a full business. international news and comment live from our studios here in central moscow this is. nato airstrikes in advancing rebel forces of tightening the noose around colonel gadhafi stronghold tripoli civilians in the capital live in constant fear of being killed and now a petrol shortage is making their lives even more difficult nato's actions aimed at protecting civilians have succeeded only in stoking people's anger there as reports . it's may have some of the largest oil reserves on the planet but these days labor is also god some of the longest queues at his petrol stations the international sanctions imposed on the embattled colonel's regime did not include a few and. that nato is targeting tank if suspected the fuel might be used by
1:04 pm
gadhafi as military forces with roads closed factories at a stop and foreign workers long since gone from the war stricken country is facing its worst energy crisis ever the new realities ordinarily been drivers now spend vast amounts of time queuing for few months ago this week a. rich country people have been lining up to fill up their cars even days but this line is a little different compared to the gas station at the end of life here is the limit only barker is a university student and has volunteered here to help organize the process she stamps a few russian books which allow individuals thirty five liters a week she believes it's a great idea to have women only stations. women have too many things to do they don't fight each other world cueing and never shoot into the year is nothing
1:05 pm
new so we're able to serve up to nine hundred cars below de facto lot of. this line is long but others are ruben longer petrels still cheaper than water here just a few cents for a litter it's just that is often in short supply. if there is no few we have to give our cars and return reentry appears it could be days. when only gas stations is one of many innovations supposed to ease people's lives in a country in cares there are also special problems for ambulances and police cars. but the needle surrounded us but we should move on. we try to do our best to help people get by if we give up will die. but those seeking to oust colonel gadhafi may have been hoping the hardships will incite people to rise up against their leader but instead it only seems to be fuel in people's hatred towards what they feel is western imperialists. need nato damaged our city destroyed our life they told
1:06 pm
us they want to save people is that the way to save the people tell me this is just a crime. while the war in size try to find a way out of months of devastating conflict ordinary people are looking for a way to just leave the every day lives dreaming about times when these nightmare would be with a distant memory. r.t. tripoli. the coalition is slammed by critics for straying from its un mandate to protect civilians in libya some analysts claim that that was never even on nato's agenda radio host told r.t. that the interventions only aim is to divide and conquer with a view to seizing natural resources. it's an imperial agenda the un is a fig leaf for pursuing imperial war and libya as in africa at large they want to carve up the country sees its resources and on
1:07 pm
a basis of constant military intervention and population and so has to target its resources would be usurped the ploy for the benefit of foreign oil companies in the one nine hundred ninety s. that gadhafi regime was controlled by the central intelligence agency and khadafi privatized three hundred six companies and libyan oil was handed over to the major oil companies exxon shell the immobile but the uprising was the occasion for the intervention and demonizing khadafi as they had saddam hussein in previously as a cover and pretext saddam was their man in baghdad for twenty seven years khadafi had worked hand in glove with the cia and with congolese arise in the ninety's but they demonize him now to give them cover for engender out of season the oil subjugating the population the population does not benefit from their natural resources because of the disposal of foreign corporations on behalf of the united
1:08 pm
states and the western powers the resources go outward to the foreign corporations that control them the population is missing rated countries with great wealth but they don't enjoy the benefit of it because of the class character of the regime and the nature of imperial power that controls and installs these regimes and maintains them. violence is also raging still in syria forcing the u.s. to renew its calls on damascus to halt its crackdown on protests with the white house strongly condemning president assad's actions government troops are said to be pushing rebel forces further from the northern town of yourselves to go after taking full control of the area the advance sent another wave of civilians fleeing towards the turkish border according to human rights groups at least eighteen hundred people have been killed since the beginning of the crackdown in mid march and some ten thousand detained meanwhile britain france pushing a draft u.n. resolution but russia and china who oppose any attempts to intervene in the syrian
1:09 pm
conflict said they won't back the move let's talk more on this with investigative journalist simon sufi's joining me live in london as i was just saying the violence in syria doesn't show any sign of abating and britain and france are getting more vocal about what's going on there in syria do you believe a u.n. security council resolution rebuking the regime will be passed and if so will it have any effect well it appears that both russia and china are going to sure that there will be a u.n. security council resolution but even i think even if even if one would have been passed i don't think would have much credibility you see but the problem is is that the those who support the syrian regime and the syrian government can point to. a very simple fact that is there been many un resolutions for the middle east and they've always been ignored when they apply to israel so they can put an argument and said why are they putting the u.n. security council against us but don't apply so what tends to happen in these cases is simply lead to confusion on the ground then people begin to say well why are you
1:10 pm
why do you want to impose this resolution on ourselves what are the aims of this resolution i mean that resolution was only a resolution a rebuke anyway wasn't it a resolution for taking military action so why is it that the west isn't being proactive about the situation in syria compared to libya. well i think the problem is i think they expected the libyan campaign to be quite a short campaign and i expected i think that a limited amount of bombing would open the way for the rebels and it hasn't happened that way unfortunately what's happened is the country is being ripped apart. his regime seems stronger than before so how exactly is this supposed to apply to syria people will ask and also other people say well yes today it will be this resolution but have any impact tomorrow they'll strengthen it on the day after that it will be even stronger and so you'll get an incremental move towards some kind of military intervention so people i think are very very suspicious of the
1:11 pm
reasoning behind the resolution but nevertheless the u.s. is being pretty vocal about what's going on there condemning president assad and he's saying he's got to stop the violence and indeed if he doesn't make any transitional moves asking him to step down but is there as many say perhaps a hidden agenda that the u.s. has along with its allies in putting pressure on syria using this arm rest of their volunteers some commentators would say. well i don't think it's hidden i think the u.s. and syria always had prepared relations syria was on the list of countries that supported terrorism has had sanctions over the years so i don't think there's anything on the hand about i think it's quite straightforward that to a certain extent the u.s. would like to see would like to take the opportunity to be able to kind of we can. talk of. what would happen if the regime to collapse in syria i mean that that would cause chaos throughout the middle east region would mean isn't syria more important geopolitically than than libya and in fact if it did fall that the west
1:12 pm
as you say wants it to surely that open up even more problems for the west. if it falls in the same way as it did in iraq that is foreign intervention destroying the country then you can see it plunging into. into a kind of civil war that was sort of unknown but on a much bigger scale putting christian gates most of them on allowing gays and so on although all the religious sects against each other but the truth is the something else going on in syria which is there is this popular movement or cultural revolution or an uprising which. if allowed i think to develop and a house to develop on its own terms can actually produce a country that is more stable because the sovereignty will be with the people will be a government reflecting if you like these people always have to drop what some would say that that would lead to civil war which would be a disaster. well i. but what i think's been really interesting about these these revolutions so uprisings we're going to call them has been almost. a
1:13 pm
kind of purity in which they've come and you listen to the slogans on the streets of damascus or aleppo. was very interesting what is it that chanting syria is united one people christian the most of them allow we shia and so on everyone and you really get this also in egypt you hear you see the christians in the muslims having joint services in bahrain when you know the government troops use sectarian you know foul language against the shia demonstrators they reply on the one hand so what is the natural state of the people in the middle east we i think we're getting at a bit of an image of it which is actually quite united actually prepared to work with each other and the truth is that i think this is been the experience is is the sectarianism or the ethnic or religious strife usually comes with some kind of foreign intervention or some kind intervention in the process that says we want to
1:14 pm
derail this by tony one community against the other we're not seeing this at the moment and that's the truth. would you agree that what many would like to see there is a wave of democratic principles being applied to the middle east and indeed to north africa that this is a wave of a democratic movement happening there and are you positive about the future in the middle east and the woolies countries that are experiencing this on rest of the moment if you're saying it's coming from the people that is people power talking. i've never been more positive in my life and i think a lot of us have been waiting a long long time for this you know. the state of emergency imposed on syria. three months before i was born sixty three just to give you an idea how long this has been no what i think what i think the west will worry about is actually what the demands what are the demands of the people and i think this is where they're going to start to worry because the things. coming up i think we're going to like very much control of the resources justice for the palestinians. all these things i
1:15 pm
don't think look please what's the government so or any other government because the truth is that the middle east is not a poor place but the people are poor but the regimes are extraordinarily rich you know when you look at saudi arabia bahrain is a truly wealthy but the ordinary people live on two three dollars a day so what will be the demand what will come out of these revolutions we're not sure but what is interesting has been the popular demands have not been ones that chime very well with the neoliberal policies of the world bank of the i.m.f. so i think there is i think though there will be some kind of managed transition where they can take out one set of rules and put in another set of rules but the truth is what's coming from the street from ordinary people is something much much more than that and i think this is why i'm very positive i've never been more positive in my life and i think anyone who's experienced the last thirty years in the middle east this is a golden moment for there to be a genuine democracy but also that this genuine democracy can only happen if there
1:16 pm
is no outside interference i'm not just talking about western powers i'm talking about also saudi arabia or in the case of syria lebanon or. we'll leave it there very interesting talking to you live there in london thanks very much indeed for your time here on r.t. thank you. well plenty still to come for you this hour as we go where few have been before. the. russian deep sea to reach to the bottom of the largest plane in western europe what charge you think is the coverage from lake geneva in switzerland. still to come but first heads of state from some of the players are descending on kazakstan for an annual summit of the shanghai cooperation organization founded ten years ago the c.e.o. brings together countries including russia and china but others are also invited such as iran and afghanistan to work on common threats and challenges so syria is in the capital. they are going to be reflective to begin with they're going to look
1:17 pm
back at the past ten years look at that collaboration the cooperation and see if they've actually achieved something so they want to assess that and then come up with objectives you objectives for the future now the six member states including of course china russia will kick off the summit to morrow that's wednesday and joining them will be the heads of state of india and pakistan that have observer status here at the summit now it's interesting because all three of them do want to become full members but there are some hurdles to be overcome in iran's case for example it has un sanctions against it and the c.e.o. is looking forward to adopting a u.n. resolution improving the relationship between the u.n. and the s.d.o. having more cooperation so this could be an obstacle but nevertheless iran is here as an observer and they are also involved in the dialogue afghanistan is also here but if you want to send is here as a guest of the c.e.o. however afghanistan has also applied for an observer status and they were saying that at the end of this summit it is expected that they will come up with a decision whether or not of ghana said it will indeed become an observer for this
1:18 pm
specific summit they do want to give ample time to economic and financial issues they do want to come up with a special account so to speak now china for its part has already given ten billion dollars committed ten billion dollars for member nations should they ever need it and what's interesting is the presence of it is an important part of this region and they do want to talk about post nato afghanistan what is the future of ghana said after the nato forces do withdraw in the future and this ability of that country of course is essential to disability of the region this is by no means to trying to compete with other groupings in the world they want to be a part of the global dialogue and that is exactly what they're going to try to come up with one voice relation in regard to the issues that are affecting the world today especially what's happening in the middle east and north africa and of course the less off forget the meetings on the sideline it's interesting to see what bilateral agreements will come out of the summit on wednesday. well into the. problem of teen suicides becomes critical in russia every year thousands of russian

me all this yet but instead of a school living celebration pulling his classmates gathered for here funeral sensing she may not be the best she and everything and hank herself with agenda will have been getting ready for the exam for weeks and pollini i was the one who worked the hardest of all she saw her load of math problems and she was very nervous she wanted to graduate isn't a great student for many countries this trash of exams in late december and early june sees peaks in the number of children taking their own lives but in russia it's a year round problem roughly one in the half thousand children in teenagers killed themselves every year that's much higher than the average scene in the united states and britain. the problem is so out of hand that when i was informing the presidents about it he found it hard to believe but the figures are truly frightening every year up to four thousand children make attempts on their lives.

girls are up to four times more likely to attempt suicide it is still boys who by a long way actually succeed in killing themselves. eager is different his try to take his life three times the latest a time just six months ago. i just had enough i was tired of fighting with my mom my girlfriend left me i was fed up with studying i couldn't stand seeing the streets and hearing all this noise i just wanted everything to end and i wanted peace what's driving the problem in russia is what experts call a low emotional literacy psychological or psychiatric help is underdeveloped and not easily available then there is the stigma. most suicides are attempted or committed in a state of emotional distress which builds over time there are warning signs but even if parents notice them many would rather ignore them than to take their kid to a psychologist or psychiatrist added to that continuing social and economic shift
1:23 pm
making it harder for parents to provide for their children and leaving little time for talking and listening this morning meant is that they cater to children who have fallen victim to adult vices alcoholism drug abuse prostitution and i want to go with can drive a child to take his or her own life but then the century of this over only wicket takers sounds one that seems policy frightening almost commonplace yet it represents what experts say is the main reason why russia is leading europe in the number of teen suicides and that isin difference seeing no evil hearing now cries. from a work of art scene. they've explored the waters of the arctic and plunge deep down to look at the titanic now for the first time russian submarines of plumbing the depths of switzerland's lake geneva mail one and two will also test just how clean the water by thousands of swiss and french every day really is. it was there to
