countries on their independent characteristics but isn't it you know one of those independent characteristics is that at least the portuguese government seems to have more political support and also support from the people forced there are any measures in comparison to what we see in greece and that's important is it not to get that support for the government. completely the political aspects of it is very important as we've seen in greece the process of undermine the austerity measures massively we have to remember that the greek public has been putting up with this for much longer than the portuguese public have so maybe a year down the line we might be seeing similar process in portugal in lisbon as we're seeing now in greece so we can't really mitigate for that. there's still the whole problem of rest in the central countries such as germany where there is the outrage against the bailouts not just to greece quite to countries such as portugal and this political unrest seems to keep growing and will keep growing with the second bailout and. that dissent coming from taxpayers in germany and other countries around europe from stronger economies. completely the especially the aaa countries within northern europe finland austria netherlands we've seen the rise of

the euro and see parties particularly in finland with the true friends and with upcoming elections in germany and other countries it's likely you will see similar results in these countries people are growing very tired of underwriting the bailouts for these other countries. so it people are tired of this but isn't it the right thing to be doing i mean clearly the european leaders there have been very strong about their plan and being stubborn in many ways in maintaining this this plan for the future bailouts will work eventually willing. well they don't actually look like they will work at all they won't solve any of the long term problems they do allow the countries to fund themselves for short amount of time a year or two as we've seen in greece it was only a year and now they need another bailout but ultimately these countries are insolvent and they will not be able to promise and solve the long term so they will need some form of debt relief and some form of restructuring so it's better to get through this sooner rather than later as all only increase in terms of both

political costs and economic growth. in all these countries is yet to peak and will continue increase next year so the eventual restructuring the eventual write downs which need to be taken will just get larger not to mention as we've already spoken about the political costs of continuing these bailouts and the austerity measures so what happens at the end of the line if it doesn't work in a few years from now what is the alternative. well i think the alternative is there will be a default in these countries at the moment the real e.u. approach just seems to be to lay it for as long as possible it looks as if germany and france are dictating this and they're trying to protect their banks and delay the inevitable default so the banks have time to build up capital buffers and it will be able to withstand the shock when it does come however that is far from assured just very briefly i want to ask you the european commission strongly criticizing these agency ratings is that they're mean they're saying this is harmful it's not right time to be doing this but do they have a point that these agencies ratings are harmful. well the rating agencies are

independent organizations and they represent private investors for the most part and they're doing what they believe is right and what they believe is best and i think the financial markets the way they're judging the price that they're put on the cost of borrowing for these countries represents the ratings that these. bonds are being given so i don't think it's really fair to criticize the rating agencies when they're acting independently and doing their job i mean if they weren't downgrading this just because of the political pressure and i think we'd have a serious problem similar to the one we saw before the financial crisis where these rating agencies were rating issued by these parents very highly because they were under pressure and they received payment from these banks to do so fortunately we have more independent rating agencies and they seem to have learned their lesson slightly and they're not giving into the political world but if they started doing that then i think i would actually be a much bigger problem thanks for talking to us well good to hear what you have to say rather economist with open you're a joining us live. well coming up in
