we've got the future covered. a multi-billion dollar handshake for two of the world's biggest emerging powerhouses bringing russia and china closer together. coming to terms on the cost remains the final step in russia and china securing a multi billion dollar energy deal. no place for colonel gadhafi in libya future that's the message from russia's peace mediator after meeting a loyalist officials here in tripoli to broker a peace so more to join memory from the libyan capital in just a few moments. the lawyers for alleged international vick to boot are prepared to challenge a new york court on the legality of his extradition to america. international

news and comment live from our studios here in central moscow this is t. two of the world's biggest emerging countries got a bit closer today as russia and china energise their relations hoping to do much more business together to go shooting a thirty year gas deal is another reason why the chinese leader is in the capital is to help feed beijing's growing economy and secure billions of dollars for russia . is outside gazprom headquarters here in the russian capital where the talks took place. this is a potentially must if agreement which would see russia provide gas to china for thirty years prime minister vladimir putin and representatives from gazprom welcomed president hu jintao and a delegation from the chinese state energy provider his headquarters to try and

what's essentially the final wrinkle in the deal now that final wrinkle is the price just how much russia will charge china for providing them with tons of of natural gas over. a year period now russia saying that they want three hundred sixty dollars thousand cubic meters now that's the market rate such the rate that russia charges europe for their gas china are saying they're looking for a discount they want to they don't want to pay that much for this gas by no stretch of imagination is this deal going to be dead in the water over price is just too important to both sides this is a mutually beneficial deal russia wants to sell china or the gas over the thirty year period because they're going to make a lot of money out of selling like us china at once the gas because they need to fuel the essentially race car that is their economy and they need gas in order to provide that race car with fuel talks will continue as they strive to get overcome what she is the last hurdle in the agreement as president who met with president

medvedev the iran they put pen to paper on some very lucrative deals trade between china and russia already at an all time high in valuation they've signed an agreement that means by twenty fifteen the deals done between the two countries will be worth one hundred billion dollars now they also signed an agreement that says by twenty twenty that will be worth two hundred billion dollars so in less than ten years' time a huge amounts of commerce going to be carried out between russia and china now it wasn't just all down to business in signing deals over trade there was also the wider world being discussed as the two presidents met both president hu and president medvedev of. reiterated previous statements they've made concerning the ongoing situation in libya saying that. everybody involved in what's involved in that conflict in the north african country must adhere to the united nations resolutions that were passed and should not straight from the parameters of those

resolutions. peter one of the reporting from moscow and energy analyst julian lead told me earlier here in r.t. it's about time russia and china became bigger partners because they have much in common. china ought to be a hugely important trade partner for russia both in energy terms ending in general trade these are two countries that for many decades shared a political ideology that leads to some extent they share the longest land border in the world they ought to be much much greater partners than they are now if we look ahead russia is extremely keen to develop its oil and gas resources in the east of the country exporting those anywhere other than asia just doesn't make logistical or economic sense so really this is about russia spreading its wings everybody who can export anything is looking at the asian market because that's

where the growth is i mean this is a. this is a very sensible and understandable move on the part of both countries. didn't lead talking a little earlier from london coming up this hour for you here on our t.v. russian business model being lined up for jail not justice extradited vick to boot prepares to appear in court his defense accuses politicians of twisting the jury's arms to keep him behind bars. russia's special envoy to libya has held talks with officials in tripoli it's part of an ongoing push by moscow to mediate a peace deal in the country the meeting came amid fresh nato airstrikes and the rebel advance on colonel gadhafi stronghold where if a notion is there for us in any. after meeting with the libyan prime minister and foreign minister here in tripoli russia's peace mediator mic on the together has said it could all face people are actually ready for peace negotiations but this could only happen if. their country recently nato has dramatically intensified its

matrix we see here in libya just ahead of marvellous first visit to leave as peace mediator to bin ghazi to actually launched the most intensive care race yet since the beginning of the operation in march and today again just ahead of gallup's arrival to tripoli we've been hearing massive bombardment over knowledge this lawless officials has been able to speak to are saying that this must be stopped and only that. could start. tripoli is expecting to see an immediate cease fire before a peace process can begin it's all refusing to discuss the departure of colonel gadhafi from the political scene there is a dialogue going on between the warring sides but for those talks to begin to result tripoli's there's a cease fire must be put in place and the international mediators need to keep regulating the process one thing is clear russia is very welcome as
3:09 pm
a mediator both in tripoli and in benghazi we will keep working together we can no go it has also stressed that russia's role in mediating peace here in libya is very important but the african union and actually all libya's neighbors are also playing . important role in bat and leave there is actually welcome in average what is peace efforts russia has always been concerned about matriculation here in libya most case position has always been clear that a non violent negotiation is the only way out of this crisis of this attracted conflict russia has never supported the u.n. security council resolution which all surprised intervention and russia has repeatedly criticize. and they turn full launching military operation here in libya people actually feel extremely exhausted after months of devastating war which has already taken many many lives and has actually completely destroyed the country's

infrastructure they're getting more and more angry and they just want to get their life back. or if a national reporting a little earlier from tripoli live to the u.k. now where i can talk to former british ambassador to libya all of our miles thank you very much indeed for joining us here on r.t. how would you assess the russian special envoys efforts to mediate peace in libya. what i think they're very welcome. i think he's got a very difficult task because the moment the two sides are very far apart but i think it's got to be a negotiation and of if russia couldn't come mediate couldn't couldn't find a way to bring the two sides together that would be fine i'm not clear that what russia is doing is very different from what president zuma of south africa has been trying to do or also turkey has been trying to do but why not i think it's good news that russia is trying do the rebels really want to negotiate after all they
3:11 pm
clearly want the nato campaign to continue with the aim of gadhafi a ceasefire for them i suppose wouldn't be what they want what it. well there's no ceasefire on offer as a matter of fact not a real cease far we've had ceased far declarations from from gadhafi before the bombing when the fighting went on if there was a real cease far then that that would be a different matter but that would have to be. notified in advance and it would have to take place that hasn't been in the ceasefire the trouble with the negotiating positions as the moment they seem to be absolutely contradictory on the one side you have the revolutionaries or rebels or whatever work all of them in benghazi who's who's requirement is that gadhafi should go and on the other side you have gadhafi who's requirement is that gadhafi should stay now even. even russia isn't going to be able to find a compromise on that that very easily but a compromise will come one day can you tell us about your experience with gadhafi
3:12 pm
of course you were the ambassador there in libya what do you make of his current behavior. oh. well i wouldn't put too much weight on my personal experience because it was a long time ago and it was quite limited i wasn't very must have a very long because i had to break off relations when the russians murdered a policewoman in london when the going to be in the libyan policeman in london yes . well i think gadhafi is very tough he's been. defending himself against all kinds of attacks over the many years he's been in town of of forty years he's very skilled at protecting himself and he would be an easy it would be easy to persuade him to go but in the end i think is he his support will wither away and he will go and russia i think also as well as the western powers and the arabs has said that he must go that's the only way that a solution will be reached but he's not ready for it yet you can find
3:13 pm
a way to persuade him to go that's great you raise that person and point he's been in power for forty years. and the u.k. is saying that that he's got to go he said that the people the libyan people can determine their own future but the question is since he has been in power for forty years is there really an opposition there is there somebody who could really replace him somebody that can be produced that quickly in such a short amount of time. you know there certainly isn't anyone who could replace him he's he's unique nobody will want to replace him but of course there will be a future after gadhafi naturally as there is in every country there's it's quite common when you have a powerful leader who's been in position for a long time people will say what will happen when he goes you know it was the same with everyone from stalin. that wherever you go in the world you find this phenomenon but there will be a future for libya after gadhafi don't worry you've held talks with libya's foreign minister recently i understand what was your goal there what were you trying to achieve. well those talks were private and i wasn't speaking i wasn't
3:14 pm
telling them on behalf of the british government we were doing i think essentially the same. thing that mr markelov is probably doing now which is to see whether there is a way through what we were told from the libyan side is that gadhafi is ready to give up power but he's not ready to leave libya that won't be enough to satisfy the opposition at the moment it has to be a compromise and as i say if russia can find one that's good i think the south africans have a chance they've tried they've tried to persuade gadhafi to accept some solution or other their legal complications as well as political one south africa solution is slightly different from that of turkey or russia it's worth trying. rather than looking ahead that's look at the present now this nato campaign in libya is aiming to protect civilians but as we heard in that little report a little earlier the bombings are seen parts of the country's infrastructure
3:15 pm
destroyed how much patience do you think the libyan people will have with nato methods. well first of all it's slightly misleading to talk about nato because don't forget that the arab league is also involved we've got qatar and i would be jordan taking part in this operation nato operation the second point to make is that you get a very different account of this depending on who you talk to if you're in tripoli i've no doubt you're told that it's very destructive that people are being killed and so on if you go to big hours or you're told that it was only the intervention of nato and that's the word they used which prevented what they call a mini rwanda in other words a genocide when gadhafi was aiming to destroy the people of benghazi so it's the usual thing you know in a war you get different stories from the troops on it the u.k. has said just fine it's prepared for this campaign to go on there is no time limit it was announced just two or three days ago i know i'm sure asa's question many times in your capacity as a former british ambassador to libya people ask me how long do you see this going
3:16 pm
on for how when and when we need to end. well i think. way it will end is is that gadhafi support will melt away if you think about the way that things are going at the moment we keep hearing small items of news like for example defections of army officers across the border into all the defection of the former governor of the central bank or the former chairman of the national oil corporation and so on this is bad news for gadhafi supporters there isn't any good news so it's not although there's a standoff between the two sides the tendency is in one direction it's sliding in the direction of gadhafi having to go i believe myself that there will be a standoff for some time i hope it won't be very long but it may be quite a long time and then in the end his position will be so weak that he has to go when will that happen i really don't know it's like it's like pulling a cork out of
3:17 pm
a bottle you paul and you pull and you pull and then suddenly pop out it becomes so interesting to hear what you have to say we appreciate your time thank you for joining us live there from oxford all over miles former british ambassador to libya thank you. thank you. other news now al qaeda says it has a new leader and the u.s. has a new fear figurehead of the war here has been lardons deputy and is now heading the terrorist organization and a terrorism expert phil reese's told me a little earlier here on r.t. doesn't matter who leads al qaeda as long as washington uses a perceived terror threat as an excuse for military action. i think the west was. was wrong footed by what was going on in the middle east and i think they're very keen to have a foothold there now certainly al qaeda in the arabian peninsula is one of the most active ideological groups there but the yemeni president ali abdullah saleh who was injured recently he used al-qaeda as an excuse to get funds from the united states
3:18 pm
and then he used those funds against another group in a local dispute and in the same way that i think that the united states can attack you know drone attacks in certain areas and claim that's far and we're going for al qaeda so our influence there shouldn't be question. the case of a russian man the u.s. accuses of being an international arms dealer will be heard in a new york court on thursday been awaiting trial since his arrest over three years ago in thailand as reports his detention raises many questions over the legality of the case. he is the russian citizen america thought relentlessly to adopt victor boot was secretly and swiftly extradited to the u.s. seven months ago and this may be where he stays indefinitely is found guilty on arms smuggling and terrorism related charges fifty years convicted. he's looking at life there's no parole there's no early release in the federal system really the only way in the federal system to get a reduction in your sentence. a significant reduction is if you cooperate with the
