in india oh she's available in the movie the joint the hotel rooms the movie that's the case we go to the grand imperial truly the tallest west coast coromandel you can a little closer to sedona to go and. run the city the colonel was so chilled as a retreat. the u.s. congress passes the debt limit bill to avoid default amid criticism that america still faces harsh economic recovery despite the last minute compromise deal. well and arena lights up for the devil here in washington after months of brinksmanship but the short term political victory spell doom economic doom in the months ahead. also the u.n. security council debates a resolution on syria following the escalation of violence there russia says any decision must meet the interests of the syrian people. and this really sees the
2:01 pm
tidal wave of anti government protests demanding sweeping economic reform but demonstrators complain the summer of discontent is not actually being posted but by the international media. plus own business and news small ball for gas prices for gas from as a german and this made sense makes matters of course we'll have more on that in this next and twenty minutes. international news and comment this is our t.v. live here in moscow just turned ten pm in the russian capital after months of political squabbling in the shadow of a looming default the u.s. can finally breathe a sigh of relief the senate has passed an eleventh hour deal to raise the country's boring limit thought a hurdle for the bill after being given the go ahead in the lower house on monday
2:02 pm
but our correspondent who seek a vote of has the latest for us in washington d.c. this is being waited for with baited breath around the world. well around the world and perhaps no one has been holding his breath more than president obama right here in washington of course the president did come out and speak earlier he called this crisis a so-called manufactured crisis saying that it shouldn't have taken the risk of a default difficult task for few for a washington to get it after work together interesting words but of course we can't neglect the fact that both the president as well as the both of both of the political parties are all equally it's important blame for the big picture economic crisis that has brought the united states to this now what this deal does is essentially raises the borrowing limits of the united states while cutting spending by about two point four trillion dollars there's a lot of sort of strings attached in order to raise that debt deal that limit and the reason that we saw this battle over this fairly routine vote the reason the
2:03 pm
debt limit keep in mind is something this country has done more than one hundred times since nine hundred forty s. what we saw what was different this time is that this became a proxy ideological war between the republicans in congress and the democrats now of course we are entering an election year and so the republicans chose this time to sort of dig in their heels and to really fight with the democrats over issues that both sides are diametrically opposed to what do these so-called tea party republicans the right wing were publicans wants to know taxes much lower taxes they want very little government spending but the exception on occasion to of course the president being democrats meanwhile want to keep spending on social programs at high levels they want to close with they call corporate tax loopholes and essentially have the wealthiest folks in the society the brunt on the economy now at this at this stage in the economic game both courses are unsustainable of course we ended up seeing this political battle erupt bringing the nation to the brink of
2:04 pm
our first ever default and the irony at the end of the day is that both sides walked away very very unhappy with this deal that essentially kicked the down can. down the road we're going to be seeing this super commission and congress figuring out what exactly the united states is going to cut in terms of spending in about november december time and so unfortunately this one the crisis has been averted but it looks like the big fiscal debate still hot and going well but as you say of course despite being agreed to today. immediate default and and saw indeed warning its long term prospects for the u.s. economy really only looking so good tell us more about. well there not we have to keep in mind one of the things that this legislation does is essentially guarantees that there will not be any more stimulus spending so in the short term there's going to be huge effects were of course dealing with a country the united states that has abysmal unemployment rate levels at nine point two percent the g.d.p.
2:05 pm
has barely been growing one point three percent over the last quarter the housing crisis is still an issue in the long term this legislation does nothing to assure world markets that the united states is on a sustainable fiscal path as i said earlier does kick the can down the road and so markets are standing by they don't know exactly where the united states will cut whether taxes will be increased whether revenue will come in and so the ratings agencies have also sort of remains a mom on this we did see it come out and say that essentially the triple a rating will not be threatened by the united states of course which was not one that threatened to downgrade at any point in this crisis we're still waiting to see where standard and poor's stands on this they want to see cuts of about trillion dollars the deal only promises about half that amount and moody's has still been silent so a lot of questions and of course the biggest the biggest losers in this whole deal are the american people who are simply struggling to get along to survive what has
2:06 pm
been one of the most catastrophic recessions this country has seen in a long long time you see thanks very much indeed for that you can follow it our correspondent live you know washington studio let's get some more now on what's in store for the u.s. economy from needles trucco he's an activist from the u.s. political action group progressive change campaign committee thanks very much indeed for joining us in the state so the bill is being passed by both houses of the u.s. congress that's the latest news of course that raises the elements but does that mean the american economy and indeed the world's economy around the woods no. no bill it really doesn't i mean the end of the day the bill that we got passed yesterday and finally passed through the senate today and is going to be on its way to be signed by the president it's not going to work for the american people you know the kind of austerity that was laid out in the bill and it's going to be laid out in future parts of the legislation as it gets carried out down the road it's actually going to hurt jobs which is the last thing that the american people want right now well lucy all corresponding just
2:07 pm
a few moments earlier was alluding to the the american people in hell they will be facing problems what we've course we've seen a steady measures taking place in the eurozone in europe do you think we could see some sort of reaction in the u.s. over this all through all cuts in public spending tax rise is not going to get a lot tougher for the americans are going to be moving about this well. and not so hearing about tax rises for a lot of folks what i'm hearing about essentially is because and how they're going to impact the where we're going to hear cuts for the american people and it's going to start hitting people quite directly you know in the current the first step of the legislation you know it's going to start getting education and energy and i think about my sister who wants to be a teacher what kind of incentive does she have what kind of options are she going to have to be a teacher here in the united states. if the government is cutting money going to schools in states across the country that's not going to work for her it's not
2:08 pm
going to work for millions of middle class families across the country and it you know this legislation is really going to hurt the american. that's certainly going to domestic impact in the u.s. but ratings john fitch said that the deal means it will hold its aaa school for the u.s. at least for the moment the s. and p. interestingly has said that actually washington might be downgraded and it looks as though that could happen any time tell us what impact could that have on the wider world not just the domestic economy in the u.s. . well i think the impact it's going to have on the wider world is you listen if you're hurting american consumers which at the end of the day is what's going to happen when you make these cuts to government spending that's going to limit the amount of money that americans are spending a broad and or the amount of money that they're spending on foreign goods and that's going to hurt countries across the country you know this is a this is a move towards a stereo that's not going to work for the american people and as a result not going to work for a lot of folks across the world that is viewed as less than perfect on both
2:09 pm
democrat and republican sides of the house without any women is here well i think i think the winners here were you know the party conservatives who got exactly what they wanted you know they're crying crocodile tears over on capitol hill but the fact of the matter is they got a bill passed through the house in the senate that doesn't have a single tax raise on the wealthiest americans and there and they got there there are cuts to or or move towards cuts to social services that they wanted to customer gak aides so the tea party republicans got there when unfortunately the president and many democrats handed to him one of the president's standing in all of this in his leadership skills that will his position be basketball this. well listen i don't think this is going to help him with progressive certainly who are were advocating throughout the process progressive in congress and throughout the country for you know closing this deficit problem by making sure the richest of the
2:10 pm
rich are paying their fair share and it's not going to hurt it's not going to really help them with middle class and independent voter i mean these are folks that are going to be heard by the caucus that are been put forward in this builds and they're going to be folks that are going to be upset because they're noticing that the richest of the rich the wealthiest one percent aren't paying their fair share and yet they're being asked to dig a little bit deeper the president wanted a plan that was fair and balanced that's not the one he got been talking to investors in the poll saying the dollar is doing the. investing in america but surely this sort of the latest news this all the inquisition of america's dead and of course this political wrangling will that push investors away from the u.s. this could have a long term impact in that respect well i think was i think you're definitely on to something there i think that what could happen right now and what there is an opportunity in the second part is a second part of the implementation of this bill to really make sure we get some
2:11 pm
strong advocates on this this deficit commission in the next phase of the process and make sure that they're actually advocating for big companies like g.e. and the richest of the which to pay their fair share and making sure that that's a part of the deficit solution rather than just more and more austerity and less social services and cuts to medicare medicaid and social security benefit for american families you know if we want to strong dollar we need to be investing in americans not cutting not not cutting their paychecks and and cutting the benefits that they've paid into for all their lives really interesting you your view neal thanks very much for joining us now is rick activists from the u.s. political action group the progressive change campaign committee joining us live there in washington thank. well a fresh outbreak of violence brings more death to syria as government forces fire again on anti-government protesters the un security council has resumed discussions on the situation in the country amid reports of over one hundred being killed on sunday and russia warns that any measures against syria must be restricted to
2:12 pm
solving or not aggravating the conflict. is in new. we do know that the u.s. and european countries are pushing for some fierce resolution potentially maybe sanctions against syria to stop the violence that's taking place there we do know that sanctions will not be supported by russia and possibly many other countries your security council the russian foreign ministry has said that sanctions that option sanctions are absolutely off the table russia's position is that that would it would just add more pressure to an already very sensitive and vulnerable situation that's taking place in syria we did hear that brazil's investor said that the country would possibly consider. supporting a presidential statement by the security council that would i would talk about or oppose any kind of ongoing violence but where the security council is there bided
2:13 pm
on is where they've been to please their condemnation russia china and other countries are very concerned about not condemning one side or the other not taking sides not exacerbating this problem there are many countries that are part of the security council that do not want to see a repeat of what took place when the resolution of for a campaign against libya for a no fly zone over libya was adopted and implemented and many countries including russia believe that it was actually used a lawful and how it's going to use unlawfully and so many countries do not want to see a repeat of what is taking place in libya but there may be may be an agreement on the text for a presidential statement that would call for all the violence to end we just have to wait and see if all fifteen countries will agree on what they can say. going to put in our reporting there was still ahead here on r.t. information vacuum

a report on why mainstream media remains no one hundred fifty thousand israelis demanding social change. and it brings a whole new meaning to overtaking the tank versus the sadie's and find out what that's what about a little later in the program. an expert independent panel says there are doubts about the objectivity of poland's investigation into the plane crash that killed president lech kaczynski along with much of the country's political elite will greet that pilot error of course the tragedy in russia last year but differences remain between its findings and those of the moscow based interstate aviation committee you wrote this cannot for has all the details for us. in general it's clear that the conclusions need earlier by the polish side and those in need by the interstate aviation committee here in moscow are similar in the sense that it were the actions of the highlands which caused her
2:15 pm
task but after the media conference held here in moscow by the interstate aviation committee it also it's also clear that their approach to detail is a difference first of all the interstate committee says that the pilots ignored the warnings from the air traffic controller and decided to attempt to land the plane anyway despite the weather conditions it is a fact that he had off the air force was present in the cockpit at the time when they were trying to land the plane and the interstate committee says that that alone can be viewed as direct psychological pressure whilst the polish side says the head of the air force was simply standing there monitoring the situation i was able to personally speak with the chief technical expert off the interstate aviation committee and here's what he had to say on this the presence of the commander in chief of the portrayal forces who was treated as a person who. i mean c'mon all the crew members.
2:16 pm
like that answer for it was a cook with. this is a similar time of human form. for. some of the actions of the right so we have the technical investigation to know we definitely consider this to be psychological so. another issue very important here is that the polish committee concluded that the airstrip itself was not ready to receive the plane on the wall according to the interstate aviation committee that airstrip is certified to see planes and even though their world minor defects be sold he could not have possibly a way to be plane crash be interesting to me is also why be or an independent international body while the investigation conducted by paul it was being done by

a state committee questioning its objectivity nato has sent more troops into kosovo after a week of conflict between ethnic albanians and serbs tensions were raised last week in kosovo and police seized two crossing checkpoints to impose a ban on imports from. violence killed one because of a policewoman brought peacekeeping forces under full well for more on these latest developments i'm now joined by. a serbian canadian film director joining us live here. in belgrade well last week the serbian foreign minister there called the situation a powder keg do you think we could perhaps see the situation really explode. well the situation in kosovo is very unstable this is due to illegal acts of the so-called government of course of all who decide to send troops from special forces from the operation or also into north kosovo and occupy two
2:18 pm
administrative crossings yachting and bring back with the intent on imposing. customs which serbia of course does not recognize and a majority of the world include including russia does not recognize. is it is not helping the status of saddest talks of course on the negotiations their future continuous the temper and the whole escalation of violence is simply not going towards a peaceful solution that everybody is hoping for were nato says the additional forces are being sent to cause i'm going to beef up its presence but actually to replace soldiers who've been on the ground since fighting began do you think a further increase in those nato troops could indeed escalate tensions that. well they're sending five hundred fifty more german troops and one hundred fifty more austrian troops. they would not be sending troops into kosovo if they didn't estimate that the situation could explode into a larger conflict and considering that the international community has an interest
2:19 pm
in solving the so-called north cost of the issue it would not be unreasonable to suggest that they are trying to sort of fix this issue as fast as possible and i strongly believe that if force is necessary to do what they have planned they will use that were both great because of this very special interests and also resolving this issue bearing in mind it's hoping to join the european union that this situation well it's only helping because it. no of course not but. it also has to be said that belgrade believes that all government believes that the e.u. does not have the internal and we must also remind ourselves that the e.u. asks of belgrade as an unwritten prerequisite to recognize close was in the penance and this would mean the belgrade should accept kosovo's sovereignty and territorial territorial integrity which which is very complicated to explain to the people of serbia but belgrade i think is prepared to do so in order to achieve the e.u.
2:20 pm
dream this escalation of violence of course is not helping belgrade because the people of serbia. see this as a provocation and it is making their sentiments against reaching a compromise. not very favorable for tried her side so i think this is not definitely helping anybody in talking about negotiations and we know that the e.u. mediator robert cooper he's been you need to sit and talk talk with belgrade officials and go there any chance if you think of some sort of reconciliation through negotiation or whatever the both sides are urged to negotiate it is for the reason to get the serbs to accept something rarely are albanians asked to make concessions to serbia and serbia has already made many three sessions for the so-called republican poll so they recognize their documents their i.d.'s their license plates so i think calling for the albanian negotiations is another call for
2:21 pm
serbs to accept north things that are just leading to serve you recognizing kosovo . thanks very much indeed we'll leave it there or is going to go skiing at serbian canadian film director joining us tonight therefrom. to israel now i'll have central square has been turned into tent city crowds of protesters have expressed their discontent with soaring prices and plummeting salaries has pointed to reports their peaceful demonstrations often go unnoticed by their government and by the world's mainstream media. tens of thousands on the streets of israel angry to death and protesting for change but is anyone listening when it comes to a lot of the foreign media want to see more of an action movie and this hasn't been a very violent it's been very hadn't been violent and also in a very positive. way well into week three the largest demonstration in israel in

tel aviv. heavy traffic and chaotic parking is a daily headache and just about every major city of the world people unable to find a parking space will often just leave the cars and any available spot be a pavement or a bus stop. the mayor of lithuania is capitol building as has decided that ticket just isn't he. supports this so you can see how he employed simple yet effective means to solve the problem the owner of this would say these parts on a bicycle way they feel regret it if he comes off worse and they scuffle with the vehicle. this video is published by the mayor's office as a reminder to those who traffic and parking rooms have become that you hear about man's reaction. really not very happy about it but mostly an effective means as we can see what you call insight on that street extraordinary but effective measures
