oh she is available in the movie going to join the photo the i love you that's a great way to go to the grand imperial through the george weston to school until you can a letter to no closure or to say don't need to go and. read this and the colonel was hotel to retreat. looking after their own british vigilantes a move to protect the streets from the troublemakers accusing police of doing too little too late during the recent destructive wave of unrest. two americans can officially sue the former u.s. defense secretary donald rumsfeld over their alleged torture in iraq as america ramps up its propaganda machine to entice more youngsters into the armed forces. and media outrage in hungary as journalists slam a new law that could effectively silence critics of the government endangering press freedom and the very notion of democracy.

worldwide news live from moscow this is r.t. with me a recent shi'ite night fell over london and once again crowds spilled onto the streets except this time it was local residents out to protect their communities from looters after several days of disorder vandalism and the british public has decided it's time to fight back with or without the police. has the story. good to start. a warning to looters if you come out to enfield tonight it better be in disguise at the first sign of trouble this is what happens. around five hundred mainly young men chase down the road after police ready to drive troublemakers out of town. despite the mob atmosphere
8:02 am
a large crowd of young men are out for justice there's been no trouble so far most ordinary people out to protect their communities a lot of people are here to help there obviously are some people that like in a day opposite effect they're going to get every weapon much starting to take in our streets are for young children not that well but children on the streets when the decide if there's not enough police then will help them and just give everyone a wage the cost to the shops and just push them away basically we don't want to go after anyone all root cause any trouble we just want to make sure that no one comes into question no shops open in the rules and it's not just in enfield in other parts of town seeks have banded together to protect their livelihoods and property sons and daughters come together with us and say let's all work the problems without on the violence and causing distress to each other which then for example. causing the violence in the streets.
8:03 am
this is the current face of communities across england many of which felt under siege from looters and said in their darkest hour the police were nowhere to be seen police have not been anywhere where the police if the police were hitting all that would have been time maybe this is what david cameron means when he talks constantly about the big society handing power and responsibility pack to local communities and i think the scenes we all saw our television screens last night of communities coming together to try and stop violence taking place was a model of how these things should be done that still spike the fact that three young asian men were killed in birmingham early on wednesday trying to protect local businesses looters allegedly rammed them with a car the tragedy ignited anger in the asian community a vigilante band attracts all sorts and more than talent seats. just rear its head
8:04 am
. this is huge number of police officers on the streets of england at the moment which many find reassuring but groups like the enfield army proved that communities still feel police are unable to protect them and with budget cuts the front line officers still on the table bodies on the beat could get fewer and further between . vigilance and we could take up the slack. and as politicians and most of the rioters as an educated youth someone turned out to be quite the opposite among the looters was a millionaire's daughter an aspiring ballet dancer and a young musician social policy expert tony gillen says that the role of parents has been so undermined it drives young youngsters to criminality if we don't have a goal or thirty then how can you expect young people to learn that they need to adopt certain standards to accept that others are going to challenge them and
8:05 am
question their behavior or their ideas and argue with them and get them to be socialized into being mature adults we're sending a message in our society that adults can be trusted there are those wrong voices of young people's voice need to be paid more attention to that message is a very dangerous mission to say because it's not completely up setting the normal balance of things where i'd also responsible for nurturing young people putting them under pressure challenging them to achieve the best and possibly can and basically where necessary giving them a hard time about where they where they're not fall in the market and i think this is a much broader problem of which in some respects these instances of riots and criminality are just one obvious visible expression so it should be no surprise in our society that young people think that they can wander around here nor not show.
8:06 am
respect for other people when we when we we've been through this process i think we actually need to look much deeper at this problem. and with r.t. now a u.s. court has ruled that two american contractors who work for a private security firm in iraq can sue donald rumsfeld over their alleged illegal imprisonment and torture if proven guilty the former pentagon chief would be held personally accountable while in iraq the two men that made the claims that the firm was engaged in corruption it's believed that they were detained for nine months at a military facility before being released without explanation or charge a lawsuit against rumsfeld had been rejected until now by across the cuba's antiwar activist brian becker says the case opens the floodgates to other officials being held to account for war crimes. what we have to recognize is that by stripping rumsfeld of immunity for the acts of torture against american citizens this opens
8:07 am
wide to do are not only for rumsfeld but for dick cheney for bush for all of those who advocated or put into place policies like the policy of torture which they call enhanced interrogation techniques euphemistically and very thinly euphemistically disguising torture which is illegal then that means all of these people could be in the dock if you try to hold the pentagon officials in this case the head of the pentagon donald rumsfeld accountable for torture or other illegal acts that somehow shackles the hands of the u.s. military but ironically it suggests that the united states government needs to demands too and is engaging in illegal acts and that if anyone holds them accountable that will be quote shockingly in their effort to carry out war it's partly demagogy but by virtue of the nature of the argument it also reveals that they in fact have institutionalized torture otherwise they would not be afraid of the allegation against it well at least the pentagon doesn't seem. are you too

spain and belgium have decided to ban short selling on the shares of banks and other financial companies the practice sees investors selling borrowed stocks that are expected to fall in price before buying them back and keeping the difference short selling has been blamed for increasing recent market volatility meanwhile france has been battling speculation it was going to lose its aaa school which was finally reaffirmed by ratings giants on wednesday investors however remain unconvinced the country's finances are solid enough recent figures show stagnation in growth while the banking sector has been battling health rumors. from the european school of management technology says it's the banks that are once again being offered protection. part of these rescue managed measures have been taken to too risky the banking system. especially with the banks in southern europe and i think this needs to be addressed but overall we also have this kind of political situation which has been very convenient for governments to increase debt levels to

avoid bringing tough measures to their constituencies and i think this is something that has to end markets have indicated that they are not willing anymore to finance these large debt levels my fear is that we see some short term improvement in the share prices i think overall we will see. continued downward trend so overall i think these measures will not have a long lasting effect france also has a debt problem the overall debt level is very high and now that the u.s. government debt has been downgraded there's obvious fear of who will be next in the game and we've seen the problems with spain in italy recently and i think it's quite natural that the markets at this stage are concerned about france as well so i think that the french government is under some strong pressure to act requires some political will to implement these changes and i think bed is the big if so if france is able to convince the market that it will implement these tough measures then i think we could see some civilization in the markets. or the seemingly

the student protests have exploded into violence in the capital santiago protesters demanding government funded education and were seen hitting police cars with sticks throwing rocks at officers by the mass demonstrations started two months ago when president pinera announced plans to cut spending on education he rebuffed demands by students telling them nothing is free in this life somebody has to pay. israel has approved the building of thousands of new settlements in east jerusalem the land of palestinians considered to be their territory and this comes just weeks ahead of an expected move by the palestinian administrator to have their state recognized within the established pre-one nine hundred sixty seven borders that the u.n. security council peace talks between the two sides have been deadlocked since last year after the construction of a jewish homes in the west bank and the list goes on a baskin it says the announcement is yet another step away from

a compromise. this is not a time when when it seems likely that israelis and palestinians will be moving towards the peace talks and that the americans will be leading the way the main issue that has blocked a return to negotiations is the continued settlement building by the government of israel this is not going to help the situation let's face it the government of israel feels pretty immune to any criticism around the world right now on this issue everyone is busy with a global financial crisis the united states as well as involved there are some twenty percent of the u.s. congressmen sitting in israel this week and we all know that mr netanyahu has a lot more support in the american congress than he does even in his own parliament so this will just be another is really active building more settlements within neighborhoods of east jerusalem without anyone really blinking and it's not going to help the situation it's not going to hurt it much more than it's already hurting . you with are to offer i'm not going to be traitor and if you want the business of

lucky gets paid to do that job which is something. i heard about five years time that will be after the business up there with dimitri. i don't even welcome to business r.t. now it's been an extraordinary week for the world's financial markets not since the height of the financial crisis in two thousand and eight has there been the same level of uncertainty and dollars and the toxic combination of debt and downgrades. and loss of faith in politicians has made investors exceptionally nervous to discuss the current situation i'm joined by david jones our market strategist at idea index david thank you so much for being with us what we've been seeing the past week what do you think this is a stage on the downward spiral are we past the bottom yet. i think the risk is even
8:25 am
though we've had a fairly quiet couple of days the risk is we could carry on going lower in the weeks ahead it's very similar to sort of moves we see in markets to what was happening three years ago when we had the banking crisis and then we had plenty of volatility big slides go quiet for a bit and then just move lower again a thing we had seeing quite a big change in sentiment towards stock markets over the last few weeks when it comes to economics so you actually expecting a second dip in the recession. maybe not necessary for the research to go from markets but if you definitely are very worried about the situation of course we have the u.s. that went down to the wire getting their ceiling raised we had a downgrade by the u.s. last friday we've still got all these problems in continental europe with italy and spain so growth isn't very good is there in the risk of a double dip recession but i think the immediate risk is stock markets to slide a bit further. on the optics in the market we've been seeing is this a good opportunity to take risk off the table david. definitely that has been the
8:26 am
thing really for much of august we have seen some impressive rallies along the way but they have been used for people to either sell short into or to get out at a better price than they could have done the day before i think it's still a very nervous market and it's i think stock markets around the world have struggled over the last few weeks to hold on to rallies and i think we'll have to see if that changes this afternoon in the u.s. but i think the risk is will see race and we'll see people taking risk ahead of the weekend and david three years ago when we saw extreme levels of volatility there was a bad one short selling introduced in several countries russia included do you think that could be useful to stabilize the market right now. where we have had to overnight for europe we've had. italy spain france and belgium have introduced short selling bans on financial stocks and that's helping the markets today we've
8:27 am
got for example here in london barclays is one of the top prizes of the day so we are seeing strength in banks but it is like history repeating itself because similar levels of volatility we had three years ago in september two thousand and eight there was widespread short selling brands but over the next month financial markets will drop another fifteen to twenty percent so again trade is europe at least so far back convinced the short selling bans are necessary to change anything so just next week what do you think is going to be like. i don't know if there is a clear answer is that when i think maybe maybe after the game credible volatility we've had in the last couple of weeks we'll have something of a return to maybe more normal daily ranges but i think the pressure will still remain on stock markets i still think if we see a bit of strength the risk is it's going to. come back in and push these markets there and i don't think we're going to see any sort of short term return to the
