant military intervention and population and so has to target its
12:05 pm
resources would be usurped the ploy for the benefit of foreign oil companies in the ninety ninety s. it could ave regime was controlled by the central intelligence agency and could often privatized three hundred six companies and libyan oil was handed over to the major oil companies exxon shell the immobile but grazing was the occasion for the intervention and demonizing khadafi as they had saddam hussein in previously as a coherent pretexts saddam was their man in baghdad for twenty seven years khadafi had worked hand in glove with the cia and with congolese arise from the ninety's on but they demonize him now to give them cover for engender seizing the orld subjugating the population the population does not benefit from their natural resources because they add to disposal of foreign corporations on behalf of the united states and the western powers the resources go outward to foreign corporations that control them the population is
12:06 pm
a mis rated country with great wealth but they don't enjoy the benefit of it because of the class character of the regime and the nature of imperial power that controls and installs these regimes and maintains them. around seven thousand people have been arrested under egypt's military rulers since the country's revolution in february agent has promised to review military trials of civilians and says it will increase the powers of the civil courts however human rights watch talks a skeptical saying not much as changed since president mubarak stepped down well discuss this i'm not joined live. he's the president of the arab lawyers association joining me in london thanks very much for joining us here on r.t. with so many people being arrested months after the revolution what does that tell us about the current regime this interim government in egypt at the moment and life for people there i don't think it gives us much information because the one was must understand the regime of the present moment the same religion was under mubarak and the same military guys are in charge except the difference this time is
12:07 pm
that the people are watching and they have the say so the military junk which is rolling egypt at the moment have to listen to what the people say because they no longer very well if they do not adhere to what the population wants those stations would go back again however the. presumption that because you have a revolution that means nobody would be arrested is really misplaced everywhere in the world people would have to be arrested if they broke the law in egypt there are people from the previous regime that are people who are breaking the law at the moment there are people who need to be arrested because you know for their or because they there are. some crime or another that doesn't really give us very much about the present regime so there's no general theme over the reason why so many people seven thousand sounds quite a lot doesn't it why these people are being arrested what sort of charges are they're facing but there are at least three four categories of people being
12:08 pm
arrested there are people who are from the previous regime they're being arrested pending investigation what have you people who are actually violating currently present go to the government decides they're. we shouldn't be blocking roads for demonstration purposes without. some of the people who have to be arrested people who are breaking the law as ordinary criminals like thieves and i. enter into fights and what have you and indeed i think there are some people who are actually being arrested for political reasons the either because they are thought to be agents of a foreign power they are people who are profiting. so they say so so there isn't an element of people actually speaking out against this current regime being arrested for that reason then you're not suggesting that's happening no i'm not suggesting that at all and i don't think the people who are speaking against the regime are being arrested or he is not good enough because this regime is different but it is
12:09 pm
too early for them to begin to do that they're not doing that people are very openly criticizing everything you. listen to the radio and television people are expressing that are you confident member that well the president the arab lawyers association particularly bear in mind that they are going to review military trials of civilians are you confident that these people will be facing a fair trial now those who've been arrested well at the present moment yes i'm quite confident that this is what's going to happen now obviously nobody can tell the future if things go out of control if there are abuses and this is them we will certainly speak against that one and we are keeping everything under their watch the. problem noirs in egypt and outside egypt who are really wanted there in this situation what very very closely what about the future now we are in this interim government here at the moment the muslim brotherhood has now been accepted as a political party in egypt it seems to be gaining momentum and they likely to win
12:10 pm
the election if that does happen i don't think it will win the election they will have certainly one must accept this whether one is talking in the west or turkey in russia or any part of the world including the arab world. we have to accept that there are some of the muslim brotherhoods well they certainly do not represent the majority they certainly will not be in control of the party but the idea that we continue because we don't like the muslim brotherhood and i'm not so sure many people actually do know what the muslim brotherhood aside from a label i don't think people should be and you can so especially that are talking democracy is democracy for everybody is like if you don't think the muslim brotherhood could possibly win this election which is supposed to be happening in september who is then providing the strongest political party because obviously after years of no political opponents in that country i think there is a an organization that is likely to win then at this stage i don't think there will
12:11 pm
be anybody who's going to have an overall majority i think of nationalist movements and islamist movements will be willing seats i think they will have a coalition government principally the government has to be and the parliament is going to be more of a nationalistic movement some of them are motivated by islamic religious. philosophy and others by nationalistic. feeling and without necessarily being muslims if there's no overall majority will that be accepted by the egyptian people is that what they really want because that sounds i mean there's a little indecision about the future of the country could that not cause more tensions in the future but certainly any revolution is good nobody can predict the outcome of revolution so people accept and want and this is what the egyptian people have selected and elected to do what they want to do out of aggression and the end of the day the revolution is going to produce its own government its own. power power struggle as it is just by only going to finish one party vote are you
12:12 pm
confident of a democratic future for egypt absolutely i am at the moment yes ok so i looked up thanks so much for your time to hear what i have to say present the arab lawyers association joining us there in london thank you. egypt's also becoming a focus of energy worries the toppling of president barack is turning up the heat on cora's gas supply deal with israel egyptian officials are probing allegations agreement was a scale orchestrated by the family now it's likely that israel's gas supply may be at risk but it was clear reports now from tel aviv. israel cannot be choosey in picking its energy resources it is few of its own and most of its neighbors are not willing to share theirs which is why it sourcing secure imagery is a hot issue in the middle east when we can get it over we can go think we should and for the last six years israelis have been getting a lot of it from egypt and under water pipeline pumps natural gas from the egyptian city of al of wish to be israeli port of ashkelon. but the revolution in egypt
12:13 pm
supported by the united states is backfiring on israel the interim government says it's not obliged to sell gas to israel and is pushing to renegotiate the agreement i did who rewinds for several each option papers from israel he says the deal was always unpopular among egyptians to give him a. car. these. days. not. to give people the egyptian public prosecutor has since ordered an investigation into the deal former president hosni mubarak and two of his sons are accused of having personally benefited from it which doesn't surprise you also of poets ski who set up the natural gas system in israel he was against the deal from the start not least because it was signed between israel and the east mediterranean gas company which is registered offshore and has no assets in egypt it was obvious . in his which were across the in the arab world and it was also very
12:14 pm
obvious that one if the president is not. is not going to rule egypt then of course the whole contract is not worth the paper it's written on the east mediterranean gas company declined our request for an interview egypt's natural gas supplies about forty to fifty percent of the electricity power stations in israel it can be replaced by the fuels but they're more expensive to do it here which is why boys are right is plugging frenetically online he writes about green issues and says the alternative options that israel has to the egyptian supplies are not that attractive to the high price. in a lot of. much more pollutants than. the folk that would be. cool. planting crying will cost. much more than we could. call station employees working. if no agreement with cairo is reached tel aviv is
12:15 pm
going to have to function without natural gas for a year and so he's really stepping up efforts to develop gas wells now being discovered offshore but these two remain a source of dispute between israel and lebanon as they reach claims that there's either way the gas issue is likely to keep heating up policy r.t. . and later this hour the problem of teen suicide becomes critical in russia every year thousands of russian youngsters fight to take their own lives experts are no closer to putting the brakes on the teen suicide epidemic. that's a state from some of the key per players of the seven cars extern for an annual summit of the shanghai cooperation organization founded ten years ago brings together countries including russia and china but others are also invited such as iran and afghanistan to work on common threats and challenges. in the capital.
12:16 pm
so plenty of corporation in the past ten years all we are seeing the same sort of corporation now at this meeting i'm going to see that in the next few days. our corporations certainly what they'll be talking about in the next few days is the attempt year anniversary of the shanghai cooperation organization or c.e.o. summit and they are going to be reflective to begin with they're going to look back at the past ten years look at that collaboration cooperation and see if they've actually achieved some things that they want to and then come up with objectives new objectives for the future now the six number of states including of course china russia will kick off the more that's wednesday and joining them will be the heads of state of india and pakistan that have observer status here at the summit and it's interesting because all three of them do want to become full members but there are some hurdles to be overcome in iran's case for example it has un sanctions against it and the c.e.o. is looking forward to adopting a u.n.
12:17 pm
resolution improving the real. between the u.n. and the c.e.o. having more cooperation so this could be an obstacle but nevertheless iran is here as an observer and they are also involved in the dialogue afghanistan is also here but if you want to send is here as a guest of the vs c.e.o. however afghanistan has also applied for an observer status and they were saying that at the end of this summit it is expected that they will come up with a decision whether or not of get assad will indeed become an observer now i get as you mentioned with whatever yes it was founded ten years ago they really were trying to overcome a three forces they need terrorism separatism extremism as well as resolve the border conflicts but it has a change expanded from it that ideal from those objectives to what it is today how it's by no means a military organization although they have held a joint military exercises it is not like nato in fact the u.s. did try to become an observer in two thousand and five but it was rejected so this is more of a geographic grouping of states with common interests common borders the threats
12:18 pm
that they are addressing now for this is a specific summit they do want to give ample time to economic and financial issues they do want to come up with a special account so to speak now china for its part has already given ten billion dollars committed ten billion dollars for member nations should they ever need it and what's interesting is the presence of of ghana side it is an important part of this region and they do want to talk about post natal afghanistan what is the future of garrison after the nato forces do withdraw in the future and this ability of that country of course is essential to disability of the region for russia's foreign minister sergei lavrov is looking forward to signing an agreement a five year agreement to the anti drug strategy as we know most of the drugs coming into russia from afghanistan and coming in to the other members of this so grouping of countries so again mr lavrov said he this is one of his top priorities before mr medvedev now the president of russia is here who will also be joining having talks
12:19 pm
with. this will definitely be at the top of the get more cooperation between the countries. that they do want to improve their international standing again this is this is by no means trying to compete with. the world they want to be a part of the global dialogue and that is exactly what they're going to try to come up with one. relation in regard to the issues that are affecting the world today especially what's happening in the middle east and north africa and of course let's not forget the meetings on the sideline it's interesting to see what bilateral agreements will come out of the summit on wednesday well plenty more from you over the next four days also from. from the capital. thanks very much indeed for that update. and some of the top stories from around the world an attack on a government compound just north of at least nine people dead and seventeen injured two car bombs went off outside the building during a weekly provincial council meeting. a blast cleared the way for suicide bombers to

enter the compound causing two further explosions. defensive by syrian troops against rebels in the north of the country sparked a mass exodus of refugees across the border into turkey human rights groups say at least one thousand four hundred people have been killed and some ten thousand detained since the beginning of a government crackdown in mid march britain and france are pushing a controversial draft u.n. resolution that urges intervention in the country. the japanese cabinet has approved a plan to help the operator of the fukushima nuclear plant pay billions of dollars in compensation to victims of the disaster will now receive government subsidies as well as contributions from the private sector firms been waiting for official approval to begin making a payment to those affected by japanese parliament has been critical of the way to deal with the crisis triggered by an earthquake and tsunami three months ago. also i want update this hour north korean officials are urging southern neighbors to end their confrontational approach to his country his comments came in response to
12:21 pm
reports that southern korean soldiers have been using pictures of north korean leaders for target practice the north one such provocation could lead to war on the peninsula last year accuse its southern neighbor of provoking an artillery attack by violating its maritime border military drills. russia is plagued by one of the highest rates of teen suicide in the world with as many as four files and attempting to kill themselves every year experts say it's the parents that are often at fault for not seeing the problems staring them right in the face but as artie's xander booker reports there are many other forces that work. just days before final exams particular was reporting and students gearing up for the gulp lives that lay ahead of them if you just pointed to pollyanna there bradley student who it seemed had her future figured out. i want to become a journalist because it's a very interesting and creative profession which would open doors to the world for me. but instead of risk pooling celebration alina's classmates gathered for here

funeral sensing she may not be the best and everything and hang herself. have been getting ready for the exam for week than believing i was the one who works the hardest of all she sought out her mode of math problems and she was very nervous she wanted to graduate isn't a great student for many countries this trask's of exams in late december and early june sees peaks in the number of children taking their own lives but in russia it's a year round problem roughly one and a half thousand children and teenagers kill themselves every year that's much higher than the average c. in the united states and britain. the problem is so out of hand that when i was informing the president about it he found it hard to believe that if it is a truly frightening every year up to four thousand children make attempts on their lives the girls are up to four times more likely to attempt suicide it is two boys

12:24 pm
making it harder for parents to provide for their children and leaving little time for talking and listening this morning meant is that to cater to children who fall and victim to adult parts is alcoholism drug abuse prosecution and a one of those can drive a child to take his or her own life but in the center of this overall the work of bigger spans one that seems colace prodding almost commonplace if represents what x.-press say is the main reason why russia is leaving europe and the number of kids suicide that isn't difference seeing no evil hearing cries. go to find out more about the stories we're covering the most on screen you can always go to our web site is archie dot com regular updates interviews and videos available for you online. need to open the borders postcards are under a lot of people and goods to be free and the e.u.
