japan approves a second disaster recovery devastated communities psychological support and fears grow about radiation levels in the area around fukushima. shining a light on the web of international terror russia publishes a declassified list of people and groups of financing extremism in the north caucasus. and take a turn for the worse this gets downgraded to junk status with panic spreading. and a diplomatic dustup between russia and france reportedly hits out of the french. saying it was a violation of the un resolution on the conflict details on that just.

international news in comment live from moscow this is. almost four months since the massive earthquake and tsunami tore through japan's northeast the daunting task of rebuilding homes and lives continues efforts have been boosted by the passing of a second emergency budget of almost twenty five billion dollars but one of the financial assistance traumatized survivors are also in desperate need of emotional support as thomas reports. as the waves crash against a damage to sea wall on the japanese coast volunteers work tirelessly to clean up the debris and bring some sense of normalcy back to the area. i want to tell people we need more help more supplies and things are still here beyond the physical destruction and there is a distressing psychological factor as well the city of the walky is right on the

edge of the twenty kilometer exclusion zone for radiation contamination in fact in a recent study by japan's nuclear safety commission forty five percent of one thousand children tested in the walking and neighboring cities have tested positive for thyroid radiation exposure a figure that has parents appalled that will help the government has resets the great here if the safety and are not concerned with the consequences their reaction is only to help the governments they face but they don't actually take care of the damage and the people here first there was the earthquake then the devastating a wave which rushed in and destroyed this part of the coastal city of it walking also there are the nuclear radiation waves that are coming into this area as well the volunteers that are coming in to rebuild this city certainly have their work cut out for them but just like the city itself the people who live here the community they need to have their spirits rebuilt as well. that.

guy again in an effort to keep the community emotionally strong organizers have brought this acting troupe in from tokyo bay save their goal is to provide something beyond simple entertainment or provide on their web a certain japanese pride and it is destructive situation i would like to bring good things and present the spirit of japan and japanese pride by bringing people together and making people smile. through that shared community experience there is a sense of hope that the city of milwaukee can indeed return to the convenience store because they close. the city hall but it keeps you. coming back. and with an understanding that there is still much more work that needs to be done the people here are working to keep their community together. i just want them to stay where they want. and they can be helpful that are keep doing it. rebuilding the city one step at a time in the walkies city japan sean thomas r t in the wake of the

crisis of japan is going to stress test all of its nuclear power plants to determine how well the reactors could withstand further natural disasters the move is also aimed at the short people that the facilities are safe obvious spoke to the director general of the world nuclear satiation who blames the media for stirring up public panic in japan and that interview is coming up in the next hour. the russian government has published a list of all individuals and organizations proven to be sponsoring terrorism it also includes international entities involved in funding extremism their names taken from a u.n. blacklist the north caucasus correspondent dina never has the details. i list of individuals and companies suspected also involvement in financing of terrorism was published in this government own newspaper this morning you know this document was a previously confidential but now part of it is open to public companies that are
1:07 pm
present in this list are located in different countries and basically across the globe there are companies that are based in egypt in afghanistan in somalia and even in germany and the united states in terms of individuals they also come from a significant range of countries from the countries of the middle east from african countries from germany the united states and from russia russian citizens primarily komo from of the republics of the volatile region of russia's north caucasus from cheney and from and i guess done there are also some well known names in this list some well known groups like the most in brotherhood al qaida and russia's most wanted terrorist the motto of this document shows is that some kind of a gnat or a cow has been created that connects countries with each other and that the problem of terrorism has become an international issue now several years ago the world sawed off by a chechen terrorists that are present here in this region asked of chechen rebels
1:08 pm
but now the situation has changed whether russia's most wanted man doku umarov being present on the list of the world's most wanted terrorists and it really is this document shows how the system works and the problem. is far from being solved and it is an international problem. a lot more still to come in the program including selling weapons or selling old joe but he is reportedly planning to export troop numbers to saudi arabia and the moves for human rights. position politicians as. that story still to come for us europe's ongoing struggle to save the euro. has been dealt another blow as portugal has had its debt downgraded to junk status moody's the credit rating agency behind the move says a default is likely unless the country is given another bailout of many analysts have questioned the logic of saddling struggling economies with more debt and
1:09 pm
speculation grows over whether the e.u. is ready to come to portugal rescue again what it discussed this on are joined by he's an economist with the independent think tank open europe joining us live from our studio there in london now many are wondering whether portugal could become the next greece but is it really fair to compare the two situations. well obviously they have very different independent characteristics but to some extent they are similar in terms of the market reaction the fact that now looks like reports call will need a second bailout some point in the future and that it could default puts it in the same sort of financial problem sector as greece and it could have a same sort of financial market response as a greek default so obviously there are similarities but you do have to assess these countries on their independent characteristics but isn't it you know one of those independent characteristics is that at least the portuguese government seems to have more political support and also support from the people for a sturdy measures in comparison to what we see in greece and that's important is it
1:10 pm
not to get that support for the government. completely the political aspects or is very important as we've seen in greece the protests of undermine the austerity measures massively we have to remember that the greek public have been putting up with this for much longer than the portuguese public have so maybe a year down the line we might be seeing similar process in portugal in lisbon as we're seeing now in greece so we can't really mitigate for that. there's still the whole problem of political unrest in the central countries such as germany where there is the outrage against the bailouts not just to greece but to countries such as school and this political unrest seems to keep growing and will keep growing with the second bailout and that is that dissent coming from taxpayers in germany and did other countries around europe from stronger economies. completely the especially the aaa countries within northern europe finland austria netherlands we've seen the rise of anti euro and tea parties particularly in finland with the true friends and with upcoming elections in germany and other countries it's likely they will see similar results in these countries people are growing very tired of
1:11 pm
the rising that these other countries be taking that people are tired of this but isn't it the right thing to be doing i mean clearly the european leaders there they've been very strong about their plan and being stubborn in many ways in maintaining this this plan for the future bailouts will work eventually will lead. they don't actually look like they will work at all they won't solve any of the long term problems they do allow the countries to fund themselves for short amount of time a year or two as we've seen in greece it was only a year and now they need another bailout but ultimately these countries are insolvent and they will not be able to promise them selves in the long term so they will need some form of debt relief and some form of debt restructuring so it's better to get through this sooner rather than later as all only increase in terms of both political costs and economic course. in all these countries is yet to peak and will continue increasing over the next year so the eventual restructuring the eventual write downs which need to be taken will just get larger not to mention as
1:12 pm
we've already spoken about the political costs of continuing these bailouts and the austerity measures so what happens at the end of the line if it doesn't work in a few years from now what is the alternative. well i think the alternative is there will be a default in these countries at the moment the real approach just seems to be to lay it for as long as possible it looks as if germany and france are dictating this and they are trying to protect their banks and delay the inevitable default so the banks have time to build up capital buffers and it will be able to withstand the shock when it does come however that is far from assured just very briefly i want to ask you the european commission strongly criticizing these agency ratings is that they i mean they're saying this is harmful it's not the right time to be doing this but do they have a point that these agencies ratings are harmful. while the rating agencies are independent organizations and they represent private investors for the most part and they're doing what they believe is right and what they believe is best and i think the financial markets the way they're judging that the price that they're put
1:13 pm
on the cost of borrowing for these countries represents the ratings that these. bonds are being given so i don't think it's really fair to criticize the rating agencies when they're acting independently and doing their job i mean if they weren't downgrading this just because of the political pressure and i think we'd have a serious problem similar to the one we saw before the financial crisis where these rating agencies were rating issued by these parents very highly because they were under pressure and they received payment from these banks to do so now fortunately we have more independent rating agencies and they seem to have learned their lesson slightly and they're not giving into the political world but if they started doing that then i think i would actually be a much bigger problem thanks for talking to us well because here we have to say real economists with open your if you're going to live in london. we're coming up in a few minutes here on our team net gains. what may be seen as a convenience in the way it's being utilized by indian men revolutionizing their business and turning them into entrepreneurs and businessmen in their communities

we report on what it takes to turn the traditional trade into a high tech enterprise. but first diplomats from russia and france have reportedly clashed over nato's handling of the libya crisis at a meeting of the un security council held behind closed doors it's believed criticize the french decision to deliver weapons to gadhafi rebels which russia says was a violation of the u.n. resolution. reports on what moscow is taking such a strong stance. libya is becoming a real source of contention between the members of the u.n. security council what happens behind closed doors at the latest meeting off the council was that france came out by saying that it doesn't see a need anymore to air drop weapons to the rebels in libya explaining that they are now organized enough to establish contacts with foreign partners and get the needed weaponry themselves this statement came after another announcement by paris that it
1:15 pm
has been air dropping to the libyan opposition explaining that this is the only way to prevent civilian deaths while russia is fiercely criticizing all this saying that this is a direct violation of the north wise on resolution which originally gave the green light for the entire military operation in libya and its aim was to stop the violence and protect civilians and not supply them with weapons the operation has been going on for over four months and civilians are still being killed not only in the fighting between gun our fees forces and the rebels but during nato airstrikes and the supporters say that scores of civilians have already been killed because of these strikes including some members of got our family including children also several western powers sent to trainers to help organize the rebels there's now this talk about supplying all arms to the rebels france directly says that is that
1:16 pm
it's already done this germany is thinking about that russia is a few sleet criticizing all of this saying that this was not a point all for the north fly zone resolution because its point was to stop the violence and not to take part in the of this conflict on tuesday got our fees horses were able to capture a load of weapons which apparently was heading to the rebels from katara and was produced. so all of this is creating. conflicts mourning the members of the u.n. security council in fact what's happening in libya is already affecting the u.n. security council's policies on syria because a russia says that it will veto any similar resolution on syria after what's happened with the resolution. even to skin off the hand john he's the author of the book humanitarian imperialism says nato will do whatever it takes to get the job

done in libya and get rid of gadhafi. but we're going to. need. negotiation. you need to see the negotiations. themselves. thinking that. this is weeks not months and so now this month we see another three months where there's you that in another few months. feel. well to more on controversial arms flows germany is reportedly sending two hundred tanks to saudi arabia talk of a deal has caused outrage among germany's opposition politicians who claim the government would be breaking its own export rules and he's
1:18 pm
a foreign affairs expert from germany's left wing party link says the move compromises the country's position on democracy and human rights. we know that even in the ruling party there's a lot of opposition against this because you know it was this government in the past couple of months that went to egypt went to. always say we have to promote and support the movement for democracy in the arab world and everybody here knows and talks about that it was saudi arabia who invaded bottom line with the way. to fight. bloody intervention the democracy movement so it's even in the ruling party to there are a lot of members who say we can do this if we too are monitoring for saudi arabia really through a white. any kind of credit in the arab world so don't do it but whether the government or not will make a u. turn we will see and we heard the first demonstrations today hope that there will

be a larger movement and then yes maybe we can stop it. lawyers for the former i.m.f. chief dominique strauss kahn are meeting the prosecutors in his case of alleged sexual assault on a new york hotel maid reportedly pushing to get the charges dropped off to the woman's credibility was called into question during the investigation meanwhile prosecutors back in france are weighing up whether to prosecute this time on similar charges the new complaint was filed by writer says he tried to rape back in two thousand and three strikes card as a problem member of the french socialist party and the scene is a leading contender in next year's presidential election before the scandal broke out well for analysis of the situation i'm joined by christopher dickey he's the paris bureau chief for newsweek magazine and the daily beast a news website thanks so much for joining us there in paris let's talk about the timing of this why do you think these latest claims from the french right have only really just emerged as the first case seems to about to collapse.
1:20 pm
well what she said is that she just was sickened by the spectacle of strauss kahn starting to go free again and having. dinner in luxury of restaurants in new york and the sort of the smile on his face once the accuser in new york started to be discredited but the truth is that this woman this young woman tristan by nor has been trying to get this story out for a very long time entry didn't think anybody would take her seriously even bruited it on television at one point about four or five years ago still nothing happened so i think she thinks this is her last chance to get justice if indeed she's right in making in the accusation she's making what we've heard both the terms political assassination and political suicide concerning these cases how do you see the situation and how does the french media see it and i think people are divided it is certainly a huge story it's dominating all the news it's dominating all the lead up to the
1:21 pm
presidential elections next year there is a socialist primary that's supposed to be taking place there's even questions about whether strauss can will register for that primary which he would have to do before the thirteenth of this month other people think there's a conspiracy against him maybe a conspiracy that involved even the president of france nicolas sarkozy all of the while this kinds of claims and counterclaims are being made right now and it is completely dominating the political life of the country but when it dominate his career in terms of opting out of politics or perhaps strengthening his case and pursuing the position of presidency. well in truth it doesn't look like he could pursue the presidency that would really be a strange new twist in this but he does want to have a political career and there are various possibilities that will come up over the next year or two or three there's a very good chance that there will be a socialist president although not strong scott and that if he is cleared or at least of all the charges are dropped against him could serve in that president's
1:22 pm
cabinet he could also run for president of the european union there are a lot of possibilities that he probably believes are open to him and that might well be if he is absolved of these charges so if he doesn't chase the the president see causey of course will be going forth again marine le pen how will she come out of one of these states could this indeed strengthen her position. well it could but you know she was very strong a couple of months ago she was coming out of all the polls before this happened she was coming out of all the polls as really one of the top three contenders along with strong against sarkozy but for various reasons her ratings have gone down fairly dramatically and she's no longer coming out in the second round as seemed to be the case before maybe it's just the distraction of all the scandal around and people are not as excited by her images as they used to be the two

things are not directly related but just in the sort of the chemistry of public opinion but i think by next year she will be a strong contender was very interesting to hear what you have to say thanks so much for joining us live there in paris christopher dickey the paris bureau chief for newsweek magazine and also the daily beast news website thanks for your thoughts. thank you bill. the mobile phone has become an integral part of everyday modern life but what's seen as a fun gadget in some countries has proven enough to revolutionize the lives and livelihoods of many people elsewhere are reports now on the indian fishermen who are costing the next generation network for their catch. mulhern kumar wraps up his engine for a day of fishing off the coast of carolina the southernmost state in india with a little bit of i studied in school until the seventh grade but then i had to leave school because we were not economically well off so i had to help my dad with

a convenience in the last is being utilised by indian fishermen revolutionizing their business and turning them into entrepreneurs and businessmen in their communities most of these fishermen have been doing this work for generations and never imagined they'd become so tech savvy they had watched their fathers and grandfathers come home from sea several times with no fish at all but today that never happens you know about a little bit of there's a lot of difference between the times when we used to go fishing with stick boats and now when we go fishing with engine but after the arrival of the phone it's become easier for us to study show that mobile phones aren't just empowering the fisherman in the community more competition means better prices for consumers on. average they've fallen by four percent it's a new quality of life for the people of this community who never dreamed that they would escape poverty. most fishermen are illiterate but we want to give a proper education to watch children and that is possible because of the earning we
